 'thank all stakeholders for making the first year of TSC's
working a great success. TSC has made a significant stride in
facilitating the training of textiles and handlooms workforce.
As of today, 371 textile mills and 70 hand loom clusters were brought
under TSC's purview to impart training as per National Occupational
Standards (NOS) developed by TSC. I understand some of the mills
having participated in PMKVY pilot-phase have started deriving
benefits, such as, enhanced labour productivity and quality, by
adopting the NOS wise training. It will be interesting to wait for about a
yearorsoforthewhole industry to realise these benefits.

During the year, almost 38 thousand workers have undergone NOS

wise training and their training cost to the tune of about ~ 38 crores is
being reimbursed by PMKVYand other schemes such as NBCFDC.

It gives me great pleasure to present to you TSC Annual Performance

Report for year 2015-16 highlighting it's working in the first year of its
establishment. I eagerly wait for your suggestions and feedback to
further improve upon the TSC's performance in years to come.

Information for Stakeholders

Affiliated 441 training partners. Out of these 371 are from organized mill
sectors and 70 from unorganized sector. To enhance spread of training over
number of job roles, qualification packs were developed for 59 job roles of mill
sector and 8 job roles of hand loom sector.

42 Workshops organized across India and including North-East.

Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 34,911 trainees were
trained. Out of these, 31,026 trainees were given training in organized mill
sector while 3,885 trainees were trained in hand loom sector.

National Backward Class Finance and Development Corporation (NBCFDC)

funded ~ 3 Crore to train 3,000 trainees from the backward class.

Under RPL (PMKVY) training was imparted to 5,424 trainees which includes
2,283 from mill sector and 3,141 from hand loom sector.

Total of 18,206 trainees were certified and certificates issued to 16,895

trainees. For the rest the certification is under progress.

Under PMKVY, for the 24,245 successfully passed candidates, Gol is

reimbursing Training Providers ~ 10,000 per candidate. Reimbursement has
been done to 13,971 candidates to the tune of ~ 13.9 Crore and for the rest it is
under progress.

664 trainers trained under the Training of Trainer (ToT) program.

14Assessing bodies brought on roll with TSCwith a pool of 105 assessors.

Looking Ahead
TSC to develop Qualification Packs for 50 new job roles in the FY 16-17 and
facilitate in impartingtrainingto 1.5 lactrainees.

Prime function of the C3A committee is to ensure that the quality of training provided by
the training providers (textile mills) is of high standard. To meet out the requirement, TSC
has prepared following two protocols as per the NSDCguidelines.
NIT A
\e.-1 First protocol specifies the minimum infrastructure required in a training centre.
\e.-1 Second protocol specifies the criteria to select Assessing Agencies (AA) to assess
the trainees post completion of their training. These AAs will also periodically audit

Committee for Quality Assurance (CQA)
The objectives of CQA are the following:
\el To ensure that the quality of training meets the needs, such as skill requirement for
current and upcoming technologies, of the prevailing industry.
\el To examine the National Occupational Standards (NOS) and Qualification Packs (QP)
developed by the consultants for the job roles of all segments of textile
manufacturing.
\el To identify minimum 30 employers (large, medium and small employers) to endorse
the NOS and QPs and forward them to NSDC for adoption as National Occupational
Standards for textile sector.

Accredit as Assessment Agency

Assessment is one of the most important activities of the skills value chain. A strong
and stringent assessment framework will help establish credibility of the organization.
Assessments are based on the relevant and approved Qualification Pack for each job
role.
Training Partner (TP) will not be an Assessment Agency (AA) to safeguard against
"conflict of interest". The AA (s) providing assessment to a standard, i.e. National
Occupational Standard (NOS), should have the required competence and impartiality.

Process of Accredition

Stage 1- Application Stage
