Sri Padigala Krishna, S/o Late P. Linganna, has submitted an application stating that his father,
Late P. Linganna, passed away on 28-05-2011 while in service and requested to provide employment
under Compassionate grounds on humanitarian grounds as Office Subordinate/Watchman.
In accordance with the applicant’s request, this office has requested the SC Corporation, Adilabad
District, to provide the service details of the applicant’s father, Padigala Linganna vide reference 1 st cited.
Vide reference 3rd cited, the Executive Director, DSCSCDS Ltd., Adilabad, has furnished
the following service details of Sri Padigala Lingareddy, Watchman:
Further, it is informed that an ex-gratia amount of Rs. 50,000/- was sanctioned to Smt. P. Gunnamma, W/o
P. Lingareddy, and the cheque was handed over to her. However, she has returned the issued ex-gratia cheque
and has requested reconsideration for dependent employment.
The Government have issued order in GO.Ms.No.36, Public Enterprises (PE.III) Dept.
Dt.05.09.2011 wherein the Government have issued orders dispensing the scheme of Compassionate
appointment in the SLPEs and directed to pay the exgratia to the Dependents of the employees of SLPEs
dying in harness as shown below.
The individual has not applied for payment of Exgratia and he has requested to provide employment on
Compassionate Grounds as Attender / Watchman as per his qualification on humanitarian Grounds.
The Government have issued orders in the reference 3d cited, to implement the Compassionate
Appointments Scheme as per the consolidated existing instructions issued in the reference 5th cited, on
par with State Government Employees, and accordingly hereby ordered to restore the Compassionate
Appointments Scheme to the employees dying harness in the state level public enterprises and
cooperatives with prospective effect from the date of issue of the orders in the matter and applicable
only to such SLPEs and Co-operatives. Further the Government have Amended in GOMs.No.4, P.E.(III)
Dept., Dated: 16.06.2010, as per the terms and conditions in GOMs.No.1 P.E. (III) Dept.,
Dated:22.02.2008 have a choice. Either to accept the compassionate employment offered to them as per
eligibility in the same organization where the deceased employee has worked or to take the exgratia
amount as stipulated in the Government orders in force as per eligibility. The choice once exercised by
them will be final and no representations later on shall be entertained by Government for any change
under any circumstances. As per VC & Managing Director, TSCCDC Ltd., Hyderabad vide
Lr.No.A4/14777/APSC/2008, Date:08.09.2009 has informed that compassionate appointment cannot be
made in the corporation for the reasons mentioned thereon.
The Legal heirs has not taken Ex-gratia till today and he has requested to appointment on
compassionate Grounds as Office Subordinate.
As per Service Rules, staffing pattern and mode of appointments, the District Society is a unit of
appointment up to the cadre of Senior Assistant in the existing vacancy and the Dist. Collector/Chairman
is the competent appointing authority.
The District Collector/Chairman, DSCSCS Ltd., Hyderabad, Warangal and Karimnagar have
considered the similar deceased cases and provide employment on compassionate Grounds as Office
Subordinate.
The family of the individual consists of Wife his family present economic condition is very poor
and suffering with since last (14) years. As per Govt Memo No.60681/Ser-A/2003-1, G.A (Ser-A) Dept
Dt:12.08.2003. Sri P. Krishna S/o Linganna (Late) is eligible for appointment as Office Subordinate on
compassionate Grounds as per his educational qualifications and he is belongs to Scheduled Caste (SC)
community.
As per orders issued vide reference 10th read above, Sri.P. Krishna S/o Late Linganna is hereby
appointed as Office Subordinate on Compassionate grounds in the clear vacancy and posted in the O/o
Executive Director, DSCSCDS Ltd., Suryapet in the existing vacancy in the time scale 13000-390-14170-
430-15460-470-16870-510 -18400-550-20050-590-21820-640-23740-700-25840-760-28120-820-30580-
880-33220-950-36070-1030-39160-1110-40270. His appointment is purely temporary basis under rule
10 (a) (1) of TS state subordinate service rules 1996 under Social security measures. And is label for
terminate without any notice there on.
The above candidate should produce all original certificates ie., Educational qualifications and
date of birth etc., before the Executive Director, DSCSCDS Ltd., Mahabubnagar for verification. He should
also submit the Health and Age certificate issued by a Government Civil Surgeon to the Executive
Director, DSCSCDS Ltd., Suryapet, before the sanction of first pay bill.
The individual is here by informed that, he is not eligible for the pensionery benefits at the time
of his retirement under TS Revised pension rules, 1980 in terms of GO Ms. No. 653, Finance (Pension-I)
Department, Dated:22.09.2004.
Sri. P. Krishna S/o Late Linganna is further informed to submit an under taking to effect as
envisaged in Govt. Memo No. 58226/GA/Ser-A/2000-2, Dt.01.05.2001, that, he will look after the welfare
and maintain and neglect the welfare of all other family members. Further if he fails to maintain and
neglect the welfare of all other family members, he shall be removed from Govt. Service forthwith
without any further notice. he also informed that, if it is detected at later date there are also earning
members in the family or suppressed any other fact, he shall be removed from Govt., service forthwith
without assigning any reasons and even without any further notice therefore
