Training Needs Analysis (TNA)

What is a training needs analysis?

A training needs analysis is a questionnaire


that will help you to identify the OHS training
needed in your organization. The answers
provided will assist you to plan training.

How do I conduct a training needs


analysis?

PROVIDE, DISCUSS and ASK are some


ways in which you could use survey,
depending on the size, and nature and
management structure of your company.

TNA Procedure

Your TNA is likely to be more effective where


managers, supervisors and employee
representatives complete a separate checklist.

Remember to thoroughly brief any person/group


who will be using the TNA on the following issues:
- the objectives or purpose of the TNA;
- the process required;
- the intended outcomes and uses of the
information.

Monitor your training plan


Monitoring OHS training means keeping track of who
has been trained in what, so that future training
activities can be
identified.
Keeping records also satisfies the legal requirements.

Important points
§  Plan a program to cover all the training needs in your
workplace.
§  Plan what you want to achieve and over what time.
§  Plan what sort of training will be best, and so who
should be responsible for implementation.
§  Plan how you will monitor and check on the
effectiveness of the training.
§  Plan for the language and literacy needs of your
workforce.

CONFINED SPACES
Ø  Module 15: Concept, Risks and Preventive Measures

OBJECTIVE OF THIS
MODULES
Ø  Knowing what is a confined space
Ø  Making awareness on the risks of working in a confined space
Ø  Knowing why there is risk of fire, explosion, suffocation, poisoning,
electrocution, tripping and falling in a confined space
Ø  Knowing the preventive measures to be taken before entering a
confined space
Ø  Knowing the preventive measures to be taken when working in a
confined space
Ø  Knowing the additional preventive measures to be taken in case of
mobbing parts in the confined space, oxygen, other gas bottles or
flammable substances existing in the confined space and in case or
welding works in the confined space.

CONFINED SPACES
Definition: closed off or half-open, often narrow entrance and little room
to move. Means of escape limited. Not suitable to work long periods of
time.

Risks:
Ø  Fire or explosion (LEL).
Ø  Suffocation
Ø  Hazardous substances
Ø  Poisoning due to poor ventilation and the limited dimensions
(exposure limits)
Ø  Electrocution (humidity, damp, high temperatures)
Ø  Tripping and falling (wet floors, trailing cables and lack of room)

MEASURES AND
PRECAUTIONS
Ø  Before work: identify the hazards, asses the risk, control measures,
atmosphere testing. Eliminate, substitute, isolate the hazards if
possible.

Ø  Ensure that the confined space is sufficiently accessible, exits


unobstructed, clean and dry and blind flanges.

Ø  At least 2 people for activities : one works inside and a safety
standby outside (constant communication, evacuation and rescue).
Never 1 person.

Ø  The amount of time spent inside should be the minimum.

MEASURES AND
PRECAUTIONS II
Ø  Before starting: valid work permit (risks and precautions are listed)

Ø  No workers under 18 years of age.

Ø  Measuring the level of oxygen and the existence of hazardous


gases or substances (regularly and by qualified personnel).

Ø  Ensuring an adequate supply of fresh air through a system of


ventilation or local air extraction. Retest the space after ventilating.

Ø  Last resort: PPE (mainly respirators but others are used too).

SPECIAL CASES
Ø  Using electrical tools: low voltage supply is preferred. The electrical
installations (and the walls) must be earthed properly.

Ø  To keep from tripping and falling: adequate lighting , appropriate


workplace layout and good housekeeping.

Ø  If a confined space contains moving parts: never activated as long


as someone is in the tank.

Ø  Using oxygen or other gas bottles: checking all the hoses for leaks
prior to use.

SPECIAL CASES II

Ø  Welding and cutting activities: Remove or cover all flammable


substances. Fire extinguishing equipment. Welding fumes must be
evacuated and electric welders must use a safe voltage supply.

Ø  Using flammable or toxic products: independent respiratory


protection is mandatory. Keeping the space well ventilated.
