Method Statement for Structural Steel Erection

1. SCOPE / OBJECTIVES
1. This method statement shall provide BQA of minimum guidelines to carry out Steel
Structural Erections works to allow safe means of access to work and accident-free
environment for GMCP SITE in accordance with the Project Specification.
2. This method statement will cover the minimum requirements for preparation, erection of
steel structures such as equipment support structures and miscellaneous structures for
GMCP SITE.

3. RESPONSIBILITIES
1. Construction Supervisor/Foreman is responsible for implementing HSE and shall study,
analyze and schedule all construction activities with his department to include manpower
and equipment line up, as well as other possible resources required for the successful
implementation of the construction work activities.

2. Structural Supervisor/Foreman shall study and review all necessary documents for the
erection, installation and dismantling works in his area including technical scope of work,
specifications, bill of quantities, planned milestone dates and construction procedure in
support to his Structural Foreman. He shall monitor the availability of materials in
accordance with the schedules and construction analysis. He shall be directly reporting to
the Construction Manager. He shall coordinate with other disciplines to visualize possible
conflicts in the drawings as well as in the schedules to provide other options in preventing
unnecessary delays and obstructions.

3. The Welding Supervisor and/or Foreman are solely responsible to ensure that all welding
works are in conformance with applicable codes, standards, specifications and approved
procedures.

4. Safety Supervisor shall be responsible in monitoring safety aspects and ensuring that the
work is done. He/She shall discuss to the workers the characteristics of related materials
and status of work area giving reminders as an additional point to injury and incident free
environment.
4. PROCEDURE
4.1 General Preparatory Works
1. Secure latest Approved for Construction Drawings.
2. Prepare all tools, materials and equipment needed for specific type of structural work.
3. Approved work permit shall be secured prior to any structural work to ensure the area
for preparation as needed.
4. Structural members shall be inspected for damages and completeness.
5. Materials shall be lifted using non-abrasive chokers.

4.2 Material Handling and Delivery


1. Structure material shall be lifted using flat nylon sling. Two slings shall be used,
positioned on the first and third quarter points of each length. Use tag lines while lifting
lengths.
2. Steel materials delivered to the lay-down yard shall be placed on sleepers so that the
steel shall not be in direct contact with the ground.
3. Provide adequate packing, crating, blocking and/ or bracing to the prevent damage to
the fabricated material while loading, in transit and while unloading.
4. Delivery of steel shall be in the order needed for erection. The delivery sequence for
the fabricated steel, unless otherwise noted in the contract documents or arranged by
the owner, shall be follows: loose base plates, steel embedded in concrete, erection
bolts, first tier columns and framing for all its levels (including stairs and handrails),
second tier columns and its framing etc.
5. Railcars and / or trucks shall be loaded and cribbed so they can be readily unloaded by
others. Load in such a manner that continuous drainage will occur
6. Ensure that all steel and its coatings are protected from any damage caused by
handling storage, or shipping prior to receipt by owner.

4.3 Steel Identification


1. Drawings in hard copy shall be issued,
2. Separate die-stamped metal tags shall be used to show the piece mark number, the
shop order number, and the project number on all fabricated steel members, including
ladders, stairs and platforms.

4.4 Welding
1. Each weld shall be uniform in width and size throughout its full length. Each layer of
welding shall be smooth and free of slag, cracks, pinholes and undercut and shall be
completely fused to the adjacent weld beads and base metal. In addition, the covers
pass shall be free of coarse ripples, high crown, deep ridges and valleys between the
beads and shall blend smoothly and gradually into the surface of the base metal.
2. But welds shall be slightly convex, of uniform height, and shall have full penetration.
3. Fillet weld shall have legs of uniform length and be of specified size with full throat.
4. Repair, chipping or grinding of welds shall be done in such a manner as not to gouge,
groove or reduce the base metal thickness.

4.5 Structural Steel Erection


1. Preparatory Works
a) Mobilize all manpower, tools and equipment needed for the job.
b) The completed foundations prior to turnover should be checked. Its dimensions,
levelness, alignment, anchor bolt projection, top of concrete elevation, surface
finish and other concerns shall be in accordance with AFC drawings and within
acceptable tolerances.
c) Prepare the foundation/pedestal as follows:
i. Clean the top surfaces of pedestal/foundation. Ensure that the
top of foundation have been roughed for bonding and shall be
cleaned and free from loose and foreign materials.

ii. The ground where the crane(s) will be position shall be
compacted and stabilized. Clearance for the crane’s access way
shall be established and maintained in the duration of works.
d) Identify the structure members for leave-out due to installation of equipment
and other pre-requisites.
e) Wooden dunnage shall be provided to avoid materials in direct contact to the
ground.
f) Pre-assembly of members at site yard shall be done accordingly, considering
width and length of members for transportation purpose.
2. Sequence of erection:
a) Progressive delivery/hauling of needed materials shall be observed to allow
continuous assembly and erection works.
b) Position (mobile) crane on the assembly area.
i. Pre-assembly of four columns with connecting girders, beams
and braces (box-type). Provide adequate dunnage as required
in the assembly. Initially tighten bolts to snug tight condition.
ii. After completion of assembly, provide lifelines (min. 16mm dia.
wire ropes) 1.80 m above the top of each girder in every level
and a vertical ladder with top and bottom landing made up of
scaffolding materials.
iii. Start erecting the first section frame by attaching two wire
ropes at the center of the uppermost girders with sufficient
lengths to use as guy lines.
iv. Provide minimum 2 tag lines tied on each base of the columns
to prevent excessive movement.
v. In erecting the section, use a crane with duly approved lifting
plan and certified riggers and operator to undertake the job.
After setting the frame on the pedestals, check plumbness of
the load, tighten the nuts of the anchor bolts and fix the guy
lines.
vi. Use man lift/scaffolds on the other side as an access for the
erectors to remove the slings used in the erection. Other
option is to use the ladder and lifelines as access for steel
erectors during erection.
vii. Erect the second frame following the same steps. Install all
longitudinal tie beams and braces using manlift, manbasket,
scaffolding platforms, lines or combination of any, whichever is
applicable in site condition.
viii. Erect succeeding frames and connecting beams and braces
following the same steps until erection is completed to the last
frame.
ix. Final bolt tightening shall be done using approved method by
Calibrated Wrench Method or Turn-of-Nut Method.
x. Submit Request for Inspection (RFI) for approval and
acceptance.
xi. Upon acceptance, grouting of baseplate can commence.
xii. Succeeding gridlines of same level will be erected following
steps previous gridlines.
xiii. Check plumbness, alignment and elevation of completed
structure.
xiv. Assemble the second sections following steps in first section.
Initially tighten bolts to snug tight conditions.
c) Install gratings, ladder and platforms as required. Perform welding work on item
that may require welding. Lifeline shall be provided for personnel doing the
work.
d) Succeeding steel structures will be installed in similar sequence and principle
as above.
e) For anchor bolts, snug tightening shall be applied.

3. Miscellaneous Structure Erection


a) Installation of Stair Structure
i. When structure is not accessible by manlift, install scaffolds to
gain access for erection works.
ii. Installation of stair will start form the lower up to the upper
portion.
iii. The stringers and stair treads shall be pre-assembled at ground.
Handrail may also be included in the pre- assembly process if no
obstruction has been checked such as the pipes that may cause
difficulty during installation. Perform welding to welded
connection portion.
iv. After pre-assembly, check dimension for conformance with the
erection drawing.
v. Using crane, lift the assembly and install at its position shown on
the erection drawing.
vi. Check squareness, levelness and alignment of the installed
assembly as required.
vii. While the stringer and stair treads are being erected, landing
platforms will be pre-assembled at ground. Handrails for
platforms may also be included in the pre-assembly if no
obstruction has been checked such as existing pipes that may
cause difficulty during installation. Perform welding to welded
connection portions.
viii. After completing the erection of the stringer and stair tread
assembly, proceed to erection of landing assembly.
ix. Using crane, lift the assembly and install to position per IFC
drawing.
x. Check squareness, levelness and alignment of the installed
landing assembly as required.
xi. Start splicing of the stringer, stair tread and landing platform
assembly. Connect as shown on erection drawing connections
detail. Manual tightening of all connections will follow.
xii. In a typical manner, erect the next upper portion until the stair
structure is completed.
xiii. Submit request for inspection (RFI) for squareness, levelness
and dimension as required.
b) Installation of Handrails
i. Handrails to be delivered at site shall be pre- assembled and
ready for erection.
ii. Provide lifelines along the permanent structural members.
iii. Using crane, lift the handrail assembly and install to position as
per IFC drawing.
iv. When location is not accessible by manlift and manbasket from
crane, install scaffolding. Use manual pulley and chain blocks for
installation.
v. Check alignment and levelness of the installed handrails.
vi. Tighten all bolt connections to snug-tight condition using manual
wrench.
vii. Perform field welding for joints and connections of handrails and
toe plates shown on drawing.
viii. In the same manner, install all the handrail assembly.
ix. Installed handrail is to be used as safety barricade during the
installation of gratings and/or floor plate.
x. Inspection of the completed handrails may be done upon
completion installation of gratings and/or floor plate.
4.6 Touch-up Coating
1. This activity will be limited to surface preparation, primer, final coating and field touch-
up painting for field weld joints, damaged paint during transportation and erection.
5. RESOURCE REQUIREMENTS
1. Manpower
1. The Structural Supervisor/Foreman shall control the overall activity of structural steel
erection works. The basic manpower under him shall consist but not be limited to the
following:
a) Structural Foreman
b) Structural Fitters
c) Steelworkers
d) Crane Operator
e) Manlift Operators
f) Firewatcher/Flagman
g) Scaffolders
h) Plate Welders
i) Rodman/Chainman
j) Surveyors
k) Trailer Truck Driver
l) Helper
2. Safety Supervisor
a) Safety Engineer/Officer
2. Plant & Equipment
1. Tools and equipment needed should be in good condition and must be checked by
competent person and respective supervisor prior to use in the plant. Vehicles shall
be with appropriate stickers and equipment inspections are required. Calibration check
must be conducted periodically and the report shall be maintained. The following tools
and equipment shall include but not be limited to:
a) Mobile crane (If applicable)
b) Crawler crane (If applicable)
c) Shackles
d) Slings
e) Erection jigs
f) Trailer trucks
g) Manlift and man basket
h) Surveying instruments
i) Boom truck
j) Welding machine
k) Torque wrench

6. HEALTH, SAFETY & ENVIRONMENT (HSE)


1. Construction In-charge shall be responsible for the implementation of this procedure
and the required orientation necessary for the work force.
2. All tools and equipment shall be in good condition and possess a valid certification
from authorized certifying and inspection departments.
3. Safety Supervisor shall monitor compliance of the entire working crew to safety
procedures until the work is fully completed. Continuous monitoring and inspection
shall be implemented to detect and correct unsafe practices while performing the work
activities.
4. Toolbox meeting shall be conducted by Structural Foreman daily so that the work
activities will be properly coordinated to all concerned and all safety infraction will be
acted immediately.
5. All necessary personal protective equipment (PPE) shall be provided and shall be
worn at all times in accordance with site Safety Procedure.
6. Workplace shall be kept in a clean tidy manner, in accordance with Site
Housekeeping Procedure.
7. Sufficient lighting shall be provided during nighttime.
8. All workers shall wear a minimum PPE as required below:
a) Safety Helmet
b) Safety Glasses
c) Safety Shoes
d) Gloves
