ABSTRACT
Management information system plays important to run the organization activities and to fast
communicated with the internal and external employees or other of support to develop solve
obstacle of the activities.

Little researcher existed that examines these management information system (MIS) in
developing countries, especially in Ethiopia telecommunication. The purposes of the study was to
assess the positive and negative in Ethiopia telecommunication application of management
information system inefficient flow of information or reports are the main typical problems, lack
property, update technology was not available and technical failures of the system for the above
problem is the main cause of the of the problem in Axum telecommunication office.

The study was employed through descriptive design in which census method was used.

The data was analyzed using descriptive data analyzing method and presented through table and
percentage. The researcher would try to generate conclusion and recommendation for the
problems identified.

CHAPTER ONE

1. INTRODUCTION

1. Background of the study

Management information system begin were computer science ends .Computer scientist’s
deserve sign for developing and delivery over more advanced forms of technology, hard ware
technology, software technology, groupware ,internet and net work technology. Yet because no
technology implements itself, there is more to management information system than just
information technology (WELDYL Carrie and BOB Claire 1998).Similarly most scholars might agree
that we are by now. On our way through the transition from at industrial economy to an
information economy (BOBCannier1998) consequently in today. Dynamic and turbulent business
environment the significance and role of management information system is paid a great
attention. Management information systems are computer system designed to aid the executives
who run business, government agencies, and another organization. Business has long relied, on
computers to handle basic book keeping job. But, management information systems actually help
managers make complex’s business decisions (John Kotter1999).

The establishment of management information system involutes, the preparation of specific

programs (set of instruction) for the computers. In most case, computer specialists develop
program from information provided by managers.

Management information system may be used to handle programmable or non-programmable

decisions

Programmable decisions are simple decisions that a computer can make by itself using the data it
receives. For example, a management information system can determine how often to order
supplies by processing information about rates of use and storage costs.

Non-programmable decisions are more complex decisions that require on interface (exchange of
information) between human managers and the computer systems. For example a manager’s
decision to raise prices may high on the computers analysis of how rising costs will affect sales
(encyclopedia world book 1994 page 131).

Basically, management information system was focuses on operational efficiency. This

business in customer satisfaction, less quality of work and other functional areas are
supported by management information system .And linked through a common data base. And
MIS provides standard reports generated from the transaction processing system. (Ralph
M.stair and George-W.Raybolds1998).

6|Page
The application and role of MIS through organizational functional units is exemplified by
comparing different biological system function in our body and the integrated works or
activities accomplished by departments in the organization that both do the pursuit of similar
objectives.

1.2 statement of the problem

Management information system plays a major role facilitating and supporting managerial
activities and achieving organizational efficiency. In our country Ethiopia the usage of information
still has not get consideration and also there is lack of awareness in using it

(Ralph M.stair and George-W.Raybolds1998).So inadequacy of the above activities creates its own
influence on the organization flow of information.

Inefficient flow of reports from each station or area to MIS department

Less skilled man power create a problem for facilitates of the system.

In semantic difficulties of transfers of information Communication of each employee through

using MIS influence of employee’s task on the sequential flow of the information. Less application
MIS in the organization result in several problems that is and adverse effect on the organization
daily, long run and operation of each activity.

Finally the researcher was tried to answer the following

1.3 Basic research questions:

1. What are the major reasons for inefficient flow of reports from each station kind to MIS
operation?

2. What are the factors which affect MIS regarding daily as well as long operation?

3. How to solve the problem of skilled man power within the organization to facilitate the system?

1.4 Objective of the Study

1.4.1 General objective
The general objective of the research to assessing application of management information system
in Ethiopia telecommunication northern Ethiopia office in Axum town and problems the
encountered while using this system.

1.4.2 Specific objective

1. To describe the reasons for inefficient management information system

2. To identify key factor affecting the implementation of management information system

3. To provide possible recommend which was believed that strengthen the organizational efficiency
based on the research finding.

1.5 Scope of the study
This study was conduct in the town of Axum in service rendering Ethiopia telecommunication.
Regarding to the scope of the study, the main aims of its assessing the application of management
information system in the mentioned organization.

1.6. Significance of the study

1The study has been expected to provide base line information concerning the problem faced by
Ethiopia telecommunication corporation northern region office flow of information.

Despite the fact that attainment of the goal of this corporation require well constructed and
maintained, managing related and another relevant information which may help the managers to
achieve the task effectively and efficiently.

It has been used as a starting point for further study on the same topics in the organization

This study was forward suggestions to make corrections up on management information system
for the future.

1.7. Limitation of the study

1. The limitations was the respondents not willing to fill the questionnaires

2. Shortage of document secondary data about telecommunication

2.1. Information and information system

2.1.1. Information
Information is the foundation of managerial control .any control system requires communication of
the right information at the right time and among the right people if it is to function effectively
people must know what is expected of them interims of task performance. Managers and other
decision makers must have useful information regarding performance results if they are to make
plans .provide support and take other appropriate actions. Although the setting and applications
differ widely, new managers are exploring new ways of using information and technology to help
workers meet high performance standards. (R-schermehorn, jr1996, p, 121).

Information results from processing data through information technologies. The result must have
value and be useful to decision makers have where in an organization “to have value information
must be linked to the information. Only then does it become a source of knowledge and the basis of
the organizational learning”.(Bartlett and Goshen 1995).to be useful ,information must have view
and be understandable relevant complete concise timely and cost effective.

2.1.2. Characteristics of useful information

Understandable information: is in suitable correct from and uses appropriate terms and symbols
that received will known and interpret properly.

Reliable information: is accurate consistent with fact actual and verifiable.

The source of information and the people who gather and process it must be trust worth. Reliable
information will be as free from filtering and rephrasing as possible.

Relevant information: pertains to manager’s area of responsibility and is essential for managers to
have. Information about maintenance cost of the company’s truck for example, is needed by only a
few managers. Irrelevant information can be wastes a manager’s time.

Complete information: contains all the facts that managers need to make decision and solve the
problem.

Concise information: omits material that is extraneous. Just enough no more, no less is received by
those in need. Giving managers a 200-page computer print out to wade through waste their time.

9|Page
Timely information: comes to managers when they need it premature information can become
obsolete or be forgotten by the time it is actually needed. Information arrives after the time of need
is like wise use less. Timeliness is one of way so many managers rally on computers; they help
managers to monitor events so they happen and obtain the real time information and instant
feedback necessary for spotting trends, and reacting promptly to circumstances and events.

Cost: effective information is gathered, processed and disseminated out reasonable cost (plunked
and atnerp.585 6th edition management).

2.2. Information system

As information system exists to serve all employees and depends on each to function properly. All
employees must have input to their organizations. Is and able to effectively access and use it, out
puts. A management information system (MIS) is a sub system with an organization is designed to
serve the specific information needs of all decision makers-managers as well as empowered
individuals and teams. It is a formal collection of process that provides managers with the quality
of information need to make decision, solve problem. Implement change and create effective and
efficient working environments. Information provide to managers through their MIS help them to
plan, organize, staff, load and control operation and properly use their resource (plunkett and
antter, 1996, p, .588)

2.2.1 Component of information system

Massage: the information exchange between the users and the information system is accomplished
by means of message.

Information base state: the contents the information bases at a certain moment.

Information base state transition: a change in content of the information base.

Grammar: the description of all roles which prescribe which information base state and
Information base state transition may occur and the meaning f the data stored on the information
base.

Information process: the active comment of an information system which interprets and exudes
the question and request of the users and addresses question and answers the users.

10 | P a g e
2.2.2 Elements of information system
Computer hard ware: computer hard ware referees to computer system and after associated
equipment and including the communication links that a modern IT instauration may need.

Software: putting it simply sets of inter-related computer programs are collectively. A program is
a set of instruction which enable particular process to be performed by a computer. Software is a
life line of the ict infrastructure and it makes the computer hard ware function.

Procedures: formal operating procedure is physically components bee house they exist in a
physical form such as manual or instruction booklet. The procedure plays an important role in the
smooth and effective utilization of information resources.

Human resources: the effectiveness of an IT infrastructure is a function of the type of it person

available to it. In fact bats of computer hard ware software and data may be spoiled and may
house havoc if the humans resources are not competent honest reliable. Qualities like
competence honesty and reliability a critical to any work environment.

Information system (IS): at departmental level support the traditional function area of the firms.
The major functional information system is accounting, finances, manufacturing, marketing and
human resources management information system (turbon 1999. P.88).

2.2.3 TYPES OF INFORMATION SYSTEM

Transition processing information (TPI): transition information system is used to handle routine
and recurring business matters. Computers were first used for data processing to replaces manual
clerical function in the finance area. Most organization uses transaction processing system to
recorded accounting transactions. Most large retail organizations use scanners to record
marketing sales transaction at the checkout counter.

Management information system (MIS): MIS transform data in the information managers need
from the data base to do their work. Manager’s work usually consists of running their units?
Deportments and the information is commonly used for making routine / programmed) decision.
Executive information system (EIS) is a form of MIS used by top level managers. The executive
information system place greater emphasizes on integrating external data and information within
eternal information in the critical success factor.

Decision support system (DSS):use a manager’s in sights in an interactive computer- based

process to assist in making non routine (non programmed) decision. They use decision rules
decision models and comprehensive data base decision support system have been used for more
than 20 years and their role and benefits are widely recognized around the world decision support
system are more flexible than MIS.

11 | P a g e
2.3 Management information system
When information system focuses on providing information and supported for effective decision
making by manager’s called management information system. The concept of MIS organized in the
1960 and become the by word and (for buzz word) of all most all attempts to related computer
technology and system theories of data processing in the organization (Robert sculeteis 1975).

Management information and support for effective managerial decision making like operation
information system these systems are comprised of software hard ware and human resources
(Richard I. Draft 1997. p 688). The sound integration of the above three components of firm
management information system such as personal information system marketing information
system such as personal information system marketing information system magnetizing
information system and finance information system brings the entire enhancement of each firms
daily activity and performance in an industry. Similarly both ( Anderson 1992 and walshom 1993).

2.3.1 Types of management information system

Information reporting system (IRS) are the most common form of MIS, they provide managerial
end users with information products that support much of their day-to-day decision making needs.
Information reporting system provides a variety of reports and displays to management. The
content of these information products are specified in advance by manager’s so that they contain
information that manager’s need, information reporting system retrieve information about internal
operation from data bases that have have been updated by transaction processing system. They also
obtain data about the business environment from external sours.

The goal of computer – based executive information system is to provide top management with
immediate and easy access to selective information about key factors that are critical to
accomplishing firm strategic objectives. There for EIS are easy to operate and understand. Graphics
displays are used extensively and emendate access to internal and external data base is providing.
EIS provide information about the current status and projected trends for key factors selected by
top executive. EIS have become so popular in recent years that their use is spreading in to the
ranks of middle management (A O’Brien, 1993 pp. 41-43).

2.3.2 The relationship of management information system and

operation information system to business operation and
management
Management information system supported the decision making needs of strategic management,
tactical management, and supervisory management.

Operation information system (OIS) support the information processing requirements of the day-
to- day operation of business as well as same lower level operational management function.

Providing information and support for management decision making by all level of management
(from top executive to middle managers to supervisors) is complex task.

CHAPTER THREE

3. RESEARCH METHODOLOGY

3.1. Research design

This study used a descriptive type of research design, because it is a fact finding study with
adequate and accurate interpretation of status of a given phenomenon, toward the assessment of
management information system application of the telecommunication in Axum town.

3.2 data source

When we see the feature of the data source to the present study it looks like as follows.

Primary data: - for the successful accomplishment of one study firsthand information is vital. To
do so, the researcher obtained the primary data for this study from managers, sub ordinate, and
MIS department employees.

To obtain this primary source information interview and self-report questionnaires were used.
Based on the construction to items questionnaires was distributed for all the participants of the
study. But the unstructured interviews have been used for managers and MIS department
employees.

Secondary data source:-In order to obtain future or additional information about MIS application
in the organization, secondary data source have been used. These type of data help to support
the genuinely and factuality of the primary data source also, these source of information .

3.3 Method of data collection

In these research methods of data gathering interview and questionnaires were used. When we see
the construction and types of questionnaires there were provided 18 items totally which consist of
12 closed ended questions and open ended items.

All items were prepared based on the research questions that stated in first chapter. The other
instrument that applied for this research was unstructured interview. In order to obtain additional
and reliable information from MIS department employees and managers interview was use.

3.2. Sampling method and sampling procedure

Since the problems revolve around application of MIS the participants of the study expected to be
MIS department workers, managers and its subordinates in the North regional office. North
regional office of Ethiopian telecommunication that obtained in Axum town functioned by 20
workers includes 15 men’s and 5 females. As it shall be explains, the major focus of the
participants of the study was been managers, MIS department workers and their subordinates. To
find more rich and relevant information about the application of MIS in the organization

13 | P a g e
purposely all managers and MIS department workers taken to the study. Although purposively
sampling technique tends to be researches bias, it was appropriate and continent for such like
assessment.

Finally, to select participants from subordinates, cuscus techniques were applied. Among the total
15 subordinates include supervisor, Accountant, Purchasers, and secretaries were used census
method.

3.3Data Processing
Data processing implies editing, coding and classification of the collected so as to make suitable
for further analyses.

Classification implies arranging or organizing roll data in to groups or class on the basis of
common characteristics to reduce in to homogeneous, groups as most research studies resulted in
large value of row data.

3.4 Data presentation and analyses

After the required data have been gathered, the collected and processed data were analyzed. As to
analyze implies further information the proceed data to look for patterns and relations among the
data groups. The data have been analyzed using descriptive data analyzed method. If refers to the
transformation of raw data in to a form that easy to understand and interpreter. This method have
been helped me to describe, summarized, and present qualitative data. Presentation is presented in
the form of table, chart and graph to clear the relationship between variables. Finally data relations
have been used for analyses.

3.5 Target of population

The sampling technique used in this study was census sampling technique because the it gives
chance to meet each every item or unit. The total population in ethiotelecom Axum branch was 15.

The target of population is the total population from which a census method. In this study the total
population of Etiotelecom in Axum town was 15 in number. From this amount of population a
certain amount of sample has been Employee census method drowns as respondent has been
conducting all employees.

CHAPTER FOUR

4. Data analysis and interpretation

4.1 Data analysis

In this chapter the information that gathered from participant were analyzed. When we see the
analysis of the datum was thematically. For all questions and figures efforts was made in order to
put research questions as title of interpreted factors. All titles of figures reflect all the issue that
presented, and also the researcher threat to be on the interpretation of information obtained
from participants and supported by secondary source of data.

Most of the analysis done by qualitative techniques of analysis and also from the qualitative
analysis the study use percentage.

4.2 The major reason for inefficient flow of reports from each situation in
to MIS department
In this section the research threat to assess reason of inefficient flow of report each situation in to
MIS department.

Thus the above table shows that the participants response rate for related departments communicate
effectively and efficiently by using MIS, 9(60%) of the respondents replied that there is no
effective and efficient communication by using MIS in this organization. Because of the same
reason behind that is related to inter departmental relation within the organization. I.e.
misunderstanding information (data) interpreted in their own point of view, interdepartmental
conflict and lack of properly organized of information in the organization for one responsible
department to another concerned departments. Some of respondents that constituted about 6(40%)
of the total population replied that there is effective and efficient communication by using MIS in
the organization. The participants said that the information is factual and reliable the related
departments communicate efficiently and effectively by using MIS. Therefore we understand that
from the above information the most of the respondent indicated that there is no efficient and

15 | P a g e
effective communication by using MIS in the organization because of the problem of
interdepartmental relation.

On the above table, the participants of the organization replied that for the question in the
organization attain its objective and goals by using MIS, 10(67%) of the respondents said that the
organization attain its objective by using MIS. However 5(33%) answered that the organization
cannot attain its goal and objective by using MIS because of some related problems. The following
are faced by the organization that hindered its objective to achieve as the respondents replied i.e.
the management information system of the organization is highly centralized, absence of delegation
of authority, and higher position in place’ interfere individual duties and responsibilities in the
organization.

Therefore, due to the above stated problems the organization cannot achieve its goals and
objectives by using MIS.

Table 4.3 individual influence of the follow of information

The above table may simplify the question of does individual participation have impact on the flow
of MIS, 11(73%) of the respondents responded that individual participation have an impact on the
flow of MIS. As the MIS department section employees in this question sometimes personal
judgment are interface in our particular duties when we evaluate and analyses daily, weekly ,
monthly, semiannually and yearly reports that we have done, they have got some subjective
activities which is not related with principal of work(report) and this create obstacles on the flow of
the system, the outcomes in accurate reports, due to this problem, misunderstanding and
inappropriate interpretation of data are commence in this organization. As the case of this problem
jobs or reports are not perfectly ongoing (activated) for each concerned issue? Some of the
respondents answered for the question above only 4(27%) of the respondents replied no.

On the other side the participants responded for the open ended questions to support the closed
ended questions analyzed below in subjective ways depend on the information obtained from the

16 | P a g e
respondents. When you have needed to access any legal information though telecommunication
you can easily communicate though email for a concerted body.

To assess whether the current MIS in the organization satisfactory or not the researcher find out
that nearly all of them replied that the current MIS in the organization is unsatisfactory. Because of
the following problems i.e.

Lack of awareness of employees about the benefit or importance of MIS.

Individuals or employees do not know their own responsibility and duties for the organization that
facilitate the system in the MIS section

Do not provided adequate decision support system in the organization

Lack of enough organized and coordinates of reports from each station or area to MIS department
and each responsible body in the organization. As shown the above statement all respondents
replied that unsatisfactory of the system in the organization.

In addition to the above information, the participants answered for the open ended questions, is the
current MIS is strong in the organization? For this question the respondents replied that it is weak
for the system applicable in the organization efficiencies and performances (quality) of reported for
each responsible body. Because some reason, such as current MIS needs improvement of the
system.

Update technology is not available in the organization

Lack of skilled man power and knowledgeable person in the MIS department.

Semantic flow of information barrier to communicates with each concerned body and

Technical failures are the most typical problems for losses of strength of the MIS in the
organization. According to the above typical problem the respondents are interviewed about the
solution and they replied that some measurements must be taken that are useful for the organization
long term objectives and to increase its performance, some of them indicate here,

Modern technology must be used for the MIS department division.

Change the form of information or report received from different area to MIS department.

Managing information properly as resource

AS show in the above table presentation of employees attitude towards MIS in the given
organization about 7(46%) of the total size of the population replied that their attitude was weak or
poor attitudes towards MIS, because of the employees lack of knowledge, accessibility of latest
information in the organization is very poor and the employee less skill about modern way of
information management and 5(33%) of them replied that they have positive attitude towards MIS.
The rest 2(14%) are replied that they have very good attitude towards MIS in the organization.

The above table indicates that the impact of single data base system satisfy different need of
information for managers. 29(85%) of the respondent replied that the single data base system
cannot satisfy the different needs of information

Because of the following problems;

Inflexibility of the system

Frequently data duplication

Large number of customers

Technical error and system failure

18 | P a g e
These all are main factors affecting the needs of information for managers. The rest 5(12%) of the
respondent replied that the single data satisfy the need of information if the information is factual
