EMPANELMENT OF AGENCIES FOR

PREPARATION OF GIS BASE MAPS,


EXISTING LAND USE (ELU) AND
ASSISTANCE IN PREPARATION OF GIS
BASED DEVELOPMENT PLANS

PROJECT BACKGROUND

Government of Maharashtra has recently formed 16 new Nagar Parishads and 120 new Nagar
Panchayat resulting in total 136 new ULBs needs to prepare Development Plan. Revision of
development plan is also included.

DPs needs to be prepared for 191 ULBs as per the provisions of sec 21 of M.R. & T. P. Act, 1966 for
better planning and economic growth. It is also required for provision of amenities.

These have been grouped into clusters as per the 6 administrative divisions in the Maharashtra are:
Amravati, Arungabad-1, Arungabad-2, Nagpur-1, Nagpur-2, Konkan, Nashik and Pune.

SCOPE OF WORK
1. Departmental requirements:
Phase-1 GIS Base Map Preparation
Procure the satellite image from TPD. Carry out Drone survey to procure images and
overlay.
DGPS survey to geo-reference drone images, satellite images
Total Station Survey if the drone or satellite image is not clear or not possible for any
reason.
Study the existing maps and data available with Municipal Council / Nagar Panchayat
Additional GIS Base layer to be added, Collection of the cadastral data and survey sheets
Submission of geo referenced GIS base map to TPO for validation.
The map should consists of all relevant and important physical, geographic and
administrative features like existing administrative boundaries, slum boundaries, building
footprints, property boundaries, roads, contours, natural features such as water bodies etc.
to create a comprehensive GIS data base.

Phase-2 Prepare Existing Land Use Map

Validated Geo-referenced base map, Physical survey is to be carried and necessary


changes to be incorporated on base map.
Collection of the Cadastral data and survey sheets from land records department and
superimposed on GIS base map and to validate from Land record department.
Amenities to be incorporated on the base map available in panchayat area or council area.
The Report of Existing Land Use would explain various surveys carried out, data
collection and its analysis and framing of issues / problems of the towns.

SCOPE OF WORK

Phase 3 Proposed land use map


Contents of Development Plan as stipulated in Section 22 of Maharashtra Regional and
Town Planning Act, 1966.

The PLU plan would be drawn to the scale of 1:4000 or as suitable.


The contents of the Plan would include brief city profile, its regional setting, population
growth trends.
Development Plan process – vision, objectives, legal formalities, public participation,
sector-wise analyses of data and identification of issues and proposed solutions,
formulation of proposals based on population projection, URDPFI guidelines, planning
standards derived / adopted proposals for land use.
Implementation phasing and finance.
Regulations for enforcing the provisions of the draft Development plan.
Assist the client for consultation with stake holders..

Assist client for analysis of objections suggestions received and to prepare DP.

Understanding of working hierarchy of stake holders.


Inform, consult, collaborate and control

POSSIBLE CHALLENGES

Validation of prepared base map from Land record department. The department
may not allow variation of area of any plot for more than 2%. This will cause
delay.
Incorporate regional potentials and its impact on the given settlement.
The Data and its reliability.
Data interpretation and projections to meet the stake holder’s desire.

Generation of employment opportunities through planning efforts.

Implementation of Development Plan and resource mobilisation ( Land


pooling as per sec 59 of MRTP act is very useful tool for self-sufficient
development and plan implementation..

Educate and inform the stakeholders about legal and technical aspects and expected
outcome.

METHODOLOGY AND APPROACH
I-Approach will be citizen centric. It will be through consultations with stakeholders.
II-Following some proven methodology for preparation for Development plan

The methodology can be divided in to two parts as per the provisions of


the MRTP act 1966.
1. Technical
2. Legal procedure.

Technical aspect begins with Vision, covers the process of preparation of base map and getting
sanction from competent authority. Preparation of the existing land use map, data collection, and plan
proposals with implementation phasing of the proposal. The report containing population projections
with different methods carried out and from the density given, growth directions for various land uses,
the proposals for allocation, designation and reservation of land will be made. SWOT analysis will be
carried out. The proposals will be made for twenty years requirement or as per clients demand.
Implementation phasing will be proposed and resource mobilization tool will be suggested.
The general development and promotion regulations will be prepared for implementation of plan
proposals.

Legal aspect covers publication of the DDP, involvement of the stake holders, analysis of the objections
and suggestions received. The statutory time limit will be maintained, if required the time limit
extension will be requested to the Government. Submission of documents to the government

II-Methodology for identification of risk, issues typically arising in the work

 Social impact assessment and environment impact assessment due to plan proposal and overcome the negatives.

 The proposals should be balanced between need and resource base.

 Issue typically arising in the work will be data procurement on time and approval from client.

• Weekly detailed activities with tasks and sub-tasks before and after the specific activity and its

• If time delay is unavoidable, than time limit extension as per statutory provisions to be obtained.

• Proper planning of various milestones by ensuring that minimum expected quality is met
• Quality review with various stakeholders time to time.
