1. PURPOSE

The purpose of this method statement is to explain working procedures for carrying
out Earth Works (Excavation and Backfilling) by AlNasr to ensure that the works and
related activities are executed in accordance with the contract requirements,
hazards are analyzed and precautions are implemented and that all quality
assurance/control activities are conducted in a systematic manner, works inspected
and documented.

2. SCOPE OF WORK

The scope of this document is to submit a general method of statement for the
activities to be done for the earth works (Excavation and Backfilling) in this contract
in accordance to the Contract Specification.

4. ROLES AND RESPONSIBILITIES

PM Project Manager

He has overall responsibility for efficient execution management in accordance with the contract
requirements. He shall control the Engineering, Procurement and construction works in

compliance with TRANSCO HSE and Quality procedures and in accordance with the relevant
legal regulatory authority requirements.

PE / SE Project Engineer / Site Engineer

He has overall responsibility for the control of site activities and to ensure that the activities are
performing as per approved drawing and specifications. He shall organize the site systematically
with required standards to perform activities without any impact to workforce, others, assets, and
environment. He shall arrange manpower, tools, equipment, and materials to attain the quality
execution of entire Piling works including drilling, placing of steel cage and concrete works. He
shall coordinate with TRANSCO HSE department.
and contractor’s site HSE officer to maintain proper loss prevention management including
housekeeping, proper waste segregation and timely disposal to ensure that the task is in
accordance with TRANSCO procedures.

QA/QC Quality Assurance/Quality Control Engineer

He will be responsible for the implementation and control of the quality procedures as per the
approved ITPs and project specification. He will be assisted by trained technician and will be
responsible to carry out all the tests on material as per the specifications. As per the quality
assurance and control system, he will have in place strict procedures to monitor the piling works
to deliver a high qualitative product. He will train the staff for method statement, ITP etc to ensure
the work is executed as per procedure and maintain all records of training.

HSE Health and Safety Engineer

He shall be responsible for ensuring that all involved personnel are following PPE regulations and
safe work practices. He shall be responsible to conduct work site inspection to ensure that all
activities are performing as per TRANSCO standards and procedures. He shall ensure that
activities are performing as per TRANSCO permit to work system. He shall maintain all relevant
documents related to the activity. He shall lead HSE communication with workforce to encourage
reporting of incidents including near-miss incident, hazard identification, risk management and
emergency preparedness. He shall investigate and report all reportable accidents/incidents to
TRANSCO and contractor management with recommendation to improve control measures for
prevention of the recurrence. He shall be the authority to stop the site activities due to an existence
of unsafe condition. He shall ensure that all personnel are attended HSE induction prior to the site
assignment and strictly following HSE regulations.

8. HEALTH, SAFETY AND ENVIRONMENT (HSE) REQUIREMENT.

8.1 Permit to Work (PTW)

a. A permit to work (PTW) system shall be implemented in accordance with approved


HSE plan.

b. TRANSCO work permit/NOC form shall be used at site, describe the nature of work,
involved tools and equipment, work location details, start date and time submit to the
authority as per the prescribed time for approval with method statement, Risk Assess-
ment and necessary complimentary permits.

c. Obtain approved work permit prior to start the task, all potential hazards and neces-
sary precautionary control measures shall be discussed with involved persons during
toolbox talk and ensure that PTW conditions and measures are implemented.

d. Job performer shall be fully aware of TRANSCO PTW system regulations and Per-
mits shall be kept available at all times nearby the work area.

e. Completion of task or the shift end, ensure the work site safety, close the Permit by
the receiver and submit to the issue authority.

8.2 Personal Protective Equipment

The contractor shall provide personal protective equipment as required for different operations.
All PPEs to be used by construction personnel shall be as per Project HSE Plan.

8.3 Safety Information

b. All operatives/workers shall be made aware of first aid, incident reporting and
emergency procedures.
c. Appropriate PPEs (Personal Protective Equipment) must be used by all personnel at
site as per task.
d. Non-essential personnel shall be kept away from the work area.
e. Proper traffic management, safe equipment operation and HSE regulations.
f. Obey and follow displayed Informative & cautionary signs of the work site.
g. Obey and follow Incident or potential incident reporting system.
h. Obey and follow Approved HSE regulations, restriction & limitation.

8.4 Safety Aspects of Heavy Equipment

All heavy lifting and transportation equipment used on sites shall be certified by third party
and inspected by TRANSCO authority prior to the mobilization. All equipment shall be
maintained in good working order and safe working condition. Inspection and test certificates
for all vehicle and equipment shall be up to date and available for TRANSCO inspection.

8.5 Environment

 All debris, timber, shrubs, vegetation, rock and similar material shall be removed from
the Work Site and progressively segregate & dispose to “garbage area” approved by
TRANSCO and Government Authority for recycling / disposal as per Environment
procedure and Waste Management Plan.
 Drip Tray & Spill Kits shall be provided according to the site /activity requirement.
 Dust control to be in place if observed more dust or continual vehicle / equipment
movement at worksite.
 4R principle to be followed i.e. Reduce, Reuse, Recycle and Recovery shall be
followed.
9. EMERGENCY PROCEDURES

In case of any HSE incidents requiring an emergency response, the procedures as


stated in the HSE plan shall be followed. Third party trained first aiders and fire fighter
shall be available to respond for any emergency that may arise during the works. The
emergency contact numbers will be communicated to all employees.

The following scenarios / emergencies are credible and have been considered:

9.1 Release of hazardous materials or gases

 Inform the emergency response team and emergency service provider.


 Under normal operating conditions any member of a team working in a confined space
should be capable of self-rescue if the confined space becomes unexpectedly hazardous.
 If the person in the confined space becomes incapacitated the other members of the team
should be able to rescue them by pulling them out using either a mechanical lifting device
or a lifeline.
 However, it may be appropriate to make arrangements for Assisted Rescue in the event
that a person in a confined space may become incapacitated.
 In this instance Assisted Rescue means a dedicated team, appropriate to the work and
location, whose only job is to be available to affect a rescue in such an emergency. These
dedicated teams may be provided by in-house teams, specialist.
 All members of designated rescue teams must be Breathing Apparatus wearers, trained to
use Working or Rescue Sets, be experienced in confined space conditions, physically and
psychologically capable and trained in relevant rescue techniques.
 Designated emergency team to provide first aid till emergency service provider reaches
the spot.
 The ER Team Leader will ask for medical assistance. And for any additional resources
that are required.
 ER Team members are to arrange transportation to medical center/hospital once rescue
has been successfully completed.

9.2 Snake Bite & Venomous Insect bites

 Victim/nearby employees to shout for help.


 If you or someone you know are bitten, try to see and remember the color and shape of
the snake or insects, which can help with treatment of the bite.
 Keep the bitten person still and calm. This can slow down the spread of venom if the
snake or insect is poisonous.
 Seek medical attention as soon as possible.
 Call Emergency Contact details to report the accident and for immediate assistance.
 Apply first aid if you cannot get the person to the hospital right away. (Only competent
First. Snake bit kit should be available.
 Lay or sit the person down with the bite below the level of the heart.
 Tell him/her to stay calm and still.
 Cover the bite with a clean, dry dressing.

 Wait for the Standby emergency vehicle on site to bring it to the nearest hospital.

9.3 Trenching & Excavation Rescue Procedures:

In the event of a collapse / Cave in:


 Immediately contact Emergency Services and emergency rescue team
 Try and locate the victim looking for signs such as tools or a shovel.
 Clear all unwanted workers away from the area.
 If possible, batter the sides of the trench in the collapsed area or insert shoring where
possible to protect the victim and rescuers.
 Remove the collapsed soil with shovels or if it is a very deep trench, with a machine.
 If a machine is used, take extreme care to avoid further injury to the victim.
 Allow no one on top of the collapsed soil, as this will increase the pressure on the victim.
 If the trench is over 1.5 meters deep, rescuers are to wear safety harnesses and lifelines
which extend to the surface.
 When rescuers are near the victim, hands should be used to remove the soil if possible. If
shovels have to be used, these are to be used with caution.
 When the victim is located, clear soil from head and chest, and check for breathing and a
pulse.
 If no signs of life are present, start Cardio-Pulmonary Resuscitation (CPR).
 If the victim’s chin is pressed onto his/her chest, tilt the head back as soon as possible to
open up the airway to the lungs. This can be done while other rescuers are freeing the soil
from the upper part of his/her body and before starting CPR.
 Check for injuries and apply first aid where necessary (Refer to Work Instruction on First
Aid).
 DO NOT remove the victim by tying a rope around him/her and pulling the rope.
 Where possible, leave the victim in the trench until the ambulance or qualified medical
person arrives.

9.4 Vehicular accident:

 Inform the emergency team member.


 Bring the vehicle to a standstill and ascertain whether any passengers or other road users
have been injured.
 Do not move any casualties unless they are in immediate danger.
 Do not attempt to tackle any fire yourself - remember that fire can spread extremely
quickly and that toxic fumes are given off during a vehicle fire ·
 If a minor injury is suffered, then the designated 1st Aider should provide appropriate
treatment and decide whether hospital treatment is necessary.

 In the event of a serious injury, the designated first aider or the emergency team leader
should arrange for the emergency services. Be prepared to give them as much
information as possible about the condition of the casualty and to follow their
instructions.
 Where a casualty is taken to hospital, it is advised that another member of the emergency
team should accompany them.

9.5 Emergency Plan for Sandstorms Scenario

 Stop all lifting activities.


 Stop all unloading activities.
 Put a mask over your nose and mouth.
 Protect your eyes if safety glasses are available.
 Look for shelter. ... go inside the building.
 Shield yourself from flying objects. ...
 Wait out the storm is finished.
 Wash your face and mouth with soap and water.
 When the storm is finished clear the sand from the work pieces, so to reduce the contact
with the
 body parts and foreign bodies in eyes.
 Report the accident.

9.6 Spill Response Procedure

Non-Hazardous Oil / Chemical Spill


Oil / chemical spills are dangerous to the health of people and to the environment. The hazards include
fumes, ignitions, asphyxiation, burns soil and water contamination, and fire. In case of an oil/chemical spill,
immediate measures can help the oil/chemical spill from spreading. Be sure to have the presence of mind and
follow this easy and effective oil spill clean-up procedure.
Remember the 3 C’s – Control, Contain and Clean-up.
 Control: Stop the cause or source of oil/chemical.
 Contain: Minimizing the damage of the oil/chemical by preventing the spill from
spreading to
 other areas.
 Clean-up: Removal of oil/chemical itself from the affected area. The proper disposal of
the materials used in the removal of the contamination is the final step in any clean up.
The aim is to effectively deal with spill accidents to prevent the adverse effects on the environment and on the
individual’s cleaning-up the contents of the spill.
The following steps should be carried out in the case of an accidental spill:
 Alert Personnel
 Enclose the area and take necessary action.

 Remove the contaminated material.


 Dispose of the contaminated material appropriately
Procedures are as follows:
Control
 Immediately take control of the situation.
 If possible, stop the source of the leakage. It can be done by turning off valve
immediately or turning the container upright.
 Search for causes of ignition. Put out flames or turn off any machines that are working.
 Wear proper safety gear. Fumes can be inhaled, so make sure that your whole body is
well protected.
 Inform your supervisor or manager immediately and any personnel.
Containment
 If the oil/chemical are near any type of drainage be sure to seal those first.
 Ensure that the Drip Tray is provided to contain spillage.
 Enclose the area of containment.
 Make sure that you have secured all exit points for the spillage.
Clean-up
 Place the absorbent material directly on the liquid.
 Scatter the absorbent material in the different areas to aid in the cleanup.
 Continue placing and replacing absorbent material until the last drop of liquid is
absorbed.
 Place all the contaminated absorbent material inside a plastic bag.
 Place the plastic bag in another bag to prevent leakage.
 Place the bags inside a container.
 Label the container.
Hazardous Material Spill
 Employees, sub-contractors, and visitors must report all hazardous spills to HSE; do not
attempt to clean it up yourself.
 If the spilled material is potentially flammable or corrosive, or is fuming, smoking, or
exhibiting other unusual properties, the reporting employee should evacuate the
immediate area and prevent others from entering the area, if it is safe to do so.
 Upon receiving notification of a spill, the supervisor/manager will immediately notify
HSE Manager.
Site HSE Manager will
 Decide whether external assistance is required and plan if needed.
 File all necessary notifications regarding the spill to the required regulatory authority.
 Enter the incident into the incident database.
 Review spill procedures with supervisor / manager and amend if necessary.

9.7 First Aid Procedure:

First aid can be defined as the immediate and temporary care given the victim of an accident or
sudden illness until the services of a physician can be obtained. Effective first aid consists of
common sense and a few simple rules.
The following conditions require that basic life support.
 Severe bleeding – if large blood vessels are severed, enough blood can be lost in one or
two minutes to cause death.
 No breathing/circulation – death or brain damage can occur in four to six minutes if
breathing or circulation is not restored.
 Poisoning – every second counts in preventing further injury.
The primary objective in first aid is to sustain life by utilizing basic life support
techniques to:
 Maintain an airway.
 Maintain breathing.
 Maintain circulation.
 Control bleeding
 Treat for shock
 Get medical care for the victim.
The first aid provider must avoid panic, offer reassurance, inspire confidence, and do no more than necessary
until medical help arrives.

9.8 Contact with Live electrical Cable.

 During the work if there is contact with electrical cable work shall be stopped
immediately.
 Contact with the relevant authority.
 Electrical shut down shall immediately take place.
 If shut down is not possible remove the victim by a dry conditioned and non-conductor
stick/wood item.
 Alert the emergency team immediately.
 Incident reporting shall take place as per procedure .

9.9 Heat Stress First Aid/ Emergency Procedure

In case of any heat stress incident occurs, the following needs to be done-
 DO NOT crowd around the individual having problems. This will only delay emergency
responders and may add to the person’s distress.

 Move the person out of the sun and into a shady or air-conditioned space.
 Internal call flow shall be carried out as per procedure.
 The responsible HSE team and Management shall be readily available in case of any
potential emergency case.
 All the resources e.g. Emergency team, First aider, First aid kit, emergency vehicle, etc.
shall be readily available.
 Area trained first aider and or HSE personnel must immediately take care the victim by
immediate administering the First aid treatment.
 Remove patient clothing and let the patient body cool down by putting wet clothe in his
armpit and neck.
 increase local air velocity (Direct air onto the person with a fan or manual fan using
newspaper or cardboard) increase fluid intake if possible.
 Wait until the External Agency Arrive at the premises for medical assistance.
 In case severe send IP to nearest hospital.
Things to inform.
 Who is reporting?
 What has happened?
 How many persons are involved?
 Where is the Location?
 Wait for callback!

9.10 Definition of Response Tiers

To ensure emergency scenarios are managed in a manner appropriate to the scale of the emergency, all
emergency situations shall be evaluated against the following criteria:

 Tier 1 Emergency: Events are typically of localized significance and can be handled
using resources immediately available.
 Tier 2 Emergency: Events are typically of regional or Emirate significance and may
require involvement of specialized emergency services.
 Tier 3 Emergency: Events are typically of international significance and may require
access to national / international resources and emergency response services.

9.11 Organization / Project Type

After careful evaluation of credible emergency scenarios and the impact, the organization can have, the
project is considered: As per the scope of works, most likely our scenarios will be tier 1 and tier 2.

In the unlikely event of an emergency which requires evacuation from the project sites up to including
temporary site offices all project associated personnels shall s be notified by activation of the emergency
alarm system.

Immediate actions
 All electrical tools and equipment shall be immediately stopped and left isolated
(electrical appliances etc.)
 No employee/Office staff will take any tools or equipment with them or re-enter their
designated working area/building once the alarm has been sounded.
 Supervisors and foremen shall be responsible for the safe and efficient evacuation of the
workers under their custody, each supervisor shall conduct a head count at the assembly
point and report findings to Assembly point coordinator.
 Employees will make their way to the respective assembly point immediately.
 Foremen shall make a headcount at the assembly area to ensure that no one is left inside
the worksite.

 Employees shall be notified to stay away from the victim/injured person to prevent panic
or aggravate the injured persons symptoms.
 Ambulance shall be called immediately in case of any medical emergencies.

 Injured person shall be given immediate first aid by a certified first aider till nurse,

9.14 Natural Disasters Alert and notifications

Notification to all relevant staff regarding upcoming inclement weather conditions shall be notified by the
Project HSE Department.
If caught in the storm, office staff shall:
 Stay inside.
 Stay away from any electrical installations (distribution boxes)
 Move away from windows and glass doors.
 Wait out the storm.
After storm surpasses, the EPC Project Management shall walk around the entire Project sites /building to
ensure there are no life-threatening conditions.
 Medical examination reports shall be kept in record.

10. EXECUTION.

10.1 General

 All necessary permits shall be obtained prior to start of works.


 All employees involved shall be inducted by the HSE department prior to start of
works. All necessary safety precautions shall be pre-arranged.
 All Surveyors shall adhere to the requirements of the contract specifications in
relation to the adjustment and checking of survey and measurement instruments.
 Prior to start of works, Calibration of survey instruments shall be carried out and
certificates shall be obtained.
 Surveyors shall keep field notes and books neat and readable. Construction tolerances
are detailed in the contract specifications, summary of these tolerances shall be
maintained to summarize all requirements.
 Error rectification
 When/if a Surveyor locates an error on the site; the Supervisor in charge of that area
shall be notified of that problem. If the error is due to a survey mistake. Then the
Chief Surveyor shall be notified.
 Any errors found at pre-concrete stage shall be rectified before concrete placement or
Non-Conformance Reports shall be issued to cover these deficiencies.
 Any errors found because of the as-built survey shall be identified and referred to the
Project Engineer for appropriate actions.
 No data shall be disclosed to any other party without approval by the Engineer.
 As-built information shall be forwarded to the Chief Surveyor who will then put it
into a format required and submit to the Engineering Department for completion of
the as-built drawings.

10.2 Survey Control Points and Benchmarks

 Control points provided by Sharjah municipality shall be located.

 Control points shall be verified by joint survey of representatives from Sharjah


Municipality, Engineer, and Contractor.

 Benchmarks shall be established from verified control points. Location of


benchmarks shall be mutually agreed by Engineer and Contractor.

 Benchmarks shall be established by concrete pillars of 300x300x300 mm fitted with


steel bar.

 Benchmarks shall be verified and approved by Client / Engineer.

 Benchmarks shall be protected by wooden barriers and warning tape as shown in


photos.

 Data Sheet for benchmarks shall be prepared including co-ordinates of control point,
co-ordinates of benchmark and coloured photo of established benchmark.

 Chief surveyor shall periodically verify established benchmarks.

10.3 Pre-construction Survey

 Once benchmarks are established, surveying works shall start to obtain data.

 Demarcation shall be done, and corridor shall be marked for water works area.

 Hand excavated trial pits shall be done for any existing buried utility as per GIS
drawings provided by Engineer. If any existing utility is encountered, all details shall
be obtained and recorded.

 Detailed survey shall be done of work area in addition to 10 m on each side of


boundary.

 Location of all existing structures (if any) shall be recorded. Data for Contours shall
be obtained.

10.4 Survey Data Submittals

 Detailed drawings shall be prepared and submitted to Engineer for review and approval of
below mentioned details:

 Control points and Established benchmarks.

 Contours and profiles.

10.5 Survey Works During Construction

 Chief Surveyor shall distribute approved drawings to his team prior to start of works. All
setting out works shall be done as per approved drawings.

 Setting out works or other related survey activities shall be co-ordinated with the Site
Engineer.

 All works shall be set out using GPS, Theodolite, Levelling Instruments, and accessories.

 from established benchmarks.

 Surveyor shall mark the excavation area for pipeline and chambers. Surveyor shall control
excavation by advising foreman. Surveyor shall constantly monitor excavation to avoid any
over excavation.

 The Chief Surveyor shall arrange alternate surveyors at random intervals to verify the
correctness of important work points, identified by the site Engineer including the following:

 Outlines of major excavations

 Key formwork horizontal and vertical alignments

 Key structural items

 Alignment and levels of major Pipe work/ services

 Major cast - in items

 All set outs and levels shall be inspected and approved by Engineer.

 Detailed verification of existing connection points to be carried out to prevent errors in


alignment and grade.

 Chief surveyor shall record as-built data regularly and shall store it properly.

10.6 Excavation

 Obtain necessary approvals and permits from relevant authorities.

 All existing as-built data shall be reviewed and marked trail pit locations.

 Hand-excavated trial pits shall be done to expose utilities that may already exist. The trench
corridor shall be checked by cable detector for existing cables.

 Perform visual inspections and use cable detectors to aid in identifying underground
services.

 Trial pits will be manually excavated in the areas where existing services and underground
utilities moreover as instructed by the owner Engineer.

 After setting out the line based on drawings, a notification shall be given to the Engineer’s
representative with complete details, and then excavation shall commence.

 Contractor shall ensure compliance with relevant authority standards and regulations for
excavation work.

 Excavation shall be carried out using proper-sized mechanical machines, as shown in the
equipment list. Chainman and trained banksman will acTransco mechanical operations to
observe the excavation.

 Excavations shall be to a slope of 1:1.5 as recommended in the soil investigation report, 1


vertical to 1.5 horizontal till hard strata or formation level is reached. In hard Strata,
excavation shall be done in steps. All deeper excavation shall be adequately protected as
required on-site.

 Excavated materials/soils shall be placed at least 1 meter away from the edge of an
excavation and shall not be accumulated higher than 1.5 times of the excavation depth.

 Regularly inspect and monitor the excavation slopes to ensure stability and compliance with
the specified slope angles.

 Safety signages shall be provided along the excavation area. Warning lights shall be
provided on barriers.

 Flagman shall be trained and certified by third party. The movement of equipment shall be
controlled by the flagman. Proper ingress and egress shall be provided in the excavated
trench.

 Toolbox talk shall be conducted periodically for risks involved during excavation. Proper
awareness shall be provided to all workers to maintain a safe working environment.

 The surveyor and Site Engineer shall monitor and control the depth of excavation to prevent
over-excavation of the area and shall ensure that the excavated levels are in accordance with
the approved drawings.

 Necessary markings or level posts shall be established by the surveyor for the excavation
crew to identify the level of formation.

 Formation shall be well-graded and compacted properly. Nondrinking water shall be used
during compaction of formation.

 The bottom of the excavation shall be moisture conditioned to ± 2% of optimum moisture


content and shall be compacted to a density of not less than 95% of the maximum dry
density and compacted with plate compactors/hand-operated rollers.

 Trenches shall be always kept dry. Precautions shall be taken to protect the formation and if
the formation becomes unsuitable due to any reason, it shall be removed and replaced as
above.

 In case of over-excavation, the area shall be backfilled with lean concrete or approved
backfilling material up to formation level.

 The access and egress ramp/step shall be provided at intervals of 15m.

 Water spreading will be carried out on a daily basis to control dust in the work areas.

 Any changes occur during excavation in the location and/or in the adjacent services which
may expose workers to hazardous situations, work shall be stopped, and the concerned
TRANSCO & OE will be consulted.

 Clearly mark and communicate the boundaries of the vehicle exclusion zone using barriers,
signs, or cones.

 Any vehicle/equipment used for loading or tipping material into excavation or over the
edge, shall be maintained a safe/adequate distance from the edge of the excavation and
assigned the dedicated flagman along with the equipment.

10.7 Backfilling Works

 Backfilling shall be carried out after getting approval from the Engineer.

 Suitability for excavated material shall be established in accordance with Specifications.

 Samples shall be collected from excavated material and shall be tested for modified proctor
density, optimum moisture content, grain size distribution and content of soluble matters.

 Test reports shall be submitted to Engineer for review and approval.

 Once excavated material is approved by Engineer, backfilling works shall start. Prior to
compaction, the number of passes required by the equipment to achieve the required density
shall be estimated by trial-and-error method.

 Backfilling material shall be spread and compacted in layers with max compacted thickness
of 250 mm. FDT shall be done.

 Tolerance in level of backfilling layer shall be within +75 mm and -75 mm of the true
dimensions shown on the approved drawings.

 250 mm wide detectable warning tape shall be placed as indicated on approved drawing.
 The top surface area shall be dense and level without any protruding rock fragments to the
satisfaction of the ENGINEER.

11. PRIOR ACTIVITIES

The Main contractor Surveyor will locate and mark all live services that are present in the site (This
includes above ground services as well as buried services), manual trial pits and trenches has to be
done to locate These services (electric, telephone, gas, oil, chemical, water, etc) will be clearly
marked using stakes and warning tapes. Near these services, special precautions will be undertaken
and coordination with the Engineer will be carried out to avoid any damages during the Excavation
Works & Backfilling works.

Any existing service if exposed during previous excavation will be clearly marked, protected, and
properly supported during all activities.
