6.0 METHODOLOGY--------------------------------------------------------------4
2.0 PURPOSE
The purpose of this procedure is to ensure safety of personnel and properties during lifting
operation in HHGCP Projects and properties.
This procedure describing the required certification needed to ensure that only skilled direct
hire & contractor’s personnel are allowed to operate lifting equipment.
3.0 SCOPE
This procedure will be applicable to all types of lifting equipment’s, e.g. Boom Truck, lifting
appliances and lifting tackles used at HHGCP Projects, facilities or properties including
hired-in or contractor’s lifting equipment including Crane . It is applicable to all Promising
personnel operating the underline lifting equipment’s.
Only lifting equipment tested/inspected and certified according to this procedure may be
used.
4.0 DEFINITIONS
Executing party is the Promising staff using Boom truck ,cranes and/or forklifts or any other
lifting equipment.
5.0 RESPONSIBILITIES
All jobs shall be prepared and planned, to achieve a safe and efficient completion. The
execution party will organize a Risk Assessment or, JSA meeting, for the more
hazardous lifting operations.
For the hazardous lifting operations defined in section 6.2, a separate lifting plan needs
to be prepared.
- When using 2 or more cranes to lift a load. Lifting plans will be required for all lifts
exceeding 10 ton.
- When using a movable fly jib.
- When the amount (radius X load) is greater than or equal to 100 Meter-Ton.
- When shifting load greater than or equal to 5 Ton above a live unit.
- When a load greater than 10 Ton having a wide surface area subjected to wind load
that could possibly develop a lateral force on the crane boom.
- When the center of gravity is initially not in line with the vertical lifting cable
(Horizontal swing will occur during the lift).
- When lifting persons in a man-basket.
NOTES: 1. It is forbidden to carry out any lifting operations without a lifting plan if it is required.
2. Under any lifting conditions, the maximum allowable wind speed shall not exceed 14
meters/sec.

6.4 TIMING
a. Planned jobs – lifting plan shall be submitted to engineering department at least one
week before execution.
b. Unplanned jobs – engineering department to be called out.

7.0 CERTIFICATION OF BOOM TRUCK OPERATORS / CRANE and crane operator
All Boom Truck / CRANE operations have potential hazards. Because of this, there is a
need to implement a certification system, to ensure that only reliable lifting equipment
and skilled contractors and direct hire personnel are allowed to operate Boom Truck
/CRANE OPERATOR.
This section covers the companies that are accepted by Promising to certify the
Boomtruck /crane(s)/forklift(s), operators, the type and validation period of the
certificates and the implementation.
- Saudi Aramco
- Saudi Aramco authorized company.
- Certificate for Boom Truck operation (for a specific range of Boom Truck).
- Certificate for basic boom truck operation (for a specific range of Boom Truck).
Validation period of the operator certificate is maximum 3 years, and 6/3 month for the
lifting equipment certificate.
7.3 IMPLEMENTATION
The certification of Boom Truck and operators will be implemented on as per guideline.
Enforcement of the requirements will be done by restricting the lifting equipment access
into Promising project sites and premises unless inspected & approved by safety section
as per the attached checklists. Also, random checks by the Aramco Safety Department
including LPD (Loss Prevention Department) and HSE staff will be carried out
occasionally.
