PROJECT PROPOSAL
I. LEGAL BASE.
Pursuant to Articles 14, Section 1 of the 1987 Philippine Constitution, stipulate for
protection and promotion of the right of all citizens to quality education at all levels and
shall take appropriate steps to make such education accessible to all. Further, Paragraph
(3) of Section 2, Article 14, of the aforesaid Philippine Constitution also stipulates for
the establishment and maintenance of a system of scholarship grant, student loan
programs, subsidies, and other incentives which shall be available to deserving students
in both public and private schools, specially to the under-privileged.
Also pursuant to Section 16, of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, stipulates that, every local government unit shall exercise the
power expressly granted, those necessarily implied there from, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare xxx.
II. OBJECTIVE.
With the ultimate goal of producing qualified college graduates who will uphold the
honor and reputation of the municipality, this program aims to help financially
struggling but deserving and dedicated students of the barangay enroll to colleges and
state universities anywhere in the Philippines.
In order for the program to be able to support their families and the community, this
program also aims to help them find employment in a field that is appropriate for their
chosen career, as soon as they graduate from their studies.
1. All members of the LGBTQIA+ and lawful resident of the municipality who have
completed Grade 12 or graduated from any Senior High School are eligible to apply
in the program. The applicant shall present a Certificate of LGBTQIA+ Membership,
Certificate of Residency from the Punong Barangay and photo copy of the Valid ID.
The Municipal Government of Vintar shall maintain as many college beneficiaries as the
funds for the program allow.
V. FUNDING SOURCE.
Every college student beneficiary is required to perform community service for at least
40 hours per academic year, under the direction of the Local Youth Development Office
and Municipal Social Welfare and Development, and in accordance with a mutually
agreed-upon schedule.
