3. What is the main duty of the 4/E?
The 4 is responsible for watching at periods of 0800-1200 hours and 2000-
2400hrs. He is responsible to the Chief Engineer for the operation and
maintenance of all machinery and associated equipment. He is responsible
for…..
4. Where was your last vessel’s trading area? Which ports have you called?
Ocean-going, world widely, Globally, fixed route.
5. How long do you have the certificate of the 4/E?
I hold the xx certificate (xx years) in xxxx.
6. Experience when working as 4/E?

7. What kinds of ship have you worked on?

11. How often should you test lifeboat engine? Who takes charge of the
operation? Who takes of maintenance and repair work?
One week interval. SMS requires that every crew on board is capable of
operating it. The fourth Engineer must take charge of maintenance and repair
work.
12. Knowledge about ship’s crane? Experience? Trouble of crane you have
ever experienced?
a, Before arrival at port, we must check all items related to Deck Crane as
Electrically part ( insulation test for motor, inspect all contactor, fuses, Limit
switches…), Hydraulic Oil part (Oil Pumps, Valves, pipe line & Oil Tanks)
b, During ship sailing at sea, all maintenance jobs must be completed as
greasing- up, cleaning L.O Strainers, supplying L.O, insulation Test for
motors…
c, Study about emergency operation, using of emergency pump, by-pass
switch for securing crane, change-over switch for using grab or not.
d, Safety devices must be tested every months (Limit switches, overload
relay,… )
e, Reports & Records: Deck Crane Safety Devices Test Record, Deck Crane
Maintenance Report.
13. Preparation before sailing to US, Europe, Australia. The oil transfer
distance before the ship enters US?

14. Have you ever seen SOPEP? What is SOPEP?(Shipboard Oil Pollution
Emergency Plan)
Yes, of course. SOPEP stands for Shipboard Oil Pollution Emergency Plan.
15. How do you pump out bilge water in the engine room?
Pump bilge water into bilge tank. Then pump bilge water into oily water
separator. Ask the Captain or deck officers on duty to pump out at appropriate
water. The proportion should not be beyond 15 PPM. The operation should be
recorded in “ Oil water record book”.
16. The ISM Code required preventive maintenance schedules. How do
you make your maintenance schedules?

According to the ISM Code, the preventive maintenance plan is made based
on the ship’s “Planned Maintenance System” and the machinery running hours
records. This plan should be made on an annual basis (or a five-year basis).
Usually, the monthly maintenance schedules are made based on the annual
preventive maintenance plan and the basic occasional maintenance work.
17. If you found an oil spill in the sea, how would you react?
Immediately report to the nearest competent port authority and take
positive action to control the pollution and make an entry in the logbook.
18. What is PSC inspection? Have you had inspection on board the ship? If
you have, what deficiency has been checked out?
PSC inspection stands for Port State Control Inspection. I have the
experience of PSC. But no deficiency has been found.
19. Do you know MLC2006? Working hour, resting hour?
MLC-2006: Maritime Labour Convention, 2006
+ Maximum hours of work shall not exceed 14 hours in any 24-hour period;
+ 72 hours in any seven-day period; Minimum hours of rest shall not be less
than 10 hours in any 24-hour period; 77 hours in any seven day period.
20. How to maitain a good relationship among members of Engine
Department? Between Deck Departmentand Engine Department?

21. Do you know PMS


a. Usually the Company sent us the form of PMS or we have this form from
last year.
b. We base on data of last overhauling, inspection or checking, interval time
for overhauling, inspection and checking to make schedule for each item
c. This schedule must be checked by C/E then he will send it to technical
department of the company for approval.
d. After PMS is approved, we carry-out maintenance jobs for all machinery
and equipment as the schedule.
e. When completed any item, we must mark & record completed date in the
PMS. All the information recorded in PMS must be also recorded in the C/E
Log Book & maintenance report.

f. We can carry-out any item before or after scheduled date but we must
remark the reasons.
g. Every 3 months at the end of each quarter, we have to send a copy of PMS
to Technical department.
22. Have you worked any ship that caused damage in critical equipment?
No, I served my job cautiously, and my colleagues were also diligent. We
kept the vessel in safe operation. If I were employed by your company. I was
also served my duty with diligence.

26. What is the MARPOL; STCW 78/95; SOLAS……


- Marpol is Marine pollution
+ MARPOL stands for International Convention for the Prevention of Pollution
from Ships. There are at present 6 annexes to MARPOL:
* Prevention of Pollution by Oil
* Prevention of Pollution by Noxious Liquid Substances
* Prevention of Pollution by Harmful Substances in Packaged For
* Prevention of Pollution by Sewage
* Prevention of Pollution by Garbage
* Prevention of Air Pollution (NOX nitric oxide, SOX- sulfur oxide)
- STCW 78/95: Standard of training certificate and Watch keeping for
seafarers.
-SOLAS: safety of life at sea.

- SOPEP: stands for Shipboard Oil Pollution Emergency Plan.
- IOPP: Stands for International Oil Pollution Prevention. IOPP is the
certificate for the vessel that is qualified for the requirements issued by the class
on oil pollution prevention.
- PSC inspection stands for Port State Control Inspection.
- DOC: stands for “Document of Compliance”. The marine shipping
company should establish and maintain procedures to control all documents and
data which are relevant to the SMS. Each ship should carry on board all
documentation relevant to that ship.
- SMC: means Safety management Certificate. It should be issued to a ship
by the administration or an authorized organization.
27. When will an engineer in charge of watch call the Chief Engineer?
When engine damage or malfunction occurs which may be such as to
endanger the safe operation of the ship; when any malfunction occurs which it
is believed, may cause damage or break down of propulsion machinery,
auxiliary machinery or monitoring and governing systems; and in any
emergency or if in any doubt as to what decision or measure to be taken.
27. Who take charge of repairing deck equipment if the deck equipment is
out of order?
The Fourth Engineer takes charge of that work and co-operate by electric
engineer.
29. Please tell me the minimum safe oxygen percentage for the safety of
the workers in an enclosed space?
More than 18% and no more than 23% of oxygen in an enclosed space will
be ok for the safety of the workers.
30. Before entering an enclosed space such as ballast tank, what action will
you take?
Prepare tools. Check all items in the checklist, such as test of content of
oxygen, test of explosion point, exploded-proof lamp, good ventilation.
Communication means should be available between operators inside and
watchman outside and so on. Operators should wear protective clothing a
breathing apparatus, a helmet, working boots, lifeline. Also a mark plate
“Dangerous Operation in Progress” should be established at the entrance.

31. What is a near accident? Please give an example to show your
understanding?
The near accident is a kind of potential danger. If it is worse, it will become
an accident. For example, two ships are in close quarters situation.
32. How would you manage sewage?
Drop in sterilized medicine regularly. Keep the blower in constant working.
Check the quality of the sample of the constant to compare with the standard.
The rules say that the sewage can be discharged into the seawater only after it is
treated and the distance of the ship is 4 nautical miles from the nearest land. But
if the sewage is not treated this can be discharged 12 nautical miles away from
the nearest land.
47. Please tell me some Emergency situation as you know?
* /Black out: Order keep Calm, carefully go down ER with flash light.
- Start another GE supply EL source.
- Change Engine control to Stop position: restart LO, FO, FWP, SWP, steering
gear, Auxiliary E...turn M/E cylinder pump and open M/E start Air.
- Restart ME and checking carefully and finding the cause property.
* M/E slow down: M/E slow down and TC surging.
The Cause: 1 cylinder no combustion because fuel injection no have fuel (FO
filter dirty).
Action: Reduce speed (dead slow) clean FO filter 1 by 1.
* Exhaust v/v can't close: because O-ring of Air cylinder broken.
- Dismantle Exhaust v/v Air cylinder and renew O-ring.
* LO high temperature when maneuvering:
- LO cooler have Rag
- Change to dead slow and clean LO cooler by open zinc hole.
48. How to OPERATION & MAINTENANCE of the INCINERATOR.
1. We only can operate Incinerator out of ECA (SECA) when the ship is
sailing at sea
2. We only can burn oily rag, paper, wood, used cooking oil & oil sludge in
the incinerator.

3. Minimum furnace temperature is 650o C. For recording, furnace
temperature>=900oC
4. Batch load (quantity of garbage, oil sludge for each burning time) of
incinerator must base on maker instruction.
5. Operation for burning oil sludge must be recorded in the oil record book,
code C. Operating for burning others must be recorded & sent to chief officer to
record in the garbage record book.
6. Safety devices of incinerator should be tested & recorded every week,
including miss fire, exhaust gas high temperature, furnace high temperature,
door opened, cooling fan abnormal, air supply fan abnormal.
7. Reports & Records: Incinerator Safety Device Test Record, Incinerator
Maintenance Report & Incinerator check list.
50. GUIDES FOR RECORDING OIL RECORD BOOK PART I
- Oil Record Book Part I is used to record all operation relating to oil sludge,
bilge water as transfer, discharging, incinerating, evaporating, bunker & some
other operations as OWS test, OWS maintenance… with code C,D, H, I….
- Code C for recording all operation relating to oil sludge as transfer sludge
from this tank to other tank, incinerating oil sludge by incinerator, evaporating
waste oil tank, disposed oil sludge to shore reception facilities….
- Code D for recording all operation relating to bilge water as transfer bilge
water from this tank to other tank, discharging over board through OWS,
disposed bilge water to shore reception facilities….
- Code H for recording fuel oil bunker operation & lubricating oil receiving
in bulk.
- Code I for recording other operations as testing OWS, OWS
maintenance….
- In additional some time we have to record code E, F
51. GUIDES FOR RECORDING OIL RECORD BOOK PART III
FOR PANAMA FLAG VESSEL.
Oil Record Book Part III is used to record all operation relating to ODS
(Ozone Depleting Substances) as Refrigerant used for air conditioner,
Refrigerating Plant & Refrigerator…and changing-over bunker to LSMGO
before entering ECA and vice versa.

58. Purifier performance?
+ Has functions separate the oil, dirty items and water in good condition.
+ Before starting the purifier should be Check out Level in the Purifier Gear
Case, Ensure Break is in Release Position, Open Inlet and Outlet Valves. Open
the Tank Valves. Check the Level of Operating Water Check Feed Pump.
Ensure Heater Valves are Open, Increase the temperature. Check for any
abnormal sound or vibration, Check Solenoid Valves.
59. How about boiler capacity, working pressure onboard your vessel?
+ Capacity of boiler about 1000kg/h, working pressure on board about 5-
6KG/Cm2.
60. When, where can you burn oil sludge, ... by incinerator?
+ When out of ECA, operate incinerator when far from the nearest land 12
miles (oil rag, sludge and paper).
61. How often do you carry out function test for safety equipment and
emergency equipment?
+ Every week
+ Every month
+ Every three month
+ Every six month.
