Abstract

This study investigates how Manuel S. Enverga Memorial School of Arts


and Trades(MSEMSAT) teachers and students feel about a proposed miniature
fence plan that will improve school safety. The results show that both groups
believe the barrier is essential to establishing a safe and supportive learning
environment. In particular, educators stress how the barrier would stop unwanted
entry, creating a feeling of security and promoting wellbeing and academic
success. However, the plan's implementation will be severely limited by severe
financial limitations because the costs will exceed the school's budget by
millions of pesos. As a result, the report suggests looking for outside support
through grants from the government, contributions from the community, and
collaborations with parents and alumni.The study also recommends having staff
and students participate in regular security training programs, providing cash for
continuous maintenance, and working with local law enforcement to strengthen
safety precautions. In order to overcome financial obstacles and guarantee the
effective installation of the perimeter fence, the study emphasizes the
significance of community involvement and creative funding techniques, which
will ultimately improve the school's security and learning environment.

Chapter I

THE PROBLEM AND ITS SETTING

Introduction

It is important to ensure that students have a safe and secure learning


environment. The goal of the study is to evaluate or address a few concerns
related to class cutting that are frequently seen in students at Manuel S.
Enverga Memorial School of Arts and Trades. The issue can be identified as
the absence of a perimeter fence, which compromises the school's security and
allows pupils to jump it, giving them the chance to depart and commit cutting
acts once more. The goal is to create a safe and secure learning environment
where students can thrive without concerns about their personal safety. is to
evaluate or address a few concerns related to class cutting that are frequently
seen in students at Manuel S. Enverga Memorial School of Arts and Trades.

concerns about their personal safety. The purpose of the research project is to
investigate and develop effective measures and strategies to prioritize the
safety and security of students and teachers within educational settings. The
research aims to explore the implementation of a comprehensive perimeter
fence plan, utilizing a detailed miniature model as a visual representation.

The Republic of the Philippines has enacted a law that regulates the
fencing of lands and properties. The law, which is called Republic Act No.
1939, sets the rules and regulations for the building, ownership, and upkeep of
fences on any parcel of land or real estate. The purpose of this law is to foster
peaceful and harmonious relations among landowners by stipulating the
minimum requirements and standards for the quality and maintenance of
fences. Some of the requirements and standards include the height, width,
material, design, and durability of fences. The law also specifies the rights and
obligations of fence owners and their neighbors, as well as the penalties for
violating the law or causing damage to fences.

Statement of the Problem


These fences aim to create a safer and more secure learning and teaching
environment by delineating spaces and minimizing accidental collisions. This study
will investigate the effectiveness of such miniature models in enhancing safety.

Significance of the Study

This study directly responds to the growing concern over teachers and
students' safety and security in classrooms. This research target is to improve the
current security setup while creating a more secure learning environment by
concentrating on the MSEMSAT Perimeter Fence Plan. The continual attempts to
lessen the hazards and vulnerabilities that educational institutions may face are aided
by this research.

The creation of a miniature model offers an actual demonstration of the


proposed security improvements. This model serves as an illustration that can be used
to demonstrate to stakeholders such as community members, legislators, and school
administrators the viability and effectiveness of the MSEMSAT Perimeter Fence Plan.
Our research aims to impact decision-making processes and promote the use of
increased security measures in schools by offering an achievable solution.

Teachers: Be able to guide students more effectively during breaks and


outdoor activities. It also ensures that students do not leave the school grounds without
permission.

Students: It encourages students to feel safe and secure because the perimeter
fence can give them peace of mind and a healthy environment.

Scope and Limitation

This study focuses on creating a scale model for the design of MSEMSAT
fences to improve the security of educational institutions. The research will focus on
determining the appropriate scale and materials to build the miniature model. Is to
assess or address some of the class-cutting issues that are often seen among students
at the Manuel S. Enverga School of Arts and Trades. The lack of a fence can be
considered a problem that endangers the safety of the school and allows students to
jump it, allowing them to leave and make another cut in classes once more.

Due to the scale of the miniature model, the MSEMSAT enclosure may not
fully reproduce some real-world conditions. Factors such as wind resistance and
structural integrity can be difficult to accurately simulate on a smaller scale. The cost
and feasibility of building a scale model should be considered, as certain materials or
features may be expensive or difficult to implement within the scope of this study.
Time constraints should be taken into account, ensuring that the research timeline is
realistic and manageable within the available resources.

Definitions of Terms
Safer Learning Environment. This term refers to creating an
educational environment that prioritizes the safety of both students and teachers. This
includes the implementation of measures and strategies aimed at preventing
and reducing potential risks and ensuring a favorable environment for teaching and
learning.

Miniature Model. In this study, miniature model refers to a scaled-down


copy of the fence plan of MSEMSAT. The purpose of the miniature model is to
simulate the real conditions of the border fence and related security elements on a
smaller scale, which allows for the evaluation and analysis of its effectiveness.

MSEMSAT Fencing Plan. The MSEMSAT Fencing Plan is a comprehensive


security plan developed. This includes the design, layout, and security features of the
perimeter fence around educational institutions.

Enhanced Safety and Security. This term refers to the improvement


and strengthening of security measures and security protocols in an educational
environment. This including implementing strategies and technologies that minimize
potential hazards and risks and ensure the well-being and protection of students and
teachers.

Common incidents can also have significant and enduring impacts on


children’s school and life outcomes, according to Steiner et al, (2021) Common
incidents happen in schools, such as trespassing, physical fighting, bullying. have
often been overlooked in discussions surrounding children's educational and life
outcomes. The prevalence of common incidents in school settings, highlighting that
while they may not always make headlines, they are far more widespread than more
exaggerated events. Trespassing, physical altercations, bullying, and disruptive
behavior are cited as examples of such incidents, affecting countless students on a
daily basis. These incidents affect academic performance. Persistent exposure to
disruptions and violence impedes the learning environment, resulting in bad academic
achievement, increased abscess, and heightened dropout rates among affected
students. Moveover witnessing such incidents, victims of bullying or physical
aggression often experience with profound emotional distress, including anxiety,
depression, and reduced self-esteem. These psychological scars can hinder social
development and impede effective engagement in educational pursuits.

The research locale for this study is the Manuel S. Enverga Memorial School
of Arts and Trades (MSEMSAT). The researchers have specifically selected this
educational institution as the focus of their study due to the identified need for a
perimeter fence. The main objective is to establish a safe and secure learning
environment for students and teachers. By implementing a perimeter fence,
MSEMSAT aims to create a physical barrier that will deter unauthorized access and
enhance the overall safety measures on campus. This research project aims to shed
light on the significance of providing a secure educational setting and to contribute
valuable insights on the implementation of effective security measures within
educational institutions. The findings of this study will not only benefit MSEMSAT
but also serve as a reference for other schools seeking to enhance their safety
protocols. Research Population or Sampling A. The research population, or sampling,
of this study is primarily composed of teachers, who have been chosen as the main
respondents. The rationale behind this choice stems from the belief that teachers, due
to their professional experience and daily interactions within the school environment,
possess a deeper understanding and more informed perspective than the students.

Materials:

Styrofoam
Scotch Brite
Cutter
Shoes glue
Mini tree
Matboard
Plywood

Procedure:
1. Gather Materials: Collect all the materials listed- Styrofoam, Scotch Brite, Cutter,
Shoe Glue, Mini trees, Matboard, and plywood.

2. Plan Layout: Sketch out a layout for the school model, considering the forest or
mountain setting. Decide on the placement of buildings, pathways, and any other
features.

3. Prepare Base: Cut a piece of plywood to serve as the base for the model. This will
provide stability and support.

4. Landscape of school: Stack the Styrofoam and carve it just like the landscape of the
school of MSEMSAT.

5. Create Natural Elements:


-Use Scotch Brite to create grassy areas around the school buildings and
pathways.
so, the researchers can create clearings or gardens within the forest setting.

-Arrange mini trees around the model to simulate the forest or mountain
environment
to secure in place using shoe glue

6. Build Interior Structures:


-Cut pieces of the matboard to create the interior rooms of the school
buildings.
Construct classrooms, offices, corridors and other spaces according to the
layout we make.

7. Construct Fence:
-Use matboard to create a fence around the perimeter. Cut the matboard into
sections and assemble them to form a boundary around the model

8. Final Touches:
-Ensure all parts are securely attached and the model is stable.

-Allow the glue to dry completely before moving or handling the model.

9. Finishing:
-Once dry, paint the model to add color add further detail if desired, such as
painting the school buildings and fence.

10. Display: Place your completed miniature school model on the plywood base,
creating a realistic scene of a school nestled within a forest or mountain setting,
surrounded by trees and natural elements, and enclosed by a fence.

Data Gathering Procedures

When conducting interviews for data gathering, it is important to follow a


procedure that ensures ethical considerations are met. Securing consent should be the
