being part of this narrative report compilation.
And last but most especially to our almighty God, thank you lord for all
the guidance, help, energy, knowledge, and courage that you had given us just to
help us finish these reports. Again, thank you Lord because without you all of this
will not be possible.

In the first part of the discussion, we defined first the civil disturbance which means a
peacefully assembly of group of people where in the main purpose is too violent. We can say
rally as an example of group of people where assemble to fight or rebel against the
government. Afterwards, we move on to the general guidelines of the Philippine National Police
(PNP) where in the main goal of the police officer is to protect and maintain peace and order. In
line with this, the public officer or the police should not interfere the public assembly. However,
as we said they only need to do is to maintain the peace and order.
CDM or Civil Disturbance Management is a tactic that the PNP or Military use when
dealing with a person or a group of people that may threaten the whole community. For
example, many groups and organization are doing a rally against the government, government
officials, politicians or other organizations, this type of rally may lead to serious troubles and to
prevent that the PNP or Military are sending a group of police that have knowledge and skills on
how to implement the CDM properly and peacefully or Civil Disturbance Management. Also,
their main objective is to maintain peace and order and to protect everyone if the situation
becomes worst. If the rally leads to a profoundly serious trouble and we all know that those
groups will not back down easily because they are fighting for what they think is right the PNP
will be the one to control the situation in a very peaceful way, that excessive force is not
needed, like negotiating to the leader of the rally group. The only weapon that the police may
use is the baton stick and they are prohibited to bring a firearm in the rally because it is
extremely dangerous that someone may steal the firearm and use it in a bad way. If everything
goes wrong, they always think of a peaceful way to solve the problem they just do not use
unnecessary force to control the situation or the crowd. Civil Disturbance Management is
extremely helpful and useful in terms of obtaining peace and order and in protecting the people
of the community.
In conclusion, the main purpose of the Civil Disturbance Management (CDM) is to
promote peaceful and harmless fight controlling, preventing and as well suppression of the
assembly. They always want to protect the sake of the public cause as what said on the
guidelines minimum necessary force would applied as much as possible. CDM had an incredibly
significant role on that kind of situation such as rally, or anything they have public assembly not
only assembly but peacefully assembly.
Narrative for Katarungang Pambarangay
Police blotter is a book that records all the facts, events, and arrests in a police
station. We can report a police blotter involving crimes that is mentioned in Revised Penal
Code, Special laws such as Murder, Robbery, Illegal drugs etc. We can also file a blotter if we
lose our personal things such as wallet, license, and important IDs. Anyone can file a police
blotter whether you are the complainant, or you witness a crime that is being committed and
even if you are the person who is being complain about. We can file a police blotter in nearest
police station, all we must do is to go to the desk officer of the police station or Quality service
lane, and you can tell the officer every information that is needed to file the police blotter like
your name and the name of the person/agency you are complaining about. For the final
interview with the investigator, you must assure every important detail or information that you
give so that there will be no problems while processing the complaint. Your complaint will be at
the prosecutor’s office and the investigator will just call you upon the updates on the complaint
that you filed for less hassle. In addition, remember that if you want to file a police blotter in a
police station it is important that you go to the police station personally so that the officers will
entertain you and the process of you complain can be faster. Another thing is that some cases
doesn’t necessary to go to the barangays or it is outside the jurisdiction of the barangay for
example, first is if the complainant or the one that is being complained is a government agency,
second is just like the first one if the complainant or the one is being complained is a public
officer, or employee that relates to the performance of his official functions, third is offenses
that is punishable by imprisonment exceeding 1 year, fourth is offenses where there is no
private offended party, fifth is if both parties reside in different municipalities or cities. This is
examples is not the only instances that a case is outside the authority of barangays, in fact
there is so much more like about the agrarian reform law that talks about the lots and land of
peoples, and employer-employee relationship laws that this is much technical compared to the
others. Lastly is all about the Katarungang Pambarangay, in katarungang pambarangay or the
barangay justice system this is where the people of the “barangay” complain about some
misunderstanding with the other people who reside in that particular barangay. In the barangay
justice system lawyers are not allowed to interfere or appear in barangay hearings except of
course if that lawyer is the one who is being complained. Some instances or cases are outside
the authority of katarungang pambarangay just like what I said here earlier. Barangay justice
system is not actually like other courts such as municipal courts, and regional trial courts that
provide judgement at the end, in the barangay justice system their main goal is to reconcile
both of the parties, but they don’t provide judgement about the case. Barangay justice system
is composed of three parts, the first one is the conciliation by the barangay captain, second is
Lupon tagapamayapa that is bigger than the last one and the last one is the Pangkat ng
Tagapagkasundo that is being assigned in a specific case. If the case is outside the powers of the
Barangay Captain, the case is being pass on to the Lupon Tagapamayapa. The body of Lupon
Tagapamayapa is composed of not less than 10 person or not more than 20 persons and this
person is the most respected persons in the barangay. The persons that are qualified to be in
the Lupon Tagapamayapa must be a resident of the barangay, must possess integrity,
impartiality etc. and must not be disqualified by law from holding public office. The
Sangguniang Barangay cannot replace the members of the Lupon Tagapamayapa because only
the Barangay Captain can appoint the members and only the Barangay Captain can replace
them. Individuals from the barangay can file a complaint in the barangay but if you are a
corporation or you are complaining about a corporation it is outside the jurisdiction of the
barangay and filing of blotter in the barangay is costing 20 pesos per case or higher depend on
the barangay.
In conclusion, I’ve learned many things about the video that I’ve watched earlier. Things
that I never knew before. I’ve learned so much about filing police blotter, katarungang
pambarangay and some cases that is outside the jurisdiction of the barangays because I
thought if some people are having problems with other people they can just simply go to the
barangay and talk about it. But now, I understand that it is very complicated especially in the
type of cases that is outside the jurisdiction of the barangays. I’ve also learned to process on
how to file a police blotter in the police station that personal appearance is very important if
you are filing not only a police blotter but also other types of cases. In the Barangay I’ve learned
that there are so much more people beside the Barangay Captain and kagawads because those
are the common people that composed a Barangay not mentioning that there is a Lupon,
tagapamayapa and Pangkat ng Tagapagkasundo. They are the ones who handle the cases that
the Barangay captain cannot handle anymore. Lastly, before I thought some specific cases can
be settled in the barangay but as I’ve watched the video, I find myself wrong about it because
not all cases are needed to go to the barangay, other cases can be filled directed to the
supreme court especially those serious type of cases.
Narrative for E-Blotter
E-Blotter is being use with the help of computer or laptop; in other words, it is a
program in a computer used by the PNP in every police station in the Philippines. Unlike in the
older times, PNP personnel are only using a logbook wherein they are manually writing
everything that happens in their area like for example murder, robbery, theft, and everything
that includes in the Revised Penal Code and Special Laws. But with some circumstances that
some places encountered like flooding their data in the police station is also being affected by
the flooding and as a result all the data that is stored is destroyed. So eventually as the world is
now in the Technology era the PNP creates a program that may help them store their file safely.
This is called Crime Information, Reporting and Analysis System (CIRAS). In the early days CIRAS
does not requires using the internet for you to use it, you can just simply open it and encode
some data or information. CIRAS is used to a procedure by which all crime incidents reported to
the police stations are electronically stored in a database. The system does not only facilitate
crime documentation and systematic data storage and retrieval but also system presents a
quick, fast, and reliable transmission of crime information from a particular police station to the
National Headquarters at Camp Crame. On May 2015, a web-based CIRS has been developed
and has been pilot evaluated in NCRPO on June 3, 2015, OIC, PNP Memorandum, dated May
15,2015 Renaming CIRS to e-Blotter System and was further developed to include Crime
Analysis. The system is now known as CIRAS. The data uploaded into the CIRAS may be
accessed and retrieved by end users if they are registered into the system and the system is
only available to PNP personnel who are duly authorized and endorsed by their head of
office/unit. The main purpose of using CIRAS is to provide a uniform procedure in recording
crime incidents into an electronic database in all police stations and offices nationwide. In
addition, a police station has three (3) types of police blotter log book, the first one is the color
blue book which contains general crimes such as murder, robbery, rape etc. and the second one
is the color pink log book which contains complains about WCPD or VAWC Violence against
women and children and the last one is also color pink but it only contains complains about
CICL or Children In-Conflict-with-the-Law.
In conclusion, I never thought that there was an E-Blotter thing before because as I
grew up all I know is that every data or information or complains that a single police station
receives is that they are just manually writing it in a log book or piece of paper but now I’ve
learned that they are also maximizing the use of computer that they created a program which
they use to record all the data and information electronically in their own database which is
called CIRAS or Crime Information, Reporting and Analysis System. It is very safe because not
every PNP personnel in a police station can access it easily only the personnel who is authorized
and registered to the system can have an access and open it. Lastly, I’ve learned about the
three (3) different types of police blotter logbook. It is composed of one blue logbook and two
pink logbooks. The blue one is used for general crimes like murder, rape, and robbery etc. and
the two pink logbooks is used for WCPD or VAWC and the other one is for CICL or Children in-
conflict-with-the-law.
Narrative for Radio Operation
Overall, I have learned so much from the online seminar about using and what really
is a radio communication. Before all I knew is that the radio used by the PNP personnel is called
walkie-talkie, but I was wrong. Also, there are other types of radio that is being used by the PNP
personnel like Handheld radio or the so-called walkie-talkie, the Mobile Radio and the Base
Radio that is being operated by an authorized and licensed personnel of PNP not all the PNP
officers can use or operate the radio communications especially if you don’t have any
knowledge on how to properly operate a radio. I never thought that there is so much more to
learn about radio communication because I thought that when “radio communication” is being
said the first thing that comes to my head is it is being used as a communication just like that
but after the online seminar I was enlightened about this topic.
Narrative for Record Management
Record management is the compiling of all the files that is being stored in a police station,
this file contains diverse types of reports including diverse types of crimes committed. Like for
example murder, robbery, theft, etc. The record management is the opposite of the CIRAS that
is also used by the PNP police station to store different files. Why it is opposite? Because in
CIRAS the files that is being encode in there is called “softcopy” while in record management
the files that is being compiled is hardcopy, in other words the files in CIRAS are intangible and
the files in record management is tangible. From the discussion of Police Corporal Ronalyn
Camilon, she said that she did not go through some training or courses about record
management. She also said that she has her own way on how to properly compile this files that
no one teach her on how to do it, she just figured it out by herself, and it is very amazing
because she does not depend on anyone with her job. When compiling the files Police Corporal
Camilon always puts the name of the offender/victim, date, crime committed and the so-called
control number. She always does this for her to be easily locate these files when needed. She
compiles it by months so when this file is needed, she will just ask when this file is made then
she can easily locate it in the filing cabinet. While Police Corporal Aimee Prodente Abrenica
discusses about the PNP supplies, they are the ones who is in-charge with the different
equipment that the PNP personnel or police station needed. Like for example, bond paper,
firearm, bulletproof jackets, and police mobiles. She said that the Lucena City LGU is incredibly
supportive to them because the LGU always provides the equipment they need they just need
to write a request letter and send it to the LGU then the mayor will grant the request and they
easily get what they want. Another example is a laptop, when the laptop they use is
malfunctioning they do not bring it to the repair shop instead they request for brand new sets
of laptops for them to properly do their job. They also do a monthly inventory with their
equipment; they do this to monitor the equipment and make sure that it is not gone because
for example the gun issued to police personnel if the police officer lost his gun, they can sue the
officer of accountability because if they don’t the personnel in the supplies will be the one to be
sued. That is the reason the supplies personnel perform an inventory, and it is especially
important to monitor all the equipment’s in a police station.
To sum up, the topics discussed to us is very important because in record management
the compile different types of reports that contains different types of crimes committed while
in supplies they are in-charge to all the equipment’s in a police station, they are the ones who
monitor the equipment and they do this by performing inventory to see if the equipment’s is
still complete and nothing is lost by a PNP personnel. I never thought that in a single police
station there would be different sections and in those different sections the personnel assigned
is based on their specialization and they go through diverse types of training and courses to
master and to be expert in that section.
Narrative for Police Community Relations
Police Community Affairs Division (PCAD) and Police Community relations (PCR) this
refers to the ongoing and changing relationship between the police and the communities they
serve. This includes issues of cooperation, race relations, fear of police, violence, and
corruption. The PNP personnel that is assigned is this section or S5 can be a public speaker,
lecturer, and educators because they conduct diverse types of seminars about different topics
like about Covid-19, anti-illegal drugs etc. They usually conduct seminars in barangays and the
listeners are the barangay officials, police OJTs, leader of their sitios. Patrolman Culla also said
that he is assigned to a particular barangay and his job is to orient the barangay officials on
what to do if different problems occur, also he is not the only one that is assigned is a barangay
he also said that each barangay should have at least one police officer assigned. Every day they
go to different barangays and perform seminars that can help the community to be better. As
Patrolman Culla discuss earlier he said that the main purpose of this is to have equality and
change the misconception of other people about the police and other people like the Muslims,
some people thinks that they are the bad type of person, but Patrolman Culla said that they are
exceedingly kind and cheerful. Also, many people are afraid when they saw a police officer
because they think that if they do terrible things the police will just shoot them down but that is
not true especially now that PNP are having a bad image because of the negligence of other
PNP officer. It is because the people saw on the news in the T.V. that police officers are
shooting down innocent people and that is the reason why many people in a community are
afraid of them but the truth is they are not violent in fact they go to a community to provide
service like brigade eskwela, the warn or remind people if there is a typhoon coming and in
Christmas and new year they tell to the people to be safe. That is an example of the
misconception of many people about PNP personnel. This section is made to protect the people
in the community and for them to have awareness in different kind of things and surroundings.
They want to equip the people with knowledge and skills that they can use if anything goes
wrong.
In conclusion, another section in a police station is discussed to us, the PCAD or PCR that
they are in-charge in the community, they are the ones that going out to the community and
provide service whatever they will be useful to the community. Patrolman Culla also said that in
this section you can never experience boredom, why? because every day there is always
something new is coming and although this job is very tiring because the job never stops Sir
Culla also said that he is very happy because he was able to help many people that needed
help, that the income and benefits that he can receive is just a bonus because helping other
people is what he really wants and that is the main purpose of the PNP to serve and to protect.
Salute to Patrolman John Lester P. Culla for his dedication to the work he chooses and thank
you for the words of wisdom.
Narrative for Barangay Information Network
The BIN or Brgy. Information Network is the process of acquiring information from the
barangay through interaction with the informant or informer. For example, in Lucena City the
police officers have at least one informer or informant from each barangay’s of Lucena City.
These informants or informers helps them to solve or prevent a crime. This people are the ones
who gives reliable information to the police. The importance of BIN is that it is vital in the
conduct of Intel Driven operations, it helps in the prevention of crime, and it aids in the
investigation and solution of crime to identify and locate the whereabouts of the suspect. PNP
personnel usually utilizing the help of BINs to diverse types of operation that they will perform
like in Anti-Illegal drugs operation, Anti-Illegal Gambling, Service of warrant, Implementation of
search warrant, and all the other law enforcement operations. The name of the informant or
informers are highly concealed due to the confidentiality of the identities of these people,
instead they use codes for every informant they have. In Humint Data there are two types of
BINS the first one is the action agent, this person is the one taking actions against the target
and the second one is the Informant, this is a person who just gives information to the police.
Also, in Humint data there are codes about what kind of information the informants are giving,
for example, letter A stands for CTMs, B for Rightist groups, C for Muslim Secessionist, D for
High-risk Foreign Nationals, E for terrorism, F for Syndicates/Organized Crime groups, and G for
high profile political crimes. Next is what agency does the informant giving information, they
use roman numerals, I for NBI, II for NICA, III for PNP and IV for AFP. But before becoming an
informant to the PNP they do not just recruit the PNP has to follow the steps on how to
properly recruit dependable informants. The first step is Recruitment under is spotting,
approach, evaluation of candidate format and documentation. Next step is Managing under this
is undergo training, operational testing, safety and security and termination. Next step is
Reporting under this is use of cellular phones, use of couriers, and use of dead drops. And the
last step is Monitoring under this is the number of reports submitted, reports resulting to
positive police actions, reports submitted on time. They do this steps on how to properly recruit
an informant because they need to make sure that the information that they will received of
collect will be reliable and not a joke, and another thing is that they need to make sure that the
informants that they will recruit can be trustworthy because the operation of the PNP can be at
risk if the informant is not trustworthy.
In conclusion, another topic is discussed to us, and this is another knowledgeable topic.
Before, I thought that the PNP are just recruiting informants because they just knew about that
certain person, that there are no steps/ process that needs to be followed to recruit an
informant. They have an informant on every barangay in their area and this informant is the
one that is giving the information they need. For example, if they are planning to perform a
buy-bust operation of the anti-illegal drugs campaign, before doing the said operation they are
waiting for the information that should be given by their informant through text or chats. This
really helps them to properly execute the operation and peacefully apprehend the suspects.
The informants or informers are a tremendous help to the PNP because the PNP needs all the
information they can get to solve a certain crime.
Narrative for BFP Orientation
The BFP or Bureau of Fire Protection was introduced to us in the recent online seminar.
In the online seminar FO3 Armie Grazela G. Oxina discuss the history of BFP. In 1900 the first
fire department was established in Manila during the American occupation. In 1940, Fire
departments were established in neighboring cities and towns each has their own
organizational set-up. Integration of the local fire departments in city/municipality police forces
under national police organization called the Philippine Constabulary – Integrated National
Police (PC-INP) P.D. 765 in 1975. In 1977, P.D. 1185 the first fire code of the Philippines was
enacted and in 1990 the Republic Act No. 6975 was enacted establishing a separate bureau fire
protection. In 2004 and 2008, R.A. 9263 an act providing professionalization of the BFP &BJMP
and R.A. 9514 the revised fire code of the Philippines was enacted. In 2018 the base pay for
military and Uniformed Personnel was increased and it is an incredibly good news for all the
military and uniformed personnel. In 2019, R.A. 9514 was revised again for better
implementation of rules and regulations and recently this year 2021, President Duterte signed
the law that allows BFP personnel to receive firearms or guns and increase the hiring quota and
reduce the height requirement to five’2 in males and five’0 in females. The speaker also
discusses the BFP program thrust, first is Fire Prevention second is Fire Suppression. The
difference between this two is that in fire prevention they need to prevent fire while there still
no fire exists, while fire suppression is suppressing the existing fire. In other words, in fire
prevention the fire does not exist while in fire suppression the fire already exists. Third is Fire
Arson & investigation wherein the causes and origin of fire in a fire accident is being investigate
by the fire investigator. Next is Fire Search and Rescue, this is being perform by the BFP
personnel to rescue some people in a fire incident. Lastly, Emergency Medical Services this
means saving the lives of the people in danger. They are the ones who quickly responds to the
injured people.
To sum it all, there are some misconceptions about the BFP or Bureau of Fire Protection
that the only job they do is to prevent and suppress fire but what some people did not know is
that they also give first aid to the injured people in an accident. Some people are confused if
they saw BFP personnel in Search and Rescue operation for example, in a natural disaster like
typhoon they also help for retrieving stranded people in the area that is being affected by the
typhoon. My point here in there is so much more about the BFP personnel than just trying to
prevent and suppress a fire.
Narrative for Arson Investigation
Arson Investigation is the investigation in the fire incident. This investigates the causes and
origin of fire. The causes may be short circuit, unplugged appliances, abandoned candles, LPG
gas etc. The origin of fire means what area in a building, establishment or house does the fire
starts like in the kitchen, bedroom or living room. The most important purpose of this arson
investigation is to find out whether the fire incident is accident, or someone intentionally sets
the fire. If the findings tells that the fire incident is not accident and it is intentional, the
perpetrator must be apprehended and if proved guilty, Arson must charge he/she. The Arson
investigation is just like the crime investigation in PNP, to preserve the burned area they must
cordon the whole area to prevent some people to enter the said area. Also, there are some
physical evidences that can find in the burned area like electrical wires, ashes, etc. The ashes
are one of the most important pieces of evidence in arson investigation, those ashes are being
sent to the fire laboratory and being examined if it is contained with gas like kerosene, butane,
etc. The speaker also mentioned that the job of fire investigator is to find out if the said building
or establishment or house is insured. If it is insured and the insurance amount is two times
bigger than the amount of said building or establishment this means that may be setting the
building or establishment in fire is intentional to gain more money. He also said that this kind of
modus is always happening in various places. And base on what I heard, some old buildings and
establishment are intentionally burned to replace a new building or establishment, but they do
not say it was intentional instead they will say that it is an accident. The person who commits
arson is called arsonists, this person commits arson for some reason, intent to gain, or for
revenge reasons. Some people are hiring a certain person to commit arson and in return this
person will be paid with a high prize of money they do not care if they will be apprehended,
they just want the money. Arson investigation is important just like crime investigation in PNP.
In conclusion, the job of the BFP personnel is not just to prevent or suppress the fire but
also, it is their job to find out the causes of fire, and the origin of the fire and the most
important is to find out whether the fire incident that occurred is intentional or an accident. It is
important because what if the fire incident is intentional then the perpetrator must be
apprehended and charge with the crime arson. Sometimes BFP personnel are just like PNP
personnel because of some jobs that they have in common like investigating an incident.
Narrative for Fire Control Operation
FO3 Pepino discussed the basic radio communication and ten codes. Just like in the PNP,
the BFP also has a radio communication that they used to communicate with the other BFP
personnel. They also have handheld radio for the BFP personnel, the mobile radio that is in the
fire truck and the base radio that is in their main fire station. They also have four golden rules,
first is Clarity this means that your voice should be clear. Speak a little slower than normal.
Speak in normal tone, do not shout. Second is Simplicity this means keep your message simple
enough for intended listeners to understand. Third is Brevity this means be precise to the point
or direct to the point no sugar coats. Fourth is Security, this means do not transmit confidential
information unless you know the proper security technology is in place. Remember, frequencies
are shared, you do not have exclusive use of the frequency. FO3 Pepino also mentioned in the
online seminar the ten codes of radio communication. These ten codes have a hidden meaning
that only BFP personnel knows about it. Like for example, 10-9 means repeat, 10-0 means use
caution, 10-33 means emergency, 10-12 means standby and many more. These ten codes of
radio communication are an excessively tremendous help in communicating because instead of
saying a long message they can just use the ten codes and then they can understand each
other. But the BFP personnel must memorize the important codes that is in line in their job. It
will be useless to use the ten codes of radio communication if the one you are talking does not
know a thing about the ten codes.
In conclusion, another knowledgeable topic has been discussed to us and I can use this
knowledge soon for me to be successful. I am grateful that I have learned so much about radio
communication because before I have so many questions in my mind but after the discussion
about radio communication these questions that I have in mind is answered by the discussion
of Sir Pepino. I am looking forward for new knowledgeable topics soon.
Narrative for Special Rescue Force
In the recent online seminar, Sir Rodriguez discussed the introduction of Special
Rescue Force. He mentioned that the BFP is not mandated only on fire prevention and
suppression, but also in medical services and rescue operations. Special Rescue Force or SRF is
designed to meet the rising demands of rescue assistance through the application of
knowledge, skills, and teamwork gained through rigid training, thorough research, and actual
exposure to rescue operations. The Special Rescue Force has one doctrine which is “Safe
System Save Lives.” The Special Rescue Force or SRF has a provision of response to all types of
emergencies, disasters, and calamities whether man made or natural disasters. Coordination of
all rescue activities with other rescue organizations nationwide and Development of rescue
techniques based on the needs of time. Sir Rodriguez also mentioned the Special Rescue Force
subunits, they are paramedic, CBRNE, Urban search and rescue, technical fire search and rescue
unit, aviation fire search and rescue, K9 search and rescue company and the maritime fire
search and rescue. He also said that now in SRF they will assign members in Air, Land and Sea or
water to ensure the safety of the people. The Rescue operations of Special rescue force
involves firefighting, High angle rescue, water rescue, confined space rescue, collapsed
structure search and rescue, hazardous materials response, road traffic accident, disaster
response, and medical emergencies. This is where people have a misconception about BFP,
some people think that BFP personnel’s job is just to prevent and suppress fire, but they did not
know that they also help in emergencies, disasters, and calamities. Sir Rodriguez also
mentioned that being a member of Special Rescue Force is difficult and not a joke because their
man purpose is to save lives as much as possible, but you must be ready for some instances
that the people that you are trying to save can be dead or worst some of their body parts are
destroyed or crushed due to the accident. Before becoming a Special Rescue Force member, Sir
Rodriguez also said that you must undergo 15 days of training, but this training is much difficult
than the training to become a BFP personnel. In other words, Special Rescue Force are not for
the fainthearted people.
To sum it all, another knowledgeable topic has been discussed to us. I am grateful that I
have learned so much about Special Rescue Force, the members of SRF are risking their own
lives just to save other people’s lives that they do not even know because it is their duty to
Secure and protect lives as much as possible. As an aspiring BFP personnel, I can use this
knowledge soon to reach my goal and to become successful someday.
Narrative for RA 9514
Republic Act. 9514 or the Fire Code of the Philippines is an act establishing a
comprehensive fire code of the Philippines, repealing presidential decree no. 1185 and for the
purposes. It is revised recently revised in 2019 for additions of laws. This act shall be known as
the “Fire Code of the Philippines of 2008”. It is the policy of the state to ensure public safety,
promote economic development through the prevention and suppression of all kinds, of
destructive fires, and promote the professionalization of the fire service as a profession. Under
the modernization law, the government allowed the BFP personnel to have their own firearm
for the purpose of protection of themselves. In Rule 7 of the Fire code, the BFP is being assisted
by the PNP in some cases or scenarios. Sir Oniate also mentioned that it is the BFP’s job to
review a building plan, suggest some alternative, and ensure that the building or establishment
is safe for the people to occupy. They also inspect for emergency exits, fire hydrants, and fire
alarms. Upon the inspection, Sir Oniate said that it is important that the exit doors are open or
unlock because if they saw that the exit doors are locked the owner of the building might have
a problem or penalty. The diverse types of occupancies are also discussed to us. For example,
educational occupancy involves the schools, healthcare occupancy involves the Hospitals, and
clinics, Detention and correction occupancy involves BJMP, Jails, or lock-up jails, Residential
occupancy involves houses, dormitory, and apartments, Mercantile occupancy involves malls,
merchandise stalls, food stalls, Business occupancy involves offices and banks, Industrial
occupancy involves powerplant, and oil mills, Storage occupancy involves warehouse and
Special structures involves transit and rail system, immobilize vehicles. If you are an owner of a
building or an establishment, and if you want an insurance for that building, you must first
secure a FSIC or Fire Safety Inspection Certificate. The FSIC is given by the BFP if the owner
meets the requirements suggested by the BFP, but if they failed to comply then the owner will
not be given a FSIC, or Fire Safety Inspection Certificate and the building will not be insured. On
the other hand, you can still operate in that building or establishment without insurance but as
the owner you want your building to be insured just in case something bad happens.
In conclusion, the Fire Code of the Philippines of 2008 or R.A. 9514 contains many
different laws and policies that the BFP personnel must obey or implement to perform their
duties properly. The things or topic that have been discussed or mentioned to us are just some
important laws and policies of the Fire Code of the Philippines, but there is so much more if you
read the whole Fire code of the Philippines. This serves as a guide to the BFP personnel to
prevent or suppress distractive fires, and it also involves public safety.
Narrative for Components of Security Agency
Our speaker for the previous online seminar is Sir. Marvin Galit Operations Manager of
Kings 2000 security services corporation. He is also a graduate of MSEUF and our college of
criminology batch 2007. Sir Marvin Galit is from Sariaya Quezon, he is 37 years old, and he have
been in security service for 17 years. Kings 2000 is built by retired police and military people in
1994, it has been 37 years since the kings two thousand started to operate.
A security agency is also an organization like police organization. They are led by a security
director, assistant security director and down the line to the security guards. They are ordered
to follow the chain of command, wherein the order is coming from the security director. They
inherent it from the other organizations like PNP, BFP, and BJMP. A security agency is under the
supervision of police security group which is called PNP-SOSIA (Supervisory Office for Security
and Investigation Agency) and CSG (Civil Security Group). Also, a security agency has a regional
office in every region of the Philippines. RCSU (Regional Office CALABARZON) is the one who
directly supervised a security agency in a region. They also inspect every security agency the
offices, security personnel, and firearms. Security agency also follows DOLE, SSS, Phil health,
Pag-ibig fund and BIR. They are registered in SEC or Security Exchange Commission because
they are considered as a corporation. A security agency should have a license to operate, they
are being issued an LTO or License to Operate for them to be legally operate without problems.
The duration of LTO is 3 years to 5 years but if it was a temporary license the duration is 6
months to 1 year. The security personnel of a security agency should also have a license that
they can renew in every 3 years. To have license or if you want to be a part of a security agency,
you must undergo go trainings. For security guards they should undergo the pre-licensing
training course, after the pre licensing training course and if the license expires, he can undergo
in-service training course or re-training course. The duration of the training of a security guard
last for 14 days or 2 weeks it involves lectures and actual lessons and the general knowledge
examinations, drug test, and neuro-psychiatric test that a person should pass for them to have
license and become a security guard.
To conclude all of this, I have gained a lot of knowledge about security agency while
listening to Sir Galit. Before, I thought when we say security agency the first thing that comes to
my mind is just security guards like in the malls, banks, and other establishment. I did not know
that a security agency is the same as the other organizations like PNP, BFP, and BJMP. A
security director is leading them down to the security guards who are also undergoing a
training course to have a license to become a security guard. Lastly, security agency is not that
bad as people think of it because some people think that if you are a security guard, you are
having a low income and they do not look a security guard the same way they look a police
officer which is very unfair.
Narrative for Duties of Officer
Our speaker on our previous online seminar is Sir Joseph Capistrano who graduated
Criminology in Manuel S. Enverga University Foundation. He is now a licensed criminologist. He
is currently working as a Security Officer in Kings 2000 a security agency in Lucena City. Before
while he is still studying, he is a security guard at the same time. He has an experience as a
security guard before becoming a security officer.
Sir Joseph Capistrano discussed the various positions or ranks inside a security agency.
For example, is the Security Director, the Director can be the owner and he/she is responsible
for making the organization safe for costumers and visitors. Next is the Security Consultant who
conducts information, ensure technical operations and many more. Sir Capistrano also
mentioned that being a Security consultant has a huge amount of salary or income. Next is the
Security Managers who reviews financial reports. And the Security officers or Security inspector
who formulate security plan, do the inspection, and formulate incident reports. In addition to
security consultant, he/she is the one who formulate big security plans like malls and airports.
Our speaker in the last online seminar really discussed the main functions of each position
inside a security agency. Sir Capistrano also mentioned that the security agency is the one
issuing a firearm to a security guard and these firearms are licensed but the security guards are
not allowed to bring the firearms home after their duty in a specific establishment. The security
guard who will commit that will violate the illegal possession of firearm law especially now that
we are under the election gun ban. Even though the gun is license, a security guard is not
allowed to carry it with them on the way home. Sir Capistrano also said that before coming
home here in the Philippines he is already a security officer in Dubai. In Dubai security guards
are being looked by people as equal to the police officers. They respect and they are not
underestimated by the people in Dubai unlike here in the Philippines, if you say you are a
security guard many people will underestimate you because many of us Filipinos doesn’t give
the same respect to the security guards the same, we did in our police officers, when in fact
their job is as important as the police, they also protect life and property. Security guards are a
tremendous help to the police force because the police were unable to cover and protect all
the properties at the same time.
In conclusion, I have learned a lot again in the online seminar. I gained some new
knowledge and I discover things about security agency that I do not even know before. The job
of security guards is just as important as the job of the police officer because they served the
same function and that is to protect life and property. I just hope that here in our country, the
people will give more respect to the security guards and do not underestimate them for being a
security guard because they are a lot more than that.

On the first part of our online seminar Sir Capistrano discussed the jobs and functions of a
Security Officer or Security Inspector. He also mentioned the qualifications if we want to apply
as a Security Inspector in a security agency. First, an applicant must be a college graduate, and
the experience is very crucial just like Sir Capistrano said because in the interview the head of
the security agency is looking for applicants having at least a security guard experience. To
become a Security inspector, you must possess a license that is given by the PNP-SOSIA. You
must undergo different trainings that includes firing, and seminars. The responsibilities of a
Security Inspector are to report irregularities, enforce violators policy and procedures, secure
premises by patrolling on the property and access point, investigate security breaches,
incidents and other alarming behavior, control traffic by directing drivers, completes reports by
observing and surveillance activities. Maintains environment peacefully, maintains organization
stability by complying legal requirements. These are some of the responsibilities of a security
inspector, but their main function is to monitor/inspect the security guards in their own post.
For example, if a security guard is AWOL the security inspector is the one who is responsible on
replacing that guard with the reserve so that the client will not be mad and there will still a
guard on duty. They are patrolling around each post to ensure that everything is okay and
under control. As mentioned by Sir Capistrano, there are a lot of functions a security officer
does every day. On the middle part of our online seminar, each one of us are being asked to ask
a question to Sir Capistrano so that the discussion may be more interesting. As for me, I ask that
If I want to apply as a Security Officer or Security Inspector, does the position is always open?
Sir Capistrano response that the position or rank of a security officer/inspector is not always
open, or it is limited. It opens a slot when someone is promoted, or someone has resigned. At
the last part, Sir Capistrano encouraged us to be a better person and always think of an
alternative plan so when the main plan goes wrong, we have a backup plan.
To sum it all, another online seminar, another knowledge gained. What I liked the most
from our online seminar aside from the knowledge and information from the security agency is
the life lesson that Sir Capistrano always mentioned during the online seminar. He spoke from
experience, and he is helping and encouraging us to study hard for us to have a better future.
For me, it helps a lot listening to those wise and encouraging words of Sir Capistrano. Just to
add, he also gives us tips and alternative jobs if we failed to join the Tri-Bureau. Salute to Sir
Capistrano and Thank you so much.
Narrative for DRRMC Orientation
In our online seminar with Sir Ibarra Quinto, we are oriented about the DRRMC or
Disaster Risk Reduction and Management Council. We are guided and gained knowledge and
information regarding to his work and duties as well. We have a question-and-answer portion
for us to understand more the topic that Sir Ibarra Quinto discussed to us. He provided such
analysis, knowledge, and learnings regarding the topic through the whole session.
The whole online seminar session is full of knowledge and information about the DRRMC.
At the first part of our online seminar, Sir Ibarra Quinto defined different terminologies like,
hazard, risk management, capacity and other words that is relevant in the topic DRRMC. The
fun fact about the whole session is that he explains why we received text messages from
NDRRMC when there is a typhoon, tsunami, flashfloods, and other natural disaster. The good
thing is with this kind of giving information the people are getting informed about the risk or
danger that might occur and people will be ready in case something worst happened. Sir Ibarra
Quinto also stated the potential hazards and risks brought about by climate change to
vulnerable areas and ecosystems. As we go on, he discussed his duties and work. They are also
monitoring the typhoons, even if it is just a low-pressure area or LPA up to being a typhoon.
They are alarming the people with reliable information for the people to be informed. Their
personnel are undergoing to various kinds of seminars or webinars for them to gain more
knowledge and skills regarding DRRMC. They undertake and participate in post-disaster reviews
including lessons drawn from previous disasters in disaster preparedness and response plans.
And publishing and disseminate information concerning disaster risk reduction and
management.
To sum it all, this online seminar session is a very fruitful session. I am sure that me and
my classmates gain a lot of knowledge and information about DRRMC. Before all I know about
DRRMC is that they are just rescuing people that is in danger, risks, and near to a hazard but
after this session, just like other agencies or departments they have more functions and
responsibilities that many people do not know. As a criminology student, the information and
knowledge that I’ve gain in this online seminar will be a tremendous help in line to my future
profession
Narrative for Incident Response
Sir Jesus Ferdinand G. Mata is the head of operation in warning section of DRRMO under
Region 4. Sir Mata said that this Incident Response training course usually took 3 days to
complete for those people who are taking this course. He also told us his main job and
functions in the DRRM Office. Sir Mata really elaborate the topic and made it easy for us to
understand the whole topic. He analyzed each topic and provided us with reliable knowledge
and information.
Our online seminar session with Sir Mata is divided into two sessions. The morning session
which is the first is all about Basic Incident Command System Training Course. He said that if a
natural disaster is threating our country and most likely to occur, in DRRMO, they are planning
and making this incident command system. Like for example a typhoon, landslide, earthquake,
flooding, etc. All hazard management team is under the incident command system. ICS or
Incident Command System is composed of different agencies such as PNP, MMDA, Philippine
Red Cross, BFP, and DOH. Sir Mata also defined what is ICS, he said that ICS is an all-hazard
incident management concept that can be used by all DRRMCs member agencies and response
group. The purpose of ICS is the safety of responders and other, the achievement of tactical
objectives, and the efficient use of resources. Sir Mata also discusses the benefits of ICS, it
meets the needs of incidents of any kind or size, allows personnel from a variety of agencies to
meld rapidly into a common management structure, provides accountability and a planning
process, provides logistical and administrative support to operational staff, is cost effective by
avoiding duplication of efforts. The incidents/events managed by ICS are Natural disaster:
typhoons, floods, tornadoes, earthquakes, volcanic eruption, tsunami, human and animal
disease outbreaks, search and rescue operations, hazardous material incidents, Covid-19
pandemic, distribution of humanitarian assistance, planned events-fiestas, parades, sport
events, conferences, concerts, terrorist incidents, hostage-taking, car accidents. The afternoon
session or second session is all about the continuation of ICS or incident command post. Sir
Mata shows the diverse types of ICS forms such as incident briefing, incident objectives,
organization, assignment list, incident command report, medical plan, safety message plan,
incident status summary, general message, unit/activity log, operational planning worksheet,
safety, risk, & health, check in, and demobilization.
To sum it all, Sir Mata provide as a very fruitful discussion, reliable knowledge, and
information. All this information is relevant to my future profession, it is a tremendous help for
us students. DRRMO has so much knowledge and information to offer and we students are
given this privilege to listen and take notes. The topics are well discussed to us, and I have
nothing else to say but thank you for providing all this knowledge and information.
Narrative for Basic life support
On our recent online seminar, the topic that was discussed to us by the speakers was
all about basic life support. They share a lot of reliable information and knowledge about basic
life support, they also mentioned their duties and responsibilities or jobs in DRRMC office.
Our online seminar session is divided in to two parts, the first part was all about first
aid and various kinds of injuries. Ma’am Kristine is the one who elaborate and discussed this
topic to us. She first defined what is first aid and who are the people capable of doing first aid in
case some accidents occur. She also mentioned what is the main purpose of first aid and what
should a good first aider must possess; first is gentle, have a good judgement, observant,
resourceful, etc. Another thing is before executing or giving a first aid as a first responder you
must plan on what you should do first and always stay calm. Ma’am Kristine also discussed to
us different kinds of physical injuries that a person can have if there is a serious accident like,
cuts, open wounds, burns, etc. and each of this injuries she also teach us the easy remedy in
case we encounter these kinds of physical injuries for example if we got a first degree burn,
many people have this belief that putting a toothpaste on it will make it feel better but Ma’am
Kristine said that this method is very wrong instead we should put the burned area to a running
water to ease the pain. This is one example of treating an injury and there are more diverse
ways to treat different injuries just like Ma’am Kristine said to us. The next part is all about basic
life support and this topic was discussed to us by Sir Henry Jalla. He first defined what is Cardiac
Arrest and CPR or Cardio-pulmonary Resuscitation. Sir Henry also demonstrates to us on how to
properly give a CPR to a victim. In the adults or 13y/o and above, the compression/ventilation
ratio is 30:2 by 1 or 2 rescuers and this process will repeat in five cycles until the victim regain
consciousness again. This method is quite common when a person is being drowned to a
swimming pool or ocean and when heart attack occurs. After giving a CPR and the victim still
not breathing Sir Henry said that rescue breathing should be done and in adults twenty-four
breaths for 2 mins. (1 breath every 5 seconds) is applied to the victim.
In conclusion, another fruitful online seminar session with DRRMC. This information and
knowledge are a tremendous help for me because they just taught us on how to save lives in an
exceptionally reliable way. Although we need trainings to master this first aid techniques, but
the knowledge is already here and that is enough for me as of now. Salute to all first aiders in
the world because they are doing their best to save lives and treat injuries even though they do
not know some people, but it is their job to do it.
Narrative for Commission on Human Rights
Our recent online seminar with the Commission on Human Rights or CHR Office. From
the department itself, Ma’am Aileen Co Edades discussed the various kinds of rights that a
single person has. Ma’am Aileen Co Edades is the head of Commission on Human Rights that is
located at San Pablo, Laguna.
Our online seminar with Ma’am Edades is divided into two parts. The First part is in the
morning. She first asked the whole class on what we know about human rights and what rights
do we know. The online seminar was not that long. She said that the right of a person starts
when the time he/she was born, and the first right is the right to live. Every single person in this
world has the right to live even some of us are good or bad, kind or not, rich, or poor, Black, or
white people or even you are from a different group of people. Ma’am Edades also mentioned
the two types of Rights, the derogable and the non-derogable or absolute rights. The derogable
rights are those rights that involves civil and political rights, this means that these rights can be
limited by the government. For example, the liberty on movement or right to movement, the
government can limit our movement in some situations like when they implemented the total
lockdown here in the Philippines, the movement of the people are limited and those who has a
quarantine pass can go outside their residences. Next is the non-derogable rights or absolute
rights, these rights are inalienable. This means that these rights cannot be restrained or
repealed by human laws or the government. For example, the right to live, right to food, and
right to education. Every people have these rights, and no one can take these rights from them.
This is not a privilege, but this is what a single person deserves right when he/she was born in
this world. Ma’am also mentioned that we should respect and protect our rights.
To sum it all, human rights is particularly important to a single person. It’s like these
rights are part of our lives. We have these rights the moment we are born in this world. And if
we know our rights, we can protect ourselves from being abuse or used by some people and if
they violate one of our human rights, we can sue them. I have learned so much from Ma’am
Edades. Truly, this is one fruitful discussion from her.
Narrative for Commission on Human Rights
Our speaker in this online seminar is Ma’am Aileen Co Edades again. In this session she
discussed the different laws that commission on human rights office are obeying or following.
She discussed the topics very well and she made it easier for us to understand it. She explains
the topic one by one and provide reliable information.
Ma’am Edades discussed the national laws giving specific mandated to the CHR or
Commission on Human Rights. First is the RA 9344 or the Juvenile Justice and Welfare Act of
2006, this states CHR as member of Juvenile Justice Council and cites the roles and
responsibilities of the child rights center. They are in charged to those CICL or child-in-conflict-
with-law and CAR or Child-at-risk. Next is RA 9745 or Anti-Torture Act of 2009. They provide
CHR with authority to conduct regular, independent, unannounced, and unrestricted visits or
inspection to places of detention. Sec. 7, 25, 27, and 28 mentions other tasks of CHR. Ma’am
Edades said that one time when they are visiting a detention facility, one PDL or prisoner
approach her and said to her that the PDL or prisoner is being tortured by a jail officer. She also
said that there are many cases that involves a prisoner being tortured by a jail officer. And the
CHR office is really against these kinds of violation because even though these prisoners
committed bad crimes, still they are person that possess human rights and you cannot harm or
beat them without any good reason. Next is RA 9851 Sec. 18 or the International Humanitarian
law of 2009. This provides that CHR, DOJ, PNP, and other concerned agencies shall designate
prosecutors or investigators. The protection of civilians during armed conflict is therefore a
cornerstone of international humanitarian law. This protection extends to their public and
private property. IHL also identifies and protects particularly vulnerable civilian groups such
as women, children and the displaced. Lastly, Ma’am Edades said that CHR is against the death
penalty here in the Philippines. Just like she said, even though a person commits bad crimes or
heinous crimes, still he/she has the right to live. Another reason is because of our justice
system. For example, they cannot identify if a single person is guilty to a particular crime and let
say his punishment is death penalty and he is killed through an electric chair, days after the
death of the accused they found out that he is innocent, can they bring back the life of the
accused? They cannot. This is the reason CHR is against death penalty.
In conclusion, another fruitful session with Ma’am Edades and a lot of reliable
information that I have gained from her. Ma’am Edades is surely kind to the whole class, and
she is willing to tell us anything she knows just to help us in our examination. Thank you for an
amazing experience with the commission on human rights and Thank you Ma’am Edades for
your kind gestures to us and for the information and knowledge that you have shared to us.
