“R.E Construction: It’s Now or Never”

I. Summary
Engr. Romeo Estabillo finished his Civil Engineering course at Mapua Institute
of Technology. After passing the board exam in year 1981, he decided to organize his
own construction firm. He started accepting contracts for his construction of
residential houses, the slowly his clients grow in number.
At the start, he hired two assistants to help in his daily routine as a contractor.
One of the two assistants, Mr. Silivino Santiago, was a third-year civil student who
had stopped schooling due to financial difficulties. His main task was a draftsman and
to assist Engr. Estabillo in supervising workers at the various construction sites. The
second assistant Mr. Romulo Mamaril, who was assigned to coordinate purchasing,
bookkeeping and other related administrative activities.
Engr. Estabillo was already managing operations in his newly constructed
office inside his residential compound during the third year of operations. By this
time, two more female employee were hired to assist in the various tasks performed
in the office.
By 1994, Engr. Estabillo reviewed his company’s payroll. It indicated that he
has in employ six full time civil engineers, two draftsmen, ten administrative
personnel, one messenger and one security guard were working on his business. The
foremen and laborers working at the various projects were contractual.
By June 1996, he thought that the business was continuously growinig, so he
would to secure the services of four civil engineers on a fulltime basis. As he was
directly supervising all operations, he now feels that he may not be able to perform
his functions effectively if he will push through with the plan. He wants to make a
decision, but he is apprehensive. He thinks operations are now more complex that
decision-making must be a little analytical. With this thought, he pondered on how
he would solved the problem.
II. Provide background information
The article is about how an individual manages a plan for a specific problem of
his company. The company of Engr. Romeo Estabillo began with a small-building
village and now his company is growing and he felt there was already a need to hire
four more additional civil engineers. However, he is hesitant when making decision.
He thinks that if he add more employees to it, since he supervises all of his
subordinates, he will become inefficient in managing his business. Perhaps he also
feels that hiring a new staff requires additional payroll.
The article related to our subject “Engineering Management” it talks about
how an individual can make a decision on a business problem and how to manage to
grow the company. Being the owner of the construction firm, enhance in decision
making skill in order to make the business more efficiently operational.
III. Summarize the main points of the article based on the following query
• When managing a business, we can see how it progresses as time goes by.
We can see from this point that decision making would be more successful.

and managing the company.
V. Conclusion
Based on Engr. Romeo Estabillo’s story, a great leader not only needs to know
how to play a game safely but must also know when to take risks to be able to see
what’s beyond the boundaries. He must be flexible and knowledgeable enough to
handle any situations. A leader is a man of wise decisions. Making a decision is being
one step closer to the goal. This article enables us to understand how to run a
business and being an Engineer, as well as how to solve the problem by making a
wise decision.
