Terms of Reference (ToR)

For Consultancy Service


On broadcasting
Public Service Announcement (PSA) for “Sisters for Sisters’ Education Project II”
1. Background
VSO has worked in Nepal since 1964, evolving our focus from service delivery in remote districts to our
current approach of developing organizational, managerial and civil society capacities to address
poverty. One of our key strengths is our ability to work at community level where the needs are the
greatest, sharing skills and experience strategically with people and organizations with the potential to
effectively contribute to development in Nepal. Using our unique Volunteering for Development
approach we have brought thousands of people together over the years to generate insights, ideas and,
above all, action on poverty and exclusion.

This ToR is about the Sisters for Sisters’ Education Project II to broadcast Public Service Announcement
(PSA) contents throughout the nation. The Sisters for Sisters’ Education project II envisions that
marginalised adolescent girls from four districts in rural Nepal – Surkhet, Parsa, Dhading and Lamjung –
will transition from basic to secondary education, and secondary to upper secondary, empowered to
leave school to either secure a sustainable livelihood or continue with education. They will be equipped
with skills, bolstered by strong learning outcomes that improve employability, enhance confidence and
self-esteem to act as leaders, and enable them to influence and control their own sexual and
reproductive health rights (SRHR).

The PSA will be used to create social awareness on COVID 19 about three major aspects below:
1. To raise awareness against the increasing number of Child marriage and Gender-Based Violence
during COVID-19 nationwide lockdown.
2. To share information on Menstrual Hygiene Management during Pandemic
3. To raise awareness on Adolescent Sexual Reproductive Health and Child marriage

2. Scope of Work
The PSA shall be broadcast from National radio stations the target groups are extremely marginalized
girls, parents and the community.
The objectives of the consultancy are:
a. Broadcast PSA that covers four districts Dahding, Lamjung, Surkhet and Parsa with six radio
station as the project working area are scattered and single local station does not cover all
working area.

3. Required Qualifications and Experience


 Consultants/Agency/Individual has prior experience in communication; experience in
audio/visual production both in production and post-production at national and international
levels and standards;

 Must have proven human resource and technical capacity for the production and broadcasting.
 Extensive experience in producing development work-related for international organizations
(Experience in developing communication with the focus to inclusive education will be an
advantage).
 Well-equipped and with excellent technical competencies to ensure smooth and high-quality
production.
 The consultancy firm will be required to have sample PSA to demonstrate technical
competencies in relation to sound recording and all other necessary skills for the project.

Organisational experience: Applicants should provide evidence of previous project experience for the
provision of PSA similar to that required by this ToR.
4. Deliverables and Schedule
The main deliverable for this project is three PSA for Radio and covering the issue on:
 Child marriage and GBV
 Child Protection and Safeguarding
 Menstrual hygiene management during Pandemic
 Education on Adolescent Sexual and Reproductive Health

Detailed work plan:


The work schedule will be developed alongside the SfSE II Team. The final PSA will be submitted by Sept
(TBD)
Applicants are required to provide a detailed work plan incorporating all relevant tasks, milestones from
start to finish of the production and document reach and learning

5. Logistics and Quality Assurance Procedures


Ethical plan: Production house are required to set out their approach to ensuring complete compliance
with international good practice with regards to ethics and protocols particularly with regards to
safeguarding children, vulnerable groups and those in fragile and conflict affected states. Consideration
should be given to:
 administrative, technical and physical safeguards to protect the confidentiality of those
participating in the Radio PSA;
 DO NO HARM to any lingual, sex, culture and sovereignty with the content
 data protection and secure maintenance procedures for personal information;
 Age-appropriate assent processes based on reasonable assumptions about comprehension for
the ages of children they intend to involve in the documentary.

6. Reporting and Contracting Arrangements


The PSA team will be expected to identify a Project Lead for communication and reporting purposes. The
Team will be required to submit the timeline and evidence of the broadcast content

7. Intellectual Property

All information related to this video will remain the property of VSO Nepal. Except for purposes of this
assignment, the information will not be disclosed to the public nor used in whatever without written
permission from VSO Nepal.

8. Application Procedure

Consultancy firms are required to submit the following:


 Letter of interest (LoI)
 Technical proposal with a clear outline of dates for each deliverable
 Financial proposal indicating the consultancy fee and a breakdown of expenses.
 List of logistics (technical) to be used to develop and produce PSA contents
 Sample of the previous production
 Copy of company registration certificate
 Copy of PAN/VAT registration certificate
 Latest Tax Clearance Certificate F075/76

9. Reporting
The Consultant will report to the project’s Monitoring, Documentation and Communication Coordinator.

Interested and eligible Firms are requested to submit their letter of interest along with required
documents as mentioned above on point no. 8 to email ID: Padmasorali.magar@vsoint.org with
cc to procurement.nepal@vsoint.org no later than 5 PM, 18 September 2020.
