PROGRAM/ TITLE OF TRAINING:

BASIC RESCUE OPERATION COURSE

Wilderness Rescue Operation Training

Collaped Structure Search and Rescue Training

TRAINING GOAL/S:

This proposal aims to provide proficiency training to Emergency Response and


Rescue Units/Teams to address the emerging demand for Disaster and
Emergency Rescue Operation and provide additional trained rescuers within the
local community and promote safety and incident survival. By the establishment
of trained Emergency Response and Rescue Units/Teams, safety measure and
tactical considerations during emergency and rescue operations is efficiently
delivered by the government as they serve as force multiplier to the Bureau of
Fire Protection within the area of responsibility in delivering its services. Hence,
every municipality will be assured to be self-sufficient and prepared to any
disaster and other emergency responses.

Emergency Response and Rescue Units is activated to respond to man-made


and natural disasters and other emergencies in a safe and calculated manner
within the area of responsibility. This Basic Rescue Operation Training will
educate participants to recognize safety and tactical considerations and perform
an effective and efficient rescue operation in a wilderness setting and provide
eligible and skilled rescue operators.

LEARNING OBJECTIVES

Learning Methods/ Activities

1. Introduction

This course is designed to train responders on method of rescue utilizing ropes


and other ancillary equipment. It includes the use of ropes, hardware and other
rescue equipment. Team work and good coordination are given emphasis in this

training. As reference, international standard set by the National Fire Protection


Association (NFPA) and best practices by other countries were adopted in the
formulation of this training manual.

It also aims to provide proficiency training on up-to-date basic search, rescue and
firefighting operation focusing on special technical skills, human safety and
tactical consideration for an effective emergency operation.

All participants should be determined physically and mentally fit as they shall be
handling available resources for real life simulation and drills during the course of
training.

This training course/design is a ladderized program beginning with the basic


skills required for responders.

1.1 Purpose

1. A strengthened emergency response cooperation and technical rescue


capability between the Bureau of Fire Protection, Emergency Response Units/
Teams and other stakeholder.
2. A strengthened operational readiness and camaraderie of Emergency
Response Teams.
3. Qualification for Gawad Kalasag Award
4. Enhancement of cooperation and coordination of emergency responding
teams during emergency response.
5. Provide necessary support on training and capacity building to Emergency
Response Teams.
6. Integrate community centered disaster and emergency response.
7. Establish partnership between stakeholders in the adherence of emergency
and disaster response related laws through proper cooperation and coordination.

This training is focused on technical skills of rescue operation especially using


ropes and other rescue equipment, tools and gears. All participants shall be
instructed on handling of available rescue apparatus, equipment, devices and
tools. The training program shall be adopted to suit the purpose of the particular
rescue team. It shall include rope rescue strategies, techniques and the use of
other rescue equipment, devices and tools.

2. Roles and Responsibilities


Technical Working Group shall:
1. Formulate the Training Set Standards, Rules and Policy
2. Every member, either in person or his/ her representative, should attend a
called meeting, emergency or scheduled, to maintain the high standard of the
training.
Trainers/ Facilitators shall:
1. Adhere and implement the Training Set Standards, Rules and Policy set by
the TWG.
2. Maintain a safe and effective flow of the training.
3. Follow the flow of the Program of Instruction (POI) except if adjusted by the
TWG due to an unavoidable circumstances such as bad weather condition or
other emergency cases.
4. Be responsible on providing the participants with the Training Handbook.
Requesting Agency/ Party shall:
1. Coordinate with the TWG on the needs and requirements for the
successful conduct of the training and provide the same.
2. Be responsible for the meals and subsistence provisions of the participants
and trainers.
3. Designate a secretariat personnel for the training.
4. Secure clearance from the IATF for the conduct of the training.

1. Adhere to the Rules, Policy and Guidelines set by the TWG.


2. Provide the requisites set by the TWG before the opening of the training.
3. Log-in/ Log-out and wear training uniform and ID at all times during the
training.
4. Maintain teamwork and camaraderie between co-participants.
5. Observe safety at all times.

3. Requirements and Prerequisites


The following requirements and prerequisites should be secured before
holding the training:
1. Appropriate Clearance/s from the Local IATF
2. Physically Fit Medical Certificate of participants
3. Participants’ photocopy of Vaccination Card

4.1 Training sources
Training references will derive from:
1. BFP Operational Procedures Manual
2. Basic Rescue Training Manual (Special Rescue Force)
3. National Fire Protection Association (NFPA) Manual

4.2 Delivery Method

Basic Rescue Operation is a comprehensive basic rescue training for Emergency


Response and Rescue Units / Teams where participants will be capacitated with
basic and intensive rescue skills using ropes and other available tools and
equipment in a particular scenario. Each course has the minimum of 40-Hour
lecture-discussion, demonstration and real-life simulation and drills to assess the
capability of the participants in responding to real scenario.

The Technical Working Group (TWG) is composed of representatives from the


Local Fire Station concern, Head of the Requesting Agency/ Party, Member of
Trainees, Training Coordinator and Facilitators. TWG will formulate the Event
Committee as follow:

1. Responsible Person from the Head of the Requesting Agency/ Party.


2. Fire Safety and Control from the Local Fire Station
3. First Aid and Rescue from the set of trainers.
4. Security from the Local Civil Security
5. Safety Officers
6. Secretariat

The Set of Trainers and Facilitators will undergo selection process based on their
expertise and specialization relative to the training.
