METHOD STATEMENT AND RISK ASSESSMENT FOR RELOCATION OF FAN


COIL UNITS

1. Scope

This Method Statement provides the Control Sequence and methodology that will be used
during the relocation of Fan coil units at BMS HQ project at IPIC tower. The Method
Statement would include a Risk Assessment for each activity which lists out potential risks
involved and risk mitigation techniques for each activity. The method statement would help
establish safety standards, activity guidelines, and define roles and responsibilities.

4. Roles and responsibilities

 Project manager (PM)

The PM will have the overall responsibility of the project for execution,
Quality, Health safety and Environment. He shall maintain the planning progress and
co-ordination of works.

 Site engineer (SE)

- To ensure that the works are carried out according to the Contract
Specifications and approved method statement.
- To provide all necessary information and distribute responsibilities to his
construction team.
- To monitor the progress of work in relation with the work program and to
report to the construction manager.

- To co-ordinate with the safety officer and to ensure that the works are
carried out in safe practicing methods.
- To ensure that the foreman is fully aware of the work sequences and related
testing frequencies before proceeding with the installation.
- To ensure compliance of the works with the related approved quality
procedures
- Report to PM in daily basis on site progress.

 Supervisor/Charge hand

Supervisor/Charge hand will be directly responsible for the day-to-day job at site, for
coordinating of work with skilled and unskilled labor or any other staff assigned in his
area

 Safety Inspector

- To ensure sound implementation of all safety procedures and measures


related to the nature of works being carried out, in accordance with the HSE
Plan and general safety rules.
- To ensure that all persons involved in the work are aware of their
responsibilities, and having enough understanding of the related safety
procedures.
- To report to the Project Manager and to coordinate with Construction
Manager in order to ensure that all the implemented and adopted safety
measures are effective enough to maintain safe working atmosphere in the
site.
- To ensure that all safety statistics are recorded and reported to the project
manager.
- To maintain continuous inspections of the site activities, advise and train the
involved persons on daily basis to prevent accidents, personnel injury and
property damage.

- To give special concern to housekeeping, and ensure that the site is


maintained clean and tidy.

7. METHOD OF OPERATION

STEP – 01 (SERVICE DISCONNECTION)


It is the responsibility of the main contractor & client to ensure that service like Chilled water
& electricity to the area within the scope of works have been disconnected and severed. And
the MEP CONTRACTOR is issued with written confirmation of disconnections.

MEP CONTRACTOR will be provided with a services removal permit prior to any
relocation works commencing and the building sign off document from the CLIENT.
 A Pre‐start Survey will be carried out using the information available by the client
and locate all terminated services which are within the proposed scope of works.
The findings of these surveys will be identified and drawn onto a site service map
and will be issued to all staff and operatives. The findings will be conveyed back
to the management liaison and also the client’s representative. Protection of
services will be undertaken using a variety of methods including , physical
barriers, signage, location drawings

STEP – 02 (RELOCATION OF FCUs)


 Chilled water pipes are drained from the main line.
 Disconnect and store the existing thermostat.
 FCU power terminations are removed chilled water connection removed from the
union joints.
 FCUs are then cross checked and verified with the assault drawings.
 Matching capacity units are identified and sorted separately.
 Detailed inspection done for these units for any defects
 Once the inspection done, units are performance tested and verify the capacity
matching with the schedule.
 A report on this test to be generated and submit for consultant approval.
 On approval from consultant relocation can be started.
 Chilled valves are removed and inspected for proper functioning and damaged items
are discarded and reusable items listed and stored.
 Chilled water branch pipes are dismantled as per the new layout requirements.
Reusable line is retained.
 Check that the Fan Coil Unit to be installed has the correct model and type.
 Units suspended on slabs with fan motors up to 7.5KW will be isolated using rubber
isolators. For the units with higher fan motor rating, the spring isolators shall have a
minimum static deflection of 40mm.
 Position hanger rods and check for alignment with the unit.

 Lift and position unit in a safe manner using lifting tackle if required or suitable
lifting gear.
 Firmly secure unit to the supports and make sure that the base of the FCU is leveled
horizontally.
 Ensure that the FCU shall be accessible for change of filters and general servicing and
maintenance.

SITE TIDINESS

Site to be kept tidy and materials to be segregated and stockpiled as work progresses. All
walkways and excess to working areas are to be kept clear of trip and slip hazards. Good
housekeeping must be maintained throughout the works and regular monitored and inspected.

EMERGENCY PROCEDURES

Muster point for emergency procedures will be site entrance and alarm will be raised vocally.
Specific requirements and procedures will be explained to each operative / visitor at site
induction. Visitors who are not walking the site will not require inductions. Please refer to
Fire Plan & Procedures and site traffic management & layout plan for location of muster
point

RESPONSIBILITIES FOR SAFETY CONTROL & MONITORING

Site Foreman must ensure a site induction is carried out for all operatives prior to
commencement on site. During site induction all personnel will be made aware of the
Specific Working Methods, Site Rules, Accident Reporting and Site Emergency Procedures.
These will be adhered to at all times. Weekly toolbox talks will be given and recorded on
site.

SHEQ Manager is to conduct regular inspections and audits, copies will be left in site file.

8. Control of Health Hazards


Implementation of Health & Safety procedures and checks shall be done as per contract
agreement and the approved site HSE plan. The safety officer shall carryout the
necessary routine inspections.

 Risk Controls: Risk assessment and their controls are carried out for each activity
and enclosed within the detailed section. Each Risk assessment is attached along
with their corresponding detailed method statements.
 All personnel should comply with site HSE Plan.

 All personnel should comply with corresponding Risk Assessments.

 Adequate HSE control measures should be provided as required in the Risk


Assessments.
 All personnel should attend Site Safety Induction.

Every site operative must use the required job specific PPE

9. Training
Tradesmen performing the any activity will be experienced technicians. If deemed
necessary specific team/Individuals will undergo further training and awareness

programs for this activity by the Project/QA-QC Departments. Toolbox talks will
provide general training and awareness for each activity and also in health & safety
matters and precautions

10. QA / QC Documentation
QA/QC forms shall be used to verify and maintain quality throughout the project as
per the approved Project Quality Plan. Checklist and ITP would be used to ensure that
all activities are carried out as per contract requirements and approved method
statement.
