CHAPTER ONE

1. INTRODUCTION
1.1. Background of the study
Land hold can be defined as the relationship among people, as individuals and groups, with
respect to land and other natural resources. Rules of land hold define how property rights to land
are to be allocated within societies. In simple terms, land holding systems determine who can use
what resources for how long, and under what conditions. There are four types of land holding
such as private (land possessed by one land holder), communal (holding of land by two or more
persons in common), state (property rights are assigned to some authority in the public sector)
and open or public access (land Which is out of the ownership of the government or private
holding and used by the local people)(FAO, 2007).

The land hold management system has numerous roles in Durame City for achieving excellent
People services related to land. Some of the services are protecting the land of peoples, providing
holding book for each land holders, and proving best service related to land. Among these
services, holding is one types of service that needed most by the peoples, so that the project
concern on land-holding service. It covers all parts of the process and procedure including
providing registration of land hold book for new land users who take from the family or from the
government. Durame City now a day web based system becomes an essential part governmental
and non-governmental organization. It plays major role to perform different activities and
making decisions while carrying out their responsibilities at any level. It also plays vital role in
different area of the world. However, the effectiveness is measured based on its accessibility,
relevance being up-to-date current, reliable and time lines of the information. In addition,
technology also arises on how to organize information and distribute to carry out people’s daily
activities and to spiritualize people to become technology leader(Deninger, 2003).
Today most Ethiopian cities lack a comprehensive and well-organized land administration
system. The paper files containing the documents of land parcels are poorly organized in the city
archives. In some cases, even the basic documents as those showing the rights on the land
property are not in a position to administer urban land.

1.2. Statement of the Problem
The current system in Durame City land administration office uses manual system in order to
manage land holders.so the currents system has many problems including lack of security of
data, time consuming and requires more cost, consumes large volume of paper work, requires
More number of employees, loss of data, data duplication and requires large storage space.
Now a days, Web based system plays a vital role for managing and administer organizational and
personal information efficiently. So as, the land holding profile management system is one of the
people’s services that needs to have a computerize system in order to organize the data.
For conducting the project the identified limitations or factors of the existing systems are the
unavailability of file and misplacement (regarding places) creates difficulty in searching, loss of
land holding files during manual file transferring in different location. It requires more labor to
manage the data content in every area of the process, physical damage of File , moisture and
other cause, low accuracy, large storage space and time consumption for searching and
retrieving land holders when recorded manually.
Therefore, the goal of the project is developing Web based land holder Administration system to
overcome/manage the limitations of the current manual system.

1.2.1. Project question


The following questions need to be considered the system.

 Does the system secure?


 Does the system efficient and effective?
 Is the system user friendly?
 Is the system match with current condition of the organization?

1.3.1. General Objective


The general objective of the project is to develop Web based land holders profile archival
management system for Durame City land administration office.

1.3.2. Specific Objective


In order to achieve the above general objective of the project we will have the following specific
objectives:

 To study the existing system and find out the problem.


 To analyze and design the Collecting and gathering data.
 To develop interactive and dynamic user interface.
 To develop a system that can keep land holder records.
 To implementing the system.
 To testing the system.

1.5. Scope of the Study

1.5.1. In Scope
The system will be applicable for land holder in Durame City . This system performs create
accounts, insert detail information, delete detail information, update detail information, change
password, register landholder and import and export report in excel form.

2.5. Development Approach


There are different types of models some are waterfall, iterative, agile and Spiral. From these
models iterative method will be used. We choose iterative approach because which have the
following benefits:-

 Iterative model is the simplest model of system development.


 To get quick end user feedback &make enhanced system.
 Easily identify missing functionalities.

2.6. Development Tool


An act of identify something precise requirement. Description of the design and materials uses to
make something. So know we use hard ware and software materials.

2.2 Data collection method


This involves gathering facts about the existing system. The purpose of collecting data is to
identify the existing system, to develop new system, and the requirement analysis for the
proposed system. There are many fact-gathering techniques that can use in gathering the
information such as interview, observation, Document analysis.
The following methods are used collect data for conducting the project:

2.2.1. Primary source

Interview
This method was engaged so as to get detailed understanding of the system and clearer insight to
the system and policies were also gathered. The team conducts face-to-face interviewing with the
managers of the organization. DURAME City land Administration office manager were
interviewed to fully understand about the existing system. also an interview guide with open
ended questions will be prepared and directed to the respondents so as to enable those gives their
views freely, by using this method the project team collects a data about the background of the
organization for instance, place of the organization, the name of the organization, number of
employees and activities of the organization are main points of the interviewer.

Observation

The project team observes all the problems by going to the place physically.

2.2.2. Secondary source
Document analysis
Manually gathered files will be analyzed for collecting and specifying user requirements. The
analysis of information available from published literatures on the Internet will be more
appropriate to gather user requirements.

2.3. System Analysis


System analysis focuses on specifying for what the system. It allows the individuals to see the
logical elements (what the system should do) apart from the physical components it uses
(computers, terminals and storage system).

2.7. Implementation

After the end of the system design we will use Phased Adoption: means that the adoption will
happen in several phases, so after each phase the system is a little closer to be fully adopted by
the organization. The proposed system will be implement using different software applications,
hardware applications and different languages. The new system will be implement using
different languages example:
PHP: is a general-purpose server-side scripting language originally design for web development
to produce dynamic web pages. It saves in XAMPP. PHP code is embedded into the HTML
source document and interpreted by a web server with a PHP processor module, which generates
the web page document. It also has evolved to include a command-line interface capability and
can be used in standalone graphical applications. PHP is a server-side scripting language.
CSS: this language used for describing the presentation of Web pages, including colors, layout,
and fonts. It is also a highly effective HTML tool that provides easy control over layout and
presentation of website pages by separating content from design.
MYSQL: is currently the world’s most popular and widely used open source database
technology and data storage system.

The outcome of the project will Used for land administration office and workers to solve the
major problem that occur in registering new land hold information, searching the individual land
user information easily, updating the holding profile of the land users in short time.
This project provides many services to Durame City land administration. Such as:
 It can save time and reduce work overload of the workers
 The system can provide easy of storing, processing and organizing, and administer huge
amount of land holding data of peoples.
 It can reduce many errors, large storage space, money expense, time consumption and
related resource requirements to the organization
 It can make the holding data more accessible and manageable
 It gives security on the data inputting, data storing, data processing and data result.

1.4.2. Beneficiaries of the Project

The project will be very important for land holder, employees,manager,Durames Land
administration office and our country is also the most beneficiary.

work of all employees including managers by providing access to all information of land holding
easily to perform activities.
Land holder: the land holder’s full information recorded exactly. Any land holder will be Get
accurate, secured and fast service of their holding right. So that the proposed system can save the
time, cost and energy of land holders by providing full access in short time
Manager: The new system facilitates for the land hold Administration work. The system
provides and stores correct, accurate data and information. It gets free of time consuming and
errors and registers of land or land holder’s related activities. It provides an easy-to-use and
timely delivery of information.

consumption cost, it can reduce human labor, and the office can be more manageable.

1.6. Feasibility of the study


A feasibility study evaluates the project potential for success. The feasibility of the Web based
system is for Land Administration usage to improve the quality of data storing, saving of cost,
reduce time consumption and user friendly, easy and simple for use. The project determines the
best solution for the existing manual system and the proposed system is reliable.

1.6.1. Technical Feasibility


The system will be technically feasible; the existing system requires human power and detailed
understanding of paper-based work and this is not easy to perform any land-holder profile.
However, the new system is very easily understandable by the workers in land Administration
office because of graphical interface is friendly and easy to use by beginner and senior
employees as well as the Manager can manage, register, update, delete and search the land-
holder profile in easy way.

1.6.2. Economic Feasibility
The system will be develop economically feasible and the benefit. The reduction of cost for
materials used in manual operation becomes beneficiary to the organization. Generally the
system we will develop for organization brought a number of Tangible and intangible benefits.
Tangible benefits: -

 Reduction of space needed to record data
Intangible benefit:-
 Error reduction
 Increase security
 Increase speed

1.6.3. Operational Feasibility


The system to develop will provide accurate, active, secure service and decreases labor of
workers and also it is not limited to particular groups or body. The system will easily operational,
as it doesn’t affect the existing organizational structure.

1.6.4. Political Feasibility


The system will doesn’t interfere to any national or international laws.

1.7. Definition terms


Land: is the solid surface of Earth that is not permanently covered by water.
Landholder/landowner: is a holder of the land with considerable rights of ownership
System: Is a combination of related parts.

All the members expect that the project will be completed within the time frame stated, so that the
system will be feasible regarding schedule.

CHAPTER TWO

SYSTEM DESIGN

It is an integrated system that enables the efficient collection, storage, retrieval,


analysis, and dissemination of land information. A typical LIMS system includes various
modules such as land registration, land valuation, land use planning, and land dispute
resolution

2.1 Introduction
Desertification and land degradation threaten global food security and deplete our means of
livelihood. Stakeholders must therefore implement land use strategies that prioritise the sustainable
use and management of land resources. This course examines the principles of land use planning
and management. We study the Ethiopia’s laws governing land transactions and provide the best
practices for soil, weed, land degradation and irrigation management.

2.3.1. Existing system


The processes of land Administration include the transfer of rights in land from one party to
another through sale, gift and inheritance (bequeath). The organization uses land registration
book or manuscript in order to register the holders land, update when the holder the land in the
form of bequeath to his/ her children, donation or transfer the holders land in the form of rent to
other land users. land holders it is too difficult and time consumer and also if they want to do any
work for one’s land holder such as update, search, delete the land holder profile when death, or
other specific work. Generally they use manual system in order to manage land related works.
The currents system has problems including lack of security of data, time consuming and
requires more cost, consumes large volume of paper work, manual work, requires more number
of employees, loss of data, data duplication and requires large storage space.

2.3.2. Proposed System
The proposed system will be user-friendly, easy, fast and secured database in order to store all
information of every land holders. The proposed system will perform every activity using web
based in order to provide fast, efficient and effective services to the users and it saves the cost,
time, and human labor of the office and the users. It will search, update, delete and land holder’s
information using unique identifier (i.e. land book number) and it will register new information
that contains land holder’s details. The proposed system has the following advantages including
ensure data accuracy, security of data, manager controls the entire system, greater efficiency,
user friendly and interactive and minimum time required.

2.3.3. Requirement Specifications


User requirements are statements, in a natural language plus diagrams, of what services the
system is expected to provide to system users and the constraints under which it must operate.
That describes user goals or tasks that the users must be able to perform with the system. User
requirements therefore describe what the user will be able to do with the system.

2.3.3.1. Functional requirement


A requirement specifies a function that a system or component must be able to perform.
Functional requirements specify specific functions a system can do specific actions. The
proposed system can perform the following functions or activities dynamically:

 It can record new information


 It can store information in secured database
 It can modify when information is change
 It can create and update employee account
 It can search and retrieved land holders information
 It can import and export information to database and from database

Security: The system will provide high level of security by blocking an authorizing user to view
secure system page.
Performance: The system shall minimize errors and should display clear error message that
guides users.

Usability: The end user shall be able to access any page fast according to the internet
Connection speed.
Correctness: The results of the functions should be correct and accurate.
Flexibility: The operation shall be flexible and reports shall be presented in different ways.
Portability: The software shall work properly in any browsers.
Reliability: The performance of the software shall be better which will increase the reliability of
the Service.

2 .4. System of Design


The team to develop the proposed system, you will be use Object oriented approach. In Object
oriented methodology, the team uses a language called Unified Modeling Language to design the
new system. The most common diagrams will have used for system development using UML
are: - Activity diagram, Class Diagram, User interface design, use case diagram, State diagram and
sequence diagram will Representing the working principle of the new system.
Activity diagram: is used to model process, steps and activity in the system.
Class diagram: Diagrams are used to represent the structure of the system in terms of objects, their notes
and nature of relationship between classes.
User interface design: user interface helps the team to model the major UI elements like screens, reports
and minor UI elements such as, input fields and lists.
Use case diagram: use case is a sequence of action that provides a measurable value to an actor another
way to look at it is that a use case describes a way to which a real world to interacts with the system
State diagram : State chart diagram describes sequence of states that an object or a system goes
through, the events that cause the action of a state, the transition from one state to the other and
the actions
Sequence diagram: It represents the chronology of the passing of messages between system objects and
actors.

Testing is the practice of making objective judgments regarding the extent to which the
system meets

success or fails to meet stated objectives. The project should be testing by using unit testing,
User acceptance testing, integration testing and system testing.

Unit testing: the system will testing line by line of each for such as registration form, login
form, account creation form and information modification form in order to perform specific of
the land holders and the system will be testing to retrieve accurate information by entering the
correct input.

Integration testing: the system will testing whether the user interface is integrating with
database to perform activities such as storing information when registration form clicks register
button, deleting information from the database when the user clicks delete button from delete
form and modifying information that are storing in the database when the user clicks update
button of updating form.
System testing: the whole system will test whether it can perform functions such as registering
of information, generating information, modifying information, and deleting information from
the database.

User acceptance testing: The system will be review/evaluate by the system users. The users
evaluate the system by checking the functionality of the whole system whether the system
performs all activities of the land holders or not.
