QUERIES/SUGGESTIONS
Q1. Multi-day match, team required 150 runs in 52 overs on
last day, fielding team intentionally/unintentionally bowled
38 overs in stipulated time and match stopped due to bad
light and finished in a draw, now over rate penalty will be
applicable or not?
Ans:
No. Over rate penalty will not apply as per BCCI PC,
since the duration of the incomplete innings is less than
50 overs.
Q2. If the answer is NO to the previous question, then
please guide me how to smoothly deal with this kind of
situation, where the batting team wants to win and the
fielding team wants to draw by intentionally trying to
slow the over rate, so that they can go through to next
round.
Ans:
Match management techniques.
Probable actions that can be considered are
(1) Speak to the fielding side captain regularly.
(2) Try to time the overs to notice unusual
/unacceptable delays.
(3) Keep the MR in loop at all times (MR may have
a word with fielding side dug-out).
(4) Invoke time wasting law at the appropriate time.
Q3. In a Live televised game, the onfield umpire refers a
fair catch to the tv umpire. While watching the replays,
the tv umpire finds that the bowler has overstepped and
it is a 'No Ball'. Does this No ball gets marked down
against the onfield umpire, by the referee. As per my
understanding, this particular No ball if found during the
referral, should not get marked down for the onfield
umpire, however, if it does please clarify the same.
Ans:
The umpire should not be marked down.The referees
will be briefed about the protocols.
Q4. In a Men's T 20 Match, after 2.3 overs the bowler is
INJURED. The fielding team captain introduces impact
player. Can he complete the remaining 3 balls of the same
over?
Ans
Not permitted.
Though explicitly not mentioned in the PC, the
understanding is that the impact player shall not be
permitted to complete the remaining balls of the over
if introduced during the over because of bowler being
incapacitated.
Q5. In a Men's T 20 Match, after 5.3 overs the bowler is
SUSPENDED for running on the protected area. The
fielding team captain introduces impact player. Can he
complete the remaining 3 balls of the same over?
Ans:
No. Not permitted to complete the over
(Refer 1.6.8.5 – BCCI T20 PC)
Q6. A bowler attempts to run the non-striker out satisfying all the
required criteria but fails to put down wickets in the first attempt,
immediately within a fraction of a second he again puts the wickets
down with ball held in the hand. Is the non striker out ? Are multiple
attempts allowed to run the non-striker out provided the ball is held in
the hand?
Ans:
The bowler is permitted to run the Non striker out before
delivery with ball held in hand or by throwing at the
wickets. Only one attempt is permitted. As soon as the
attempt fails, the umpire shall call and signal dead ball.
(Please ignore the BCCI Quiz question / clarification
provided earlier).
Q7. A bowler breaks the wickets in his delivery stride (before
the normal release point), ball is delivered, striker plays the ball
towards deep mid wicket and starts running, bowlers end
umpire signals No ball for bowler breaking the wickets. now
the fielding team appeals for run out at the non striker's end.
Decision is referred to the third umpire.
- What action the bowler's end umpire should follow -
- If the non striker is dismissed?
- If the non striker is not dismissed
Ans:
Accidental runouts are not permitted as per BCCI
PC clause 38.3.1.
If the ball is delivered by the bowler treat that as
accidental and follow the law. Non striker cannot be
dismissed run out before delivery by the bowler
without an attempt.
If the ball is delivered, call and signal no ball and the
ball remains in play.
Q8. 1st innings is completed within time, 2nd innings overs
reduced to 9 due to rain interruption. Can we apply in-field
over rate penalty in second innings if required?
Ans:
No, in-field penalty is not applicable if the innings is reduced
to less than 10 overs.
Q9. In the 1st innings (full 20 overs) due to slow over rate,
in-field over rate penalty has been applied (by bringing
the one extra fielder inside the 30 yards). 2nd innings
overs reduced to 9 due to rain interruption. Can we apply
on field over rate penalty in second innings if required?
Ans:
No, in-field penalty is not applicable if the innings is reduced
to less than 10 overs.
Q10. In women's one day 50 overs match, shall we signal the
start of non power play overs?
Ans:
Not required.
Q11. In a fair delivery, ball passed the wicket, kissed keeper’s gloves close to
wicket and reached near fine leg region. There was an appeal to bowler’s end
umpire for bowled, but his view was obstructed by bowler so he couldn’t
respond to the appeal.
For the sake of better decision to come, can striker’s end umpire refer it to
Match Referee ?
If yes, after signaling for referral, what should be communicated over walkie ?
If striker’s end umpire communicated “Though it is referral for stumped, but we
are looking for bowled actually. I am referring in the disguise of Stumped as my
partner can’t refer for bowled but we are looking forward to the best decision”,
can the Match Referee deduct marks under poor communication and breach of
static camera protocol even though he declared the striker Bowled against that
referral ? [It is followed by PCT that after referring, give the Match Referee a
hint what he is actually looking for. It is just to help him to take call easily
Ans:
In a static camera match the on-field umpires are entitled to refer run out, stumping
and hit wicket.
Please refer the playing conditions stated below. The last few lines highlighted in color
and in bold letters answers your query.
Regarding the marking by Referee -Not in our purview to give an appropriate answer.
Q12. There was fog in the morning, so umpire delayed in
removing covers till 8.59 am. After removal of covers, mowing
took place which was completed at 9.08 am. Day’s play started at
9.38 am. In the report, Match Referee mentioned that Umpires
could be more proactive so that day’s play can start on time. My
question is can the umpires remove covers when fog is still on ?
If not, then how can umpires be more proactive ? Please guide.
Ans:
Ideally, when the covers could only be removed as late as 9
AM(almost), keep the referee and the captains informed of a
possible delay in start. Once the covers are removed decide on
the start time after assessing the conditions (keeping in mind
the time required for mowing, rolling, marking of creases and
for the teams to warm up.
Q13. There was bad light at 4.14 pm, when 83 overs were
bowled. Umpires had an inspection at 4.26 pm and found light
was still dull.
(a) When stumps will be drawn?
(b) In 2nd session, there was a stoppage of 17 min and
rescheduled cessation time was 4.47 pm. When stumps will be
drawn?
Ans:
(a) Stumps shall be drawn at 4:30 PM, if there is no further
play.
(b) Stumps shall be drawn at 4:47 PM, if there is no further
play.
Q14. 13.8 Over-rate Penalties – Please clarify the following incidences
(i) 1st innings started with 50 overs. An interruption occurs after 26.4
overs and match has been reduced to 28 overs each side. On resumption,
umpires find that rescheduled time for the innings had already been
expired. The restriction will be implemented for 1 over, right?
(ii) 1st innings started with 50 overs. At 12.28 PM, 43rd over is about to
start and there is allowance of 17 minutes only [which is not covering the
over short. Will the penalty be implemented?
Ans:
(i) If 3 or more overs are reduced the fielding side shall be in
position to start the penultimate over. In this case the penultimate
over has already started, hence in-field penalty cannot be applied.
(ii) In-field penalty – if there are no more allowances till 12:47 PM
and the fielding side is not in position to bowl the first ball of the
50th over, then in-field penalty will be applied at the
commencement of the subsequent over.
Financial penalty – The start time of the last over shall be
considered as finish time for the purposes of over rate calculations.
Apply the time taken and allowances provided and calculate the
over rate.
Q15. 18.11.2.1 says “A boundary is scored unless as a result of an
overthrow or wilful act of a fielder” Now, the situation is – Fielder
threw the ball from deep when batters crossed for third run and
that throw crossed boundary in due course. 7 runs will be scored.
As per present law, Non-striker will face the next ball, if over is
not called.
Is there any change in it in new PC?
Ans:
There is no change in the new PC
Q16. 38.3.1 says “…or by the bowler’s hand holding the ball”
Does it mean NO ATTEMPT is required?
Ans:
An attempt is required. Accidental runouts are not
permitted as per BCCI PC clause 38.3.1.
Q17. Can the Striker's-end Umpire Refer for Stumping if he has
doubt on the Encroachment of the Wicketkeeper, though there was
no Appeal from anyone and the Fielding Team was celebrating;
with the Striker being miles out of his ground and walked-out
from there itself, keeping in mind the wordings of Law 31.1?
In this context would also like to mention that Law 31.7 only
permits an Umpire to intervene to prevent any further action by
the Fielding Team, if he is sure that the Batsman is Not-out and he
is leaving under the misapprehension of being Out.
Ans:
The Striker’s end umpire is expected to refer for
stumping (since there is a doubt on encroachment).
Q18. Kindly refer to Law 38.3 and please tell me if it is
possible for any Bowler to make a Deliberate Attempt to
Run-out the non-striker and then Deliver the Ball in the
same motion?
Ans:
If the ball is delivered by the bowler treat that as accidental
and follow the law. Non striker cannot be dismissed without
an attempt.
Q19. Non-striker leaving his/her ground early:
Our BCCI PC and ICC PC are aligned w.r.t the relevant changes as per the latest
law. My understanding is still that an attempt must be made by the bowler to run
out the non-striker (as per 38.3.1) and that accidental run-outs are not permitted.
This has also been followed in our games in the past season.
However, I just wanted to clarify this because 38.3.3 states that if a ball is
delivered and there is an appeal then the umpire shall make a decision on run-out.
In this scenario, it is possible that the bowler during his/her delivery stride breaks
the wicket by accident and delivers the ball (attempting to run out and then
delivering the ball in the same action is very difficult). In my opinion this cannot
be considered a deliberate attempt. Is this correct?
Ans:
If the ball is delivered by the bowler treat that as
accidental and follow the law. Non striker cannot be
dismissed without an attempt.
Q20. Introduction of impact player by fielding team:
In the T20 PC, it is mentioned that the introduction of an impact
player mid-over by the fielding team can be done immediately if
the bowler is injured or suspended. Can this introduction also
happen even if any member of the fielding side is injured or if
there is a break in play for any reason mid-over?
Ans:
Yes, only if the injured fielder is to be replaced
with an impact player. We shall not entertain the
request for impact player during an over if there is
break in play for other reasons.
Q21. AS per latest PC 3.1 (Appendix D) Season 23-24 - where
wooden bails are used "the frame of judgement" shall be the one in which
one bail is supposed to lose complete contact with top of the stumps. (Both
spigots shall deduce the contact with the top of stumps.)
Whereas, as per the clarification mail dated 11 Nov'2022 (during season
22-23) from BCCI, it was communicated as " In all the matches
(televised or static) where wooden bails are used, a slight
disturbance of the bail will be deemed as complete removal to arrive
at a decision by the 3rd umpire or the MR"
We have seen in one of the recent ICC test matches, the first interpretation
is followed.
Could you please clarify what we will be going to follow in the upcoming
BCCI domestic season to avoid the situation of dichotomy?
Ans:
Follow the law and playing conditions. Look for
complete removal of the bail from the top of the stumps.
Q22. A one-day game which was scheduled to start at 9:00am is delayed
and starts at 12:50pm. Interval between innings is reduced to 10 mins.
After 11 overs were bowled in the first innings at 1:41pm there is an
interruption due to rain. What is the cut-off time for a 20 over game?
Ans:
Cut off time for a minimum 20 over game is 84+84+10=178
mins.
Scheduled close of play is 4:45 PM.
Play has already taken place for 51mins (12:50 to 1:41).
178 – 51 = 127 mins.
Working backwards we arrive at the cut-off time being 2:38
PM. (4:45-127).
Q23. The second innings of a one-day game starts at 1:20pm.
There is an interruption at 1:55pm after 6.5 overs are bowled.
What is the cut-off time for a 20 over game?
Ans:
Rescheduled 2nd innings time – 1:20 PM - 4:50 PM
Time required for a minimum 20 over – 84mins
Play has already taken place for 35 mins
Minimum time required to have a game: 84-35=49mins
Working backwards we arrive at the cut-off time being 4:01pm
(4:50-49).
Note: Cut-off time is only to decide whether the game is possible or
not. If the game is possible use the template to calculate the overs
Q24. Lunch from 12:00-12:40pm. Captain declares his
innings closed at 12:35 PM. What will the close of play be
and the minimum no of overs to be bowled for that day?
Ans:
Close of play – 4:30pm
Minimum no of overs to be bowled – 89 ( 1 over reduced
for declaration)
(Please ignore the BCCI Quiz question / clarification
provided earlier).
Q25. Interruption from 1:30 PM to 2:00 PM, captain declares his
innings closed at 1:56 PM. What will the close of play be and the
minimum no of overs to be bowled for that day?
Ans:
