Reference is made to Waste Management contract between POF and GHS Waste
Management Services
Respected Sir,

GHS has been working on the Integrated Solid Waste Management (ISWM) Project in POF
estate area. One of the major components of ISWM system was “Zero Waste Recycling Facility”,
which has been operational since last month.
We would like to express our deep gratitude to your goodself for visiting the “Zero Waste Recycling
Facility” and appreciating our initiative.
This facility is first of its kind in Pakistan which has the capacity to process all kinds of municipal
solid waste and deviate it from going into the dumping ground and turn into useful products. We are
putting every effort to make it one of the most environmentally friendly projects of Pakistan with the
help of POF management.
GHS is committed to operate the facility efficiently and sustainably on the long-term basis however, it
was and will not be possible without your strong support and guidance.
A few suggestions and submissions are listed below for your kind consideration and subsequent
actions to support the successful operations of Pakistan’s first Zero Waste Recycling Facility.
1. Door to Door Waste Collection:
Door to Door (D2D) waste collection system is essential to ensure the quality of input material to the
recycling facility as waste received at the facility is the raw material for further processing. This
approach ensures quality services to the residents as well as avoids waste scattering and nuisance at
the waste collection Tubs at each corner of the street. This approach guarantees that not a single bit
and piece is released into environment during collection stage (No waste touches the ground concept).
GHS is the pioneer waste management company who introduced and implement this concept (No
waste touches the ground concept) in DHA since 1990. GHS has now taken initiative to implement
the same system in POF Estate area which is a 180-degree shift from traditional TUB collection
system practiced in POF since long.
2. Ban on Illegal Scavenging Activities in POF Estate Area:
One of the major concerns till date is the illegal entry of waste scavengers and their unauthorized
collection of recyclable materials from houses and waste collection points/tubs of estate area. These
scavengers collect the waste from houses and after taking out recyclable items, throw away the
remaining waste in open area/plots/outside the waste collection Tubs.
For the successful implementation of the “No Waste Touches the ground Concept”, we humbly
request to completely ban entry of these scavengers and impose penalty on residents who encourage
them by handing over their garbage. It is further requested to instruct concerned departments to take
necessary and prompt action on this matter.
3. Waste Recycling at Commercial and Educational Entities of POF:
GHS is collecting and recycling the municipal solid waste generated from the residential areas,
however POF commercial, educational and non-sensitive entities/offices are not connected to our
waste collection system. We propose that such entities are converted to green offices by ensuing their
waste is properly processed and recycled through our Zero Waste Recycling facility. Currently
different entities have hired private contractors who collect the waste from their facilities. These
contractors throw the waste in the open area/plots/ waste tubs after segregating the recyclables which
is a big hinderance in implementing “No Waste Touches the Ground Concept”. The linking of these
entities with Zero Waste Recycling Facility ensures that waste generated from these places is
processed in a hygienic manner without releasing directly into environment. Such entities include but
not limited to POF Guest House, GM mess, educational institutes, POF Club, POF Welfare Clubs etc.
which need to be integrated with our recycling system to ensure a clean and green POF.
4. Green Waste Collection from Factories:
GHS green waste processing line is prominent feature of the Zero Waste Recycling Facility. During
your visit, your goodself pointed out that tree trimmings/wood waste in large amount is available
inside the factories which could be utilized in turning it into fuel pellets. Now that our green waste
processing line is fully operational so we can offer our services for collection and processing of tree
trimmings/wood waste available in the factory areas. In this regard your kind approval is requested.
5. Discount against waste processing / Recycling:
GHS signed the contract with POF for the establishment of Zero Waste Recycling Facility and offered
special discount in waste collection services. The key points of the contract are as follows;

 GHS will establish and operate the Zero Waste Recycling facility for seven years at its own
cost.
 GHS will give 20 percent discount of the waste collection services for first year, 30 percent in
the second year and 40 percent in the third year.
GHS successfully established and operationalized first of its kind Zero Waste Recycling facility with
a modest estimate of capital and operational cost. But due to covid lockdown in the first years, rising
inflation and devaluation of currency, the capital cost anticipated at the start of the project increased
many folds. This financial burden was increased further when POF Admin department induced a
plenty of 1.2 million PKR for delay in establishment of Zero Waste Recycling Facility despite of the
fact that delay was due to covid situation, late installation of electric transformer, global shipping
restrictions, and many other factors. Furthermore, when we started to implement door to door
collection services based on “No Waste Touches the Ground Concept” to feed the quality waste to
Zero Waste recycling facility, we had to increase the number of vehicles and field staff which added
in the financial burden. Currently we are providing the waste collection services in heavy loss but we
are committed to our contract and trying our best to provide the quality services to POF Estate.
In current situation, it is very difficult for us to recover even our capital cost in remaining four years
of the contract period. As you know this project has more environment benefits than economic
benefits so to get the best possible environmental benefit and make it somewhat economically
sustainable project, it is requested to kindly reconsider the contract with no discount on collection
services and waive off the imposed plenty.
