LESSON 6: WHY CERTAIN SECTORS OF SOCIETY
ARE MORE VULNERABLE COMPARED TO OTHERS
EXPECTATIONS
At the end of this module, you are to explain why certain sectors of society are more
vulnerable than the others. Specifically, you are expected to:
a. identify factors why certain sectors of society are more vulnerable;
b. describe situations that makes certain sectors more vulnerable to hazards; and
c. determine some conditions that makes society strong for a hazard.

Vulnerability is a multiplier of the impact of hazard. Likewise, the type of hazard


that we deal for sometimes also has their own degree of impact in the society. What
does it tell us then? It is imperative that we should be able to understand certain factors
in our home or in the society whether we are so vulnerable to a type of disaster or not.
This will help us to do something in order to prevent or lessen the impact of the hazard.
However, even if we know also how vulnerable we are, some sectors receive more
damage compared to us. Let us explore more why by answering first the prepared
pretest.

BRIEF INTRODUCTION
Watching news in the television Tacloban City Before and After Yolanda Typhoon
sometimes would make us visualize how
hazards like typhoon affected an area. For
example, typhoon Yolanda or Haiyan
internationally, devastated Tacloban City in
Leyte. Typhoon Yolanda left the city with
many deaths and destruction of livelihoods in

of the hardest hit area by the hazard. Contrastingly some other parts of Leyte were not affected
or devastated just like in Tacloban. Why do you think so? Aside from the location where
Tacloban is, there are also some factors why certain sectors of society are more vulnerable as
compared to others. Let us try to explore these factors by answering the following activities.
