To ensure there is a continuous and systematic system for:

a. Identifying the necessary competencies for personnel performing work


affecting product/service quality.
b. Providing training or taking other actions to ensure competence.
c. Evaluating the effectiveness of training and related actions.
d. Ensuring that workers are aware of the impact of their work activities
on Q&HSE and the achievement of Q&HSE objectives.
e. Maintaining appropriate records of training and awareness.

2. SCOPE

All NATIONAL EMPLOYEES and Subcontractor

3. DEFINITIONS

Induction This is the first training given to the new personal


(irrespective of their previous experience, competency
or expertise) from the company, which covers the
subjects, generally like company policy, commitment,
work situations general safe work practices, dos and
don’ts, personal Protection requirements , emergency
action plans including fire emergency. Medical and
welfare facility etc.
Training This is a specific training given to the craft on the
basis and scope of job. it is an in-depth training given
to the craft men for competency/ efficiency-HSE
Training, Technical Training, etc.
Toolbox Talk Informal group discussions about a specific subject at
the beginning of the shift. These talks can be done in a
variety of ways but are typically a brief (10-15
minute) interactive discussion meeting on something
safety related. It covers a variety of short safety
training subjects and to remind employees each day
before they go to work, the importance of being safe.
Qualified A person who has adequate qualifications and
Trainer assigned as a dedicated trainer.

5. RESPONSIBILITIES

5.1 All department and project managers are responsible for:

a. Identifying technical training needs for their employees.


b. Ensuring their employees are aware of the impact of their work
activities on Q&HSE.
c. Evaluating the effectiveness of training received by their subordinates.

5.2 Safety Officer is responsible for:

a. Identifying appropriate training institutes.


b. Arranging for external and internal HSE training.
c. Maintaining HSE training records.
d. Taking corrective action whenever training effectiveness is found to be
sub-standard.
e. Responsible for maintaining records related to Training in employees’
files.

6. PROCEDURES

6.1 General

6.1.1 ALMAGWA aims at ensuring that employees receive the


instructions, information, and training necessary to enable them to
perform their functions correctly.

6.1.2 The requirement for training applies to ALMAGWA staff from all
levels.

6.1.3 Same training requirements should be imposed on sub-contractors


working for ALMAGWA, along with any other individuals who may
be affected by ALMAGWA’s operations.

6.1.4 The type of training provided must be relevant to the individual


receiving the training. When considering training courses it is

important to determine what the training should achieve and any


follow up procedures should ensure that the training actually
achieves those objectives.

6.1.5 In setting up training courses, it is necessary to determine whether


trainees should be sent to external (third-party) courses, or the
training should be carried out in-house. Whoever carries out the
training should be competent in both the subject matter and in
presenting the information in an appropriate format.

6.1.6 The use of an in-house trainer has its advantages, in as much as the
courses can be tailored to suit the individual needs of the delegates
and can reflect the particular policies and procedures of the
company. It is also normally more economical.

6.1.7 Training should emphasize the importance of meeting requirements


as well as needs and expectations of clients and other interested
parties. It should also include awareness of the consequences to the
company and its members of not meeting the requirements.

6.2 Initial Qualifications and Experience

6.2.1 Prior to employment, the hiring department manager shall ascertain


the potential employee's capability, qualifications, and experience in
relation to the nature/type of work to be performed and
equipment/machinery to be used.

6.2.2 On appointment of a new employee, HR staff shall retain copies of


relevant certificates in his company files.

6.3 Planning for Training:

6.3.1 Project Engineer, Safety Officer shall plan for training and shall
document training needs for all company staff. Factors that should be
taken into consideration in the assessment of training needs include:

 Past training.
 Changes caused by the nature of the company's processes.
 Client contractual requirements.
 Results of risk assessment.
 Results of corrective and preventive actions.

6.3.2 Project Engineer, Safety Officer should inquire from department


managers about their training needs, unless this matter gets
sufficiently discussed in Management Review meeting.

6.3.3 Each department manager shall assess training needs of his


department, to ensure their competence.

6.3.4 HSE Department shall prepare a Training Matrix for internal


training.

6.3.5 Projects Engineer shall identify training needs stipulated by contracts


and shall communicate them to the Safety Officer.

6.3.6 HSE Manager shall plan to renew training certificates before they
expire. He shall consult concerned department and project managers
to verify which workers need re-training in this regard.

6.3.7 In some cases, there may be a necessity to get unplanned training


courses to meet an unforeseen requirement. In these cases, the
concerned department manager shall send a Training Request to the
Safety Officer.

6.3.8 When ALMAGWA introduces new equipment or changes its


working practices or procedures, the concerned manager shall review
the knowledge and skills of affected employees and shall
consequently establish training requirements. The concerned Safety
Officer take necessary steps to provide such awareness/training.

6.3.9 In-house trainers should record training attendees’ information in the


Attendance Sheet.

6.4 HSE Induction

6.4.1 Upon joining ALMAGWA, HR staff shall send the new employee to
HSE Department for HSE Induction.

6.4.2 HSE Induction aims at familiarizing the new employee with


government, ALMAGWA, and client regulations and other basic
HSE information prior to him starting work in a new environment.

6.4.3 The trainer shall cover all applicable topics in the HSE Induction
Form.

6.4.4 Once Induction is completed, the trainer and trainee shall sign the
HSE Induction Form and submit it to HR staff, who shall place it in
the employee’s company file.

6.4.5 A more detailed, site-oriented HSE Induction shall be conducted by


the HSE-in-charge of the site the new employee is mobilized to.
Information that should be given during a site induction should
include:
 Key members of the project management team.
 Project scope of work.
 Site details: physical address and telephone numbers.
 Telephone facilities: location of phones to be used in
emergency.
 Site layout and boundaries.
 Welfare facilities, including messing facilities, toilets, rest
areas, drinking water, prayer area, etc.
 Methods of consultation on the project, including method
statement briefings, toolbox talks etc.
 Actions in the event of an incident.
 Name and details of First Aiders (if available).
 Fire precautions and the actions in the event of an emergency,
including escape routes, assembly points, and instructions in
the use of available firefighting equipment.
 Smoking restrictions.
 Site rules, personal responsibilities, conduct, and disciplinary
measures
 PPE required.
 Procedure for reporting unsafe acts, near misses, and safety
infringements.
 Site procedures (e.g. permits to work, hearing protection zones,
restricted areas, etc.).
 Specific site risks.
 Housekeeping arrangements and material storage.

6.5 Toolbox Talks

6.5.1 Toolbox talks are among the most effective means of


communication. They can be used to communicate the results of risk
assessment as well as any changes to the work procedure, work
environment, or the Q&HSE Management System.

6.5.2 Toolbox talks are also an opportunity to receive feedback from


workers on work methods, work environment, PPE suitability,
adequacy of welfare facilities, and other inquiries, concerns, and
complaints in regards to HSE.

6.5.3 A toolbox talk should last about 5-10 minutes on average.

6.5.4 All personnel (including sub-contractors) should be given toolbox


talks by their respective supervisory staff, at the start of each shift.

6.5.5 Although not formal training as such, toolbox talks are an extremely
useful means of updating and refreshing previous training that has
been received, or highlighting areas of concern. The objective is to
help workers recognize and control hazards on a project.

6.5.6 The information presented in a toolbox talk may be the only


information workers receive about a particular tool, piece of
equipment, type of material or work procedure on the project. In
choosing and presenting the talk, every effort must be made to help
workers remember and act on the message.

6.5.7 The topic of the talk should be chosen to suit the particular site and
work conditions. For example, there is little point giving a talk on the
use of chainsaws if none are being used on the job. These rules may
provide guidance on toolbox talks:
 Include the Hazards & Safety precautionary measures includes
in Risk Assessment And Safe Work Practice Checklists.
 Gear your talks to safety problems you encounter at the
moment or that you anticipate in upcoming jobs.
 Review recent injuries – what happened, why did it happen,
and what should have been done.
 Review recent safety violations – what was the violation, what
hazard did it create, and what injury could have occurred.

 Review upcoming work schedule – what hazards are of


concern, what safety equipment should be used, and what
procedures should be followed.

6.5.8 Supervisor should follow these practices:

 Deliver the talk where it will be most appropriate. This could


be in the project site office, out on site, or near the tools and
equipment or operation under discussion.

 Start out the meeting on a positive note. After welcoming staff,


promote teamwork and explain how toolbox meetings not only
provide valuable information, but also give everyone the
opportunity to get together and exchange ideas. Be sure to
compliment a job well done; morale plays a bigger part than
people think in affecting productivity and job satisfaction.

 Introduce the subject clearly, so that workers know exactly


what will be talked about and why it is important to them.

 Use your own words and present the topic in a manner that will
be understandable to the workers.

 Wherever possible, use real tools, equipment, and material to


illustrate your points. If the talk is about the hazard of using
patched up hand tools, show a few samples. Consider showing
a chisel with a mushroomed head or a hammer with a taped
handle.

 Connect key points to things the work crew is familiar with on


the project.

 Pinpoint hazards, talk about what may happen, and use


information from the toolbox talk to explain or control or
prevent these hazards.

 Ask for questions from the attendees and get more information
where necessary.

 Ask workers to demonstrate what they have learned.

6.5.9 Supervisor delivering toolbox talks shall record attendees’


information in the Attendance.

6.5.10 Supervisor delivering toolbox talks shall record attendees’


feedback, suggestions, and concerns on the backside of the
Attendance Sheet and indicate this clearly with an arrow. Project
HSE-in-charge shall communicate this feedback to the HSE
Manager for action.

6.6 Technical Training

AL MAGWA shall provide technical Training as required for each craft of


the employee within the scope of contract. In this training program, AL
MAGWA employees shall be trained on all technical aspects of performing
the task / operating the equipment, associated job hazards and the methods by
which these hazards can be controlled.

6.6.1 HVAC technicians must undergo training in Hot-work safety. If


technicians are required to perform tasks at elevated positions within
confined spaces, they must also receive training in Elevated Work, Fall
Protection, and Confined Space Entry before being permitted to carry
out such tasks.

6.6.2 Technicians involved in any work at elevated positions must be


trained in Elevated Work and Fall Protection.

6.6.3 Training is provided on the safe use of Hand and Power Tools,
covering aspects such as proper handling, maintenance, guarding,
personal protective equipment (PPE), and tool inspection.

6.6.4 Electrical training includes understanding electrical installations on


site, lockout and tag out (LOTO) procedures, ground fault protection,
grounding and bonding, equipment installation, maintenance, and
temporary wiring/lighting.

6.6.5 Ladder safety training covers the selection, inspection, preparation,


and safe use of ladders for access purposes, including fixed and portable
ladders made of wood or metal.

6.6.6 Scaffolding training encompasses the different types of scaffolding


used, as well as their erection and inspection requirements.

6.6.7 Training on Working at Height addresses the safeguarding of


technicians working in elevated positions, including fall protection
measures such as body harnesses, lifelines, and lanyards.

6.6.9 Training highlights the dangers associated with open holes, such as
grating or scaffold floor openings, and emphasizes safety measures to
mitigate risks.

6.6.11 Confined Space training focuses on safe working practices, permit


requirements, personnel management, and hazards associated with
confined spaces.

6.6.12 Training on Vehicles, heavy plant, and traffic includes


information on traffic routes, restrictions, and pedestrian awareness to
ensure safety around moving vehicles.

6.6.13 Cranes and Lifting Operations training details hazards associated


with lifting operations and provides guidance to the execution team and
other personnel.

6.6.14 Rigging training ensures that employees engaged in rigging


operations understand client and company requirements and procedures.

6.6.15 Barricades and Signs training covers the meaning of different


barrier colors and styles to effectively communicate safety information.

6.6.16 Manual Handling training focuses on preventing work-related


injuries through proper manual handling techniques.

6.6.17 Stand By/Flag Man training provides specific instructions on the


requirements for Stand By/Flag Man Operations to ensure safety during
tasks requiring traffic control or supervision.

6.7 Third Party Training

Based on the scope of work of the contract, AL MAGWA HSE department


should identify and develop Certified Training requirement for each craft /
category of employees. The same shall be provided to each employee through
JO approved Third Party / Agency and shall include, but not limited to the
following:

 Certified Trainers
 First Aider

6.7.1 AL MAGWA shall arrange the above mentioned training at our


own cost and maintain documentation of the same. The
documentation should include the names of those trained, course
content, date and time and the names of the instructors.

6.7.2 JO may review AL MAGWA’s training quality and records


periodically to verify that the training is being conducted which
meets the criteria, as per JO guidelines for evaluation of training
effectiveness.

6.7.3 AL MAGWA shall provide a HSE Training Passport to all


employees which shall keep register for the employee’s record for
training, medical check-up, among other things

6.8 SSE Training

Short Services Employees - Those employees, new to the work activities


and are porn to high risk on exposure to hazards due to lack of
exposure and experience and needs special attention in the initial period
of service with the company

6.9 Site Management Training

Site management includes project managers and engineers. They should


be trained on the following:

 Basics and responsibilities of HSE management.


 Measuring, monitoring, and auditing HSE performance.
 Risk assessment and risk management.
 Repercussions that may result from breach of HSE regulations.
 Incident types and incident investigation.
 HSE communication.
 Specific areas relevant to the activities of the organization, for
example:
o ERP
o Incident Investigation & Reporting
o Work Permit System & Risk Assessment

o Working at height

6.10 HSE Professionals Training

6.10.1Site Safety Officers are part of the project management team. One
of their key responsibilities is to impart advice on HSE matters
and to promote and encourage the planning and implementation of
effective measures for controlling risk and preventing incidents.

6.10.2Depending on their designation, and in accordance with contract


requirements, ALMAGWA HSE staff may be required to hold
recognized safety credentials as a precondition to their allocation
to a particular project.

6.11 Supervisors Training

6.11.1Supervisors have responsibilities over the work of others.


Therefore, they have a key role in the implementation, monitoring,
and enforcement of HSE practices on site, as they put others to
work and directly supervise how work is carried out.

6.11.2Supervisors should receive training in supervisory skills as well as


on HSE, so that they can prepare and give instructions to workers
and explain the hazards associated with their work. Additionally,
supervisors have to know how to respond in a suitable way to
hazards as soon as they are identified.

6.11.3Training should provide an overview of the types of incidents and


occupational illnesses in the industry as whole and detailed
information about hazards and incidents associated with their
particular work activities.

6.12 Competency Training

6.12.1Training needs and assessment process shall be inline with JO


guidelines. The training shall be conducted by an competent
trainer.

6.12.2The assessment of training needs shall be conducted in the form of


initial assessment and diagnostic assessment to identify the
learners need, prior knowledge, their weakness, thus to maintain
equality , diversity and inclusion. Formative assessment to check
the progress of learning and for sufficient guidance.

6.12.3The final summative assessment to identify the learning outcomes


are met.

6.12.4This assessment method shall be adopted for such competency


training provided to our employees according in lane to the scope
of work such as - confined space entry authorization, scaffolding
erection & inspection Equipment & crane operation forklift
operation, Rigging etc.,

6.12.5Once the successful completion trained personnel shall be issued


with competency certificate/ authorization cards which shall be
valid for a period of time.

6.13 Refresher Training

Refresher training shall be arranged on regular intervals on the basis of


the annual training schedule in order to refresh the employee with
existing and new methods

6.14 Training Record Keeping and Reporting

6.14.1Upon the successful completion of the training course, copy of the


training certificate shall be kept in the employee’s file and a copy
in the central training file with the HSE Manager.

6.14.2Safety Officer shall maintain an up-to-date Third-Party Training


Master List of training history of all employees undergoing third-
party training to facilitate retrieving this information.

6.14.3Safety Officer shall keep the original signed Attendance Sheets in


the project Site Office.

6.14.4Safety Officer shall keep available records of training organized


by the client. Examples of such records include copies of
authorization cards, attendance sheets, and training schedules.

6.14.5The Monthly HSE Report, which shall be sent by Safety Officer to


the Company HSE Manager, includes training statistics.

6.15 Training effectiveness:

6.15.1Safety Officer shall request trainees to fill a Training Center &


Program Evaluation form to assess whether to use the same
training service in the future.

6.15.2Safety Officer shall request the concerned manager to have the


trainees’ direct superior evaluate their performance after the
training by Six months. The direct superior shall fill a Trainee
Evaluation form. In case the number of trainees is large, he may
attach a list of trainees with each one’s evaluation in a separate
column.

6.15.3Safety Officer shall also rely on his own assessment and on


feedback he gets from any reliable source.

6.15.4As a result of this evaluation, Company HSE Manager should


consider whether to utilize the same training provider in the future
and if any corrective action is needed to ensure competence of the
trainees.
