Conduct Competency Assessment

1. Establish the context and purpose of assessment:


a. The assessor must familiarize himself with the qualification or unit of competencies
to be assessed
b. Ensure that the assessment site complies with the relevant occupational health and
safety requirements
c. Ensure that the assessment resources are available
d. The assessor must ensure that the tools, equipment, and facilities are ready and
available in the assessment site before the assessment starts
e. A checklist of tools, equipment, and facilities must be on hand to help the assessor
monitor the availability and completeness of the tools, equipment and facilities.
f. The checklist of tools, equipment and facilities are included in the assessor’s guide.
I am now checking the availability and completeness of the tools, equipment and
facilities.
2. Plan and Prepare the Evidence Gathering Process
a. The assessor shall receive the assessment package composed of the following:
i. One copy of assessor’s guide
ii. Specific instruction to the candidate
iii. Competency assessment result summary (CARS)
iv. Written tests
v. Answer sheets
vi. Rating sheets (For demo and oral)
I have now received a complete assessment package from the TESDA representative. I
have also received the accomplished application forms and self-assessment guide from
the assessment center processing officer.

3. Prepare the candidate

Good morning everyone!
● Welcome
Welcome to San Cristobal Institute of Technology INC
I am Ms. Rachel C. Gripon and I will be your
COMPETENCY ASSESSOR for Bread and Pastry Production NCii

● Acknowledge
Let us acknowledge the presence of Mr. Jhon Paulo B. Nase our processing officer
and Mr. Azareel Sumaya our TESDA Representative. Say Good Morning. Don’t have
to worry about their presence. they are not going to assess you. they are here to
observe if the conduct of assessment is in accordance with the prescribed
competency methodology and procedure.

● Attendance
Before we start, let me check your attendance. Please check the spelling of your
name and affix your signature on the attendance sheet and submit your admission
slips. May I also see a valid ID to verify your identification.
I have already checked the availability and completeness of the tools, equipment and
facilities. I also have here with me the complete assessment package from the
TESDA representative. Your accomplished application forms and self-assessment
guide from the assessment center processing officer.

Self-assessment
As I have checked your Self Assessment Guide all the questions are answered with
yes, meaning you are ready for assessment because you know and can perform all
the units of competencies in Bread and Pastry Production.

********************ORIENTATION ***************
● Units of competency
So, I guest all of you know Why you here. The purpose of this assessment is to
determine the level of competency for your qualification and certification. The task to
be performed are the core units of competency of Bread and Pastry Production and
they are the following:

Prepare and produce bakery products


Prepare and produce pastry products
Prepare and present gateaux, tortes and cakes
Prepare and serve other types of desserts
Prepare and display petits fours

● Methods of assessment
From your performance, I will collect and gather the evidence through the methods of
assessment that will be used such as demonstration and oral questioning to determine
your underpinning knowledge and skills. You will be given 4 hours for this assessment.

● Competent / not yet competent


You will be graded as competent or not yet competent. If you are competent, you
will receive your e-certificate and if not yet competent, you may apply for reassessment.
● Re-assessment procedure
You can be reassessed anytime at your convenience. In case the reassessment is
full qualification; you have to undergo the whole process. If you were found competent in
some units of competencies, the reassessment is focused only on the unit of competency
that you were found not yet competent.
If you failed two consecutive assessments, you will be advised to undergo a refresher
course before applying for reassessment.
● Confidentiality
The result of the Assessment is kept confidential and the assessment package is
kept in a secured place. It is only available to authorized persons and to the
institution where you had your actual training to maintain the integrity of the
assessment process.
We would also like to inform you that this assessment is being recorded and
observed via CCTV to ensure that the conduct of assessment is in accordance with
the prescribed standards set by TESDA. You have signed the consent form in
agreement to this.
As part of the e-certificate process, your picture and signature were taken earlier by
the assessment center staff.
NEEDS
For your personal needs the wash room is located at the left side of this room. Let
me remind you that during the assessment you are not allowed to leave the premises
without the permission from the assessor or to loiter around the Assessment area. Please
observe the security policy and procedure and follow the rules on the use of the
assessment center facilities. Use of cellphones is likewise prohibited.
If you have difficulty understanding the instructions, please don’t hesitate to inform me.
I am more than willing to translate it to you in Filipino. If you want to clarify things about
the assessment, you can do so. If you have some physical difficulties, please do not
hesitate to call my attention.
SAFETY During the assessment, please observe safety while doing a difficult task. Make
sure to check the equipment before plugging it. If the equipment malfunctions during your
demonstration, please call my attention and it will be documented.

Observe body mechanics while lifting heavy equipment to avoid injury. In case of an
accident please call my attention so we can provide you with first aid and should an
emergency arise our medical staff is ready.
Our center is well maintained and located in an environment conducive to any health
condition and denomination.

● Specific instruction
I have here the copy of SPECIFIC INSTRUCTION FOR THE CANDIDATES. Please
read and understand it carefully and don’t hesitate to ask questions right now. Once the
assessment has started you can only ask questions to me and not to your co-candidate.

● Assign numbers
I will give you a candidate numbers. (give the number) This is for me to identify you
easily. If don’t have any question pls prepare for the demonstration, wear your PPE.
And proceed to the Assessment area.

Demonstration at the ASSESSMENT AREA for the candidates


Candidates, please read the SPECIFIC INSTRUCTIONS again. If you have any
question, you can ask me now because once the assessment has started, you are
only allowed to ask questions to me.
If you do not have any more questions, let me get the SPECIFIC INSTRUCTIONS back
and you may NOW start the demonstration.
Ok once you’re done, you may proceed to the holding area and get ready for the oral
questioning.

● Oral questioning (after the demo)


It’s time for oral questioning. Candidate do not hesitate to ask me to elaborate or to
repeat the question. Are you ready? Candidate no. 1 follow me to room C.

Candidate Number 1, How do you do?


Your first question
1. Why is it important to preheat the oven before baking a cake?
2. What are the key food safety practices when preparing cakes?

Ok that’s all, you’re done. You may now proceed to the waiting area and please call the
next candidate. Thank you.

Candidate number 2, please sit down.


Here’s your question
1. What is the best way to store cakes?
2. How should you adjust baking times and temperatures for different cake sizes?

Okay your oral questioning is done. Thank you pls wait for me to the holding area for
the results of your demonstration and oral questioning.

● Feedback for the COMPETENT CANDIDATE


Are we all good? kaya pa? now I’m going to give you feedback one by one
● We will now proceed with the giving of feedback.
Candidate number 1 flow me
How do you feel now? Ms. Sheila How do you rate yourself on the scale of 1 to 10,
10 being the highest? 8? For me it’s 10, your so humble Ms. Shiela. Your product has
Uniform shape and size of sponges’ cakes. It is Smooth and free of cracks or other
imperfections. In addition, you were able to answer the oral questions correctly.
However, don’t forget to make your workplace organize and clean

Having said that, my overall evaluation of your assessment is that you meet all the
requirements of the competency standard. Congratulations you are COMPETENT

● Signing CARS
Please sign the Competency Assessment Result and the Rating sheet.
This is the CARS. This will be your proof that the assessment took place, and the
result was competent. You will receive this from the Assessment Center Manager
after your Assessment. And The national e-certificate will be sent to you via email in
2 to 3 working days from today. Once you receive this you may go to the Provincial
Office if you wish to have it authenticated.

FEEDBACK FOR NYC CANDIDATE NO. 2


How do you feel about the assessment? If you will rate your performance from 1 to 10, 10
being the highest, what would be your score? Why? Do you feel so nervous?
Okay, Candidate No. 2, during the assessment you were able to prepare the right
ingredients for a specific recipe and used the appropriate tools for a specific job. but you
were not able to measure the ingredients properly that why your baked product has uneven
results. Your answers in the oral questioning/written exam were not satisfactory,
specifically your answer to question How should you adjust baking times and
temperatures for different cake sizes?

My suggestion to you is focus on the more on the unit competency of preparing sponge
and cakes and practice measuring ingredient properly. Do you understand?
Now, based on the results of my observation on the evidence I have gathered, I’m sorry to
say that you are NOT YET COMPETENT. Do you agree with this result? If you have doubts
on the result of your assessment, you have the right to appeal and you can submit your
appeal to the AC manager right after the assessment.
If you agree, that for this time you are Not Yet Competent, do not worry. Again, you can be
reassessed anytime at your convenience. Just remember my suggestions and
recommendations to you so that you can be competent the next time you take the national
assessment. Are we good with this? Kindly sign the CARS. Do you still have any
