“Number Understanding Makes Every Rizaleño On-Board”
PROJECT TITLE
RATIONALE:
This program is designed to improve the numeracy level of pupils who were identified
non-numerates and emergent numerates.
In the study conducted by Recentes (2019) “use of window cards among pupils with
poor Mathematics skills yielded a remarkable difference as compared to the controlled
group thus the use of this strategy is beneficial to pupils below average.
This project is expected to be beneficial and will improve the mathematical
comprehension and skills of pupil's below average level.
FOCUS PROBLEM:
There were 361 learners out of 678 pupils identified as non-numerate (intervention
level) from grades 1-3 group during the Pre-test Rapid Math Assessment, Academic Year
2023- 2024.
Additionally, from grades 4-6 level, there were 5 (N.N.) and 129 (E.N.) pupils out of
735 learners during the Pre-Test Numeracy Assessment (NUMAT) on January 10-24, 2024.
A total of 495 or 35% learners out of 1413 did not meet the standard passing scores of the
assessment tool used in the pre-test activity.
OBJECTIVE STATEMENT:
To attain 50% or 248 out of 495 learners who were identified under intervention
(grade1-3) and N.N./ E.N. (intermediate) level become numerates.
INTRODUCTION:
Relative to DepEd Order No. 14 s. 2023, also known as the Policy Guidelines on the
Implementation of the National Learning Camp, Memorandum DM-CT-2023-322,
Administration of the Rapid Mathematics Assessment (RMA) for Grades 1 to 3 at the
beginning of School Year 2023-2024, pursuant to DepEd Order No. 12, s, 2015, on Early
Language, Literacy and Numeracy (ELLN), which supports the thrust of the Department of
Education to make every child a reader and a writer at his own level, and DepEd Order No.
14, s, 2023, titled Policy Guidelines on the Implementation of the National Learning Camp,
which supports the National Mathematics Program (NMP) aimed at addressing the concern
on non-numerates in the Elementary, Junior High School and Senior High School.
The commitment of DepEd’s strategic efforts in support of the National Learning
Recovery Program (NLRP) in line with the MATATAG Agenda: Bansang Makabata, Batang
Makabansa, SDO Rizal initiated its flagship program Project N.U.M.E.R.O. that aims to
enhance the strategies and techniques of the students to easily solve mathematical
problems involving basic operations on numbers.
ACTIONS TAKEN:
ACHIEVEMENTS
• The project NUMERO was properly executed with the target of 50%
improvement on the recipient under intervention level (K.S.1) and non-
numerates & emergent numerates to become independent in terms of
Number Identification, Quantity Discrimination, Missing Number, Fundamental
Operations and Number Problems (K.S.2).
• Presented a proposal to school that demonstrated peer collaboration
appropriate to their grade level and improved efficiency on how it is going to
be implemented.
• Improved mathematical skills of pupils through supplemented learning
materials provided by the SDO tool kit and teachers crafted learning activity
sheets.

As for the K.S. 1 target of 50% reducing the recipient of learners under intervention, based on the submitted
consolidated RMA Post-Test vs. Pre-test (178 out 361) remarks with improvement which is 49% only of the targeted
goal.

On the other hand, for K.S. 2 target of 50% reducing the recipient of learners under non-numerates and, based on the
submitted consolidated NUMAT Post-Test vs. Pre-test (62 out 134) remarks with improvement which is 46% only
of the targeted goal.

NUMAT
A. Scope:
DepEd’s strategic efforts in support of the National Learning Recovery
Program (NLRP) in line with the MATATAG Agenda: Bansang Makabata, Batang
Makabansa. This project will benefit the learners perform below average level.
Through SDO Rizal's effort, the project NUMERO intends to address the
problem(s) and gaps of math learners. They have developed a program that covers
fundamental operations and other basic mathematical ideas, among other things.
In order to meet the requirements for acquiring competences in the
mathematics curriculum, it is also important to improve the strategies and
approaches used by students to readily answer mathematical problems requiring
fundamental operations on numbers.
Part of the program thoroughly assessed pupils as to whether intervention,
consolidation and enhancement for key stage 1 level and for key stage 2,
categorized as non-numerates, emergent numerates, numerates and above
numerates level.
Those learners fall under intervention, non-numerates and emergent
numerates shall have extra time dealing with mathematics through activity learning
sheets to enhance their mathematical skills.
The project is expected to improve the comprehension skills also of learners
dealing with word problems. Positive arithmetic attitudes can have a long-lasting
impact on pupils' education, job decisions, and life skills.
The project can be modified or localized to fit various objectives that needs
improvement or grade levels by changing the degree of difficulty of the exercises
and activities.
In order to keep families informed and involved in the learner’s math
performance, the project promotes community and family involvement, which can
be duplicated in other places by setting up seminars.
Sustainability:
As for this indicator, SDO Rizal implemented project NUMERO, based on the
consolidated figures submitted in the provided link by the top management which is
100% compliant.
