Introduction

Rationale of the Study

Since technology arises in our community, this shows that everybody's life

changed. The fact that many improvements and many discoveries had been

introduced to this modern society. Assisting people in organizing, storing and

retrieval of the tremendous amount of information, and making them readily and

instantly available. Technology as a tool enables us to do more tasks, thus

making it a vital commodity especially in working environments such as

Barangay.

Technologies invade each of us. Leads to the changes which prove from

the past. We cannot deny the fact that life from the past generation is

straightforward and less complicated. However, progress and development are

slow also without the use of technologies.

Our neighboring countries are more progressive and far more advanced

when it comes to technology compared to us, it is very evident if we will go and

try to visit them. That is why it is our goal to help and contribute to our dear

country to become globally competitive, especially in the field of technology.

Thus, we will start improving and making a difference in our very own city and

choosing one of its barangays which is Barangay Rawis.

Barangay is the small administrative division in the Philippines and is the

native Filipino time period for a village or district. Barangays Rawis are further

subdivided into smaller areas called Puroks this is located at Calbayog City in the

province of Samar, with the estimated number of population 7,000. It is

composed of a Punong Barangay or Barangay Captain/Chairman Dominador

Carajay Canaman, seven Barangay Councilors or Barangay Kagawad, SK

Chairperson, seven SK officials. Together with this are the Barangay Secretary,

Barangay Treasurer, SK Secretary, and SK Treasurer.

In managing the resident's record and issuing clearances, to let go the

Based on the certain situation above, the researchers have come up with

the idea of developing a system entitled Barangay Rawis Record Management

System to replace the manual process of transactions and managing record

through the use of this technology. In order to adapt with highly improving

technology right now, this system is the way to help people from that barangay

save their time and effort. This will also help the official to have fast transactions

and monitor the resident's confidential record. The proposed system will reduce

the hard and longtime procedure and accessing files and record they keep and

store. It will be a great help for them to lessen their work especially with

transactional that the citizen of the said community will need.

Purpose and Description

The core function of this study is to offer a detailed, reliable and secured

keeping of all data. Data provided with the aid of this system in the structure of

comprehensive reviews are valuable for planning, application implementation,

and associated purposes. The system will also secure the resident's information

or confidential record such as summon. Barangay Rawis Record Management

System hope to enhance the way of managing, issuing certificate. This gadget

allows Barangay administration by means of enabling the client Barangay to

Management System. Specifically it aimed to:

Scope and Limitations

This proposed system is designed for the use of Barangay Rawis only.

This system focused on saving users time in a manual process of managing and

accuracy record. This project provides efficient, reliable, fast, accurate

information to provide good quality service to secure the file of the residents and

to ensure that services and information are given at the right time.

The Barangay Rawis Record Management System will also satisfy the

needs of the residents, to produce a display that presents the status of the

number of residents and to provide user efficient working environment and

generates more output. This system provides friendly user interface resulting in

knowledge each and every usability features of the system. It prepares and

prints Barangay permits and certificates like Barangay Clearance, Business

Clearance, Certificate of Indigency, and Barangay Certification. This study also

enables easy searching of record. Allows the Barangay related functions as

those including security and other related services.

Definition of Terms

CHAPTER 4

Methodology

The researchers used the System Development Life Cycle as the main

methods of the study. A System Development Life Cycle is the most commonly

known and used model by the different developers in developing a system, that

provides a sequence of activities that the developers must follow and be able to

create a functional and friendly interface. It consists of a set of steps and phases

in which each phase of the SDLC uses the results of the previous one. By using

this method, the researchers came up with an effective and fully developed

System. System Development Life Cycle is composed of several phases mainly:

planning; analysis; design; development; implementation; and maintenance

phase. The researchers used this model for the successful development of the

system and to develop a System that will meet the user’s needs.

Requirements Specification

Functional Requirements shown in Table 4 focuses on the specification

that provides a guide to the users. It is necessary tools that most developers and

researchers must take over. In this part, the researchers collected some

requirements and information data through investigation of the accumulated

information about the existing problems which summarize the basis in developing

the application.

this study was to get some important information, any suggestions that can help

the researchers in the effective development of the application and to identify the

problems encountered by some users. In this study, the researchers enabled to

identify the needs and wants of the user.

the record that commonly needed. Under the report are residents, clearance,

The researchers used data model to show how the data will be

represented in the database. Data model helped researchers to identify the

possible entities and attributes of the system.

Development and Testing

In the development of the system, to ensure that the program is working

the researchers started making the realization of the user functional

requirements. This phase is where the prototype is made by the researchers in

which are the bases of the overall development of the system. In making the

system effectively working the programmer undergoes with the coding process,

the making of the syntax and logic of the system, also testing of its database.

They used of all hardware and software requirements which have been

accessible in the preceding chapter. The researchers used web or internet to

gather some information used for the tutorials and for their source code to make

the system possible. This part of the statement played a big help in developing

the system.

In addition, for the good development of its database, the researchers

used system models as mentioned in the previous pages, the Process Model,

Data Flow Diagram, and Web Hierarchy Chart that brought essence in the

development of the database. For the period of development, the researchers did

some review in order to have a good and better output of the system. Lastly, the

testing of the developed system, wherein the researchers conducted some trial

and error methods that meet the desired and accurate function of the system as

what it is supposed to be. The researchers also test the application and present

to some of the panelists and other users. With this testing, the researchers meet

some more corrections and suggestions that lend to the development of the

system effective and successful.

Time Frame

The figure illustrates the time frame of the specific activities undertaken by

the researchers in developing the proposed system such as planning for the best

concept that the researchers applied for the system to be improved. It also

includes the analysis for the developing of the system, design for the interface of

the system, development, and testing if the system runs well, and lastly the

implementation of the system.

figure shows the time or schedule given in each phase. The first phase was the

planning. It was done of the 1 st to 3rd week of March. In the Analysis phase it was

on the 4th week of March up to 1st to 4th week of April up to 1st week of May.

In the designing of the system was on the 2 nd to 4th week of May up to 1s

to 4th week of June up to 1 st to 4th week of July up to 1 st to 4th week of January up

to 1st to 4th week of February up to 1 st to 4th week of March. In the development

started from 1st to 4th week of June up to 1 st to 4th week of July up to 1 st to 4th

week of January up to 1st to 4th week of February up to 1st to 4th week of March up

to 1st to 4th week of April. And the testing was done of the 1 st to 4th week of May.

CHAPTER 5

Recommendation

After a thorough analysis, the researchers recommended that there should

be a person that is computer literate to operate the proposed systems. This is

important so that the system will be able to operate properly. The researchers

designed the Barangay Rawis Record Management System to help gain more

effective method in managing data, issuing documents needed in Barangay it will

also give satisfaction to the user, as well as in keeping record and giving good

services. This proposed system maintains resident record up-to-date as possible,

and is easily accessible for verification, monitoring and help visualize data.

Based on the output of the developed record management system, the

researchers propose the following recommendations: That the developed Record

Management System to be utilized of Barangay Officials of a chosen barangay.

1. This is a system which involves various functions and features that can be

able to provide systematic data.

2. That the developed system can easily search, register and update

residents profile.

3. The researchers recommend to the officials of the Barangay Rawis in

order to apply the implementation plan of Barangay Record Management

System to ensure that this system will successfully deploy.

4. We recommend conducting training to barangay secretary in Barangay

Rawis in order that she/he will aware of using this system.

Implementation Plan

Implementation Plan describes the set of tasks necessary for the

installation so that it can be effectively transitioned to the chosen beneficiary.

This includes the relevant information about the system processes, roles, and

responsibilities to be done before during and after implementation.

Rationale

The main purpose of implementing the Barangay Rawis Record

Management System is to innovate the manual way of finding documents and

transaction into computerized way.

Purpose

The purpose of the implementation plan is to ensure that the system

meets the demand of the beneficiaries. The system can maintain the record of

data and information on the different residence. With this, the system handles the

registration of the resident of the beneficiary of the Barangay Rawis and generate

successfully all documents needed for issuances.

Objectives

The following are the objectives of the implementation plan of this

Barangay Rawis Record Management System (BRRMS) are:

1. To implement the system successfully to the beneficiaries.

2. To provide the needed outcomes or how the process of the system

installed successfully.

3. To provide guides and procedures on how to use properly.

4. To aware errors that possibly encounter by the user.

Assumption

There is a certain assumptions when the system is released to

implementation, confusion or difficulty on the operation by the users may become

visible because it is not like the traditional system that operates manually. The

user may or may not like the interface of the system. We need to have a

conducted training to the user about its proper use.

Dependencies

The dependencies that can may affect the implementation of the

Barangay Rawis Record Management System are the different version of

Microsoft Visual Basic 2013 because some functions are not applicable to run

the proposed system.

Constraints

During the implementation, the constraint is always present either it is a

sample or not. Considered why the system might not be able functioning properly

and cause hassle to the user, first, is the cooperation between the researchers

and barangay secretary in order to meet the objectives of the proposed study,

and the guidelines on how properly used the system.

Facilities and accommodation is a requirement during the training and the

actual implementation of the Barangay Rawis Record Management System. The

researchers will conduct training and orientation to the barangay officials and the

person responsible for maintaining the record of the system. The hardware

requirements needed for the said training and orientation will be prepared prior to

the event. For the accommodation facilities, rooms must be well-ventilated and

lighted with tables and chairs to be occupied by the barangay officials and the

barangay secretary.

Preparation for System Implementation

The following are the things that must be considered in system

implementation:

 Build a team for deploying of the system

 Assign a member of the team for hardware and software needs.

 Assign a member of the team for the discussion of the system

 Complete the hardware and software requirements needed

 Provide a user guidelines of the system

The purpose of the deployment system process is to execute all the

activities to successfully install the new system. The following are the things to be

completed for the deployment of the system.

User’s Guide

This user guide is designed to show the users how the System is properly used.

It contains relevant steps the user must undertake for the effectiveness of the

1. Click the “Residents Menu” button to view all the residents’ record of the
Barangay Rawis.

2. Click the “Add Residents” button so you can be able to input the
personal information of the residents.

3. Click the “Save Record” button to save the given input data then click
the “Back Button” to return to the Resident Menu.

4. Click the “Update Resident” button to update residents profile then click
the “Update Record” to input the given data. After that click the “Back
Button” to return to the Resident Menu.

5. Return to the Resident Menu then click the name of the resident you
want to deactivate, the dialog box will appear yes if proceed and cancel if don’t
want to deactivate.

V. How to create clearance.

1. Click the “Clearance Menu” button to view all the clearance record of
Rawis Resident.

2. Then click the “Clearance Log” button to view the list of residents who
get clearance. The search by this can be able to search the last name, and
house number of the resident.

3. After that click “Print Button“to view the form of clearance and print it.

VI. How to add or update barangay official/sk official.

1. Click the “Barangay Official Menu” button to view the barangay officials of
barangay rawis this composed of barangay captain, seven officials with the
appointed treasurer and secretary.

2. The “SK Officials” button where you can find the Sanguniang Kabataan
Officials, same us to the barangay officials.

VII. How to create and update summon.

1. Click the “Summon Menu” button to view all the the records of summon
so you can be able to add summon. Click the “Add Summon” button to
display the summon form then click the “save/print” button to save the
input data and cancel it will not proceed.

2. After clicking the save/print button the summon form will view. To
update the summon. Click the “Update Summon” button then the
complain/reklamo form will display, just check the klase sa pagtawag and click
the “update” button.

VIII. How to Print Reports.

1. Click the “Report Menu” button his will display the kinds of reports the
Residents, Clearance and Summon Reports.

2. The resident reports display the “Residents Summary Reports” this view
all employed, unemployed residents, student, out of school youth, senior
and deactivate.

3. Click the “View Employed” button to display the male, female and the
given number of age record.

4. After clicking the “Print Button” display the Total Residents Employed,
click the “Back Button” to return to the Reports Menu.

5. Click the “Clearance Report” button to display the clearance summary


report which are the certificate of indigency, barangay clearance,
barangay certification and business clearance.

6. Click the “Certificate of Indigency” will display the total list of Indigency,
same us the other kinds of clearances.

IX. How to import excel file and save to database

1. Click the “Import Menu’ button then click the “Import Files” button, after
clicking choose the file name which is “records1” with the extension
format of .xlsx. This can find in This PC then go to drive d: click the file
name “records1.xlsx” to open it and after that click the “Save Records” button.
