Chapter 1
Introduction, Scope and Methodology

Introduction

In every organization may it be in government or private sector, one very


important aspect to consider is the delivery of the services mandated to the
organization. The achievements of the different activities, programs and projects that
the organization is implementing is tantamount to the realization of its goals and
objectives as an organization. The regular conduct of the School Monitoring,
Evaluation and Adjustments (SMEA) is an effective mechanism to ensure that the
delivery of services to the clientele is appropriate and within the quality mandate of
the departmen​t.
The Department of Education quality is always been the center and focus of its
goal and objectives. According to Administrative Order number 161 series of 2006,
section 1; Institutionalizing Quality Management System in Government. The
department therefore are mandated to ensure quality delivery of services to its
clientele according to international standards (ISO). Based on DepEd Order number
43 series of 2010, the department are required to create QMT’s or the Quality
Management Team that ensures that the quality management system run through
smoothly in the planning, implementation and monitoring of the departments’
programs and services down to all level. Hence, to ensure quality delivery of services
are achieved according to our mandate especially in the school level, a regular
conduct of School Monitoring, Evaluation and Adjustments (SMEA) are ensured.
This is a tool and mechanism to collect information and data for a proper monitoring
and evaluation of the schools’ delivery of education services and performance as an
organization.

This quarterly event is conducted by the SQMT or School Quality


Management Team. The participants to this activity are the teaching and

non-teaching personnel of Tigao Elementary School. The activity would generate


data that is significant for the school as an organization for interventions.

Scope
To achieve quality output, especially in the implementation of the new
curriculum, quality assurance mechanism should be applied. This mechanism will
keep the accomplishments of the school at par with the current mandates of the
Department of Education.
The coverage of the conduct of SMEA is the schools’ teaching and
non-teaching personnel which includes 13 teaching staff, 2 implementation teaching
staff and one school head for the first quarter from January 2017 to March 2017.
SMEA was conducted last April 5, 2017 at Tigao Elementary School, Tigao, Cortes,
Surigao del Sur. A roll-out workshop was conducted last March 24-25, 2017 in order
to orient the participants, assist in the data collection and to validate the
accomplishments of each member and the school as a whole. The SMEA proper is
already the individual presentation of the gathered data during the seminar-workshop
activities.
The School Monitoring and Evaluation report covers the first quarter of the
Calendar Year 2017. The report focused on the indicated accomplishment versus
targets as indicated in the individual work plan and IPCR. The report highlights
Individual Performance together with the Organizational Effectiveness of the school.

Methodology
To measure the schools’ effectiveness, productivity and efficiency, of all concern
member of the school as an organization, different key result areas (KRAs) of
teaching and non-teaching personnel are evaluated by the school head through a group
and individual review of the means of verification.
The SMEA was done last April 5, 2017 at Tigao Elementary School with the
presence of all employee. After the individual presentation of output, the school head,

Mr. Fedelino P. Ramos, shared her observations, comments and recommendations for
issues and concern. At the end, everyone agreed on the resolutions and agreements
reached to help address the matter at hand.

Findings (Organizational Effectiveness)

This school years’ experience of Tigao Elementary School was a learning
moment and an adjustment period for all but especially to the new set-up for teaching

staff. But despite of the inadequacy of resources especially on instructional rooms,


funds and equipment’s, textbooks and other relevant resources, Tigao Elementary
School has accomplished a very satisfactory performance of 90.26% for the school
year 2016-2017. The education services and programs were delivered with
effectiveness and efficiency to all its clientele despite of all the challenges it
encounters.

Accomplishment

As shown in the graphical presentation in figure 1, the consolidated computed


physical accomplishment of Tigao Elementary School reflects the scope and effort of

the school to deliver its services as an organization. The overall physical target for the
first quarter has reached 302,455 with a total accomplishment of 263,703.23 The total
accomplishments of the school is 87.19% for the first quarter. The Master Teachers’
have the highest physical output with 100%, while the rest of the teaching personnel
got 83.54% output rating and the school head got average percentage of 87.24% but
overall the school have achieved remarkably well above satisfactory due to collective
efforts of all members of the school with the energetic leadership of the school head.

Accomplishment

It was clear enough that through the table and graphical presentations the school
have encountered different issues and concern need to be addressed in order to
effectively improve the performance of the school. The recent full implementation of
the K to 12 program really affects the delivery of services its services as it faces new
challenges in the school manage implementation of the learning processes.

Percentage of Unaccomplished Outputs


Tigao Elementary School Overall has a total unaccomplished physical output of
38,751.77 out of 302,455 targets. The consolidation of unaccomplished output
revealed that the teaching personnel have 16.71% unaccomplished targets while the
master teachers have .41% and the school head with 12.76% which brings the overall

average percentage of unaccomplished output to 12.81%. Based on table 3 below, the


master teachers’ have the lowest number of unaccomplished output while the rest of
the teachers have the highest number mainly because of a number of undelivered
targets in different key result areas.

Reasons for the Balance


The first quarter SMEA of Tigao Elementary School reflected a small number
of unaccomplished outputs which in turn have definitely showed green areas of the
school implementation of its program and services. It exposes different aspects and

section which needs to be improved. But equally important also is the realization of
some significant reasons involved that would tell us why some of the targets were not
met. Table 4 below shows specifically the reasons of each unaccomplished output and
the area of concern.

that it demands, calls for the teacher and the school as an organization to always be
ready to deliver its services even outside the projected targets within the given period
of time. For the first quarter of this calendar year, a good number of output emerged
which are beyond the target but are equally important in the necessity of the service as
a civil servant. Table 5 shows the value-added output of the school.

After such scrutinizes and evaluation, we came into a point of identifying thorn

that makes our target difficult to achieve. Nevertheless, the success and achievements
of the targets of the school depends heavily on the collaboration and cooperation
between the members of the school together with the availability of the funds
required. The dedication and commitment of everyone involve definitely help propels
any endeavour especially in the delivery of education services and programs. But no
matter how hard everyone tries to fulfil its duties and task, there are still gaps and
issues that definitely affect the achievements of the targeted outputs.
For the first quarter, both the teaching, school head and master teacher have
identified issues and concern that were presented, discussed and proposed resolutions

Lessons Learned
Sometimes it is difficult to swallow that despite of our best efforts, we still come
up short of our target. On the other hand, the best part in failing was that it enables us
to stop for a moment and reflect want went wrong and eventually learned from it and
hopefully it would make us a much better employee and agent of change in our
department. A mistake is a blessing in disguise when we learned something from it.
In any organization or agency, performance is always connected with the skills
and attitude of every individual involve in the implementation of the schools’ program
and services. The IPCRF and action plan and work and financial plan of the school
serves as guide and tool in the facilitation of the overall output of the school.
Nevertheless, it is also the bases for determining the success or failure of the targeted
output. In this manner, the teaching, school head and the master teachers’ have
identified various facilitating and hindering factors in the accomplishments and gaps
for the first quarter. Table 7 below shows lessons learned identified by teaching
personnel of the school.

The administrative, budget and finance section of the school are all under the
direct responsibility of the school head which showcase a strong performance in terms
of accelerating the services and operations within the school. The funds really play an
important and significant role in the overall performance of the school as it acted as
the energy that pump life to all its programs and services. Based on Table 8, the
disbursement of funds and management of operations were rated at 87.20% but it does
not affect all the overall performance of the school. This means that the school,
headed by the school head have the ability to deliver its services and programs despite
the fact that there was a challenge on the part of funding and materials needed.

In our effort to maintain the quality of services and programs of the school,
human resources are equally important with the funds to cater the ever increasing
needs of our clientele. The desired output can only be achieved if the necessary
number of personnel is available for the implementation of the schools’ education
services. Shown in Table 9 is the status of Personnel Requirement and Employment in
this school. The table shows that for the moment the school have 12 teaching
personnel and 3 master teachers.

Fund Utilization
For the school to function well, it has to be efficient in management of funds. The
bloodline of the school programs and education services is the fund. Careful
utilization of fund anchored to a proper planning and realistic objectives helps
enhance the school achieved its goal and target effectively and efficiently.

Chapter 5
Recommendations and Management Response

It was indeed a gigantic job that involves every member of the school as an
organization. The conduct of school monitoring, evaluation and adjustments (SMEA)
in Tigao Elementary School came up with different issues, concern and lesson learned
for the first quarter. Based on the output of the SMEA, following recommendations
were hereby formulated.

Recommendations for Priority Issues


In the presentation of table 10, it shows recommendations and response of the
issue given by the school head and as agreed by all teaching personnel. In the course
of the conduct of SMEA, the school head have raised recommendations and tips for
every issue and concern by respective personnel in different key result areas (KRAs).
Some teachers also offered some tips to help resolved the matter at hand and improve
the school performance in the second quarter

of the current year, Tigao Elementary School has achieved an overall rating of
87.19% which shows very satisfactory performance of the school as an organization.
The challenges among the teaching personnel, the overlapping activities and task, the
school have showed a remarkable achievement in the delivery of education services
and programs to its clientele. This only proves the resiliency and dedication of every

member of the school in achieving its goal and target. Although it was quite evident
that for the second semester, adjustments should be made in terms of the scheduling
of school activities as well as the load of every teaching personnel so as to improve
the schools’ accomplishments and delivery of its services. Due consideration should
be also given to the availability of funds for any school projects and programs so as to
achieve its maximum desired objectives. For the first quarter of the calendar year
2017, Tigao Elementary School had achieved another milestone but most importantly
it definitely enhanced its goal of delivering quality education for all.
