INTRODUCTION
Rationale
Poverty is one of the social issues in the Philippines and
the Pantawid Pamilyang Pilipino Program (4Ps) is one of the efforts to address it. The 4Ps is a government program that provides financial aid to poor Filipino families. Despite this, the adage that it “gives fish” but does not “teach the poor how to fish” should not be taken seriously. This is because only 10% of the adult members of the 4Ps have a high school diploma. This lack of human capital or educational attainment, entrepreneurial knowledge, and skills is necessary to sustain productive forms of self-employment or livelihood, which prevents them from being employed in well-paying occupations (which typically demand a high school certificate).In order to explore the advantages of the 4Ps to the people of Sabang Calabangga, Camarines Sur, a researcher conducted a study. This study showed that the 4Ps has been incredibly helpful not just for the families, but also for the students. It provided them with the resources to assist with their studies by helping the family members talk openly about issues and come up with solutions that are beneficial. The assistance that they can get helps them in their daily problems in providing the basic needs of life. The 4Ps also helped the elderly members of the family. It allows them to have access to free health services and medicines. This is especially advantageous to those who are unable to access such services due to financial constraints. Aside from that, the program also provides them with training and seminars to help them gain skills that can be useful in their daily lives.In addition, the 4Ps also helps in the development of the community. The program helps in improving the community's infrastructure and providing access to resources that can help the families. Sabang is a barangay in the municipality of Calabanga,
with a population of 5,683, representing 6.39% of Calabanga's total population. The primary sources of income for Sabang are fishing and rice farming. However, these livelihoods come with a number of risks, such as changes in the climate that can affect marine life habitats and agricultural production. Warmer temperatures can influence the abundance and mortality rates of wild fish stocks, while changes in the frequency and severity of droughts and floods can pose challenges for farmers. Due to these risks, the people of Sabang often do not have stable sources of income. This means that many families are unable to provide for their basic needs. To address this issue, the Pantawid Pamilyang Pilipino Program was launched to assist the families living in Sabang. This program provides direct financial assistance to families, helping to ensure that they have the resources they need to meet their daily needs. The Pantawid Pamilya Pilipino Program (4Ps) is a plan for
alleviating poverty and investing in human capital that provides advantages to poor households, for a maximum period of 7 years. This program has been signed into law as Republic Act No. 1131. It aims to provide conditional cash assistance to poor households in order to improve their health, nutrition, and education. A standardized targeting system is used to determine which households are eligible for the program. This system involves criteria such as having family members aged 0-18 or pregnant family members. It also includes farmers, fisherfolk, homeless families, indigenous peoples, informal settlers, and those living in geographically remote and underprivileged locations. Statement of the problem
This study aimed to determine the effects of the "Pantawid
Pamilya Pilipino Program" on selected families of Sabang, Calabanga. The findings of this study will provide important insights into improving the implementation of 4Ps in Sabang, Calabangga, Camarines Sur.
The objectives of this research are to answer the following
questions:
1. How has the government's 4ps program been effective in
reducing poverty in the area of Sabang, Calabanga? 2. How do the people of Sabang, Calabanga consume the financial assistance they receive? 3. What is the positive impact of 4ps on select families in Sabang, Calabanga?
Assumption of the study
This study assumes that the Pantawid Pamilyang Pilipino Program (4Ps) has had a positive impact on the lives of its beneficiaries, providing them with the necessary support and assistance to meet their basic needs. The burden of the Filipino people has been reduced, and thanks to 4Ps, they can now afford to send their children to school. It is clear that this program has had many successes. It has helped many Filipinos to identify and address issues such as poverty, health, and educational challenges. Furthermore, it is assumed that the Pantawid Pamilyang Pilipino Program (4Ps) has had a significant effect on the lives of its beneficiaries in Sabang Calabanga, evidenced by the program’s success in achieving its goals of providing registered beneficiaries with improved living conditions. In order to further the success of the program, the Pantawid Pamilyang Pilipino (4Ps) management should consider broadening and continuing the program, providing assistance to those poor people who are presently not members of the program.

the people living in Sabang Calabangga by providing them with access to basic needs such as food, shelter, and education, as well as financial assistance to help them improve their quality of life. This program can also help improve the economy of the region by creating jobs, increasing the number of skilled workers, and providing financial support for small businesses. Scope and Delimitations
This study focuses on the beneficiaries of the Pantawid
Pamilyang Pilipino Program (4Ps) in Sabang Calabanga. Those eligible for the program are households with a total annual income of less than Php10,000 or whose annual per capital income is less than Php3,000 and with at least one member aged 18 years or below who is pregnant, lactating or has a disability. The study excludes households whose income is above the aforementioned thresholds or those who are able to provide their families with basic needs in terms of health, nutrition and education. The 4Ps program is an initiative of the Philippine government that seeks to provide poor households with cash grants to meet basic needs. The program also aims to improve the educational and health status of beneficiaries, as well as to encourage them to break the cycle of poverty. It does this by providing access to health services, nutrition for pregnant and lactating women and children, and educational grants for school- aged children. The program also encourages beneficiaries to actively participate in local decision-making processes and community development activities. Significance of the Study
