METHOD STATEMENT

1.0 OBJECTIVE

The objective of this method statement is to clearly understand the job, QA/QC
Procedures, PQP and the step-by-step procedures of the execution of the job along with
safety precautions, which are necessary to avoid any kind of injuries/accidents to
personal or any damage to any equipment or property. The list of necessary equipment is
also mentioned in this statement.
- Main objective is to obtain QCD approval and completion certificate.
2.0 SCOPE

This Method Statement is to carry works in the installation of fire safety systems in 44
West Bay Tower and to provide recommendations and solutions in order to comply with
Qatar Civil Defence Fire Safety Requirements and / or relevant NFPA codes and standards
(Passive Fire, Fire Detection & Alarm System, Clean Agent Fire Extinguishing System, Smoke
Control System / ACMV, Fire Water System, Lifts & Exit / Directional Signs / Emergency
Lighting / EPSS)Scope of works/proposed modification offered by EMCO as a specialist QCD/Maintenance and it's EMCO
responsibilities that the mentioned scope/proposal will satisfy the QCD and comply with QCD requirements
3.0 DEFINITION and comments mentioned in the QCD report and obtain QCD approval and completion certificate.

4.0 RESPONSIBILITIES
EMCO Project Engineer shall be responsible for the co-ordination and supervision of the
construction activities and construction groups and ensure that work is done as per
specification and approved drawings and all safety measures are implemented.
EMCO is fully responsible for their proposed scope that the proposed scope/modification/upgrade will get QCD approval
and comply all QCD comments mentioned in the QCD report
EMCO designated Engineer /Supervisor shall be supervising closely the activities designated
to him and ensure that all instruction is followed, and all necessary work permits are in

place prior to commencing the work and safety procedures of the project is strictly
adhered to.

EMCO Safety Inspector is responsible for the enforcement of the safety and ensures that
the works are carried out in accordance with company safety procedure.

5.0 WORK PROCEDURE


5.1. GENERAL:

5.2. START OF WORKS:
1. Engineers / supervisor / Worker must conduct Toolbox Talk (TBT) & Last-Minute Risk
Assessment (LMRA) before staring the job.
2. Engineers / Supervisor / Worker must wear the correct PPE required for the job.
3. Engineers / Supervisor must create an exclusion zone using hazard tape and cones
prior to works starting.
4. Engineer / Supervisor are to inspect and assess the requirements of the task, if
needed Compliance to QCD comments shall be detailed for each system ( Passive, Fire
fighting, Fire alarm, Emergency Power Supply, ACMV, Documents and

3. Proper housekeeping shall be conducted, and no materials shall be stored in


undesignated rooms / areas e.g., CCTV Room, Qtel room, electrical rooms, B1
HV room entrance, etc.
4. Install markings as per NFPA. Existing markings provided for Staircases are not
as per NFPA standard. The details of final exit and font size shall be as per
standard and should be installed inside and outside the staircase on each level.
5. Door in Staircase 2 which is not an exit shall be provided with markings “NOT
AN EXIT” and door closer to differentiate it from final exit door and to avoid
disturbance to Pressurization System.
6. Barrier that interrupts access to basement inside Staircase 1 shall be arranged
to automatically close to avoid proceeding to basement during emergency and
to easily identify the final exit level.
7. Provide labels in Arabic & English translation. Existing sign board for Fire Engine
Hardstanding is English language only. As per QCD requirement, it has to be
provided with Arabic & English translation and shall be installed as per QCD
approved drawings
8. Provide identification labels. Some of the utility / service rooms does not have
identification labels. Arabic & English labels shall be provided to all utility /
service rooms

5.4. FIRE DETECTION & ALARM SYSTEM:

1. Provide in the panel indicating the specific location of fire telephone in


accordance to its identification number. Since multiple fire telephone are
connected in single loop, zone chart.
2. Relocate detector that near or less than 910mm. Several detectors were noted
near to air diffusers inlet / outlet e.g., lift lobbies. As per QCD requirement,
detectors shall not be closer than 910mm.
3. Install labels, several detectors are not provided with labels e.g., 48F, 43F lobby,
etc. Proper labels shall be provided to all fire alarm devices and should match
with the fire alarm address indicating in the control panel.
4. Match devices as per location. Some devices address is mismatching with the
room name. Addressing of all devices shall correctly indicate the location of fire.

5. Remove devices that old & unused. Several detector base that are old and
unused are still fixed in the ceiling e.g., B1 MV Room.

6. Provide access panel. Detectors located in void spaces are not provided with
access panel. For easy verification of activation and maintenance, access panel
should be provided.

5.5. CLEAN AGENT FIRE EXTINGUISHING SYSTEM: - Interfaces shall be reflected ( ACMV)

1 Provide & install. Some devices / equipment are not provided (e.g. audible
notification device, remote indicator, enclosure protection design for extreme
weather for exposed devices) and several devices location are not conforming
with QCD requirement (e.g. abort switch, control panel). Installation of devices
shall be in accordance with QCD requirements.

2. Provide & comply the standard requirements. Some of AC's and dampers are not
shutting down or closing at 1st stage and do not activate the alarm on 2nd stage.
Sequence of operation shall comply to QCD requirement and shall be
standardized for all rooms. Alarm, Gas Discharge & Faults shall be properly
integrated with Fire Alarm.

5.6. SMOKE CONTROL SYSTEM / ACMV:

1. Provide & comply. It was observed that duct detectors are not provided to
Pressurization Fans (Staircases, Lobby & Fire Lift). Duct detectors must be
provided and upon detection, it should shut down the corresponding fan serving
the area.
2. Provide & comply. During the testing of detectors inside pressurized staircase,
the fan serving the specific staircase did not shutdown. To avoid smoke spread,
the detector should be programmed to shut down the fan serving the area.
3. Modify & comply as per QCD. During testing of lobby pressurization system, it
was noticed that it did operate in accordance with its approved design. As per
approved drawings, in case of fire in a floor, all AC's will shut down and the Lobby
pressurization fans will activate and only feed the adjacent floors, above and
below. Modification to be done and comply with QCD approved sequence of

operation.
4. Investigate & comply. Changeover was conducted and observed that some of the
fans did not operate while in fire mode e.g. staircase fans & basement fans.
Further investigation to be conducted to ensure that these fans will operate again
if changeover happens in fire mode.
5. Investigate & comply. Carpark Smoke Control System did not operate as per QCD
approved sequence of operation. As per approved sequence, in case of fire in 1
basement, that specific basement fans will only activate

6. Investigate & comply. Some of the functions of Manual override panel did not
operate in accordance with QCD requirement / NFPA standard e.g. if the selector
switch of override panel is changed to off condition, field fan should respond
regardless of fire alarm status. As per standard, the panel shall override all signals
from fire alarm, detectors & MCC panel and correct status of fans shall be
reflected e.g. Pressurization fans, etc.

7. Investigate & comply. Existing wiring of Basement smoke control fans operates
the fan in low speed only and does not enable the operation of high speed. Jet
fans, Supply Fan and Extract fans should operate in low speed and high speed to
achieve QCD requirement. After completing the rectification, a smoke test shall be
conducted. Temporary connection was done, and flow was achieving between 90-
95% fulfilling the QCD requirement.
8. Test & comply. Staircase 1 pressurization fan observed achieving the requirement
(Staircase#01 achieving 26 pa during 3 door open condition force to open the
door 60 Newton) however, staircase fan 2 is lesser for around 2 to 3 pascal.
Proper balancing and maintenance shall be conducted to achieve the
requirement. Then pressure readings can be taken along with lobby & lift
pressurization and ensure that 12.5 pascal differential pressure is achieved from
the adjacent room.

5.7. 0.FIRE WATER SYSTEM:


A. PRE-CHECK & INSTALLATION PROCEDURE

1.1 Drawing, Coordination & Pre-Installation

• A close coordination with the Main Contractor’s engineers shall take


place at all the stages of the work, as early from the initial stage of the
modification.
• The material to be used must be inspected and approved by responsible
personnel.
• Ensure that the material is free from damage prior to shifting to the
areas of work. Any discrepancies, damages etc. shall be notified and
reported for further action.
• The Site Engineer / Supervisor will also check that tools and equipment’s
available are complyingto contract requirements.
• The Site Engineer will arrange necessary means for loading and/or mobilization of
materials.
1.2 Fabrication of Fire Fighting Pipes

• The floor/workshop where the threading machine is placed will be


protected with a cover of PVC sheets to avoid oil splash on the concrete
floor.
• Thoroughly clean the pipe surfaces with damp cloth and let dry the
surface. In case, if any foreign materials remain on the surface, which
cannot be cleaned by damp cloth, then use a mild wire brush to remove
the same. If pipe surface is contaminated with oily material, then use a
washingsolvent. Avoid scratching and damaging the galvanized surfaces.
1.3 Fire Fighting Piping Cutting

• Based on the drawings, square cut pipes with a pipe cutter – machine
mounted or manual, to theexact length, as required.
• For pipe sizes of 2” and below, thread the pipe end using the standard
threading machine having BSPT dies. The threading machine will be
inspected daily before starting the work. Scale, slag, dirt, and debris will
be removed from the pipe and fittings before machining process.
• The pipes will be cut to the actual required length and threaded from
both sides. The pipe will be tapered, and the threads will be cleaned using
steel brush and file. All threading residuals will be removed to restore full
inside diameter.
1.4 Threaded Joints

• Threaded piping will be made with Teflon tape or with a suitable pipe
sealing compound (jute and mastic combination) applied on male threads
only.
1.5 Pipe Installation

• Make piping layout and installation in the most advantageous manner


possible with respect to headroom, valve access, opening and
equipment clearance, and clearance for other work, particular attention
will be given to piping in the vicinity of equipment. Preserve the
equipment parts for maintenance.
• Cut all pipes accurately to measurement determined at the site. After
cutting the pipe, ream it andremove all burrs.
• Install piping neatly, free from unnecessary traps and pockets. Work into
place without springing or forcing. Use fittings to make all changes in
direction. Make all connections to equipment using flanged joints or
unions. Make reducing connections with reducing fittings only.
• Remove dirt, scale and other foreign matter from inside piping before
tying in sections, fitting, valves or equipment.
1.6 Pipe Jointing

• The joint compound will be applied on the all portion of the thread for
fitting assembly. The branches will be either assembled at the
fabrication workshop or on installation spot. The pipes will be hanged to
the proper level and will be connected to the cross-main. Pipe work will
be protected from foreign matters.

1.7 Fabrication of Grooved Pipe

• The Floor where the grooving machine is placed will be protected with a
cover of PVC sheets to avoid oil splash portion on the concrete floor.
Roller of the grooving machine will be checked for wear and tear before
starting the grooving work.
• Grooved fitting is applicable for pipe sizes of 2 ½” and above. Pipes will
be inspected to ensure plain ends. The OD of the groove will be
measured. The OD of the groove should be within the manufacturer
recommended range.
• Before assembly, the grooved joints will be cleaned from any dust, debris, etc.

• The branches will be assembled at the fabrication shop or on spot as per


site requirements, All the open ends will be plugged after completing the
work.
1.8 Fabrication of Pipe at Location of Mechanical Tee

• The pipe will be marked at the location of the mechanical tee.


• The pipe will be holed drilled to the suitable size of the branch and in
accordance with the manufacturers
1.9 Preparation For Welding for Piping

• The edge and surface of the pipe / steel member to be joined by welding
shall be prepared by machining, grinding or wire brushing and shall be
free of oil, grease, scale and rust.
• The pipe/steel member is to be cut to the required length using suitable
tools allowing for provision of pipe fitting in site.
• The pipes/steel member shall be checked for their squareness and
straightness after being cut. Rectify if required.
• Care must be taken to remove dirt, grease, scale, burrs or any impurity
from root after cutting andbefore welding.
• Alignment of the pipe work / steel members to be welded is to be
checked by the supervisor before the welder proceeds with the tack
weld in four positions at 90 degrees to each other. As far as practicable
the tack weld shall have smooth appearance.
• Tack Welding using qualified welder.
• Before Commencement of welding, the following necessary electrical
checks are to be carriedout.
a) Voltage
b) Amperage
c) Polarity
d) Cable Integrity
1.10 Welding Process for Piping & Structure

• After Fit up, the inspection shall be performed and release the
spool/structural member forwelding.
• Welding Supervisor shall ensure the correct welding process to be followed.
• Slag or foreign particles shall be removed following each welding pass.

• All root runs shall be made without interruption other than the changing
of electrodes / fillers or toallow the welder to re-position him.
• Each pass of weld shall be checked for weld deposits, shape/ profile of the
surface.
• Care shall be taken to ensure that the alignment and levels of the
pipes / steel members arecorrect after full welding is carried out.
• Welds shall be allowed to cool in ambient air.
• Where socket welded joints are used, a minimum of two weld passes
shall be applied on eachsocket weld.
• Welding Supervisor shall ensure the correct welding process to be followed.
• Slag or foreign particles shall be removed following each welding pass
• All root runs shall be made without interruption other than the changing
of electrodes / fillers or toallow the welder to re-position him.
• Each pass of weld shall be checked for weld deposits, shape/ profile of the
surface.
• Care shall be taken to ensure that the alignment and levels of the
pipes / steel members arecorrect after full welding is carried out.

1.11 Installation of FF Piping System on Site

• Complete the marking of the routes of the pipe work by following the
drawings and sitecoordination with other services based on given and
final benchmarks or reference points.
• M10 Anchors will be used to support 4” and below pipes while M12
Anchors will be used tosupport
• 6” pipes and above, as recommended by NFPA. Approved type of pipe
support with nuts andwashers will be installed
• Clean internally the pipes during construction and installation.
• Provide clearance for access to valves.
2. Building Fire Protection Backup Provisions Details.

b) Two nos. breaching inlets in ground floor entrance directly connected


to the Tower block firefighting wet raiser (Sprinklers/hose reels). In
case of any failure/shutdown of the fire waterpumps, the tower
firefighting wet raiser & basement area landing valves can be
pressurized by mobile fire truck. (EMCO Scope). Also tower wet raiser
line pressure are being maintained through jockey pumps installed at
Level-47.
c) 4 nos. fire hydrants in ground floor are directly connected to the basement area
Sprinklers/hose reels. In case of the of any failure/shutdown of the fire water
pumps, the basement area sprinklers/hose reels can be pressurized by mobile fire
truck. (EMCO Scope).
d) 24/7 Firewatch shall be provided during the entire shutdown duration
(i.e. until the firefightingsystem is back to the normal operations)
(EMCO Scope)
3. Installation (Suction & Sensing Line Modification.

a) Inform the building focal point about the modification activities to be


carried out at site & takepermission for the job execution.
b) Take necessary work permits including MOI prior to the job execution. QCD
c) Keep jockey pumps (i.e. both main & stand by) in auto ON mode
during entire shutdownperiod.
d) Switch off main & standby fire pumps controller.
e) Isolate firewater & domestic water tank main valve and main &
standby electrical pumpsuction & discharge valves.
f) Install a temporary line connecting directly to the suction of the main
electrical fire pump fromdomestic water tank line.
g) Open the Domestic water tank valve and main electrical pump suction &
discharge valves.
h) Switch on the main fire pump controller to keep the main
pump operational during theshutdown period.
i) During the above switchover period (i.e Temporary connection from
the domestic water tankdirectly to the main electrical pump) the
building shall have only partial fire protection for 2hr(Appx).
However, during this period the temporary building fire protection
provision as detailed in the section 10 shall be in place.

j) Drain the water from the fire water tank i.e through the tank drain valve
(EMCO Scope).
k) Make coring in the fire water tank to accommodate 8” puddle flange (EMCO
Scope).
l) 8’’ puddle flange to be installed after the coring is completed.
m) Water proofing to be done for the puddle flange (EMCO Scope).
n) As water tank is considered as confined space, the necessary
ventilation arrangements to bedone (EMCO Scope) inside water tank
to install the anti-vortex plate.
o) Install the anti-vortex plate inside water tank with necessary piping
connections.
p) Fire water suction manifold modification shall be carried out
as the attached drawing(Appendix 1.a).
q) Standby fire water pump sensing line modification works shall be
carried out as the attacheddrawing (Appendix 1.b).
r) After the completion of the modifications in the Firewater tank,
fire water suction manifoldand standby fire pump discharge
sensing line, open the Firewater tank and standby fire pump
suction valve to keep the standby pump in operational.
s) The standby pump shall be now fully operational and the during this
period the water shall befed from the Firewater tank.
t) Once the standby fire pump is fully operational, isolate the
main fire water pump andcarryout the sensing line
modifications as per the attached drawing (Appendix 1.b)
u) After the completion of the main pump sensing line
modifications works, remove the temporary connections
between the domestic water tank and the main fire water pump
suction line.
v) Isolate the standby fire water pump and fire water tank and tie-up
the main fire pump to themain manifold and domestic water tank
line permanently.
w) During the above switchover period (i.e., permanently connecting
the main fire water pump and domestic water tank line to the
firewater system) the building shall have only partial fireprotection
for 1hr (Appx). However, during this period the temporary building

fire protection provision as detailed in the section 10 shall be in


place.
After the completion of all the modification works (i.e., both
discharge & suction line) in the pump roomnormalize the firewater
system.

4. Fire Tank level indicator is made of transparent plastic. As per QCD requirement, it
shall be made of non-combustible material.

Control Panel. As per C&E Matrix, the EDG run signal is not an executive action.
This is only for monitoring. But in actual configuration / programming of fire alarm
system, this is configured as an executive action, this needs to be corrected.

2. Illuminate & comply. Some of directional signs are not visible and not
continuously illuminated. As per QCD requirement, directional signs must be
easily and clearly visible and continuously illuminated.

6.0 HEATH AND SAFETY CONTROL MEASURES

6.1 SAFETY

• All works will be undertaken in accordance with EMCO HSE management system
• All personal protective equipment’s will be provided and worn.
• The work area will be properly barricaded.
• The work area will be kept in a clean and tidy condition.
• All Activities will be executed in accordance with HSE PLAN AND AMLAK safety
supervising.
• Safety risk assessment shall be performed for every job or task, which has the
potential for harm.
• Ensure Personal Protective Equipment (PPE) is available with all the works
involved in the installation/erection work.
• Ensure that toolbox talk is conducted, and operatives are aware of the risk
involved and all the preventive measures are taken.
• All requirement and tools should be checked before start of each activity for
suitability and integrity.

• All safety Guidelines shall be adhered as per the approved HSE Plan.
• Necessary permit to work to be obtained as per the site requirements.

6.2 PROTECTIVE AND SAFETY EQUIPMENT

6.3 ENVIRONMENT ISSUES

In general, Environmental issues arising from the construction activities covered in the
scope of this Method Statement are mainly:
• General Issues – Waste Disposal.
• Mitigation Measures.
• Appropriate Dust, Masks and proper PPE shall be used.
• Toolbox Talk and care shall be taken to avoid excessive Waste creation.
• General House Keeping rules for all operatives shall be observed.

7.0 QUALITY ASSURANCE/CONTROL

• Ensure materials used are as per approved Material Approval Submittals (MAS)
• Works Execution and Tests shall be monitored, witnessed, and recorded.
• Ensure to produce inspection requests prior to site inspection with consultant.

9.0 WORKMANSHIP:
