affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to
development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change
through interfaith partnership.

WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as
the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of
Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.”

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of
society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international
agencies.

 
Job Description:
JOB PURPOSE

Under the direct supervision of the Zonal Program Manager and technical leadership of the Protection and Education sector leads, the AHF Child
Protection Project supervisor will be responsible for the supervision and implementation of the child protection project activities targeting children
and caregivers in the selected communities/locations. He/she will be responsible for effectively leading the implementation of child protection case
management services, psychosocial support activities, life skills training with adolescents, parenting skills training for caregivers, community

engagement, and establishing and/or strengthening community-based structures and building the capacity of service providers. He/she will manage
budgets and provide direct line management to child protection staff. The manager is also responsible for the coordination of services and
partnerships with other agencies, communities, and donors.

MAJOR RESPONSIBILITES

Management and Leadership

Oversee project implementation, budget management (budget forecasting, BVA review, and budget follow-up), and reporting in accordance with WVI
and donor regulations.
Provide technical and project implementation guidance to child protection personnel.
Ensure appropriate structures, internal and external standards, staffing, resources, and policies are adhered to as well as all grant requirements.
Make sure that everyone on the project staff has a clear understanding of the project's assumptions so that the project's goals, outcomes, and outputs
can be met effectively and on time.
Ensure on-time staff recruitment, support, and appraisal with the support of P & C
Manage and reduce any risks in the project that could have negative effects on finances, human resources, the law, or the reputation of the ministry of
World Vision.
Make sure that "Do No Harm" and good community development practices are used and followed throughout the planning and execution of the
project.
In coordination with WV Afghanistan’s Programs Department, regularly monitor and evaluate the progress of the project.
Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the project.
Ensure the project is adequately staffed, overseeing recruitment of staff positions as per the approved project design and budget as necessary.
Provide leadership and mentorship to project staff to ensure staff are able to implement project activities to a high degree of quality and in
accordance with international standards.
Ensure team members have individual monthly work plans prepared in advance of that month, and update them as necessary.
Make sure that all interventions are in line with the WVI's program strategy, national policies, CP Minimum Standards, and SPHERE Protection
standards.
Work closely with operations and grants to make sure that programs are developed and implemented well and on time. This includes keeping an eye
on the budget vs. actual, indicator tracking tools, and other grant management tools used by the WVI, taking part in monthly grant review meetings,
and keeping an eye on internal program purchase request tools on a regular basis.
Ensure donor compliance in program implementation and procurement.
•Make regular monitoring trips to the field to check on progress, find technical quality issues and/or other implementation problems, find solutions,
and make changes as needed.               
Effective technical leadership and management support provided to the child protection team in the implementation of key child protection
interventions results in the provision of protection services for children and caregivers.
A staff and budget management system put in place for the purpose of establishing a high-performance staff and effective utilization of the project
budget.
A clear system of role division for staff has been put in place and a clear plan for project implementation has been prepared and shared.
The projects are adequately staffed and deployed; effective performance management system is set in place to provide continuous feedback to the
team for the improvement of performance.
Liaison and Networking:

Work with relevant stakeholders and child protection AOR on preparation and submission of the required data and reports
Work closely with the support functions such as Procurement, Finance, Admin and Security and ensure PMS/PO are supported on time.
Ensure Project documentation is maintained, filed and updated according to the donor requirement.
Ensure child protection staff do collect case studies and success stories from their projects for review and finalization
Review and provide inputs for the monthly project reports in line with World Vision and donor standards and timelines and submit on timely basis.
Liaise with WVA Grants division in tracking project expenditure, reviewing financial reports, and addressing queries related to expenditure in timely
manager.       
Close coordination and working relationship established with the cluster members and child protection stakeholder

Reporting and Administration

Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.

Track project progress, project expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and
required adjustments.
Track projects risk in order to timely adjust and implement the existing contingency plan.
Travel regularly to all project sites to ensure proper implementation of project activities.
Create and present monthly summaries of projects’ activities and future plans to World Vision Afghanistan leadership.             
Timely appraisal of staff performance of the staff under supervision made 
Child protection report is shared on time to the cluster and internally
Projects database staff is supported to make the database up-to-date 
Proper filing system is in place for recording protection-related related information.  
 
Job Requirements:
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Preferred Knowledge and Qualifications

Basic knowledge of child protection principles and programming approaches


Strong interpersonal skills, ethical sensitivity and ability to effectively communicate with children and their caregivers
Knowledge and awareness of inter-agency Child Protection in Humanitarian Action tools, guidelines and other resources is an asset
Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient,
positive, and able to work independently
Prior experience in working with INGO is preferred
Prior experience working as a project manager related to protection interventions, 
Prior experience in fragile contexts and humanitarian response.
Knowledge of working with community-based child protection structures
Experience working closely with the protection sector and relevant government ministries 
Diploma degree in leadership and management
Flexible attitude towards duties and working patterns in order to fulfil the requirements of the role
Experience of staff capacity building and working with different layers of staff
Be familiar to work in hard to reach areas, work under pressure and in a difficult environment
Written and communication skills in English and Dari are preferred
Prior experience implementing child protection in emergency projects
Thorough knowledge of MS Office (necessary skills in Ms Word, Excel and Power Point)
Experience in maintaining databases and related information/knowledge management
Financial/budget management
Interpersonal sensitivity, flexible worldview, emotional maturity
Ability to work in and contribute to a team-building environment
Ability to maintain performance expectations in diverse contexts, psychologically stressful environments, and hardship conditions.
Willing to travel as required

Travel and/or Work Environment Requirement

              The position is based in Badghis and would have regular travel to Faryab

Language Requirements            

Fluency in Dari, English language and / Pashto
