5 CONSTRUCTION
5.1 Construction Procedures
1. Site Clearing, Survey and Setting Out.
 Site clearing shall be carried out as prescribed in the Drawings within the ROWS.
 Once a confirmation for construction drawing for spun pipe culvert is received, carry
out a detail ground survey, setting out and fixing control stations as required. Submit
culvert verification form to consulting engineer for approval to proceed with site
clearing and subsequently required earthwork.
 Request Consultant/Engineers to check and confirm the setting out before
excavation commences. It is necessary to confirm the invert levels of the culvert to
the design requirements prior to installation.
 Submit the culvert verification form to S.O. for approval.
2. Earthwork and Temporary Works
 Should the engineer require further treatment work; the ground shall be accordingly
treated to his instruction and satisfaction.
 All culverts will be provided with temporary diversion for traffic and construction
machinery to access to the chainage beyond the particular culvert and water flow
from and into water paths / drains located at culvert construction areas will be
maintained, or diverted where necessary. Such temporary diversion will be
constructed beyond the wingwall of the culvert so it will not affect the traffic flow or
the execution of entire culvert construction and not block the existing water paths /
drains.
3. Piling Works
 All culverts are using R.C. Square Piles and driven to firm set. Set criteria for RC pile
driving will be ascertained, prior to commencement of culvert construction works.
Execution of Piling works shall strictly follow the Method Statement of R.C. Piling
and comply the specification in the contract.
4. Culvert Bedding

 The excavated trench or slop shall be trimmed to 1(V):2(H) or to the degree of a


stable slope. The width of the trench toe shall be at least 1m offset from the culvert
edge to provide the working access during culvert construction stage.
 Bedding shall be constructed under complete dry condition

5. Cutting R.C. Piles


 The R.C. piles shall use hacking method by use of pneumatic compressed air
breaker to hack off until the required length of starter bars exposed. Hacking of RC
pile heads will be carried out with care, to prevent damage to pile body below cut off
level. The pile cut off level shall always be 75mm above the soffit of culvert base
slab.
6. Fabrication & Installation of Reinforcement Bars
 Cut reinforcement bar and bed to shape and size by mean of mechanical cutter and
bender. Place fabricated steel bars and tie according the specification and
requirement.
7. Fixing of Formworks and Construction of Base Slab
 Prepare formworks from smoothed surface plywood of sufficient thickness to meet
the specification on mainly shape, size and to include all required support to ensure
rigidity and tightness to prevent displacement or loss of cement grout/mortar
respectively during actual concreting. The formwork shall also be arranged as to be
readily dismantled without causing damage to the formed structure.
8. Laying of Pipe (Spun Pipes Culvert only)
 Pipe shall be lifted and hoist using a 25 tonnes capacity mobile crane to position.
The lifting point shall as per manufacturer recommendation.
 After installation of required number of pipes, joint survey shall be conducted
immediately to check the alignment and invert levels are in order. Any deviation
from the approved culvert verification form shall be corrected on the spot.
9. Gaps Sealing (Spun Pipes Culvert only)
 The gaps sealing in between the spun pipes shall be carried out accordingly to the
construction drawing and will be with cement motor, or Collar.
10. Placing of Concrete

 Concrete of required grade shall be placed and compacted in layers according to


specification. The concrete shall be placed in layer and proceed continuously in one
sequence of operation
11. Compacting of Concrete
 Concrete shall be compacted by mean of internal immersion type vibrator.
Compacting shall be carried out according to specification by a well-trained worker.
12. Curing of Concrete
 Exposed concrete surface, after it has set, shall be covered by damped gunny bags
for the full curing period of not less than seven days or as directed by the consulting
engineer
13. Removal of Formwork
 Removal of formwork shall be carried out once permitted by the consulting engineer
and shall be carried out in ways not detrimental to the concrete structure subject
always to consulting engineer’s discretion
14. Sequence of Work
 Under normal condition, construction shall begin from the outlet side of the culvert
and proceeding toward the inlet. All construction joints and existing concreting faces
of culverts to be jointed (for extension), will be roughened (surface chipped).
15. Concrete Haunching (Spun Pipes Culvert only)
 The haunching on either sides of the pipes (whenever applicable) and at wing walls
shall be carried out accordingly as stated in construction drawing
16. Backfilling the Culvert
 The excavated ground to accommodate the culvert construction shall only be
allowed to backfill after the culvert’s concrete achieved the required 28 days
strength. The fill material is river sand. Such filling shall be evenly filled to the both
side in layers of the culvert to prevent excessive lateral force which may cause the
movement of culvert. The light compactors will be used for compaction of backfill
close to the culvert.
17. Approach Slab
 Culvert approach slabs, will be constructed only on satisfactory completion of
backfilling of either side of the culverts. Sufficiency of compaction of backfill below
Approach slab levels has to be ascertained, prior to slab construction works.

6 SITE SAFETY & HEALTH


1. The safety regulation will be according to the PPK HSE Plan.
2. Display sufficient signage at work area.
3.All workers engaged in the job site shall wear mandatory P.P.E and provide emergency
medical facilities or kit in accordance to the HSE plan.

7 Emergency Arrangements & Information to Personnel


1. Safety officer/SSS shall be informed of the works to be performed and HIRARC of the
works to be carried out is established and approved.
2. Relevant personnel on site shall be briefed of the emergency contact details, response
and made reference to procedures in accordance to Project Emergency Response and
Preparedness Plan.
3. Pre-task briefing will be conducted by the safety personnel in charge based on the
control measures detailed in the Job Safety and Health Analysis, Appendix 2.
4. In the event of any emergencies, the work team representative is required to
immediately contact the designated safety personnel as per the Project Emergency
Response and Preparedness plan.

8 Traffic Management Plan & Control


Traffic Management Plan for emergency arrangement shall be made available at suitable
and appropriate work location.
1. Authority Liason
 Prior to the approval of the project traffic management plan, local authorities, and
JKR approval will be coordinated for seamless implementation.
2. Road Closure
 One lane, for each direction must be maintained at all times and the overall length of
any continuous road closure shall not exceed 2 km.

3. Road Safety Indicator Setup


 Temporary signage shall be placed at proper position to effectively to alert road user
that construction activity is in progress.
 Temporary barrier, warning lamps, traffic control signal shall be placed at the work
area to ensure safety of all traffic users.
 The traffic management signage, hoarding, new jerry barriers (NJB) which to be
installed at the site shall be of type approved by PDP.
4. Road Safety Indicator Maintenance
 All traffic signage, barrier, signboards shall be inspected at least twice daily, to keep
clean and legible at all time, and shall be repositioned, covered, removed or
replaced as necessary during the progress of work.

9 ENVIRONMENTAL CONTROL
9.1 Environmental Aspects & Impacts
Complying with all the particular requirements, statutory requirements and best industry
practices in order to preserve and take due care of the local existing environment. Site
Specific Environmental Management Plan for this package has been developed and
approved by the PDP and every personnel shall comply with the requirements as stated in
this Site Specific EMP.

9.2 Control Measures to be Implemented

The potential environmental impacts shall be identified by the project team for all the related
activities and control measures shall be developed concurrently based on the identified
impacts. This control measures shall be implemented by the project team as to reduce or
minimize the environmental impacts to the environment and also the local public. Proposed
control measures that are to be implemented for the respective activities are as tabulated in
the Environmental Aspect and Impacts Register as per Appendix 3.

10 QUALITY ASSURANCE & QUALITY CONTROL


10.1 Inspection and Testing

1. Implementation of QAQC works shall be in accordance to WPC’s Project Quality Plan


and relevant quality system procedures.

2. The quality of works shall comply with the requirements of Testing & Commissioning
Manual and other relevant documents as listed in section 3.1.

3. The inspection and test plan (ITP) shall be approved by RET and the ITP document
number is listed in section 3.1.

4. The ITP details for the work shall be referred in Appendix 4.

10.2 Work Inspection Request & Checklists

1. The work shall be carried out using the inspection form/checklist attached in Appendix 4
and to ensure the finishing quality of work shall be acceptable by WPC and RET and/or
PDP representative.

2. Should there is any Non-conformity of work issued, we will respond within 7 days. Root
cause shall be determined, correction of work shall be taken immediately if possible
and corrective action shall be taken accordingly within agreed date. All NCR shall be
closed within the agreed completion date.
