mility and wisdom. In the midst of the struggles and accomplishments of my On-t
heJob Training, it was His divine guidance and boundless grace that kept me go
ing. I thank Him deeply for the clarity, peace, and strength that He has given me
as I went through this critical stage of my academic and professional life.
With deepest gratitude, I also dedicate this to the Department of Public Works a
nd Highways 1st District Engineering Office, specifically the IT Network Departme
nt, for making it possible for me to experience a live-work environment that has
exponentially enhanced my knowledge and abilities. My deepest appreciation
goes to my supervisor, Sir Cris Jherald H. Manalo, whose guidance, tolerance, a
nd encouragement were instrumental in my growth. His openness to sharing his k
nowledge, pointing out my errors, and supporting my growth has left a lifelong in
fluence on my professional practice and personal development.
I wish to express my sincerest appreciation to those who have enhanced a prod
uctive, cooperative, and supportive working environment Sir Jun Brian Gaspar,
Ms. Bianca Chryel Ocampo, Sir Erwin Ramos, Sir Christian Mar Pangan, Sir Bhrad
Torres, and Sir Jermaine Javier. Your warmth, camaraderie, and collective wisdo
m provided a setting in which learning was not only attainable but enjoyable. Th
e teamwork we shared during the time reminded me of the importance of mutu

INTRODUCTION

On–the–Job Training (OJT) refers to a method of acquiring knowledge, skill


s, and competencies as a result of practical experience working in a related job
environment. College universities require their students to have their OJT as a par
t of the curriculum with a specific number of hours. This type of training can help
the students to become more familiar with the realities of working. In doing the
OJT or internship, the student trainees will learn to be more disciplined and orga
nized in every task that they were doing. Aside from having the chance to apply
the skills and knowledge they have learned from school, it may also provide the
students the opportunities to go through the actual methodologies of a specific j
ob using the real tools, equipment and documents.
On–the–Job Training is significant because it takes skills training into the re
al world, and it may also serve as the preliminary experience of the student in th
eir life after they graduated. Aside from gaining more knowledge about their fiel
d, the trainee will also be able to boost their self esteem. They will know how to s
ocialize with different people around them and they will be more confident in w
hat they are doing. It also teaches students to produce in a different, more adult
environment.
I, students of Nueva Ecija University of Science and Technology under the
course of Bachelor of Science and Business Administration was required to under
go in the said program. It takes 540 hours to complete this training. This narrative
report was created in partial fulfilment in this requirement.
OBJECTIVE OF ON–THE–JOB–TRAINING

The objective of On–the–Job–Training is directly related to the teaching learning


experiences and should help the student to:
● To apply the knowledge and skills gained from the school.
● To expand the knowledge and skills from the experience on the job.
● To improve the working effectiveness and efficiency according to the wor
king environment’s requirements.
● To provide students an opportunity to gain experience, supervisory, and a
dministrative function.
● To help students to gain an understanding and appreciation of the role, d
uties and responsibilities of a full time professional.
● To provide the OJT students the opportunity to integrate theory and practi
ce in his/her professional education.
● To develop the students technical skills in various program areas, to increa
se his/her knowledge of the professional in organization, and administratio
n.
● To enable the OJT student to obtain information which can be used as ba
sis for making choices in relation to future careers, areas of specialization,
and or further study.

NEUST - MGT HISTORY


The Nueva Ecija University of Science and Technology (NEUST) has extended its
commitment to providing accessible higher education through the establishme
nt of the Management (MGT) Off-Campus program in Talavera. This initiative wa
s designed to cater to the educational needs of residents in Talavera and its nei
ghboring areas, bringing quality education closer to communities.
The foundation of the NEUST-MGT Off-Campus program in Talavera is a tes
tament to the collaborative efforts of local leaders and educators, spearheade
d by the visionary leadership of Mayor Nerito L. Santos, Sr., who is widely recogniz
ed as the program's founding father. This initiative was rooted in the desire to ad
dress the growing demand for quality higher education in the region and make i
t accessible to more students.
In 2007, during the 7th Regular Session of the Sangguniang Bayan of Talav
era, Resolution No. 042-2007 was approved, authorizing Honorable Nerito L. Sant
os to sign a Memorandum of Agreement (MOA) between NEUST and the Munici
pality of Talavera. This agreement laid the foundation for a groundbreaking free
college education program, offering not only academic opportunities but also
monetary scholarship benefits to deserving students from economically challeng
ed backgrounds. The MOA was signed by Atty. Hilario C. Ortiz, then-President of
NEUST, and Honorable Nerito L. Santos, the incumbent Municipal Mayor at the ti
me.
The memorandum established that the school would be officially named t
he Nueva Ecija University of Science and Technology Municipal Government of
Talavera (NEUST-MGT) and later popularly referred to as NEUST MGT Talavera Ca
mpus. The governance structure of the campus was divided between two com
mittees: the Executive Committee, headed by Honorable Nerito L. Santos as Exe
cutive Director, and the Administrative Committee, led by Mrs. Aurora J. Manalili
as School Administrator.
NEUST MGT Talavera officially began its operations on June 10, 2008, with it
s inaugural batch of students comprising 34 enrollees in the Bachelor of Science i
n Elementary Education program and 48 students in the Bachelor of Science in I
nformation Technology program. From its humble beginnings, the campus has g
rown into a hub for academic excellence, fostering the development of new kn
owledge and technologies while remaining rooted in its mission to create a mea
ningful impact on local communities.
Through the unwavering support of the Municipal Government of Talavera,
NEUST-MGT has risen to prominence as one of the leading off-campus programs
in Central Luzon, known for its dedication to delivering quality education and ex
panding opportunities for deserving students. This collaborative effort between t
he university and the local government stands as a symbol of the transformative
power of education in uplifting lives and driving regional progress.
The success of the NEUST MGT Talavera Campus would not have been po
ssible without the unwavering support and generosity of the Municipal Governm
ent of Talavera. The free scholarship program offered under the leadership of Ho
norable Nerito L. Santos, Sr., has been a beacon of hope for countless students
who would otherwise face significant barriers to pursuing higher education. This i
nitiative has opened doors for financially challenged but deserving individuals, a
llowing them to access quality education and achieve their dreams. The scholar
ship program does not only ease the financial burden on students and their fami
lies but also instills a sense of gratitude and responsibility to give back to the com
munity. We are deeply thankful to the government for their visionary approach
and for recognizing education as a powerful tool for societal transformation, em
powering the youth to become future leaders and innovators.

CHAPTER II
THE TRAINING AGENCY / COMPANY PROFILE
HISTORY
The development of the Department of Public Works and Highways (DPW
H) into its present structure underwent a long process of evolution spanning a ce
ntury of colorful and significant events in laying the groundwork for the physical f
oundation of the country.
The Department is considered as old as the Philippine government, its exis
tence dates back to about four (4) centuries at the time of the Spanish colonial
era. It emerged from its embryonic form in 1565 when the first settlement roads w
ere constructed by forced labor. Fortresses then were connected by improved tr
ails as supply lines and means of communications. As Spain was in its expansion
program in the islands, it resorted to a policy of attraction by way of public work
s construction. In order to pursue their objective, the King of Spain designated th
e Spanish Governor General in the country as Chief of Public Works assisted by
“Junta Consultiva” through a Royal Degree in 1867.
It was in 1868 when the Bureau of Public Works and Highways (Obras Publi
cas) and Bureau of Communications and Transportation (Communicationes y M
eteologia) were organized under a civil engineer known as “Director General”.
Since then, the Department underwent various stages of development a
nd evolution that largely depended upon the change in government shift of ad
ministration policies, and reorganization in its structure and responsibilities to suit t
he demands of times.
Finally, after a long process of evolution by virtue of Executive Order No. 1
24, dated January 30, 1987, the agency is now known as the Department of Pub
lic Works and Highways (DPWH) with five (5) bureaus, six (6) services, sixteen (16 r
egional offices, twenty-four (24) project management offices sixteen (16) region
al equipment services and one-hundred eighteen (118) district engineering offic
es.

MANDATE
The planning, design, construction and maintenance of infrastructure facil
ities, especially national highways, flood control and water resource developme
nt systems, and other public works in accordance with national development o
bjectives. (Section 3, Executive Order No. 124, series of 1987)

FUNCTION OF THE COMPANY


Under Executive Order (EO) No. 710, dated July 27, 1981, the Ministries of P
ublic Works and Highways were merged to enhance the effective and sustained
implementation of infrastructure projects. Following this merger, the agency was
known as the Ministry of Public Works and Highways (MPWH). It comprised 14 reg
ional offices, 94 district offices, 60 city engineering offices, five bureaus, and six s
ervice offices, alongside corporations and councils placed under the Ministry’s a
dministrative supervision.

Subsequently, through EO No. 124, dated January 30, 1987, the agency w
as renamed the Department of Public Works and Highways (DPWH).

As one of its district offices, the DPWH Nueva Ecija 1st District Engineering
Office (DEO) serves as the government’s engineering and construction arm withi
n the province. Its primary responsibilities include planning, designing, constructi
ng, and maintaining the national highways, flood control and water resources d
evelopment systems, and other public works, all in alignment with national devel
opment objectives.

The district is headed by the District Engineer, Engr. Jun P. Vana, PhD, who
is assisted by the OIC-Assistant District Engineer, Engr. Ferdinand R. Llamas. Supp
orting them are the chiefs of the following sections: Planning and Design, Constr
uction, Maintenance, Quality Assurance, Administrative, and Finance. Together,
they ensure the efficient performance of the district.

CHAPTER III
EXPERIENCE AND EVALUATION
OJT EXPERIENCE
As an On-the-Job Trainee (OJT), I commenced my valuable journey on January
20,
2025, at the Nueva Ecija 1st District Engineering Office of the Department of
Public Works
and Highways (DPWH). It was a great experience. My excitement was deep as I
sat with
colleagues from several universities for our first day at the district office. I gained
a lot of
valuable real-world experience through this event, which was both academic
and
professional. It was the first flag ceremony and we joined other employees
including
District Engineer, Engr. on that day.". Jun P. Vana, PhD, and the OIC-Assistant
District
Engineer, Engr. Ferdinand R. Llamas. By participating in the ceremony, I was
able to
witness the discipline and unity that is typical of working conditions. The start was
motivating, and I felt like I could say my name. We were given a warm
reception by Mrs.
after the ceremony. The HR Department's Melda Torres, who assisted us in
getting there.
Her presentation encompassed the entire culture, policies and standards of the
workplace.

The integration of theoretical knowledge into practical implementation was


fostered by this. We went to the IT Department after orientation and made
connections
with the staff and fellow OJTs. Our inclusion in the IT community was facilitated
by this
positive introduction.' The network servers were the first technical subjects we
studied.' Sir
Christian Mar Pangan was the one who introduced us to the structure of the
DPWH
network. The servers' operation and maintenance were demonstrated by him,
underscoring
the necessity for safe yet efficient infrastructure. This exposure sparked my
interest in
decoding intricate IT systems.' Sir Bhrad Torres and I assisted in installing new
moldings
at the District Engineer's office later that day. The installation was successful.
While this
involved some hands-on work not related to IT, it showed how important was
flexibility
and a willingness to support different departments. This experience emphasized
the
importance of technical skills, as well as their contribution to the overall
organization. ".
Our troubleshooting efforts were divided among various groups in the weeks
that followed.
This varied experience developed me as a problem solver, working on problems
with
devices.? I also developed my communication skills, as it allowed me to discuss
technical
issues with people in different departments.'". It gave me a real sense of how to
solve IT
problems quickly and efficiently.'

My experience in the OJT has taught me a valuable lesson about adapting to


varying
work environments. I was taught to be professional and patient because of the
diversity in
my personality and work approach. These experiences solidified my morality, self
discipline, and reassurance, which are indispensable in any workplace. It took
me a month

to complete the annual preventive maintenance. The IT department had my
aid in
maintaining and servicing its IT infrastructure. My exposure to the real world
taught me
about proactive measures that can be taken to ensure long-term and effective
operation of
the devices. Another major development was the arrival of new equipment,
including
printers, PC's and laptops at the district office. Helping with the setup of these
devices was
a satisfying and challenging task. I acquired the knowledge to construct top-
offensive
printing units and connect fresh computers to the networking sector. I became
more
technically proficient with server management and its connection to the
regional office. I
also learned documentation, inventory management.'". Accurate
documentation of the new
devices ensured accountability and simplified asset management.... My IT work
involved
ensuring that everything is well-organized and punctuated.

During my OJT, I also gained a greater sense of professionalism. My observations


included the ability of skilled IT professionals to perform intricate tasks with
accuracy and
problem-solving skills. Their approach changed my mindset and helped me
become more
organized and proactive in my work. Thank goodness. Moreover, my exposure
to diverse
working styles and personalities taught me how to remain ethical and
professional without
fail.’ To sum up, my time working in the OJT at the DPWH Nueva Ecija 1st District
Engineering Office was invaluable as it gave me realistic opportunities to
improve both my
technical proficiency, work ethic, and interpersonal communication. I
appreciate the IT
Department taking a lead and being able to work with them.
