RULES AND GUIDELINES

1.0 INTRODUCTION

1.1 Storytelling is an effective teaching and learning activity to help improve


the standard of English among pupils.

1.2 The Storytelling Activity / Competition will be carried out at school,


district / division, state and national levels.

2.0 OBJECTIVES

2.1 To enhance pupils’ confidence in using English.

2.2 To give pupils the opportunity to use English in an interesting, authentic


and creative manner.

2.3 To enhance and improve listening and speaking skills.

2.4 To instil pupils’ interest in reading and writing in English.

3.0 RULES AND REGULATIONS

3.1. The competition is open to all Year 4 to Year 6 pupils from


government-aided schools. Only ONE contestant will represent his /
her state at the national level.

3.2 The competition is divided into two sections:

Section 1 : Prepared - State level


(Any Story)
Section 2 : Impromptu - National level

3.3 For Section 1, contestants are to observe the following rules:

3.3.1 Stories presented can be authentic, adapted or originally written.

3.3.2 Stories presented must not touch on sensitive issues such as


race, religion, stereotyping, politics, etc.

3.3.3 Stories must be thematically educational.

3.3.4 Props, backdrops and sound effects are not allowed. Any use of
these will allow for disqualification by the judges.
3.3.5 Time allocated to present the story is 4 to 5 minutes.

3.3.6 The performance should be recorded and saved in MP4 / 3GP / AVI
/ MOV / WMV format.

3.3.7 The video must be sent to the organizer via the link address
(google form) that will be notified by the State Education
Department.

3.4 For Section 2, contestants are to observe the following rules:

3.4.1 Impromptu section will be conducted via video tele-conferencing


between the contestant, the panel of judges and the timekeeper.

3.4.2 Each contestant will get their turn to present their impromptu
story.

3.4.3 Each contestant will choose an envelope containing a card. The


chief judge will read aloud the phrase to the contestant.

3.4.4 After 30 seconds, contestants tell their story based on the


phrase.

3.4.3 Stories told in Section 2 should not be a repetition or


reproduction of any story presented in Section 1. Contestants
will be disqualified if they do so.

3.4.4 Any inclusion of singing should enhance and not dominate the
presentation.

3.4.5 Time allocated to present the impromptu story is 2 to 3 minutes.


The bell will be rung at the 3rd minute. Marks will be deducted
thereafter.

3.5 Infringement

3.5.1 A maximum of 10 marks will be deducted if a contestant:

3.5.1.1 touches on sensitive issues such as race, religion,


politics, etc. – 2 marks
3.5.1.2 presents a story below the stipulated time – 2 marks
for every minute
3.5.1.3 presents a story above the stipulated time – 2 marks
for every minute
3.5.1.4 uses props, backdrops and electronically-aided sound
effects – 2 marks
3.5.1.5 overdramatizing – 2 marks

3.6 A contestant will be disqualified if:

3.6.1 he / she reads or refers to notes / reading materials.

3.6.2 he / she is prompted by another person.

3.6.3 he / she repeats any story presented in Section 1 during the


impromptu session.

4.0 ADJUDICATION

4.1 A panel of at least 3 to 5 judges will be appointed for all the rounds at
all levels. The competition at the national level will be judged by a
panel of 5 judges, appointed by the Sports, Co-curricular and Arts
Division, Ministry of Education Malaysia.

4.2 Points will be allocated according to the scoresheet.

4.3 The contestant with the majority of votes will be declared the winner.

4.4 The decision of the judges is final.

4.5 Individual marks will not be disclosed.

5.0 PRIZES

5.1 Prizes and certificates of achievement will be awarded to the winning


contestants.

5.2 Certificates of participation will be awarded to all participating


contestants.

RULES AND GUIDELINES

1.0 Introduction

Poetry Recitation is a competition organized by the Ministry of Education.


The competition aims at encouraging the use of English through meaning,
sound and rhythmic language of poems. It helps pupils to speak, render
and express themselves confidently in the English language.

2.0 Competition Rules

2.1 Eligibility

2.1.1 This competition is open to pupils of primary schools.

2.1.2 This competition is open to pupils of government-aided primary schools


from Year 4 to Year 6 only. Year 3 pupils are allowed to participate if
they are from under enrolled schools.

2.1.3 Only ONE pupil can represent his/her school in this competition.

2.2 Time

2.2.1 For the primary school category, each participant is given a


presentation time limit of not less than 4 minutes and not more than
6 minutes. Failure to abide by these times will incur a deduction in
marks.

2.3 Text

2.3.1 The poem must be entirely authentic and original and must never
have been published or have won a prize in any other competition prior
to this competition. The text of the poem will be based on theme
decided by the organizer.
2.3.2 The theme for year 2020 is ‘One For All, All For One’.

2.3.3 Materials presented must not touch on sensitive issues, such as race,
religion, stereotyping, politics etc.

2.3.4 Written poetry must be typed in Times New Roman / Arial, a font size
of 12, and convert the document to Pdf file.

2.4 Type of poem

It is highly recommended that poems are written:

2.4.1 in metre or verse expressing various emotions;

2.4.2 using a variety of techniques including metaphors,


similes, onomatopoeia;

2.4.3 based on activities of language such as repetition, metre and rhyme


(to distinguish prose from verse);

2.4.4 with a good dose of imagery and verse association to convey


emotions quickly and clearly;

2.4.5 in stanzas that convey the specified theme;

2.4.6 so that the presentation / recitation of this poem will cover the
time frame of the competition.

2.5 Attire

2.5.1 Participants should be in formal school uniform when competing.

2.6 Recitation

2.6.1 Participants are not allowed to refer to any notes or printed materials
during the presentation. The poem must be recited as it appears on
the judge’s copy (ref: 2.3.3).

2.6.2 Participants must not present a commentary of the poem.

2.6.3 Participants must start the recitation by mentioning the title and
the writer of the poem.

2.6.4 There should be no inclusion of singing, music, props or artificial


sound effects.

2.6.5 A theatrical performance of the poem is not allowed.

2.6.6 The performance should be recorded and saved in MP4 / 3GP / AVI
/ MOV / WMV format.

2.6.7 The video must be sent to the organizer via the link address that will
be notified by the State Education Department.

2.7 Judges

2.7.1 State level competition will be judged by 5 judges.

2.7.2 The judges will be appointed by the State Education


Department/ PPD

2.8 Decisions

2.8.1 Points will be awarded according to the score sheet.

2.8.2 Judges will collectively determine the placing by a clear majority vote.

2.8.3 The decision of the judges is final.

2.8.4 Individual marks will not be disclosed.

2.9 Prizes

2.9.1 Prizes and certificates of achievement will be awarded to the winners.

2.9.2 Certificates of participation will be awarded to all participants.

Definition

“Poetry Recitation is about conveying a poem’s sense with its language. All words
of the poem must be pronounced correctly, paying attention to the volume, rhythm
and intonation to enhance the recitation.

A strong performance will rely on a powerful internalization of the poem rather


than distracting dramatic gestures”.

PUBLIC SPEAKING COMPETITION
FOR PRIMARY AND SECONDARY SCHOOLS

1.0 INTRODUCTION

Through public speaking competitions, it is hoped that awareness is


created among pupils on the importance of the English language.

Public speaking is an essential part of most jobs and at some point, all
of us will have to give a speech in public to inform, to persuade or to
inspire others.

2.0 AIM

-To encourage the development of oral communication skills among


pupils or students

-To promote the use of the English language

-To promote better understanding amongst young people

3.0 ELIGIBILITY

3.1 This competition is divided into 2 categories:

3.1.1 Primary School

- This competition is open to pupils of government-


aided schools from Year 4 to Year 6 only. Year 3
pupils are allowed to participate if they are from under
enrolled schools.

3.1.2 Secondary School

- This competition is open to all pupils of government-


aided schools from Form 1 to Form 5 only.
4.0 PRIZES

4.1 Cash prizes and certificates of achievement will be awarded to


the winners.

4.2 Certificates of participation will be awarded to all participants.

5.0 COMPETITION RULES

5.1 The competition is divided into two sections, as follows;

Section 1 : Prepared Speech – any topic


Section 2 : Impromptu Speech (for national level only)

5.2 For Section 1 (Prepared Speech), contestants are to observe


the following rules:

5.2.1 Primary school contestants will deliver a prepared


speech on a topic of their choice for 4 to 6 minutes.

5.2.2 Secondary school contestants will deliver a prepared


speech on a topic of their choice for 6 to 8 minutes.

5.2.3 The performance should be recorded and saved in MP4


3GP / AVI / MOV / WMV format.

5.2.4 The video must be sent to the organizer via the link
address (google form) that will be notified by the State
Education Department.

5.3 For Section 2 (Impromptu Speech), contestants are to observe


the following rules:

5.3.1 Impromptu section will be conducted via video tele-


conferencing between the contestant, the panel of judges
and the timekeeper.

5.3.2 Each contestant will get their turn to present their


impromptu speech.

5.3.3 Contestants are given a topic 4 minutes before they are


due to present the speech.

5.3.4 All contestants speak on the same topic.

5.3.5 The time allocated for the impromptu speech is 3


minutes.

5.3.6 A warning bell will be sounded at the 2 nd minute and a


final bell at the 3rd minute. Marks will be deducted
thereafter.

5.3.7 The timekeeper will announce the time taken by each


contestant after the presentation.

5.4 The topic for the Impromptu Speech will be prepared and
provided by the Division of Sports, Co-curricular and Arts,
Ministry of Education Malaysia.

6.0 ADJUDICATION

6.1 A panel of 5 judges will be appointed for all the rounds at all
levels. The competition at the national level will be judged by a
panel of 5 judges, appointed by the Sports, Co-curricular and Arts
Division, Ministry of Education.

6.2 Points will be allocated according to the scoresheet.

6.3 Judges will collectively determine the placing by a clear majority


vote.

6.4 The decision of the judges is final.

6.5 Individual marks will not be disclosed.

6.6 The judging criteria for both the Prepared Speech and the
Impromptu Speech are on two aspects as follows:

6.6.1 Subject Matter

6.6.1.1 Is the subject matter of the speech suitable and


substantial?
6.6.1.2 Is the speech original and intelligent in its exploration of
the subject?
6.6.1.3 Does the speaker develop the argument and the line of
thought logically and effectively?
6.6.1.4 Is there a satisfactory conclusion which lends a sense of
finality to the speech?
6.6.1.5 Does the speech carry a worthwhile and convincing
message?

6.6.2 Use of Language

6.6.2.1 Is the message or point of view conveyed in clear,


correct, comprehensible and appropriate language?

6.6.2.2 Are tone, pace, pauses and projection effective?

6.6.2.3 Does the speaker avoid distractions?

6.6.2.4 Is the speaker’s style confident, fluent and natural?

6.6.2.5 Does the speaker:

.. use ineffectual repetitions e.g. “Ladies and


Gentlemen”?

.. use pompous and condescending language?

.. overdramatize?

.. make awkward pauses?

.. over depend on notes, reading, shuffling palm cards?

.. use inappropriate quotations?

.. make jokes that are irrelevant or inappropriate?

6.6.3 Additional judging criteria for the Impromptu Speech include the
following:

6.6.3.1 Does the speaker demonstrate the ability to think


clearly and creatively?

6.6.3.2 Does the speaker express his views with conviction


and / or humour?

6.6.3.3 Are the speaker’s remarks accurate, relevant,


interesting and lucid?

6.6.3.4 Does the speaker use clear, correct, simple and fluent
speech?

6.6.3.5 Does the speaker’s impromptu speech vary greatly


from the prepared speech?

Note:

 The winners from the previous year may participate in the current year but the
prepared text must not be an exact replica.

1.0 Pendahuluan

Sajak dikenali sebagai puisi Melayu moden yang merupakan karangan


berangkap berbentuk bebas. Karya sastera ini menggunakan susanan
bahasa yang indah dalam mengungkapkan perasaan dan melafazkan fikiran
berkaitan aspek kehidupan. Pertandingan ini memberi ruang dan peluang
kepada murid-murid sekolah untuk berkongsi pendapat, cerita, perasaan dan
pengalaman mereka secara kreatif melalui karangan sajak mengikut tema
yang telah ditetapkan.

2.0 Objektif pertandingan

2.1 Meningkatkan penguasaan kemahiran menulis murid dalam bahasa


Melayu dan bahasa Inggeris.

2.2 Menyediakan wadah kepada murid untuk menonjolkan bakat menulis


dengan menggunakan bahasa yang tepat, teratur dan gramatis secara
berseni dan kreatif.

2.3 Menyemai minat murid terhadap bidang penulisan sajak bahasa


Melayu dan bahasa Inggeris.

3.0 Kategori pertandingan

Pertandingan ini terbuka kepada semua murid sekolah rendah dan menengah di
bawah Kementerian Pendidikan Malaysia. Pertandingan ini terbahagi kepada tiga (3)
kategori;

3.1 Sekolah rendah : murid Tahun 3 - 6


3.2 Sekolah menengah rendah : murid Tingkatan 1 – 3
3.3 Sekolah menengah atas : murid Tingkatan 4 – 5

4.0 Tema
4.1 Tema bagi kategori sekolah rendah dan sekolah menengah rendah
ialah;

4.1.1 Wira Hari Ini (Bahasa Melayu)


4.1.2 Hero(es) of Today (Bahasa Inggeris)

4.2 Tema bagi kategori sekolah menengah atas ialah;

4.2.1 Esok Yang Baharu (Bahasa Melayu)


4.2.2 A New Tomorrow (Bahasa Inggeris)

5.0 Syarat-syarat pertandingan


5.1 Murid boleh menghantar satu sajak mengikut kategori masing-
masing sama ada dalam bahasa Melayu atau bahasa Inggeris atau
kedua-duanya.
5.2 Setiap sajak mestilah dimuat turun ke dalam google form dengan
butiran yang lengkap. Pihak penganjur berhak menolak borang
penyertaan yang tidak lengkap.
5.3 Sajak mestilah karya murid sendiri, belum pernah disiarkan oleh mana-
mana penerbitan dan tidak diplagiat daripada sumber-sumber lain.
Karya plagiat atau terjemahan akan dibatalkan penyertaan dengan
serta merta.
5.4 Karya tidak boleh mengandungi unsur-unsur negatif serta menyentuh
sensitiviti bangsa, agama dan kaum mana-mana pihak.
5.5 Format penulisan sajak
5.5.1 Sajak mestilah dilengkapi dengan tajuk sahaja. Sebarang
penyataan maklumat peribadi perlu dilengkapkan dalam borang
penyertaan (google form).
5.5.2 Sajak mestilah ditaip menggunakan fon Times New Roman, 12
dan dalam jarak langkau 1.5 (1.5 spacing).
5.5.3 Sajak yang telah ditaip hendaklah dihantar dalam bentuk pdf
kepada guru sekolah masing-masing.
5.5.4 Pihak sekolah akan menghantar karya murid melalui pautan
yang akan dimaklumkan oleh pihak Jabatan Pendidikan Negeri
bagi penjurian peringkat negeri.

5.5 Had baris sajak adalah mengikut kategori pertandingan;


i) Sekolah rendah 12 hingga 16 baris

ii) Sekolah menengah rendah 12 hingga 20 baris

iii) Sekolah menengah atas 16 hingga 24 baris

5.6 Penyuntingan sajak adalah tidak dibenarkan di semua peringkat


pertandingan setelah dihantar. Karangan yang sama yang telah ditulis
di peringkat sekolah akan dihantar tanpa suntingan ke peringkat negeri
dan seterusnya ke peringkat kebangsaan.

5.7 Setiap sajak yang dihantar tidak akan dikembalikan kepada penulis
dan pihak penganjur berhak untuk mencetak dan menerbitkan sajak-
sajak yang memenangi pertandingan ini. Walau bagaimanapun, hak
cipta kekal menjadi milik penulis.

5.8 Penganjur tidak akan bertanggungjawab terhadap apa jua bentuk


tuntutan berkaitan dengan plagiarisme terhadap peserta oleh mana-
mana pihak yang berkaitan.

6.0 Keputusan pertandingan


6.1 Sajak akan disemak oleh panel hakim yang dilantik oleh pihak
pengelola di peringkat negeri dan pihak KPM di peringkat kebangsaan.
6.2 Markah akan diperuntukkan mengikut rubrik pemarkahan yang telah
ditetapkan:-

i) Isi kandungan - 50 markah


ii) Bahasa - 50 markah

6.3 Pemenang akan ditentukan berdasarkan undi majoriti yang dibuat oleh
panel hakim secara kolektif.
6.4 Markah individu adalah sulit dan tidak akan didedahkan.
6.5 Keputusan panel hakim adalah muktamad. Sebarang rayuan tidak
akan dilayan.
6.6 Sekiranya urus setia mendapati peserta melanggar syarat 5.3 selepas
keputusan diumumkan, urus setia berhak menarik kembali hadiah
pertandingan.

7.0 Hadiah dan penghargaan


7.1 Setiap pemenang akan menerima hadiah dan sijil pencapaian
mengikut tahap pencapaian murid.
7.2 Setiap peserta akan menerima sijil penyertaan mengikut tahap
penyertaan murid.

8.0 AM

- Sebarang pindaan dan perkara-perkara yang tidak dinyatakan


dalam syarat-syarat pertandingan pihak Jabatan berhak untuk
membuat keputusan dan setiap keputusan adalah muktamad.

1.0 Pendahuluan

Esei merupakan karangan pendek berbentuk formal dan tidak formal yang
menggariskan perspektif atau cerita daripada sudut pandangan penulis.
Pertandingan ini memberi ruang dan peluang kepada murid-murid sekolah
untuk berkongsi pendapat, cerita, perasaan dan pengalaman mereka secara
kreatif melalui penulisan esei mengikut tema yang telah ditetapkan.

2.0 Objektif pertandingan

2.1 Meningkatkan penguasaan kemahiran menulis murid dalam bahasa


Melayu dan bahasa Inggeris.

2.2 Menyediakan wadah kepada murid untuk menonjolkan bakat menulis


dengan menggunakan bahasa yang tepat, teratur dan gramatis secara
kreatif.

2.3 Menyemai minat murid terhadap bidang penulisan bahasa Melayu dan
bahasa Inggeris.

3.0 Kategori pertandingan


Pertandingan ini terbuka kepada semua murid sekolah rendah dan menengah
di bawah Kementerian Pendidikan Malaysia. Pertandingan ini terbahagi
kepada tiga (3) kategori;

3.1 Sekolah rendah : murid Tahun 3 - 6


3.2 Sekolah menengah rendah : murid Tingkatan 1 – 3
3.3 Sekolah menengah atas : murid Tingkatan 4 – 5

4.0 Tema
4.1 Tema bagi kategori sekolah rendah dan sekolah menengah rendah
ialah;

5.0 Syarat-syarat pertandingan


5.1 Murid boleh menghantar satu esei mengikut kategori masing-
masing sama ada dalam bahasa Melayu atau bahasa Inggeris atau
kedua-duanya.

5.2 Setiap esei mestilah dimuat naik ke dalam google form dengan
butiran yang lengkap. Pihak penganjur berhak menolak borang
penyertaan yang tidak lengkap.
5.3 Esei mestilah karya murid sendiri, belum pernah disiarkan oleh mana-
mana penerbitan dan tidak diplagiat daripada sumber-sumber lain.
Karya plagiat atau terjemahan akan dibatalkan penyertaan dengan
serta merta.
5.4 Karya tidak boleh mengandungi unsur-unsur negatif serta menyentuh
sensitiviti bangsa, agama dan kaum mana-mana pihak.
5.5 Format penulisan esei
5.5.1 Esei mestilah dilengkapi dengan tajuk sahaja. Sebarang
penyataan maklumat peribadi perlu dilengkapkan dalam borang
penyertaan (google form).
5.5.2 Esei mestilah ditaip menggunakan fon Times New Roman, 12
dan dalam jarak langkau 1.5 (1.5 spacing).
5.5.3 Esei yang telah ditaip hendaklah dihantar dalam bentuk pdf
kepada guru sekolah masing-masing.
5.5.4 Pihak sekolah akan menghantar esei murid melalui pautan yang
akan dimaklumkan oleh pihak Jabatan Pendidikan Negeri bagi
penjurian peringkat negeri.

5.6 Had perkataan adalah mengikut kategori pertandingan;
i) Sekolah rendah 250 hingga 350 patah perkataan

ii) Sekolah menengah rendah 400 hingga 500 patah perkataan

iii) Sekolah menengah atas 750 hingga 1,000 patah perkataan

5.7 Penyuntingan esei adalah tidak dibenarkan di semua peringkat


pertandingan setelah dihantar. Karangan yang sama yang telah ditulis
di peringkat sekolah akan dihantar tanpa suntingan ke peringkat negeri
dan seterusnya ke peringkat kebangsaan.

5.8 Setiap esei yang dihantar tidak akan dikembalikan kepada penulis dan
pihak penganjur berhak untuk mencetak dan menerbitkan esei-esei
yang memenangi pertandingan ini. Walau bagaimanapun, hak cipta
kekal menjadi milik penulis.

5.9 Penganjur tidak akan bertanggungjawab terhadap apa jua bentuk


tuntutan berkaitan dengan plagiarisme terhadap peserta oleh mana-
mana pihak yang berkaitan.

6.0 Keputusan pertandingan


6.1 Esei akan disemak oleh panel pemeriksa yang dilantik oleh pihak
pengelola di peringkat negeri dan pihak KPM di peringkat kebangsaan.
6.2 Markah akan diperuntukkan mengikut rubrik pemarkahan yang telah
ditetapkan:-

i) Isi kandungan - 50 markah


ii) Bahasa - 50 markah

6.3 Pemenang akan ditentukan berdasarkan undi majoriti yang dibuat oleh
panel pemeriksa secara kolektif.
6.4 Markah individu adalah sulit dan tidak akan didedahkan.
6.5 Keputusan panel pemeriksa adalah muktamad. Sebarang rayuan tidak
akan dilayan.
6.6 Sekiranya urus setia mendapati peserta melanggar syarat 5.3 selepas
keputusan diumumkan, urus setia berhak menarik kembali hadiah
pertandingan.

7.0 Hadiah dan penghargaan
7.1 Setiap peserta akan menerima sijil penyertaan mengikut tahap
penyertaan murid.
7.2 Setiap pemenang akan menerima hadiah dan sijil pencapaian
mengikut tahap pencapaian murid.

8.0 AM

- Sebarang pindaan dan perkara-perkara yang tidak dinyatakan dalam


syarat-syarat pertandingan pihak Jabatan berhak untuk membuat
keputusan dan setiap keputusan adalah muktamad.
