ToR PSA Broadcasting SFS II
This ToR is about the Sisters for Sisters’ Education Project II to broadcast Public Service Announcement
(PSA) contents throughout the nation. The Sisters for Sisters’ Education project II envisions that
marginalised adolescent girls from four districts in rural Nepal – Surkhet, Parsa, Dhading and Lamjung –
will transition from basic to secondary education, and secondary to upper secondary, empowered to
leave school to either secure a sustainable livelihood or continue with education. They will be equipped
with skills, bolstered by strong learning outcomes that improve employability, enhance confidence and
self-esteem to act as leaders, and enable them to influence and control their own sexual and
reproductive health rights (SRHR).
The PSA will be used to create social awareness on COVID 19 about three major aspects below:
1. To raise awareness against the increasing number of Child marriage and Gender-Based Violence
during COVID-19 nationwide lockdown.
2. To share information on Menstrual Hygiene Management during Pandemic
3. To raise awareness on Adolescent Sexual Reproductive Health and Child marriage
2. Scope of Work
The PSA shall be broadcast from National radio stations the target groups are extremely marginalized
girls, parents and the community.
The objectives of the consultancy are:
a. Broadcast PSA that covers four districts Dahding, Lamjung, Surkhet and Parsa with six radio
station as the project working area are scattered and single local station does not cover all
working area.
Must have proven human resource and technical capacity for the production and broadcasting.
Extensive experience in producing development work-related for international organizations
(Experience in developing communication with the focus to inclusive education will be an
advantage).
Well-equipped and with excellent technical competencies to ensure smooth and high-quality
production.
The consultancy firm will be required to have sample PSA to demonstrate technical
competencies in relation to sound recording and all other necessary skills for the project.
Organisational experience: Applicants should provide evidence of previous project experience for the
provision of PSA similar to that required by this ToR.
4. Deliverables and Schedule
The main deliverable for this project is three PSA for Radio and covering the issue on:
Child marriage and GBV
Child Protection and Safeguarding
Menstrual hygiene management during Pandemic
Education on Adolescent Sexual and Reproductive Health
7. Intellectual Property
All information related to this video will remain the property of VSO Nepal. Except for purposes of this
assignment, the information will not be disclosed to the public nor used in whatever without written
permission from VSO Nepal.

The Consultant will report to the project’s Monitoring, Documentation and Communication Coordinator.
