The Protective Memory Capsule (PMC) should be sited in the vicinity of the
bridge on the external deck area of the vessel so as to maximize the probability
of its recovery following an incident. The PMC should be positioned clear of
rigging and other potential obstructions and as near to the ship’s centerline as
practically possible.
When assessing the optimum position of the PMC the following points should be
considered:
• The capsule should be installed at least 5 meter away from the magnetic
compass.
• Facilitation for underwater removal and retrieval by both divers and ROV’s
(Remotely Operated Vehicle). There should be a clear unobstructed space
in the vicinity of the capsule to allow an ROV or diver to work.
• Minimization of cable distance to the Main Unit. As well as, accessibility to the
plug.

RESOLUTION A.861(20)
THE ASSEMBLY,
RECALLING ALSO that, by resolution 12, the Conference of Contracting Governments to the
International Convention for the Safety of Life at Sea (SOLAS), 1974, being of the opinion that it
would be desirable that ships, in particular passenger ships, be fitted with voyage data recorders
(VDRs) to assist in investigations into casualties, requested the Maritime Safety Committee to
develop, as a matter of urgency, operational requirements and performance standards for such
recorders, taking into account any potential human element implications,
NOTING that consideration is being given to the development of carriage requirements for
VDRs for inclusion in the SOLAS Convention at the earliest opportunity,
HAVING CONSIDERED the recommendations made by the Maritime Safety Committee at its
sixty-eighth session and by the Sub-Committee on Safety of Navigation at its forty-third session,
2. INVITES Governments to encourage shipowners and operators of ships entitled to fly their flag
to install VDRs on such ships, as soon as possible, especially considering that the carriage of VDRs
may soon be made mandatory under the SOLAS Convention;
3. RECOMMENDS Governments to ensure that VDRs installed on board ships flying their flag
conform to performance standards not inferior to those specified in the Annex to this resolution;
4. REQUESTS the Maritime Safety Committee to keep these Performance Standards under review

Introduction
According to SOLAS V/18.8 any Voyage Data Recorder (VDR), including all sensors, shall be subject to
Annual Performance Test. This Test Procedure provides the guidance for Totem VDR/SVDR Annual
Performance test according SOLAS V/18.8 to confirm the system’s compliance with requirements of IMO
Resolution A.861(20) (MCS.163(78) for Simplified VDR) and to verify accuracy, duration and
recoverability of the recorded data as well as to determine serviceability of the Protective Memory Capsule
(PMC), its Emergency Locator Beacon and Float Free Capsule (FFC). All steps of the procedure should be
documented in the Annual Inspection checklist (Form T44) and in Annual Test Report (T78). Should all
results of Annual Performance tests are confirmative then a Certificate Of Compliance could be issued (Form
T15 for VDR or T25 for SVDR). The original of the Certificate should remain onboard the vessel a copy
should be filed at the Service Supplier’s Office.
1. Technicians qualification
Technicians carrying out the Annual Performance test shall have passed training for Totem VDR annual

3. General Notes
3.1 In order to prevent a loss of data the service engineer shall be present when the ship arrives in
the port at which the annual test is to be undertaken. If this is nearly impossible it will be
necessary shortly after arrival in the port to down load the last 12 hours of the data by a
competent person from the ships crew.
3.2 Items marked by * are not relevant for SVDR when the data is not provided in IEC 61162 format
3.3 Official Data is VDR data kept on the VDR computer and in the office File as a proof of proper
system function at the time of the test and for analysis of any change on input signals during the
period between tests. The location for the data on the VDR computer is BACKUP directory. It
always should be at least two sets of data (current and previous test) except on initial test during
commissioning. The data kept as an Official Data should be recorded when all or most of the
sensors connected to the VDR are active. Missing sensors activity could be added by separate
records. After completion of the test a Copy of the Official data should be sent to the
Manufacturer.
3.4 Any discrepancy from the status indicated in Result Required (even not related to the VDR
malfunction) should be fixed and retested. If correction is not possible no Certificate of
Compliance can be issued. The discrepancy should be referenced in Result column of Annual
Checklist (Form T44) and reported to the Class (Local office) and to the Owner in a Service
Report (Form T8) with corrective actions to be taken. In some cases where number and severity
of discrepancies are not significant and their can be fixed within predictable term a Conditional
short-term Certificate of Compliance (COC) can be issued with copies sent to Class and to
Owner. The term depends on corrective actions to be taken but should not exceed two months.
