EXECUTIVE SUMMARY

This report is comprised of activities undertaken during my internship training at KDLG


under the finance department.

I was able to gain practical skills, experience and ability to transform theory learnt in class
into practical work.

Chapter one covers the background of the field attachment, objectives of the field
attachment, KDLG background, mission statement, vision statement, main activities of the
organization, Organizational Structure, Operations of the organization, Organizational
culture and Gender in the organization.

Chapter two basically consists of the Positions occupied in an organization, Duties and
responsibilities, Supervision levels and relationship with the supervisor, Work team and its
composition, working relationship among team members, and Authority levels to the student.

Chapter three consists of the practicability of the theories learnt at school or Relatedness of
university’s taught programs to the field work, experiences and the skills acquired.

Chapter four consists of the Conclusions and Recommendations to students, University and

CHAPTER ONE: INTRODCUTION

1.0 Introduction

A report on field attachment at Kapchorwa District Local Government for the period of six
weeks (6th Feb to 19th March 2023)

This report covers the historical background of the organization, the vision and mission
statement, objectives of the organization, structure of the organization, gender in the
organization, duties and responsibilities of the intern, position occupied in the
organization during internship, experiences, skills gained, new knowledge acquired,
recommendations and conclusions.

1.1 Objectives of the internship

 To encourage innovations and creativity as students are given are given a feel of the
life problems they are going to face after university.
 To provide an opportunity to students to apply the principles and techniques
theoretically learnt into real-life problem-solving situations.
 To provide an opportunity for students and academic staff to interact with
stakeholders and potential employers to appreciate field situations that will also
generate information for curricular review and improvement.
 To develop students’ understanding of work ethics, employment demands,
responsibilities and opportunities.
 To enhance and strengthen linkages between Kyambogo University and various Stake
holders.

1.2 Scope of the internship

1.2.1 Content Scope

The content of this practicum was carried out in the Finance department and it mainly
focused on the basic policies, principles, procedures and instruction of the department.

1.2.2 Geographical Scope

The internship was carried out at Kapchorwa District Local Government.

1.2.3 Time Scope

The internship was for the period of six weeks (6th Feb to 19th March 2023)

1.3 Organizational Profile

1.3.1 Background of the Organization of Internship

Kapchorwa district is a district found in the Eastern part of Uganda. It was started in 1962 by
the act of parliament. It is bordered by Sironko and Bulambuli districts to the west, south and
north respectively and Kween district to the East.

The district comprises of various sub-counties for example; Chema, Kaptanya, Kaserem,
Sipi, Tegeres and Kawano. The district has 2 town councils, 39 parishes and 329 villages.

The district has a total population of 126,938 people with majorities being Sabiny and other
tribes include the Bagisu and the Pakot

The major economic activities include; subsistence farming, semi-intensive agriculture,


agroforestry, trade and commerce, transport, stone quarrying and tourism.

The main physical features of the district include; Water bodies such as River Cheptui, Sipi,
Kaptekwoi and Chebonet features like Elgon Forest, Mount Elgon national park and Sipi
falls.

1.3.2 Mission statement and Vision

Mission statement.
Building a modern, transparent and accountable Kapchorwa through sustainable service
delivery.

Vision Statement.
Prosperous people, harmonious Kapchorwa, beautiful and productive environment.

 Promoting implementation and monitoring of modernization development like


NAADS to increase on people’s income.
 Authorize public expenditure in accordance to the organizational objectives.
 Improving on the efficiency, effectiveness and economy in service delivery by the
local government to its clients.
 Enhancing food sufficiency, security and marketing of agricultural products.
 Sensitization about HIV/AIDS and other related diseases like malaria, cholera
 Ensuring that infrastructure facilities such as feeder roads, water supplies and public
buildings area available.
 Developing and monitoring of lower local governments like LCs.
 Collecting taxes and revenue from motor vehicle parks, gives tenders to people.
 Raising economic and social development of the people in the district.
 Promoting literacy and education in the district.
 Facilitate health services at all health services in the district.
 Planning and budgeting for natural resources by the planning department.
 Conducting agricultural shows in the district.
 Conducting co-curricular activities in both primary and secondary schools
 Protecting peoples’ lives in the district.
 Promoting private sector investment
 Providing infrastructure, water quality and accessibility.
 Enhancing awareness on natural resource conservation.

1.3.5 Clients/Stakeholders

Kapchorwa District Local Government (KDLG) is primarily funded by the government of


Uganda.

Kapchorwa District Local Government (KDLG) targets all groups of people for example the
young, youth, lame or the disabled and the elderly. It ensures that the young generation live a
peaceful life by eliminating practices like the Female Genital Mutilation or Cutting (FGM/C).

CHAPTER TWO: MANAGEMENT OF THE INTERNSHIP EXERCISE

2.0 Introduction

This chapter includes the position that the student occupied in the Organization, duties and
responsibilities, supervision levels, relationship with the supervisor, work team and its
composition, working relation among team members, other staff and authority levels to the
Intern.

2.1 Role of the finance Department

 Preparing Financial accounts involving recording all financial transactions,


monitoring and review accounting system reports for accuracy and completeness.
 Preparation and roll out of budgets
 Ensuring production of periodic financial reports in line with generally accepted
accounting principles or financial reporting standards

2.2 Reporting and Induction

The intern reported on 6th February where I was oriented by the supervisor Mrs. Yariwo

Sylivia who introduced me as an intern around the organization in different departments.

2.3 Department Assigned to the Intern

The Intern was assigned to the Finance Department.

2.3.1 Duties of the Department

Creating payment vouchers: The department creates payment vouchers of different


requisition forms and this is done through using the payee names or amounts that directs to
electronic funds transfer numbers (eft numbers) which are being used for creating the
payment vouchers.

Reconciling the cash book with the bank statement: This process involves obtaining
the bank statement at the end of every month and checking it with entries appearing in
the bank column of the cashbook..

Printing receipts: This is done for clients mostly those who had paid rent for using
government property like houses.

Posting the Abstract: The Abstract was used as a medium of classifying data for purposes of
posting to the General ledger accounts. It consists of two types; the;

 Revenue abstract which classifies receipts of revenue per programmed.


 Expenditure Abstract that classifies expenditure items per programmed.

Posting transactions to the vote book: This process involves posting transactions, transfers
of different sectors to the vote book from the vouchers which monitors budget expenditure;
the vote book shows if there is sufficient provision to meet the expenditure.

Double checking source documents: This involves checking voucher by voucher for the
clients, listing down those that had not been accounted for or entered in the vote book and
other books of accounts.

Reviewing various source documents like the local government act, the district work plan,
Kapchorwa district payroll budget, and the financial and accounting manual 2007.

Filing of different documents; Different documents such as payment vouchers, payment


attendance sheets, requisition forms and reports are filed.

2.3.2 Title of the Head of Department

2.3.4 Responsibilities assigned.

Introduction to the IFMS. The intern was in position to be introduced to the purpose of the
Integrated Financial Management system (IFMS) and how it operates. The IFMS is used to
make various payments within the organization, funds or balance inquiry and creating
vouchers payment reports.

The intern under the supervisor’s instructions read and gathered data from various source
documents desired for field work report writing and this helped him to work under the rules
and regulations governing the local government..

Printing; The intern was able to print payment vouchers that were being stored in the flash
disk.

Organizing of the office documents; The intern was able to organize all the documents in
different files at the office

The intern posted the abstracts from source documents such as receipts for Revenue Abstract
and Expenditure vouchers for the Expenditure Abstract.

Under the guidance of the supervisor as an intern created payment vouchers of different
requisition forms and this was done through using the payee names or amounts that directs
you to electronic funds transfer numbers (eft numbers) which were being used for creating
the payment vouchers.

The intern prepared expenditure vouchers to cover bank charges and receipt vouchers to
cover credits such as interest on fixed deposits. Given the financial statement of different
departments and bank accounts, the intern made reconciliations as per cashbook information
which led to adjustments

2.3.5 Offices that I have worked with and what they do

Finance department which is in charge of handling different finances.

Administration department which is charge of managing and coordinating all other


departments.

Education department which is in charge of monitoring issues of different schools and


institutions in the district.

2.3.6 Relationship with other officers in executing your duties and responsibilities

The intern’s relationship with other officers was amicable and supportive. The intern always
got assistance and guidance from the workplace supervisor and other senior officers whom
she happened to approach for any kind of help.

2.4 The Role of the work-based Supervisor

The work-based supervisor among other duties performs the following role;

 Orienting the intern at the beginning of the practicum by taking her through the
policies and organizational, goals and objective of Kapchorwa District Local
Government.
 Assigned work tasks to interns and followed up to review their performance
 To complete a final evaluation form at the end of the internship.
 Discuss and develop a schedule and work plans with the students

2.5 The Role of the University Supervisor

 To prepare the intern mentally for the practical field experience by allaying any fears
that may rise up.
 The university supervisor acts as a coordinator between the university and the on-site
organization for the practicum.
 A university supervisor plays the role of guiding and correcting the internee on
his/her report by reviewing through it and correcting mistakes where they have
been made.

CHAPTER THREE: FINDINGS/OBSERVATIONS

3.0 Introduction

Chapter three consists of the practicability of the theories learnt at school or Relatedness of
university’s taught programs to the field work. This chapter also consists of the experiences
and skills acquired.

3.1 What Have You Learned at the Work Place, In Terms Of;

3.1.1 Knowledge Acquired

 The intern learnt how to use the Integrated Financial Management system (IFMS)
 Learnt how to make receipts
 The intern learnt how to reconcile cash books with bank statements

3.1.2 Skills gained

A skill is a proficiency gained in carrying out specific tasks or technical knowledge


acquired in doing work. The intern acquired the following skills.

Typing skills: The intern used the knowledge acquired from the course unit of computer
application and getting an opportunity to work at this organization, helped to improve on
her typing skills since the computers were few at the organization and when given an
assignment, the internee was able to type at a high speed hence finishing assignments
within a short period.

Listening and moderating skills: Through attending various meetings, the intern was able to
learn that a good listener pays attention to speaker, before raising comments and judgments.
The intern was also able to learn the techniques of moderating a large meeting.

Communication skills. The intern was able to improve on communication skills both verbally
and nonverbally while at the organization. She was able to learn of to communicate and relate
well with the fellow colleagues in the office.

Interpersonal skills: While at the organization the intern interacted with the organization
staff and support staff for example; clients, drivers, security guard, plus fellow internees. This
helped the intern to on her interpersonal skills

Computer skills; the intern was able to acquire the skills of saving work, using the KDLG
integrated financial management system.

3.1.3 How Do You Intend to Utilize What You Have Learnt for Your Professional
Development

 In intend to use what I have learnt to handle different work related issues if given
work in different organizations
 I intend to use my experience to further my career in accounting and Finance through
pursuing a Certified Public Accountant certificate. This will help me to favorably
compete on the labor market in the country due to different skills and knowledge
acquired from internship and thus developing my professional career.

3.2 Personal Contribution to the organization

By becoming a key member of the work force, I was able to increase rate at which work was
done especially with handling clients in time.

3.3 Challenges Noticed During Internship That Are Affecting;

3.3.1 The organization

Bureaucratic tendencies: This was also a challenge to the intern as there was a length of the
reporting lines. This limits freedom and training as it leads to unnecessary delays failure to
complete some tasks and meet some targets due to delayed feedback.

Unstable power supply. The power was always on and off most of the time making it hard for
completion of tasks in time.

Slow internet of the IFMS. This made it to take long to finish doing transactions, payments
and receipting

Lack of enough resources to fund certain activities that come up for example activities that
were not budgeted for.

3.3.2 The Employees

Inadequate equipment: The equipment was in form of computers and chairs. The fact that the
interns were many in number and limited resources available, this limited freedom to do
some things that is; the inadequacy of computers limited the rate at which work was
completed.

Discrepancies in the cash book figures and bank statement figures could make balancing of
the financial book more difficult and as well accountability became difficult.

CHAPTER FOUR: CONCLUSIONS, RECOMMENDATIONS AND WAY


FORWARD

4.0 Introduction.

Chapter four consists of the Conclusions and Recommendations and way forward.

4.1 Management of the Internship Programme at the Work Place

The management of the internship program involved close supervision, assigning the
internee with duties and guidance from the work supervisor.

4.2 Comments on the Findings.

The intern found that Kapchorwa District Local Government handles the role of governance
with a lot of attention and guidance by policy and procedures which all staff and members are
informed about.

The intern found that the Kapchorwa District Local Government is faced by some challenges
that need to be addressed so as to better deliver services to the community for instance
bureaucracy and inadequate equipment.

4.3 Recommendations for the Identified Problems and way forward

4.3.1 Recommendations to Kapchorwa District Local Government

KDLG should ensure that there is stable power supply to the organization to enable smooth
working by the employees.

KDLG should purchase more computers to equip every department with at least four
computers to ease work of clients, reduce delay of work and congestion.

The organization should install internet services (Wireless network) to ease communication
and access to updated information for both the staff and community.

The intern would recommend the District administration to plan well for interns by providing
break tea, lunch, transport allowance and other privileges that can motivate them.

4.3.2 Recommendations to the University

To make internship a success, the university should ensure that students are in right
placements in line with their courses and the main things required of them to learn.

Kyambogo University should exercise internship at least twice before the students graduate
as it is done by other universities. This really embraces areas and also perfection in
today’s competitive world.

The university should at least increase the number of months for internship to at least 3
months in order to enable students to gain wider knowledge and experience in applying
theories learnt at school into practical work.

The university should resume the idea of giving students internship funds since there are a lot
of uncertainties that occur and involve use of personal money.

4.4 Internee Assessment of the Internship Experience in the Organization

The internship experience has been worthwhile as the intern has gained skills, knowledge and
exposure to the practical world of work.

4.5 Conclusion

Internship training was really a period of exploiting my abilities in applying the knowledge
learnt from class to applying it to the duties and responsibilities assigned to me. The intern
gained almost all that she expected and new skills that were not yet revealed to her. Because
of her ambitions, teamwork among the staff at KDLG and her fellow interns, good at
listening together with tolerance, and the willingness to work gave her a great hint
in the working environment and perfection at KDLG. Most of the theories taught in
class were applicable therefore internship should remain a compulsory program by the
university, and if possible should be exercised twice.

Finally, internship was interesting and therefore the student would encourage
Kapchorwa District Local Government to continue giving students the opportunity to do their
academic requirement of internship from their organization.
