Status: Full-time, 40 hours per week
FLSA: Exempt
Range: $21.47-$24.00

Neighborhood House Programs


Since 1906, Neighborhood House has been helping diverse communities of
people with limited resources attain their goals for self-sufficiency, financial
independence, health and community building. Our services include early
childhood education (including Head Start and Early Head Start), mentoring
and tutoring, emergency referral services, self-sufficiency/employment
classes and services (including ESL and citizenship), job placement and
training, substance abuse services, transportation and outreach for the
elderly and disabled and publication of the Voice newspaper. Annually,
Neighborhood House serves over 11,000 individuals. Of those, 80 percent
are refugees and immigrants.

Scope
Neighborhood House and the City of Seattle Human Services Department are
partnering to offer year-round Family Center services to residents of West
Seattle. Family Centers are places that welcome families, build relationships
and offer information and experiences in which families are personally
interested. We are seeking qualified individuals who can manage the High
Point Family Center and oversee a wide variety of education, social and
recreational activities for all family members. This manager supervises a
team of 4-5 staff and a budget of $300,000. The Family Center Manager is a
key member of the NH leadership team. He/she will represent NH in the
West Seattle/High Point community, and is essential in charting our
programmatic direction at High Point. NH is in the process of building a new
20,000 sf Family Center in the Heart of High Point. This management
position is key to the future vision and operations of this facility.

Responsibilities

Program Design and Implementation


• Establish the High Point Family Center as a welcoming place that invites
participation and partnership through the development of a wide variety
of activities for children, youth, families and community residents.
• Manage the implementation of day and evening programs/activities to
address family and community needs.
• Facilitate and staff program and educational activities as needed.
• Ensure barriers are reduced or eliminated to ensure cultural competency
and accessibility.
• Conduct annual assessment of community needs and interests of
community members, and implement responsive, innovative
programming.
• Implement and coordinate Family Center Advisory Committee.
• Ensure outreach and public relations to promote the High Point Family
Center.
• Build strong partnerships within the community, develop positive and
respectful relations with residents and community leaders, and model
exemplary service skills to staff in dealing with community members;

Supervision and Administration


• Recruit, hire, train and supervise qualified staff in alignment with NH and
Family Center values and community building requirements.
• Manage all contracts to ensure that all contract and agency outcomes are
met or exceeded and requirements are met.
• Develop and monitor program budgets; identify and make necessary
budget adjustments in a timely manner as necessary
• Develop and monitor accurate data collections systems/processes and
analyze data to achieve outcomes.
• Maintain key project documents to support all aspects of programs,
including regular program reports, evaluations, satisfaction surveys, etc.
• Identify and develop program and facility policies and procedures.
• Prepare reports for funding sources and the Board of Trustees.
• Ensure that all site management needs (maintenance, janitorial services,
etc) are met consistently.
• Respond to requests for translation or community events and
deploy/monitor staff in delivery of services.

Resource Building
• Identify, solicit and negotiate with new potential service providers (e.g.,
youth providers, schools, adult education, etc.) to bring enhanced or
expanded programming to the Family Center
• Work closely with other Neighborhood House and community programs to
integrate services across program boundaries and maximize benefits for
all participants, to fulfill our vision of No Wrong Door Services for all
participants.
• Work with development department to secure on-going funding support
for Family Center programs and services. Ability to develop grant
proposals, including program design and budgets, desired.
• Maintain relationships with grantors/donors to ensure on-going
communication, reporting and cultivation of future funding;
• Attend political and community events as a representative of the agency
and make presentations before political and community groups where
common interests exist in serving low-income public housing residents.
• Cultivate team effort among counterpart agencies, particularly sister
agencies co-located in the new Family Center (2009), in seeking out
cutting-edge service delivery systems for clientele.
• Other duties as assigned.
Minimum Qualifications
• Bachelor’s degree in social work, education, human services or related
field, or equivalent combination of education and work experience.
• Five (5) years experience in managing education, parenting/adult
education and/or other community services programs serving diverse
populations. Experience should include group facilitation skills as well
as direct responsibility in managing contracts and budgets.
• Professional experience in both formal and informal setting working
with diverse ethnic and economic populations, including immigrants
and refugees as well as indigenous diverse minority populations.
• Demonstrated community building and/or outreach skills.
• Supervisory experience.
• Strong organizational and operational skills a must.
• Demonstrated ability to perform job duties within the context of
complex regulations and definitions and to complete extensive
technical documentation.
• Ability to work both independently, with considerable self-direction,
and as a contributing member of a team.
• Ability to communicate effectively, both orally and in writing, with
individuals from a wide range of professional and cultural backgrounds.
• Ability to work effectively in a multi-cultural environment with co-
workers, clients and partners.
• Must have reliable, independent transportation for travel in King
County.
• Proficient with Microsoft Office software.
• Must pass the Washington State Patrol background check.
• Must have reliable, independent transportation for travel between job
sites.
• Within 30 days of employment; Current First Aid, Food Handlers, CPR,
CPS/APS.
• Candidates must be able to work a flexible work schedule, including
some weekends or evenings, as necessary.
• Bilingual/Bicultural a plus.

PHYSICAL REQUIREMENTS
• Work involves 60% office/class work, 15% driving to off-site meetings and
agency centers, and 15% walking, bending and stooping.
• Current WA state driver’s license, car, and vehicle insurance.
• Must be able to work a flexible schedule, including some weekends and
evenings.

Compensation
Starting salary DOE. Excellent medical, dental, and vision benefits available
for employee and family. Life and long-term disability insurance provided.
Employer contributes up to 4% toward retirement plan with employee
match.
