5. Consumer Responsibilities
While enjoying their rights, consumers must:

- Use products/services responsibly.
- Read labels carefully.
- File complaints if needed.
- Avoid buying from illegal sources.

6. Consumer Protection Act, 2019


The Consumer Protection Act, 2019 replaced the 1986 Act. Key highlights:
- Establishes the Central Consumer Protection Authority (CCPA).
- E-commerce is covered.
- Introduces product liability and mediation.
- Penalties for misleading ads and unfair practices.

7. Consumer Grievance Redressal Mechanism


Consumers can file complaints in:
- District Commission (up to ₹1 crore)
- State Commission (₹1 crore to ₹10 crore)
- National Commission (above ₹10 crore)

Steps to file a complaint:


1. Identify the issue.
2. Gather evidence (receipts, warranty, communication).
3. Approach consumer commission or online portal (https://consumerhelpline.gov.in).

- Maggi Noodles Ban (2015): Banned due to excess lead content – a violation of the Right to
Safety.
- Amazon delivery frauds: Addressed through online grievance redressal.

9. Role of Government and NGOs


- Government creates policies, enforces laws, and runs awareness programs like 'Jago
Grahak Jago'.
- NGOs such as Consumer Voice and CUTS help in education and legal support.
