PLAN FOR ANTI-CRIMINALITY CAMPAIGN) against loose firearms and
“Sangbanat” campaign against Illegal drugs.
3. R.A. 9165 ( Comprehensive Dangerous Drug Act of 2002) amending
R.A. 6425.

II. MISSION:

4. To intensify its campaign against Illegal drugs activities within the Areas
of Responsibility.
5. To file charges for violation of such law to those who will be caught and
arrested.

V. SYNOPSIS OF OPERATIONS:

7. The Philippine National Police primarily responsible of peace and order


Serve and protect the lives and property of the populace and rights of an individual. As servant
of the public places to attain its common goal in most religious and dedicated services towards
people around us. In view of the successful mission conducted on time and day of duties,
PSINSP SALVADOR ENRIQUEZ GALVEZ, station Commander of Zamboanga City police
Station 1 (Vitali) and its personnel pledge deeply concerned to encourage more improvement
and positive action in the implementation on campaign against Illegal drugs in Barangay
Mangusu, Zamboanga City. Particularly at the crossing of sitio Bincul, same Barangay. That
resulted to the arrest/apprehension of certain ISIDORO FERNANDEZ y ALVIAR, 38 years old,
single, resident of Barangay Vitali, this city and confiscated from his possession and control, the
following items/evidence; two (2) heated sealed transparent plastic containing white crystalline
substance believed to be “shabu”, two (20 pieces of 100 pesos denomination marked money
and one (1) piece aluminum foil. A case for VIOLATION OF SECTION 5, 11 and 12, Article II of
Comprehensive Dangerous drug act of 2002 (CDDA) amending R.A. 6425 was filed before the
prosecutor’s office against the suspect ISIDORO FERNANDEZ y ALVIAR docketed under I.S No.
IX-06-INQ -13K-00456. Suspect availed of their rights for preliminary investigation by signing a
waiver under articles 125 of RPC and remain at the police custody.

8. That last November 26, 2014 said arrested suspect was committed to
zamboanga City Reformatory Center while awaiting trial with criminal case # 29653 and 29654
under presiding Judge, Judge ERIC D. ELUMBA, Regional Trial court Branch 13, Sta. Barbara,
zamboanga City.

The continuing support and mutual aid of the whole personnel likewise
showed admiration, dedicated to their assigned duties towards the attainment of its mission and
goals.

VI. RESULT OF OPERATION:

9. That sometimes in the afternoon of November 10, 2014, a confidential


informant appeared at our office and reported to PINSP RAMEER COLUMBRES
BUENAVENTURA, Officer of the Day that a certain “LLYOD“ is engaged in selling illegal drugs
(shabu) at Barangay this city. Moreover our informant relayed to us that he (informant) and
certain “LLYOD” agreed to meet each other at or about 8:30 O’clock in the evening of same
date at the crossing road going sitio Bincul, Mangusu this City purposely to buy stuff.

10. Acting on the information, PINSP BUENAVENTURA brief the INVEST


/AIDSOFT personnel at our Office regarding a plan for Buy-Bust operation against @ “LLYOD”.
During the briefing PINSP BUENAVENTURA, relayed the information which he obtained from the
confidential informant and designated me to act as the poseur-buyer same handled to PO1
Abalus the marked money consists of two (2) pieces of One Hundred peso (Php100.00) bills
with serial numbers DE647057, and HZ709031 which PO1 Abalus marked his initial “EAA”
on each bill and signed in a acknowledgement receipt. While PO1 Alex S. Pedro was designated
as arresting officers and the other members serve as back-up. PO1 Abalus and PO1 Pedro
decided their pre-arranged signal that once PO1 Abalus will turn ON and OFF the flashlight of
his cellphone it means the transaction had already consummated and in that instance I will rush
towards them and arrest the suspect @ “LLYOD”;
11. That at around 8:00 O’clock in the evening of same date, coordination
with the PDEA was made and thereafter PO1 Abalus and PO1 Pedro together with the informant
proceeded to the target area earlier of the (informant and “LLYOD”) agreed meeting time while
the others personnel went behind. Thereat a minute after PO1 Abalus noticed a male person
walking towards them and the confidential informant told him that it was target alyas “LLYOD”
the informant called the said person by mentioning his name “LLYOD” and introduce PO1
Abalus as a buyer of stuff (shabu) then a certain “LLYOD” asked PO1 Abalus how much will he
buy? PO1 Abalus said two hundred pesos (Php200.00) only at the same I handed to him the
said marked money and insert his hand to his right pocket and pick one item: one (1) pc small
size heated sealed transparent plastic sachet containing whitecrystalline substance suspected
shabu with one (1) piece of Aluminum Foil and handed to him. After scrutinizing the said item
and after sensing that it is a shabu. Immediately PO1 Abalus performed the pre-arranged signal
before PO1 Alex Pedro rushed towards them and identified himself as police to alyas “LLYOD”
No resistance coming from the suspect during the conduct of arrest and subsequently was
apprised his constitutional rights.

VII. CRITIQUE AND OBSERVATION:

14. That the members of Zamboanga City Police Station 1 (Vitali), ZCPO
Headed by PSINSP SALVADOR ENRIQUEZ GALVEZ under the leadership of P/SSUPT ANGELITO
ABELLERA CASIMIRO, City Director, ZCPO showed teamwork, alertness and bravery in the
performance of their respective duties, likewise loyalty to the services that outmost carried-out
in the whole troops. Thus, Officer of this ZCPS1, ZCPO really achieved its mission and
responsibilities as law enforcers and guardians of Peace.

VIII. RECOMMENDATION:

15. Strongly recommend that officers and personnel be awarded with


“MEDALYA NG KAGALINGAN” (PNP Efficiency Medal) to bolster their Morales as a rewards of
their devotion to Duty and loyalty to the service for lasting peace, being the members of the
Philippine National Police.
