Emergency Response Team Role & Responsibility

What do you mean by Emergency?


Emergency can be a situation / a condition that is threaten to the

persons working, property or environment to have potential effects by the hazards in-built. events which affect normal working within the factory area and / or may cause serious injuries, loss of life, extensive damage to the properties, environment, etc. It may also result from severe storm, flood, crashed air craft, earth quake or deliberate act like terrorism & sabotage.

Disaster means the occurrence of a sudden calamity or a chain of

Emergency may be of two types:

1. On-Site Emergency It is a situation created in an installation in which workers, property & environment in the plant premises are affected. 2. Off-Site Emergency It is a situation created in an installation in which effects are spread out side the boundary limit of the plant.

What may be the emergencies at our plant premises ?

Ruptures or leakage of methanol tank. This could lead to problems of fire hazards. In case of methanol, this situation is dangerous as methanol vapors will travel extensively and flash fire is likely as the quantity of material is likely to be high.

Rupture / failure of other solvent tanks.


The results will be similar to the first scenario except volume of outflow being small; situation will be manageable more easily.

Fire or Explosion. (Eg. Runaway Reaction) Release of H2S if the absorption system fails coupled with runaway reaction.

Sudden release of large quantity of flammable solvents to the atmosphere by bursting of storage tank / pipe line
Explosion in the boiler Spillage of fuel oil / diesel from the storage tank. Rupture / leakage of acid, alkali tanks Scrap yard fire Hydrogen Truck overturning. Explosion in distillation column. Explosion of Hydrogenation vessel. Dimethyl Sulphate tank leakage. Forklift overturning CS2 leakage

On-Site Emergency Management Plan Why?


The primary objective of the emergency procedure is to

safeguard the life of the personnel working in the plant and plant itself & the environment. In emergency, a well planned and practiced action plan can help in reducing the

consequences and potential loss of life and property & Environment.

On-Site Emergency Management Teams?


As per our On-Site Emergency Plan we have total Eight Emergency Teams:

Medical Team

4. Communication Team 5.

Security Team

6. Roll Call Team 7.

Search & Rescue Team

8. Recovery Team

Besides this, we have Emergency Response Team Members

Emergency Team Member What should he know?


He is also a part of an On-Site Emergency Team as an additional Helpful Member. He should have a commitment towards the safety of a person, property & environment.

He should be familiar with the On-Site Emergency Plan Procedure.

Emergency Team Member Role & Responsibility


In case of Emergency Siren: First step is to check his own job whether he can stop and leave the place.

Understand the announcement of Emergency Situation.


Know the wind direction and start the emergency evacuation for other subordinates

including Contract Workmen by directing the Safe Assembly Point nearby.


He should be alert in his section. He should inform his presence to Control Room / Shift In-

charge / Security Main Gate.


If he can leave the place after stopping the section, check around his area for any other

person working.
After evacuation , he should directly reach to the Emergency Location & report to Safety

personnel / Incident Controller.


After reaching the emergency location, he should follow the instruction given by Safety

Personnel / Incident Controller.
