 Concept of Inclusive Education

Inclusive education is a new approach towards

educating the student with disability and learning
difficulties with that of normal ones within the same
classroom. It seeks to address the learning needs of
all children with a specific focus on those who are
vulnerable to marginalization and exclusion.
 Concept of Inclusive Education

Inclusive Education addresses the diverse needs of

all learners by reducing barriers inside schools. It is a
process of strengthening the capacity of the education
system to reach out to all learners. This educational
approach provides all students greater opportunities
for academic and social achievement. This includes
opportunities to participate in the full range of social,
recreational, arts, sports, music, day care and
afterschool care, extra-curricular, faith based, and all
other activities.
 Concept of Inclusive Education

Inclusive education argues that all children

irrespective of the nature and degree of disability
should be educated in general schools with non-
disabled children. The schools and classrooms
operate on the idea that, with right amount of support,
students with disabilities can be as competent as
students without disabilities.

The terms Special Education and Inclusive Education are

not synonymous. Special Education emanates from a medical
view of disability and focuses on correcting deficits of persons
with disabilities to enable them to function effectively in society.
Inclusive Education stems from the view of disability as
resulting from the interaction between the environment and the
condition of the person with disability. Resulting interventions
under inclusive education focus on adjustments in the learning
environment as well as teaching strategies that include persons
with disabilities in general or regular classrooms.
 Sample Objectives of Inclusive Education

1. All children have equal access to education.

2. All children learn alongside their same-age peers.
3. The focus of education is on the child’s abilities, not
disabilities.
4. Children become accepting and understanding of one
another abilities, talents, personalities and needs.
5. Meaningful relationships and friendships develop as
students spend quality time with one another.
6. Students develop confidence in their ability to interact
with one another and the world around them.

7. Teachers in inclusive schools are highly trained

and skilled at delivering appropriate, student-
centered curriculum through differentiated
activities according to ability level.
8. In addition to the classroom teacher, children with
special needs are supported by special education
teachers, paraprofessionals, and specialists such
as Speech/Language Therapists.

9. Various resources and assistive technologies are

available to students in inclusive schools in an
effort to reach and teach all learners.

10. Inclusive schools value input and participation

from the whole community, not just students.

Achieving the goal of ensuring an inclusive and equitable

education for all, it might be helpful to clear up any
confusion about Inclusion. According to the United
Nations, an Inclusive Education can be understood as:
• a fundamental human right of all persons with disabilities.
• a principle that values the well-being of all students, respects
their inherent dignity and acknowledges their needs and their
ability to make a contribution to society.

Achieving the goal of ensuring an inclusive and equitable

education for all, it might be helpful to clear up any
confusion about Inclusion. According to the United
Nations, an Inclusive Education can be understood as:
• a means to achieve the full realization of the right to education
and an indispensable means of realizing other human rights.
• a process that necessitates a continuing and pro-active
commitment to the elimination of barriers impeding the right to
education, together with changes to culture, policy and practice
of regular schools to accommodate all students.

Inclusive education is a process that involves the

active participation of students, families, educators,
and other community members in the planning,
implementation, and evaluation of educational programs
and services that meet the needs of all students. It is a
way to ensure that all students have an opportunity to
learn and participate in their school community’s life.

The Philippines has been working on implementing

various programs and initiatives to support inclusive
education. One such initiative is the “Inclusive
Education for All” program, which provides training
and support to teachers, parents, and school
administrators on how to best meet the needs of all
students.

The Philippines has also been working to develop

policies that support inclusive education. One such
policy is the creation of Special Education schools,
which are designed specifically for students with
special needs. These schools provide services and
accommodations, such as smaller class sizes,
specialized instruction, and adaptive technology,
which help ensure that these students can thrive in an
academic setting.

Another policy that promotes inclusive education is

the Alternative Learning System (ALS), which provides
non-traditional learning opportunities for students
who have dropped out of school or cannot attend
regular classes due to health or other reasons. ALS
programs offer a variety of courses, including
vocational training and basic literacy and numeracy
courses, which allow students to learn at their own
pace and in a comfortable environment.

In 2019, the Department of Education released

DepEd Order No. 21, titled Policy Guidelines on the K
to 12 Basic Education Program includes a policy
framework on inclusive education. This framework
promotes the right of every Filipino to quality,
equitable, culture-based, and complete basic
education.

In addition, former President Rodrigo Roa Duterte

signed into law Republic Act No. 11650, dated March
11, 2022, titled Instituting a Policy of Inclusion and
Services for Learners with Disabilities in Support of
Inclusive Education Act. This policy will identify the
rights of people with disabilities, outline strategies for
improving access to education and other services, and
identify areas where additional support is needed.
