“AN ORDER ADOPTING THE STANDARD OPERATING PROCEDURES


ON EARLY WARNING SYSTEM (EWS) FOR NATURAL HAZARDS IN
THE PROVINCE OF SARANGANI”

WHEREAS, Early Warning System monitors climatic and


environmental data on a real-time basis, to detect adverse trends and
reliably predict the possible impacts of natural hazards;

WHEREAS, managing of natural hazards has shifted from reactive


disaster management to a proactive disaster risk reduction and
management, as highlighted by Republic Act 10121, otherwise known as the
Philippine Disaster Risk Reduction and Management Act of 2010;

WHEREAS, the Sendai Framework for Disaster Risk Reduction


includes the improvement of Early Warning Systems directly in one of its
seven global targets, that is to “substantially increase the availability of and
access to multi-hazard early warning systems and disaster risk information
and assessments to people by 2030”;

WHEREAS, the establishment of Early Warning System effectively


contributes to local disaster preparedness and timely response capacity of
the Province and its component municipalities to make informed decisions
where and when needed.

NOW THEREFORE, I, ROGELIO D. PACQUIAO, Governor of


Sarangani Province and PDRRMC Chairperson, by virtue of the power
vested on me by law, do hereby order;

Section 1. Purpose. This standard operating procedures on Early


Warning System intends to promote resilience and improve the policy and
institutional arrangement at the provincial, municipal and community
levels. Specifically, this SOP intends to:

- Become a practical guide for key players on DRRM to ensure


that most effective and efficient steps during a natural disaster
are taken and provide life-saving information and direction
when needed;
- Provide concise and convenient executive actions involved in the
dissemination of information; and
- Ensure that key actors at the provincial, municipal and
community levels are aware and informed about their respective
roles and responsibilities

Section 2. Roles and Responsibilities. The following institutions
are expected to observe and delivery the following tasks and functions:

2.1 Philippine Institute of Volcanology and Seismology (PHIVOLCS)


- responsible for the provision of alerts and/or warning messages
related to geologic hazards such as volcanic eruption,
earthquake/ground shaking and tsunami;

2.2 Philippine Atmospheric, Geophysical, and Astronomical Services


Administration (PAGASA)
- responsible for the provision of alerts and/or warning messages
related to hydrometeorological hazards such as but not limited
to weather forecast, tropical cyclone, flood warning/advisories,
etc;

2.3 Provincial Local Government Unit (PLGU)


- disseminate received warning messages to the municipal and/or
barangay level;
- assist in the provision and installation of early warning devices
at the municipal and barangay level;
- assist in the conduct of information and education campaign on
the use and monitoring of installed early warning systems; and
- assist in the conduct of drills and simulation exercises at the
community level;

2.4 Municipal Local Government Units (MLGUs)


- validate warning messages received and derived from the early
warning devices;
- disseminate received warning messages to the barangay level;
- monitor developments and status of impending hazards based
on alerts received;
- assist in the provision and installation of early warning devices
at the barangay level;
- assist in the conduct of information and education campaign on
the use and monitoring of installed early warning systems; and
- assist in the conduct of drills and simulation exercises at the
community level;

2.5 Barangay Local Government Units (BLGUs)


- develop and adopt indigenous knowledge systems and practices,
traditional local coping mechanisms and modern technology in
monitoring and forewarning;
- facilitate dissemination of warning messages and alerts in their
respective communities; and
- order preemptive evacuation if and when necessary.

Section 3. Procedures and Protocols. To ensure the effectivity of


the early warning system, communities vulnerable to hazards must be
empowered in an appropriate manner to ensure safety of human lives and
their properties. The following four elements shall be observed and
maintained;

3.1 Data Collection and Analysis

- The Provincial and Municipal Emergency Operation
Centers must assign personnel who shall religiously
collect information from the installed early warning
devices in different areas.
- Such information collected shall be analyzed and used in
conducting Pre-Disaster Risk Assessment.
- Community participation is also significant in data
collection and analysis especially in indigenous and non-
traditional early warning system.

3.2 Monitoring and Warning Service


- Monitoring will be conducted on a 24-hour basis via the
Provincial and Municipal Emergency Operation Centers.

3.3 Information Dissemination and Communication


- Based on the data collected, alerts and warning messages
shall be disseminated to the possible affected municipality
and barangay through any of the following channels:
a. Centralized radio communication;
b. Email;
c. Text Messages/Text blasting;
d. Radio broadcast (radio station);
e. Social media platforms; and
f. Local hotlines.

3.4 Response Capability


- Regular simulation exercise and drills shall be conducted
to ensure that the community and institutions concerned
are aware on how to react should the early warning
systems installed in their respective areas are activated.

Section 4. Pre-emptive and Forced Evacuation. Based on the data


collected and analyzed on the impending threat, a Pre-Disaster
Risk Assessment shall be conducted by the Provincial Disaster Risk
Reduction and Management Council. The result of the said
assessment shall be the basis in the enforcement of pre-emptive
and forced evacuation as mandated through Provincial Ordinance
2017-9-071 to ensure the safety of the vulnerable population.

Section 5. Funding Source. Funds for the procurement and


establishment of early warning systems including the conduct of
information and education campaigns at the municipal and community level
shall be taken from the 5% Local Disaster Risk Reduction and Management
Fund of the Provincial Government of Sarangani.

Section 6. Repealing Clause. All prior issuances inconsistent


herewith are hereby modified, repealed and superseded by this Order.

Section 7. Effectivity Clause. This Order shall take effect


immediately until revoked and/or superseded by other issuances.
