Inspection Procedure

1 Scope
This Procedure/philosophy defines the minimum inspection requirements to be used
on this Project, and shall be used as a guide to Contractor.

2 Policy
Project policy with regards to Engineering &Procurement and construction
Inspection philosophy is as follows:
 Contractor shall ensure that all equipment complies fully with project
specifications, standards, International codes and standards and especially all
relevant Chinese Standards and regulations.
 Contractor is fully responsible for the quality of all purchased equipment, and the
undertaking of required inspections at vendors works. Inspection carried out by
the Owner shall not relieve Contractor’s contractual obligations.
 Contractor shall submit contract specific inspection procedures for review by
Owner.
Contractor for all major inspection point during construction and installation time ( according to
the design philosophy ), will provide QC forms and the major task will be handed over to owner
with presence of owner representative, and it depends of owner requirement.( this part will be
detailed in QA/QC Plan and Management Regulation for Orderly Construction on Work Site)

3 Related Codes and Standards


Contractor will arrange inspection on the basis of experience and the
recommendations given in the following procedure:
 Criticality Rating Procedure
 Positive Material Identification(PMI)

4 Inspection
4.1 Inspection Co-ordination
Monthly Project Inspection Co-ordination meetings shall be held between Contractor,
vendors and the owner QC Team. The most economic and expeditious method must
be used to facilitate these meetings.
Contractor shall provide the Owner QC Team with electronic copies of all inspection
reports for high criticality items being produced in their area, within 2 days after
inspection. Inspection reports must clearly define all activities carried out, and include
brief details of fabrication and documentation status and detailed inspection status.
Contractor and vendors must provide a list of all critical items complete with vendors
responsible for fabrication or manufacturing these items.
Contractor will advise Owner QC Team and its Project Engineer of any significant

quality/vendor schedule problems associated with any order within the same working
day they arise, so that corrective actions can be implemented as required to mitigate
risk.

4.2 Assigned Inspectors


Contractor will maintain continuity of Inspectors as far as is practicable but for
reasons of location and general cost effectiveness the interchanging of personnel
may be implemented where necessary. Where there is a requirement to interchange
personnel, adequate briefing / handover shall be given to ensure there is no risk to
item quality or project.
Inspector’s C.V.’s will be submitted for review to owner’s Inspection Co-ordinator for
approval.

4.3 Inspection at Vendors


To eliminate the need for disassembly at site, some critical items will be given a
pre-service inspection at the Vendors premises, prior to final assembly and hydro test.
At the time of this pre-service inspection, where specified, physical measurements
shall be taken as the base data for in service corrosion monitoring.
Inspections will be carried out by experienced and qualified inspection engineers.

4.4 Pre-Production Meetings


Pre-Production meetings shall be held at main vendor’s works for all high criticality
items and large volume purchase orders. The Pre-production meeting shall be
attended by Contractor assigned Inspection personnel and an owner’sInspection
engineer. A relevant Contractor/Owner Discipline Engineer and Technical
Inspection Professor shall attend as required.

4.5 Third Party Inspection


It shall be the responsibility of Contractor to fully comply with all relevant standards
and codes, specifically Chinese Standards and regulations for the importation of
fabricated pressure equipment and piping. Third party inspection requirements of
these standards and codes shall be mandatory and clearly defined in the purchase
order.

4.6 Special Requirements


Items purchased by Owner shall be inspected by the Owner itself.
Contractor shall identify the equipment and piping that require Positive Material
Identification (PMI).
DCS/ESD and special analyzer equipment shall be inspected by the nominated

representatives from Owner and the Contractor in accordance with the specific
project Instrumentation and Control philosophy. The necessary stage inspections/
tests should be agreed at an early stage and entered into the Vendor’s Quality Plan.

5 Quality Plans
Stage inspection requirements shall be shown on the Vendor’s Quality Plan.
Contractor is responsible for circulating Quality Plans to the relevant disciplines and
feeding back comments to the Vendor. Contractor’s Project Inspection Co-ordinator
shall ensure that the Owner Team review all Quality Plans to comment and mark up
as required. On items of high criticality of, there maybe a requirement to review
Sub-vendor’s Quality plan
