A Development Plan is a strategic document used by
governments, municipalities, or planning authorities to guide and control the growth and development of urban or rural areas. It outlines policies and proposals for the optimal use of land, infrastructure, housing, transport, and public services. The aim is to promote balanced, sustainable, and orderly development that improves the quality of life for citizens while protecting the environment.
Types of Development Plans in Hierarchical Order
1. Regional Plan: This covers a large geographic area, often across multiple cities or districts. It coordinates development efforts for resources, infrastructure, and land use across the entire region. 2. Master Plan (or Comprehensive Plan): A long-term plan for the development of a city or town, focusing on land use, zoning, transportation, public utilities, housing, and public spaces. 3. Zonal Plan: A more detailed plan focusing on specific zones within the city, like residential, commercial, industrial, or mixed-use areas. It specifies land-use regulations and infrastructure needs for each zone. 4. Local Area Plan: This addresses the development needs and regulations for smaller, specific neighborhoods or districts within a city. It focuses on detailed design, street layouts, parks, and community facilities. 5. Sector Plan: These plans focus on individual sectors such as housing, transportation, education, or healthcare, outlining specific policies and infrastructure needs within a city or region. 6. Site Plan: The most detailed level of planning, focusing on individual development projects or plots. It covers the layout of buildings, roads, landscaping, utilities, and parking for specific sites.
