1.0 SCOPE
This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of 48 Volt Communication Battery Charger intended to be used in the system
of the Saudi Electricity Company, Saudi Arabia.
This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.
The latest revision of the following Codes and Standards shall be applicable for the
equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer may
propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

3.11 NEMA 250 Enclosures for Electrical Equipment (1000 Volts max.)
4.1 General
4.1.1 The charger shall be either switched mode or conventional silicon controlled
rectifier (SCR) type (as specified in Data Schedule) suitable for application in
the 48 Vdc power supply system for communication installation. Typical
installations include telecommunication, fiber optic transmission systems,
PABX telephone systems, radio, paging systems etc.
4.1.2 The charger shall be suitably designed for both float and equalize/boost
charging of positive terminal grounded, vented or sealed type Lead Acid
Batteries or Nickel Cadmium Batteries as applicable. The charger shall also
have commissioning charging facility under manual control/supervision.
The type of battery, number of cells, minimum ampere hour capacity and
other details of the batteries are given in Data Schedule.
4.1.4 The charger circuitry shall be of modular design for switched mode rectifier.
For other types of charger, either modular or conventional design is
acceptable. The printed circuit cards shall have plug-in or slide-in type
construction. All printed circuit boards shall be coated with a solderable
polyurethane varnish.
4.1.5 It shall be ensured that harmonics due to switching and commutations are not
reflected back into the A.C. power mains.
4.2.1 The charger shall be single phase up to 25 A D.C. rating, single or 3-phase
for ratings between 25A to 75 A D.C. rating and 3-phase only for ratings
above 75 A D.C.
4.2.2 The rated input voltage of the charger and the short circuit level of the input
supply shall be as specified in Data Schedule.
4.2.4 The rated output current of each charger shall be selected on the basis of the
following concurrent loadings.
The exact system, (two chargers/three chargers/'N' chargers) shall be per Data
Schedule.
4.2.7 The range of D.C. voltage permitted for operation (voltage window) shall be
42 to 56 volts. Suitable, automatic voltage control circuit such as dropper
diodes shall be provided to prevent over voltage to the DC load circuits
during equalizing/boost charging operation.
4.2.8 The manual/auto equalizing circuit shall be provided having the following
features:
4.2.9 The output voltage shall be automatically and continuously held constant to
within ±0.5% of the voltage setting at any load from no-load to full rated load
(0 to 100%), with simultaneous A.C. input voltage variation of +10% and
input frequency variation of ±5% under the specified ambient temperature
conditions given in 01-TMSS-01. This regulation shall be maintained under
both float and equalize operations
4.2.10 The maximum voltage transient shall remain within ±5% of initial steady
state voltage for sudden load changes (application or removal) from 10% to
100% of the rated output. Recovery to steady state regulation of ±0.5% shall
take place in less than 300 milliseconds.
The transient response limits shall be applicable for charger and battery both
in circuit as well as with battery disconnected from the circuit.
4.2.11 The output ripple voltage shall not exceed 30 mV (rms) with battery of
specified Ampere Hour rating and charger both in circuit and with battery
disconnected from the circuit.
4.2.12 The power factor shall be better than 0.8 lagging at rated load with rated
mains voltage.
4.2.14 The charger suitable for parallel operation with other chargers having similar
output voltage and regulation characteristics shall have the following features:
b) While selecting the rating of the charger for three chargers system
and 'N' charger system per clause 4.2.4, due allowance shall be
made for this permitted load sharing mismatch.
4.2.15 Audible noise of the charger unit shall not exceed 60 dBA (A-weighting)
measured at any point at one meter from rectifier.
4.2.16 The output noise shall be less than 27 dBrnc (c-message weighting) with
battery and charger both in circuit and with battery disconnected from the
charger.
4.3.1 The charger shall be adequately protected against short circuits by automatic
circuit breakers provided at both input and output circuits.
4.3.2 The charger circuit shall be arranged in such a way that the charger which has
tripped due to input supply failure will automatically resume the charging
operation on restoration of the input voltage.
4.3.5 Chargers for valve regulated batteries shall have an essential temperature
compensated float charge characteristic which shall ensure the adjustment of
the charging voltage/current for temperature deviations from 25 °C (77 °F).
This shall match with the correction recommended by the battery
manufacturer and shall be effective in all modes of charging.
4.3.6 The charger shall be furnished with a soft start (current "walk-in" control) to
limit the in rush current upon application of input voltage. The control
circuitry shall gradually ramp up the output current within 10-15 seconds to
allow gradual loading of the input A.C. power source.
4.3.7 The charger shall be designed to automatically shutdown after preset time
delay, in the event of high charger output voltage. The set-point shall be
selectable and consistent with the maximum recharging voltage
recommended for the particular type of batteries and the allowable maximum
voltage of the communication equipment.
4.3.8 Reverse polarity protection (for connection between charger and battery
terminals) and incorrect phase sequence (for 3 phase SCR chargers) shall be
provided for the charger.
4.3.10 When specified in Data Schedule, the rectifiers shall also be provided with
the "Intelligent System" having the features that shall allow the rectifiers to
be controlled and interrogated locally and remotely through a Personal
Computer via a suitable interface. User-friendly software shall be used by the
PC to interact with the rectifiers. The minimum features required are as
follows:
4.4.1 General
a. The alarm signals shall be triggered via a set of Form 'C' dry contacts
which shall be used to light LED indicators on the charger/rectifier
panel, give a remote alarm (through a common Form 'C' dry contact)
indication or operate a remote audible alarm as applicable. Audible
alarm on the charger panel shall be provided if specified in the Data
Schedule.
b. All the status and alarm indicators mentioned hereunder shall be high
intensity LEDs.
The following alarm indicators shall be provided. All alarm indicators shall
be connected to a separate relay card with an individual relay for each alarm.
All indications shall be in Red.

Alarms in items c and e above shall be provided with time delay to allow for
any transient or short term voltage fluctuations as per manufacturer's
recommendation.
The charger shall have the following components mounted on the front panel.
Each component shall be labeled for identification:
The last three controls may be located inside the charger provided
they are easily accessible.
j. Any other device such as manual resetting device for alarm indication
when provided.
4.5 Construction
4.5.1 The battery charger shall be designed as a free standing or wall mounted
equipment as specified in Data Schedule. All components shall be integrally
designed to achieve complete control and monitoring as required. The
execution and dimensions of the enclosure shall be subject to SEC approval.
4.5.2 Unless otherwise specified, the degree of protection for the charger enclosure
shall be per 01-TMSS-01. The cabinet enclosure shall be constructed of
welded sheet steel material. For load bearing members, sheet thickness shall
be 3 mm minimum.
4.5.3 A.C. and D.C. terminals shall be adequately marked and identified and shall
be mounted on separate terminal blocks. All the markings shall be
permanent.
4.5.4 The charger shall be adequately ventilated for self-cooling by natural air
convection. Forced cooling by integral fan shall be subject to prior approval
by SEC. The loss of forced cooling shall be detected by a thermostat or air
flow switch to provide alarm indication (also refer Para 4.3.9, 4.4.3.h and
4.4.3.i).
4.5.5 Provision shall be made for grounding of the panel and a bolted connector
shall be provided to accommodate 35 mm² copper grounding conductor. All
bolted parts shall use suitable washer to ensure electrical continuity of the
structure.
4.5.7 Panel shall be provided with door-switch controlled illumination lamp, one
127 Vac and one 220 Vac single-phase, 3-pin receptacles and thermostat
controlled anti-condensation heater with overriding manual switch rated for
A.C. voltage specified in the Data Schedule.
4.6 Wiring
4.6.1 All wirings within the charger shall be installed and tested at the factory
unless otherwise specified. The wiring shall be 600/1000V insulated, tinned,
annealed, stranded copper conductor of minimum size 2.5 mm2. The cable
insulation shall be heat resistant and flame retardant, rated 90 °C maximum
operating temperature, type SIS as listed in ANSI/NFPA 70 or approved
equivalent. Electronic and low signal wiring shall be of manufacturer's
standard.
4.6.2 The A.C. and D.C. circuit terminals shall be fitted with non-flammable,
transparent plastic covers to prevent accidental human contact with live parts
and/or short circuits. Insulation shall be rated at 600 V and 105 °C minimum.
4.7 Nameplate(s)
4.7.1 The charger shall bear a nameplate fixed on the front side of the panel. The
plate shall be marked in English and Arabic with the following minimum
information:

5.0 TESTS
All test results shall be provided for review and acceptance by SEC.
All type (design) tests prescribed in the relevant IEC or equivalent ANSI/IEEE
standard shall be performed on the representative unit or on the first unit of every
new design or rating to be supplied to SEC.
In lieu of the actual type (design) tests, certified test reports of type (design) tests
performed on an identical unit may be submitted to SEC for review and approval
during bidding stage.
Any special/optional tests specified in Data Schedule shall be performed per the
applicable standards.
