HSE Manager Lead – Roles and responsibilities.

1. To coordinate with Client & Owner.


2. To discuss major bottlenecks for implementation of HSE Procedures.
3. To review new JSA and Job procedures.
4. To communicate HSE learning every week.
5. To communicate with the site Team on major non-compliances.
6. To act as a secretary during HSE meetings and discussion on Root
Causes for major compliances.
7. To review the HSE performance statistics with Subcontractors based on
the Monthly HSE audits and inspection reports.
8. To check and review with RCM on non-compliance issues.
9. To participate in HSE site Audits, labour camp audits and review the
audit reports with the RCM.
10.To check the weekly HSE report analysis and update the HO on Basis.
11.To act as a single point of contact for all HSE-related issues.
12.To Review PTW implementation.
13.To conduct management-level training for the staff.
14.To review HSE bills and purchase requirements.
15.To update on new site initiatives to staff, and sub-contractors.
16.To check all the required documentation is being maintained.
17.To conduct Incident Investigation.
Deputy HSE Manager – Roles & Responsibility
1. To Organize the Weekly Mass Tool-Box Talk at the site and identify the topics in
PLAN discussion with the site HSE Team & Execution team.
2. To Organize the weekly Mass housekeeping drive in coordination with the site
Execution team.
3. To Organize the Monthly HSE Committee meeting.
4. To Organize the weekly HSE review.
5. To Organize the management, walk through both the internals and externals.
6. To Organize Safety campaigns on dropped Objects / Hands on Deck / Electrical
safety Etc as per the identified schedule.
7. To Organize team Hurdles meetings fortnightly.
8. To organize, plan and conduct the monthly HSE Audit of the subcontractors and
give reports to HSE Leads for discussion and circulations.
9. To Organize and coordinate the Mock drills as per the identified schedule.
10. To ensure Safe Execution of Work is implemented as per the Technip standards.
DO 11. To conduct PTW audits.
12. To ensure the implementation of the HSE monthly plan.
13. To ensure that Near-miss reports are sent to the client as per the required target.
14. To ensure tools and tackles inspections are conducted by the 7th of every month.
15. To conduct monthly HSE campaigns such as electrical safety, heat stress
management, Hand on Deck, work at height, Traffic safety, BEHAVIOR based
safety, Fire prevention and protection etc.
16. To follow up for RRP with the site HSE team.
17. To Participate in the Monthly HSE WRM/Committee meetings
18. To check the status of the SOC and update the HSE Lead management on the status
and analysis of SOC.
19. To check and update the status of the BBS implementation and follow up for BBS
data submission.
Check 20. To ensure that regularly BBS and PULSE sessions are conducted every month.
21. To see that the monthly HSE plan is updated and implemented and any bottleneck
has to be identified and HSE lead has to be updated.
22. To check and monitor that the monthly documents are timely submitted to the
client as per the HSE plan.
23. To conduct site HSE meetings, and SO meetings and ensure that the MOM is
circulated with the channel partners.
24. To analyze the Hazard Observation submitted by sub-contractors and the TEN HSE
team and analyze the CAPA sheet and generate the regular emails to concerned
team leads.
25. To check that the PTW system is strictly implemented and any bottlenecks are
cleared.
26. To follow up with the Site execution team on long-pending compliances and
Act update the HSE Manager on the same.
27. To check the monthly statistics are prepared and sent to the HO within the time
frame.
28. To review all JSA, Method statements, Procedures submitted by sub-contractors
and give feedback to the HSE lead. Any other role as assigned by the HSE Lead.
HSE DOCUMENTATION CONTROL & CLERICAL WORKS:
1. To follow up with the site HSE team for submission of the subcontractors’ weekly
reports.
2. To compile the reports and prepare the monthly HSE statistics reports.
3. To Update the HSE Statistics Board on weekly basis.
4. To follow up on the Management Walkthrough reports and submit them to the
HSE lead for revision and circulation. (Internal)
5. To follow up on the Management Walkthrough reports and submit them to the
HSE leads for revision and circulation. (External ) EIL.
6. To update the HSE reports on the synergy.
7. To prepare the Leadership visit reports and submit them to HSE Lead for revision
and circulation.
8. To Prepare the Monthly HSE review meeting PPT after taking inputs from area HSE
engineers.
9. To Prepare the weekly HSE review meeting PPT after inputs from Area HSE
engineers.
10. To participate in HSE Induction training and Job-specific Training delivery.
11. To participate in BBS & PULSE training delivery.
TEAM A - MS BLOCK
1. Ensuring that DTRA is conducted religiously by all frontline engineers.
2. Auditing the PTWs on Daily Basis.
3. Reviewing Daily Permits before starting the Activities.
4. Ensuring All activities conducted in their areas have approved procedures and
JSA/HIRA.
5. Ensuring that All Tools & Tackles are identified in their controlled area and register
is maintained (Hard copy & updating the shared folder soft copies).
6. Ensuring that All ELCBs are identified and inspected along with nominated
electricians and the register is updated- Updating the same in the Master List in the
shared folder.
7. Ensuring all power tools are inspected and stickered by the 7th of every month and
details of the power tools are updated in the master list on the shared folder.
8. Ensuring TPI of all lifting & Hoisting devices and updated on master list on the
shared folder.
9. Ensuring Near-miss is reported (Weekly 1).
10. Ensuring RRP is identified and reported (Forth nightly 1).
11. Participating in the Monthly mock drill scenario and acting as a catalyst for
conducting Mock drills in his identified areas.
12. Acting as a catalyst in planning and conducting a Management walkthrough in his
Area and submission of reports by the next day to the Documentation team
(Pawan Kumar).
13. Ensuring that OSA raised by the EIL is discussed with the Subcontractor team and
compliance is followed and ensured within the specified period.
14. Reporting of SOC is done and promoted in his area.
15. He should regularly check the status of the SOC of his concerned area and update
his site team such as TEN and sub-contractors.
16. To participate and act as a catalyst in Monthly HSE Campaigns and motivate people
for active participation.
17. Ensuring the implementation of BBS Observations in his area.
18. Identifying the people who need to be trained on Job specific and communicating
the same to the Training centre Engineer.
Note: All HSE engineers must act as a trainers to conduct Job specific Induction
training. The details of their date of training will be circulated along with the
Monthly Training Calendar.
19. To submit daily site observation through SOC.
20. To Give inputs on the bottleneck on these implementations.
TEAM B - MS BLOCK

TRAINER & PTW CO-ORDINATOR
1. The Trainer will prepare the monthly Training calendar.
2. The feedback on selection of the training topics for HSE Calendar will
be based on the current work activity executed at work site, based on
the feedback from HSE engineers of respective areas etc.
3. The trainer will follow the Training matrix for decision making on
training topics.
4. The Final Training calendar will be reviewed by The HSE Manager
before publishing.

PTW Coordinator
1. He will be responsible for registering permits.
2. He will be maintaining the updated list of PTW authorized personals.
3. He will conduct PTW training and evaluation of the PTW authorized
personals.
4. He will maintain the PTW board for live tracking of the PTW’s.
5. He will be responsible for daily updating of PTW dashboard and will
send daily updates to the site HSE manager.
6. He will be responsible for collection and documentation of closed
permits on weekly basis.
7. He will follow up for weekly PTW audits.
