NOTICE FOR INVITING EXPRESSION OF INTEREST TO ESTABLISH JAN


SHIKSHAN SANSTHAN (NGO’S) FOR SKILL DEVELOPMENT.

Online applications are invited for setting up of new Jan Shikshan Sansthans in 250
identified districts in the country.

Interested agencies who fulfilling eligibility conditions, may submit their detailed
Expression of Interest / Proposal online through JSS Portal (www.jss.gov.in) on or
before 21/06/2022 by 5:00 PM. No hard copy / email or any other mode of
application will be acceptable. After the due date /time no application shall be
entertained.

The detailed eligibility criteria / conditions, selection procedure, list of identified 250
districts and sample format for application may be downloaded from the JSS website
www.jss.gov.in as well as Ministry’s website www.msde.gov.in and CPP Portal
https://eprocure.gov.in. The scheme guidelines are also available on JSS website.

Part A

Parameters for Selection

1. Eligibility Criteria The NGOs/Agencies who will fulfill the following


criteria shall be eligible for submitting their detailed
proposal online through JSS portal:-

Registration
 Valid Registration under Societies Registration
Act 1860 / Trusteeship Act / Section 8
Companies Act 2013.
 Minimum 3 years experience on the date of
application.
 Valid Registration under Section 12A & 80G of
Income Tax Act
 Valid Registration under FCRA
 Valid Registration on NGO Darpan Portal of NITI
Aayog.

Annual Turnover
 Minimum annual turnover of Rs.10.00 lakh in
each financial year for the last three financial
years i.e. 2018-19, 2019-20 and 2020-21.
 Certificate regarding annual turnover from a
Chartered Accountant on letter head should be
uploaded
Experience
 Experience of at least 3 years in conducting
vocational training / skill development / running
educational institutions including medical /
Entrepreneurship / community development /
rural development / health / life skills / welfare
programmes.
2. Additional  Infrastructure and Human Resources in applied
Parameters district.
 Awards / Rewards received by the agency.

3. Terms &  Applicant agency should not have been


Conditions blacklisted / de-linked by Ministry of Skill
Development & Entrepreneurship. An
undertaking has to be submitted on letter head.

 The selected agency should register the Jan


Shikshan Sansthan as a separate entity under
Societies Registration Act as per the State / UT
Act in the sanctioned District / state within 90
days from the date of sanction of JSS.
 The operational area of the JSS will be the
district allotted only i.e. the programmes and
activities of JSS should be conducted within the
district and beneficiary can be from any part of
country.
 Prohibition on sub-letting: JSS must run the
program by itself and any kind of sub- letting or
sub-contracting or franchise arrangement for the
conduction of training is strictly prohibited
under any circumstances.
 JSS may collaborate / associate with the donor
agencies / philanthropic organizations for
setting up infrastructure / technical support for
effective training.

4. Bank Guarantee  Selected Agency has to submit a Bank guarantee


from Nationalized /Scheduled Bank of Rs.30
Lakh for a period of 18 months for each JSS
separately.

5. Funding Pattern  The annual grant shall be released to each JSS


as per guidelines.
 The grant shall be released to the Jan Shikshan
Sansthan in two installments based on the
performance.

6. Allotment of JSS  The allotment of JSS will be done in the


identified districts through the selection
procedure of MSDE.
 MSDE will have the sole discretion to devise the
method of allocation of JSS.

7. Selection Process  The entire process of screening, scrutiny /


assessment, field visit, evaluation and ranking of
the applicants will be carried out by MSDE
 All the online applications received through JSS
portal shall be scrutinized by software especially
designed and developed for this purpose.
 A team of MSDE officers will validate the marks

given by the system and recommend the eligible


agencies for field inspection.
 There will be 50 marks for screening of
applications.
 Cut Off: The minimum qualifying criteria for
recommending field inspection is 30 marks
(60%) for all agencies except agencies locally
registered and applied for NER districts /UT of
J&K /difficult Islands. The agencies locally
registered and applied for NER districts /UT of
J&K /difficult Islands, the cut off is 50% i.e. 25
marks.
 In case of non-availability of the agencies as per
cut-off, MSDE may relax the cut-off marks with
the approval of competent authority.
 Field Visit / Inspection of recommended agencies
to physically verify their base location i.e.
headquarters of the NGO and the applied
location / district.
 There will be 25 marks for field inspection. The
inspection marks will be divided in the ratio of
60:40 in HQ & applied district respectively.
 Based on the marks obtained in scrutiny and
field inspection, the top three agencies for each
district will be called for technical presentation
before Selection Committee.
 There will be 25 marks for technical
presentation.
 MSDE will compile marks of screening, field visit
report and selection committee and make
recommendation for final selection of agencies
for each District for the approval of the Hon’ble
Minister.
 Agencies / NGOs approved by the competent
authority will be sanctioned new Jan Shikshan
Sansthan in each District.

8. Submission of  Interested agencies fulfilling eligibility


Online conditions, can submit their detailed proposal
applications online through JSS Portal (www.jss.gov.in).
 No hard copy / email or any other mode of
application will be entertained.
 Agency will submit the single application. The

general information of the agency will be


uploaded once and for multiple districts, the
agency should select the districts from the given
list and submit the details of each (applied)
district separately.
 Agency should upload documents duly sealed
and signed by authorized signatories of the
agency.
 All the documents should be legible.
 The illegible documents will not be considered
and the application will be summarily rejected.
 No correspondence will be entertained regarding
the status of application.
 The last date for submission of online
application is 21/06/2022 by 5:00 PM.
