SMSSAO Course (Safety Promotion)

Safety promotion starts at the top with a strong safety culture endorsed by leadership. A just culture is important so employees are not punished for actions aligned with their training and experience. Training and education requirements depend on employees' roles, and even small organizations should require staff to understand their SMS responsibilities. Management reviews the SMS effectiveness annually and monitors safety performance indicators to ensure continuous improvement. Voluntary safety reporting is key, and feedback and action must be taken on reports to encourage participation. Transparent communication of safety information helps build awareness and support for the SMS.

Safety Promotion

• Safety Promotion starts at the

top!
• Safety culture-
• If the Accountable Executive
does not endorse/participate in
safety promotion, there is little
chance others will either!
Just Culture

A culture in which front-line operators and

others are not punished for actions,
omissions, or decisions taken by them
which are commensurate with their
experience and training, but where gross
negligence, willful violations, and
destructive acts are not tolerated
Training and Education
Accountable Executive

Training and Type and amount of

training/education Other Management
Education depends on
title/position

Operational Personnel

Education and understand the SMS Manual and sign for
reading the manual as part of the Training
Record
• Small Organization Safety Training-
• All staff members need to understand their role
and responsibilities in the SMS, and this can
be done through training and/or reading and
understanding the SMS Manual. All training
needs to be recorded

How do we get this information?

Voluntary Reporting System

• Employees can provide valuable information

via the reporting system!

• Employees spend their valuable/limited time

filling out these reports. Therefore…

• In order to ensure a good intake of reports,

employees need motivation-
• Through a healthy safety culture
• A Just Culture
• Education
• Reinforcement
Voluntary Reporting System

• Feedback and action are key!

• Feedback-
• To acknowledge the report and to
reinforce continued reporting
• Action-
• Do something about the issue

The best way to kill a voluntary

reporting system is to not provide
feedback or take action!
Safety Communication

• Explain why particular actions

are taken-
• Provides transparency
• Supports the feedback process
• Increases awareness
• Explain why safety procedures
are introduced or changed-
• Same reasons as above
Safety Communication

• Need-to-know vs. nice-to-know

information-
• Need-to-know-
• Safety-critical information that can affect all,
or specific, areas of the operation
• Timely dissemination and receipt verification
• Nice-to-know-
• The Safety Library (ensure access for all
employees)
• Elective reading/resources
• De-identified accidents, incidents,
occurrences, etc. (internal and external)
• Articles, papers, blogs, presentations, etc.
Communication Methods

• The means to communicate may

include-
• Safety policies and procedures
• Newsletters
• Bulletins
• Website
• Safety Library
• Email
• Face-to-face (“safety talk” should be part of
the way business is done!)
