Welcome to the first week of the course quantity surveying practice 1 where we

introduce the topic of quantity surveying – what it is and what the role of a quantity
surveyors is in a construction project. We will also introduce the ‘bill of quantities’
which is the product of the Quatity Surveyor’s work.

The construction industry is diverse and comprises a major sector of a
country’s economy.

Its products are large and expensive, ranging from individual houses to major
infrastructure such as roads, power plants and petrochemical complexes. This
slide shows some of the major outputs of the construction industry.

The construction industry, by definition includes all types of new buildings and
civil engineering structures, as well as the maintenance, repairs and
refurbishment of existing ones.
Please note that the industry not only produces new infrastructure, but also
maintains, repairs and refurbishes the existing ones.

Before you build anything large and expensive, you want to know how much it
is going to cost.
The price of a construction product is therefore determined in advance. As
construction projects can be very expensive, the cost of the product need to be
managed during the production process using a ‘project’ environment. Due to
the importance of cost management, a separate professional called a “quantity
surveyor” is employed by the client to manage the cost of a project.

In other words, the quantity surveyor is the cost manager of a construction
project.

Time, cost and quality are the most important attributes of a project that need proper
management - referred to as the Triple Bottom Line. Cost management is carried out
by a quantity surveyor.

The role of a quantity surveyor varies at different stages of the project life cycle. As
you can see, a quantity surveyor is involved from project inception, through to its
completion, contributing in various ways to manage the cost. Quantity surveyors
establish the cost, prepare the budget, carry out tendering, control cost during design
and construction, and prepare the final accounts.

Quantity surveying originated in the UK in the 17th century. By the 19 century
buildings were still only measured and valued after they had been built. Often the
Architect was the Designer & Builder who used Master Craftsmen for each trade.
However, the reconciliation of these invoices became a problem so a “Measurer” got
involved to resolve the issue. Quantity surveying is the term used for this profession in
Commonwealth countries, but in other parts of the word it is called ‘cost engineering’.

As shown in blue, most of the commonwealth countries are still practicing quantity
surveying as a profession. In other parts of the world it is called ‘cost engineering’.

Most Commonwealth countries have their national professional bodies related to
quantity surveying.

These are the main regional and world bodies that are responsible for the quantity
surveying profession.

These are the two professional organizations relevant to Australian quantity
surveyors. As a student of UniSA you can become student members of both of

This ends our introduction to quantity surveying. There are some questions in your
learning activity to check your understanding of some of concepts we leant in this
lesson. Please answer them and check with the expert answer. The next lesson will
introduce you to CostX, a software used to prepare bill of quantities, with a brief
introduction to bill of quantities.
