This is to inform you that the Sangguniang Kabataan Chairman and Councils of Barangay 192,
Zone 20 will organize a Basic orientation Program to be held on March 19, 2011 from 1:00 PM
to 8:00 PM at Singside Restaurant, Seaside Macapagal Avenue, Pasay City.

Our objectives in organizing this seminar workshop 1st is to learn our duties and functions as an
SK Officials, 2nd to learn how to be effective leader and model in our Barangay and lastly is to
learn how to plan and be organized.

We would like to take this opportunity to invite one of your staff to be our resource speaker on
the said Basic Orientation Program. The seminar will be attended by the SK Chairman and seven
( 7 ) SK Kagawads.

We would also like to request for an endorsement letter from your office to make this seminar
possible.

INTEGRATED SANGGUNIANG KABATAAN ORGANIZATIONAL, LEADERSHIP AND REORIENTATION


– BASIC ORIENTATION PROGRAM

RATIONALE

Several years have passed since the Sangguniang Kabataan was established. During this time,
the SK has accomplished on few achievement in uplifting the life of the youth, partly because of
the lack of experience and expertise to govern and guide fellow youth in the community.

The SK, being the potent youth organization nationwide, is the most viable venue for the
government to initiate a skills training and leadership program that incorporates value,
education with emphasis and patriotism, service, discipline, integrity, and unity as well as
norms and traditional values such as environmental ethics and gender parity and sensitivity.

In the aspiration to resolve these complex circumstances, as well as provide technical resource,
service and guidance to the educational, leadership and legislative needs to the present and
future batch of SK, the integrated SK Organizational, Leadership and Reorientation Program
( ISKOLAR ) was initiated by the National Youth Commission in partnership with government
and non government agencies.

Along the line, the result of October 25, 2010 Synchronized Barangay and SK Elections pave the
way to the new youth leaders and SK Officials as they assumed their positions on December 01,
2010.

Almost four (4) months after the assumption of these SK Officials, no recorded intervention for
them that took place. It is vital therefore for a capability program for them especially the
undergo ISKOLAR – BOS program for them to understand the basic principles, the provisions of
the laws as accountabilities stated under RA 7160 otherwise known as Local Government Code
of 1991 and the KK Constitution and By-Laws, thus this design.

GOAL AND OBJECTIVES

The overall goal of this training program is to orient the SK Officials on ISKOLAR-BOS for the
effective and efficient discharge of their mandated functions.

Specifically, at the end of A 1-day activity, the participating SK Officials will be able to:

• Provide the SK Officials with the skills and knowledge necessary to become effective,
responsive and efficient leaders;

• Able to formulate its Local Youth Agenda and Plan of Action; and,

• Develop SK Leader into a self-reliant, dynamic and creative community leaders and agents of
change.
COURSE CONTENT

The content of the activity shall be

Lesson I : THE PHILIPPINE LOCAL GOVERNMENT SYSTEM

• History of the Local Government in the Philippines;


• Decentralization effort;
• RA 7160;
• Devolved Basic Services to LGUS;

Lesson II : SK FUNCTIONS AND RESPONSIBILITIES

• KK: Organizations and Functions;


• The Sangguniang Kabataan;
• Duties, Functions and Responsibilities of SK;

Lesson III : LEADERSHIP AND ACCOUNTABILITIES OF THE SK

• Rationale of RA 6713;
• Accountabilities of Public Officials and Employees;
• Penalties under RA 6713;
• Decided cases under RA 6713;
• Effective Leader and Leadership

Lesson IV : PLANNING AND BUDGETING

• Importance of planning;
• Steps in planning;

METHODOLOGY

Methodologies for this training program will be eclectic that includes lecturette, workshops,
case studies, brain storming, controlled discussions, role playing, simulations and
demonstrations.

VENUE, DATE AND PARTICIPANTS

The activity will be conducted on March 19, 2011 from 1: 00 PM to 8:00 PM at Singside
Restaurant, Seaside, Macapagal, Pasay City and shall be participated by SK Officials.

INSTITUTIONAL ARRANGEMENT

DILG-PASAY TEAM

• Manage the conduct of activity all throughout as planned;


• Provide competent Resource Persons, Coaches and Facilitator to handle the smooth conduct
of the activity ; and,
• Provide all other functions that may required by the training management.

SANGGUNIANG KABATAAN OFFICIALS

• Process the funding requirements for conduct of the activity;


• Attend and actively participate during the activity; and,
• Extend all other necessary support to effectively realize the objectives of the activity.
BUGETARY REQUIREMENTS

Funding for the conduct of the activity will be charge to the 10% of the SK allocations to defray
the following expenditures, to wit;

Venue P 2,000.00
Food and Drinks 3,500.00
Transportation 500.00
T-shirts 2,000.00
Honoraria 1,500.00
Contingency Fund (5%) 500.00
TOTAL P 10,000.00
