2.1 Job HSE Policy

The HSE policies and guideline of the Company contains the overall
intentions and directions of Top Management/PROPRIETOR with regards
to HSE Management system implementation which is approved by top
Management/PROPRIETOR.

M/S BHOL CHOUDHARY believes that NO JOB OR TASK IS MORE IMPORTANT THAN
WORKER’S HEALTH AND SAFETY.

If a job represents a potential safety or health threat, every effort will be made
to plan a safe way to complete the task in a safe manner.

Every procedure must be a safe procedure.


Shortcuts in safe procedures by management and all other associates will not
be tolerated.

If a worker observes any unsafe or unprotected exposure, which may pose a


potential threat to their safety & health, he or she must inform management
immediately.

If a job cannot be done safely, it will not be done. Every employee is entitled
to a safe and healthful place in which to work.

Site job and safety supervisor shall monitor & inspect the PPE during tool box meeting and
work.

We shall have a system of checking/ monitoring for PPE’s availability, quality and discarding
method at site, daily or weekly basis.

PPE matrix shall be displayed pictorially at strategic location within Work site.

Waste Management and Environmental Standards


Arrangement to be finalized for regular disposal of scrap (all types) from site generated
during execution.

Insert Waste disposal and Housekeeping guideline for work site. Waste disposal area along
with frequency and method shall be there.

3.1 Organization

3.2 Roles and Responsibilities


PROPRIETOR has ultimate responsibility for Health, Safety and Environment with instruction
to appoint Functional Supervisors ,who are responsible for providing HSE leadership in their
respective areas. Proprietor to ensure implementing program to satisfy HSE requirements of
Work Site HSE Plan.

Proprietor has overall responsibility for HSE on Work site, Include:

 Ensure compliance with all relevant regulatory, legal and legislative HSE
requirements
 Implement the job HSE policy objectives
 Providing HSE leadership promoting a HSE culture across the job site and driving
continual improvement in the job HSE performance
 Coordinating the preparation and Implementation of the job safety plan
 Identify potentially hazardous activities of work site and Implement appropriate
procedures & controls.
 Assigning and documenting written HSE responsibilities to all Work Site personnel.
 Ensure sufficient resources are provided to implement HSE programs, including
Emergency response & evacuation
 Authorizing Work specific HSE procedures
 Reviewing Work HSE plan and programs.
 Review of accident & incident reports, meeting minutes, HSE audit / Inspection
reports for the Work.

HSE Supervisors& Supervisors of Company: shall be responsible to the


HSE Personnel for the implementation of HSE initiative & standards on Work site, Include:

 Participating in HSE meeting and HSE Programs.


 Daily inspection/site audit of job activities and suggest corrective measures.

 Regularly identifying workplace HSE hazards and taking appropriate corrective


measures.
 Ensuring implementation of SOPs, HSE procedures and work permits.
 Planning of work activities to ensure the identified hazards will be effectively
controlled.
 Ensuring reporting and investigating all incidents, accidents and near-misses.
 Ensure appropriate additional controls where safety critical jobs are performed at
site.
 Reviewing with Proprietor accident / incident investigation reports.

 Participating in HSE meeting and HSE Programs.


 Assisting inspection and auditing activities.
 Ensuring safe plant, working area, equipment are provided and maintained.
 Maintaining records, documents, procedures, work instructions, checklist, and
certificates.

1. HSE Awareness
The M/S BHOLA CHOUDHARY has to establish an awareness program consistent with the
HSE awareness campaign (e.g. Display of policy, Posters, stickers, signs, banners) program
promotes worker awareness of safety goals and daily risks, hazards, and exposures in the
Work Site.

Safety Posters, Safety Banners etc. shall be adequately displayed at prominent locations on
Work site to create HSE awareness by the company.

 Hazard specific (Fire, Electrical, etc.) Caution Signage shall be displayed at prominent
places of hazardous location on Work site to create awareness of specific hazard on
locations (I.e. No Smoking, work in progress etc.) by the company.

 Mandatory Signage (Use of PPEs – Safety Helmet, Hand Gloves, Safety Goggles,
Safety belt, road safety related etc.) shall be displayed at prominent work locations
on job site to create Personnel Protective Equipment awareness by the company.

 Safety Instruction Signage (Safe Assembly Point, First-aid centre, emergency phone
numbers etc.) shall be displayed at prominent locations on Work site to create
emergency awareness by the company.

 Safety awareness programs shall be conducted by the company.


On the Job site for specific occasion and on monthly basis such as:

o Celebration of National Safety Day / Week- 4th-10th March


o Monthly communication programme. Every month
(MASS MEETING)

Safety awareness programs shall be conducted at site which may comprise of

Safety Pledge, Safety Exhibition, Safety Campaign etc.

1.4 Reward

Reward system will be governed by company guideline which is getting updated / modified
time to time.

Best worker Award /Gift to be distributed among workers by company as per prescribed
guideline.

6. HSE Management

6.1 Monthly Safety Plan:

Company’s Representative shall prepare the Job Execution Plan in advance for
activity scheduled in subsequent Work Order for approval to Proprietor. Plan will

contain list of activity, broad level precaution, equipment to be used, space required
for activity (storage, Debris, Scrap etc.), disposal means & methods, manpower
requirement etc.

6.2. Identification, Risk Assessment and mitigation

Before work begins, proprietor along with Client, HSE officer/Supervisor lead a team that
performs a risk analysis to identify hazards that require specific control measures for the
all operations and activities under the Control of working site.

The basic steps for process of Hazard identification and risk assessment are as follows:
Respective person along with their team (Client, HSE professional) shall list out
routine and non-routine activities/ processes in their area / function and gather the
following information for each work activity.

a. Nature of Activities being carried out; their duration and frequency.


b. Location / where the activity is carried out.
c. Who normally carries out the activity (person responsible)

d. Hazards and associated risks at each step in respect of activities.


e. What are the precautions to be taken to carry out the activity in respect to
identified hazard?

f. What are the equipment, tools and tackles to be used?


g. What are the proximity hazards and subsequent precautions for that activity?
h. Who will supervise the job from different agency in totality?
Based on above exercise contractor & consultant will prepare Safe Operating Procedure
and get it approved for every activity.

6.3 Work Permit System


Work (either routine or non-routine) cannot start until work permit is issued in the
standard format and condition given in work permit is fulfilled.
6.4. Job Supervision
Every activity must be supervised by company through competent /qualified / capable
supervisor. In no case any job can be left without supervision. Supervisor must conduct
daily Tool Box Meeting with their work-group to check their tools & tackles, PPE and
explain that days activity. Activity must be explained with their job hazards, proximity
hazard and subsequent precaution as mentioned in Safe Operating Procedure.
Client and contractor HSE professional (supervisor) must also be available to check
safety aspect of activity and prevent non conformity related to safety system.

6.5 Safety professional - Competency & Role

Safety professionals shall have minimum qualification of Diploma in industrial Safety


from recognized institute along with Bachelor degree / technical degree /diploma/
He must be involved in tool box training, safety training, etc.

6.6 Medical Requirements and Occupational Health Management


In case of work being performed at TATA Steel ,BAHMNIPAL company shall report nearest
first aid station & nearest Hospital.

7.0Work Environment Management


The company shall take responsibility to implement the work environment control and
occupational health measures to provide for a safe working environment, as well as to
provide safety and health protection to the workers.

GENERAL REQUIREMENT

1. Amenities at Site: Company shall have adequate layout & facilities for workers at job
site.
a. Site layout in respect to site activities and facilities. Showing safe entry / exit
pathway, assembly point, site offices, storage etc. Shed / Rest rooms / Eating
rooms provided as per site demand.

b. Adequate number of toilets.

c. Adequate drinking water facility.

8.HSE Plans and Procedure& training programme

8.1Tools &Tackles: Usage and Maintenance

Relevant information/documents relating to any Tool, Tackles & equipment, that is used by
Company personnel on the Job site should be maintained in relevant register, along with
necessary fitness certification etc. under the rules & regulations where necessary.

8.2 Site Specific Emergency Response Team:

Proprietor/company’s representative / HSE Officer, HSE professional, and First Aider etc.

Site must equipped with items which are required to manage the emergency situation such
as:
i. Site layout showing assembly point & exit routes.

ii. List of Emergency telephone nos. of key personnel and emergency


response team and First Aid Station, Fire brigade, Ambulance, Fire-fighting
equipment.

iii. First aid facilities.

9. Training Program
9.1 Safety Orientation Training

All personnel must receive induction training program.

9.2 Job Specific / Skilled Training


All such skilled workers should have certificate of training received, such as working at
height etc. Only skilled worker shall do the skilled job in their respective area. Regular
training mapping & need to be identified by the company.

9.3 Need base Training

Manager/In-Charge, and Client should organize need base training as and when
required. Such as Safe Scaffold making, First Aid, CPR, on safety standard etc.

10. Implementation, Monitoring, Reporting and Review

10.1 Tool Box Meeting


Site supervisors responsible to execute the onsite activity shall conduct tool box meeting
everyday (prior to start of activity for 5-10 minutes duration). Records of such meeting shall be
maintained. In the event of starting any new activity, a pep talk shall be conducted to discuss
the hazard associated with the activity & precautionary measures that need to be adopted.
The contracted workforce is encouraged to speak during the tool box talk. Safety pledge
follows the tool box talk.

10.2 HSE Monitoring


Monitoring of Health, Safety and Environmental Objectives (proactive and reactive both)
are essential to confirm that activities are being performed at work site are in accordance
with the HSE plan and regulatory requirements; HSE Objectives are being achieved and as
a means of measuring and improving health & safety performance shall be undertaken
regularly for the duration of the job.

Monitoring activities shall include such activities as:

Proactive Monitoring
 Site audit and inspections, including inspections of premises, plant, equipment and
instrumentation;
 Direct observation of work &behaviour of workforce against procedures, rules &
standards
 Questioning of relevant individuals and examination of documents and records;
 A review of reports to establish safety statistics related to accident, incident and
dangerous occurrence and sickness and absences;
 A review of system management processes/procedures

Reactive Monitoring:-Investigating accidents, incidents and dangerous occurrences


following an accident, incident or near miss.

10.3 Safety Audit


Safety audit / inspections shall be conducted on Work site by Company’s safety
professional, consultant & client Site supervisor/ HSE personnel weekly/yearly basis to
ensure that workplaces are adequately maintained to minimize risk of incidents; workers
are performing work activities with use of necessary personal protective equipment and
safety devises.
In case of observation of non-conformity of fatality / serious injury potential rating
Severity 4 or 5, job has to be stopped and corrective measure has to be taken
immediately to rectify the non-conformity.
The company is responsible for the compliance of HSE observations. HSE committee shall
review and monitor compliances.

10.4 Incident Reporting, post incident management, Investigation,


recommendations

Incident Reporting, post incident management, Investigation shall be as per company


Guideline. Every incident shall be reported to Shift Safety along with Company.

In case of injury (medical treatment, First Aid, LTI category), injured person has to shift
nearest First Aid Station Or nearest Hospital immediately. In case of fire, fire brigade
station must be called immediately etc. Injured person or victim shall be compensated as

per companies& statutory norms. Recommendations (as & when) against any incident of
company shall also need to be implemented at site.
