SECTION A - PLUMBING

I. GENERAL

1. Scope of Work

The scope of work for plumbing installation here in is all the work shown in the
drawings and the technical specification book, which includes (but not limited
to) the following:

a. Supply and install of Clean Water Pumps.

b. Supply and install of All Clean Water Installation, Waste Water and
Sewage Water Installation, Rainwater Installation according to Design
Drawing and Technical Specification.

c. Supply and install of material support for whole plumbing installation.

d. Testing and Commissioning of whole Plumbing Installation, except for


sanitary fixture.

e. Performs maintenance of plumbing works within period of time specified


by the clients.

f. Create Shop Drawing for installation to be installed and make As Built


Drawing in accordance with the installation that has been installed.

2. Coordination

a. Technical Specifications and Design Drawing are working installation


guidance only. These not intended to show any details of work item of
equipment and it connection work detail. Contractor should equipped any
necessary material and equipment to ensure all system will be work as
plans.

b. Design Drawings are shown Main Equipment and Installation Layout in


general. The Contractor shall make the necessary changes that are
adapted to the building conditions without additional fees..

c. Any work called on the specification but not shown on the drawing and bill
of quantity or otherwise, shall be completed and installed.

3. Workers Qualifications

a. Installation and testing works must be done by fully skilled and


experienced workers and supervisors. The welder must have a Certificate.

b. CM / Supervisor may refuse or postpone the work if the workforce is


assessed as unskilled or experienced.

4. Submissions

Before works execution, contractor should submit:

a. Material list of equipment to be installed

b. Shop Drawing which shows in detail the installation of equipment and its
relationships with other work or works that had difficulties to be done. Or
any proposed changes or modifications to the plan drawing.

c. Installation procedures recommended by equipment manufacturers.

d. Material samples (brochures for large equipment) of material / equipment


to be installed.

5. Review

Construction Management / CM will review submissions from Contractor and


commented on it. Contractor should modified or revised it submissions
according to CM comment until CM approved.
The Contractor must modify / revise the submission in accordance with the
comments, until the approval of the CM is obtained..

6. Standard and Code

Unless otherwise specified in the drawings of the plan, this work applies to the
following rules:
a. Indonesian Plumbing Guidelines.
b. Indonesian National Standards (SNI).

7. As Built Drawing and Operational Guidelines

a. If the work has been completed and after the first handover, the Contractor
shall submit 4 sets of as built drawing, which consists 3 sets of Blue Print
and 1 set of transparent, alongside with soft copy in 1 set CD.

b. Contractor shall submit 3 set of manual operation and maintenance of the


system in form of books and CD.

II. SYSTEM

1. Clean Water

a) On Region

Centralled from West Ground Water Tank and East Ground Water Tank,
clean water lifted and distribute with Distribution Pump into each Ground
Water Tank in each Lot.

b) On Supporting Building

Clean water from main Clean Water piping network will be metering first and
then directly distributed to every Fixture Unit.

2. Sewage Water / Waste

Water a) On Region

Waste Water / Sewage Water from each lot will be collected at temporary
storage / sewage lift station (SLS) with a certain capacity. Then from each
SLS in every lot, Waste Water / Sewage Water channeled to sewage water
lines that provided in whole region and delivered to Central WWTP.

c) On Supporting Building

Waste water from floor drain, lavatory are separated with sewage water from
WC and Urinoir. Basically, waste water from the toilet like from floor drain,
lavatory separated by dirty water from the toilet and urinoir. Therefore, it will
be used separated pipe for different kind of water. Furthermore, since its small
capacity for each supporting building, it will have independent Bio septic
System to processing the small amount of waste water / sewage water.

3. Rainwater on Supporting Building

In principles, rainwater from roof will be channeled with riser pipe then
thorough a few Box Control it will delivered to Region Drainage Lines.

IV. WARRANTY

1) The Plumbing Contractor is responsible for the prevention of materials /


equipment for this installation from theft or damage. Missing or damaged
materials / equipment must be replaced by the Contractor at no additional cost.

2) Contractors must use skilled personnel in their fields to deliver the best and
tidy work. Before a pipe is closed (by walls, ceiling etc.) it should be tested
and approved by the Supervisor and its designated representative.

3) This job contractor must provide a written warranty to the Supervisor, that all
clean water supply and distribution installations, fire installations, sewerage
installations will work satisfactorily, and that the Contractor shall bear all costs
for necessary damages / replacements for a period of time one year.

4) Examples
Before Plumbing Installation, fixture and other equipment, contractor should
submit samples of material to be installed and/or technical data sheet of
equipment to be approved by CM.

V. TRAINING

Contractor should prepared and trained future operator to operate and to


maintenance of Clean Water System, Sewage Water system and Rainwater.
Training could be held since the equipment installation, on the instructions and
approval of CM.

VI. MANUAL OPERATIONS

The Contractor shall collect and submit to CM an System and Device Operation
Manual, consisting of all Equipment Maintenance and Operation Procedures and
Its Installations. This Manual Handbook must be submitted in 4 sets of books and
1 set of Softcopy on CD.

VII. ELECTRICAL WORKSPEKERJAAN ELEKTRIKAL

SECTION B – VENTILATION AND AIR CONDITIONING

I. SCOPE OF WORKS

The scope of work for the air conditioning installation herein is all the work shown
in the drawing and the technical specification book, which includes (but is not
limited to) the following:

Supply and install of VAC equipment complete with installation according to


drawing plans and books of this specification from:

a. Single split (wall mounted)


b. Exhaust, fan
c. Ducting ( fresh air / exhaust air )
d. Piping (refrigerant)
e. Grille ( fresh air / exhaust air )
f. Control System / Thermostat
g. The foundation of the machines
h. Testing and balancing
i. Maintenance.

II. COORDINATION

a. Technical Specifications and Design Drawing are working installation


guidance only. These not intended to show any details of work item of
equipment and it connection work detail. Contractor should equipped any
necessary material and equipment to ensure all system will be work as plans.

b. Design Drawings are shown Main Equipments and Installation of Ducting-


Piping Layout in general. The Contractor shall make the necessary changes
that are adapted to the building conditions without additional fees.

c. Any work called on the specification but not shown on the drawing and bill of
quantity or otherwise, shall be completed and installed.

III. STANDARDS

The standards and regulations applicable to this work include:

V. WORKING DRAWINGS AND INSTALLATION INSTRUCTIONS

a. Before works execution, contractor should submit:

1. Shop Drawing which shows in detail the installation of equipment and its
relationships with other work.

2. Work drawings must indicate elevation, wiring and equipment installation


positions in position or in the room.

3. Installation procedures recommended by equipment manufacturers.

4. Complete brochures / catalogs on heavy equipment sizes, installation


methods and requirements, and wiring diagrams of main equipment.

b. The Contractor is also required to produce working drawings on certain parts


deemed necessary by the Construction Management (CM).
VI. AS BUILT DRAWING INSTALLATION AND OPERATION INSTRUCTIONS
a. The Contractor is required to produce and deliver As Built Drawing approved
by the CM to the Client of 3 sets consisting of 1 set of transparent and 2 sets
of blueprints and 1 CD. When the work is done and no later than 30 calendar
days after the first handover.

b. The Contractor shall also submit 3 sets of books containing instructions for
operation and maintenance of all installations and equipment to the Client no
later than 30 calendar days after the first handover.

c. The Contractor is responsible for educating the assigned operator of the


assignor, until the concerned proves to be able to run / operate the entire
system properly.

VII.SYSTEM

a. Air Conditioning System

The air system here uses a single split wall mounted system for office units
within supporting buildings.

The condition of the planned space generally are :

Dry Bulb Temp : 73,4°F (23°C) ± 2°F


Relative Humidity : 55% ± 5%

b. Mechanical Ventilation.

For toilet ventilation and mechanical rooms used exhaust fan which some
equipped with duct and some exhaust fan industrial wall type. With fresh air in
the form of door grille and wall grille with the size according to the drawing
plan.

VIII. EQUIPMENT & MATERIAL REQUIREMENTS

IX. MAINTENANCE AND GUARANTEE

After the 2nd handover, Contractor / Supplier must provide warranty equipment
installed and perform service / maintenance during the specified period that is :

Warranty for 1-year Period.


Maintenance for 6-month period.

During Maintenance Period, Contractor are obligated to:

a. Complete and repair work deficiencies.

b. Maintain equipment that is installed periodically in accordance with the


manufacturer's requirements.

c. Train the operator assigned by the Client, so that the operator is proficient in
running and maintaining installed equipment.

SECTION C - PUMPS

The pump specifications here are a minimal requirement for the pumps used
in the mechanical work of this project.

II. EQUIPMENT REQUIREMENT

1. Clean Water Pumps

a. Pumps for clean water supply systems shall be of the type of centrifugal
(end suction) in which the driving motors shall be coupled directly with the
pump shaft by means of a properly fitted flexible coupling in accordance
with the manufacturer's instructions.

b. The pumps and their respective motors shall be placed on a single bed plate
and installed in accordance with the manufacturer's recommendation.

c. Each pump (pump group) should be equipped with:



Control Panel

One-Way Valve / non-return valve / Check Valve with anti water-hammer type

Gate valve

Strainer

Flexible Joint

Vibration Absorber

Floating valve at water tank

Foot valve

Other standard equipment.

d. All pumps must be specially painted and carried out by the manufacturer.

e. All electric motors (for driving pumps) shall be equipped with Variable
Speed Drives (VSD), both mounting and connecting shall comply with the
provisions of the PUIL. The motors must be made of materials that are
resistant to tropical weather and local conditions.

f. Pumps should have:



Shaft of Stainless Steel

Impeller of brass

Body of cast iron

Mechanical seal, stainless steel.

g. The pump motor has the same rotation as the pump, with nominal power
not less than 125% of the nominal shaft power. The motor is of the type
Squirrel Cage TEFC (Totally Enclosed Fan Cooled) and fitted complete
with elastic coupling.

The specifications here are a minimal requirement for the valves used in the
mechanical work of this project.

1. The pressure rating of all the valves shall follow the following classifications:
10K - Class : Used for Valves with Working Pressure under 10 Kg/cm².

2. Material.

Material for body valve are :


Brass : for diameter 65 mm and smaller.
Cast Iron : for diameter larger than 65 mm.

3. Connection Type.

The connection system for the valves are:


Screw : for diameter 65 mm and smaller.
Welded / Flange : for diameter larger than 65 mm.

1. Piping Insulation

a. Insulation of refrigerant piping used are elastomeric close cell rubber.

b. The condensate drain pipe uses the same insulation while the pipe that
inserted into the wall is insulated with a bandage of polyethylene tape

2. Painting Requirement

2.1. General

Painting should be done on:

- Duct without insulation or ones that using inner insulation.


- Steel Pipes (without insulation)
- Hanger / Support.

SECTION F - PIPING

I. GENERAL

II. MATERIAL REQUIREMENT

1. Poly Vinyl Chloride (PVC)

PVC Pipes are used for:

- Sewage water piping from WC and Urinoir


- Waste water piping from floor drain, lavatory
- Drain piping of Air Cond. system
- Vent piping of Plumbing system
- Rainwater Piping
- Clean Water Piping.

The standard pressure rating used is :

PVC AW class 10 Kg/cm2.


2. Copper Pipes

Used for refrigerant pipes on Air Cond. units, the standard used is ASTM
B.280 or AS/NZS 1571, with a silver welding heating link (brazing).

3. HDPE Pipes

HDPE Pipes are used for:


- Clean water piping distribution network for the region
- Irrigation water piping network for the region
- Sewage water piping network for the region

The standard pressure rating used are :

PE-100, PN-10 SDR-17

III. INSTALLATION REQUIREMENTS

1. PVC Pipes

a. The connection system used are :


Connection glue (adhesive) for 80mm (3”) diameter or less.
Use of PVC welding joint or rubber ring joint (with rubber ring).

b. Excavated soil pipes should be made with the right depth and slope.

c. The base of the pit should be sufficiently stable and flat so that the entire
length of the pipe is well located or well support.

d. Pipes planted in the soil should be given a layer of sand approximately 10


cm around. Sand should gravel-free.

e. During periodic installation, the Contractor shall close each end of the
open pipe to prevent the entry of soil, dust, dirt and others.

f. All connections / branches of sewage pipes (sanitair) shall be made with


Y-branches. Horizontal pipes for sewage water and rainwater having a
slope of at least 1% and a maximum of 2%.

g. The rain drain pipe from the building is connected to the main channel
outside the building with a concrete junction box.

h. Sleeves for pipes should be installed properly each time the pipe
penetrates the concrete construction.

i. Sleeves must be of sufficient size, with a minimum thickness of 0.2 cm


and provide an allowance of approximately 1 cm on each side outside the
pipe or insulation.

j. Sleeves for walls made of steel pipes.

k. All pipes must be firmly tied to the hanger or the anchor used should be

sturdy (rigid).

The pipes must be supported to keep them from changing, the inclination
must be fixed, to prevent the occurrence of vibration, and must be such
that it still allows the construction and expansion of the pipe by the
temperature change..

l. Horizontal pipe should be hung with adjustable hanger with distance not
more than 3 meter.

m. The Contractor shall propose the construction of the hanger for approval
by the CM. Hangers made of wire, chain, strap or perforated strips should
not be used.

n. The hanging and pipe holder should be screwed (attached) to the


construction of the building with inserts mounted at the time of concrete
casting or bolting, or with a bolt of the wall (Ramset Bolt).

o. Vertical Pipes should be supported with U-Bolt (Clamp or Collar).

p. Pipe holder and other metal equipments to be covered by wall or other


building section must be coated with anti-corrosive paint or rust paint,
Zinc Chromate type which is implemented in 2 Section (2 layers)

2. Copper Pipes

a. Cutting the pipe must wear a special cutter to cut the copper pipe so that
there should be no debris saws..

b. Each connection after welded, must be cleaned from the crust and after
cold immediately given anti-rust paint.

c. Each end of the pipe that has not been connected should be closed so no
objects / dirt into the pipe.

d. Pipes through walls / concrete slab must wear sleeve and surrounding
filled with sealant material or building compriband eg fire resistant sealant.

e. The pipe hanger corresponds to the detail drawing, with the pipe hanger /
pipe buffer distance should be no more than :
Up to ½" should have distance in 2.0 meter

f. Hanging pipe on concrete plate using ramset for pipe diameter ½ " up to
2½" and expansion bolt (dynabolt) for pipe above him 3 ".

g. Pipes retained on the floor, supported by clamp or collar mounted tightly


on the pipe and lever on the floor using a rubber pad.

h. All pipes should be mounted straight with the wall / Section of the building
in the horizontal and vertical directions.

i. Pipe bends allowable angle is 90o & 45o. Basically to wear elbow bend
angle of 90o & 45o long radius. In case of local conditions is not possible
then the use of short radius must get written approval of the CM and
Consultant.

j. Before the pipe is installed, the supports must be installed in a perfect state.

k. Prior to installation, supports must be painted with a primary zinchromate


ICI.

l. All pipes must rest on the supports.

m. Pipes and fittings shall be free of internal stresses resulting from forced
materials.

3. HDPE Pipes

a. The pipe is planted 80-100 cm deep from the ground.

b. Around the pipe should be filled with sand with a thickness of 15 cm and
then filled with soil and compacted.

c. The depth of the pipe planted in the soil should be taken into account to
the path that crosses the road. The pipe that crosses the road must be
planted to a minimum depth of 1.20 m from the road surface or inside the
trench box.

d. For pipes within the utility duct, spacing support should follow the standards
according to the class and size. For PE 100 SDR 17 pipes are as follows:

e. The connecting system uses butt fusion using auxiliary equipment that
complies with the HDPE pipe connection standards.

f. In branching with a considerable diameter difference, use a sadlefusion


system.

g. For connection with pipe with different material (pillar hydrant pipe) using
stub end with flange.

h. Pipes are required to be tested against leakage. The testing must be


known and approved by the CM.

i. Failed tests must be repeated and the required testing and equipment
costs are borne by the Contractor.

IV. TESTING AND COMMISIONING

1. PVC Pipes Testing

All drainage systems should have plugged holes for the entire system to
be filled with water to the highest "Vent" hole.

The system should be able to retain the water loaded as above, at least for 1
(one) hour and the decrease of water for a period of not more than 10 cm.

If and when the supervisor wants another test in addition to the above
tests, the Contractor shall do so and shall be borne by the Contractor.

2. Copper Pipes Testing

The copper tube shall be tested with Nitrogen gas with a pressure of 1½ times
the working pressure for 2 hours and during which no leakage shall be allowed.

3. HDPE Pipes Testing

Installed HDPE pipes should be tested with a pressure of 1.5 times the
working pressure and left in this condition for at least 12 hours without
decreasing pressure. Any damage caused by this testing becomes the load of
the contractor.

SECTION G - DUCTING

I. GENERAL

1. Scope of Works

These specifications are used for ducting work at a job where the Rules
Ventilating and Air Conditioning as specified in the relevant job specification.

II. MATERIAL REQUIREMENT

1. 1. Material and Installation Guidelines

a. Material of duct in ventilation system

Materials that must be used for exhaust and fresh air supply work, and air
condition supply-return is zinc coated steel with the following table
requirements :

Especially for kitchen exhaust duct, all size using BJLS 100.

b. Turnings

All elbow ducts should have:

Made in accordance with the specifications listed in the detail


specification drawings.

Made with Long Radius Elbow type (unless if site condition is not
impossible to have Long Radius Elbow)

The turns of the main air duct are fitted with guide angles (Vanes)
according to the specifications listed in detail specifications.

c. Stream Liner

If the air passage is forced to pass through an inevitable obstacle, then the
air duct is made Stream Liner or Taper Offset in accordance with detail
drawings and specifications (depending on the place concerned).

d. Branches

All branches must be created in accordance with detailed drawings of their


specifications. All branches of the main air ducts shall be equipped with an
"Adjustable Splitter Volume Damper" in accordance with detailed drawings
of their specifications.

e. Access Doors

In certain sections of the main air ducts shall be made access doors /
openings, for the inspection and maintenance of valves, filtering devices
and for measurements on important parts of the channel air. Metal Gauge
Doors "size not less than" BJLS 70 ", and should be perfectly sealed and
rubberized sealing.

f. Testing Holes

In each main air outlet as well as the main air duct behind, as well as in
other places that require (in accordance with the drawings and
specifications), holes must be made for testing.

g. Air Extractor

In all branches to the air outlet diffuser, an adjustable and lockable


"Adjustable Air Extractor" should be installed, in accordance with its
specifications.

h. Ducting Reinforcement

h.1. All sized air ducts larger than 50 cm (20 ") shall be reinforced with
cross broken and iron / bracing reinforcement..

h.2. The reinforcement iron frame must be mounted on the four sides of
the air duct with the requirements below:

h.3. For smaller airways, when it appears that the air duct installation is
curved, the air ducts shall be provided with an additional reinforcing
iron frame.

h.4. All installed reinforcing iron should be painted with prime coating.

i. Ducting Hangers

i.2. Where appropriate, such hanger shall be fitted to longer distances.

i.3. All support and hangers should be painted with prime coating and anti-
rust paint.

j. Flexible Connection

j.1. The connection between the air ducts with the inlet and outlet portion of
the fan shall use a (Flexible Duct Connector) of the fiber material.

j.2. Installation of the connection shall not result in reduction of the cross-
sectional area of the air passage. The air intake portion that is linked
must be in a straight line 15 to 25 cm apart. These connections must
be tied with strong metal strips, so they do not leak.

k. Damper

k.1. In each branch, the main air duct must be installed "Adjustable
Splitter Damper" which can be set and locked, according to the
drawings and specifications.

k.2. In every supply diffuser, griller, register, fresh air intake grille should
be installed "Adjustable Volume Damper" which can be set and
locked. This damper should be good enough and vibration resistant.

k.3. All dampers should be painted with prime coating, and rust resistant
paint.

2. Diffuser and Grille

a. Diffusers, grille and registers mounted should match the drawings and their
specifications. While the placement should be appropriate in accordance

with the design drawings..

b. All units used should be tested according to ADC Standard 1062 R, Air
Diffusing Equipment Test Code (except stated separately) with Noise
Criteria Level (NC) max: NC - 30.

c. All Diffuser, Grille and Register must be made of aluminum. Prior to


installation, examples of equipment to be installed shall be shown to the
Supervisor for approval.

d. All Diffuser, Grille and Register must be flat and not cracked.

e. All Diffusers, Grille and Registers must be sealed to the construction of the
building by means of a seal or gasket.

f. All "Adjustable Volume Damper" mounted on Diffuser, Grille and Register


must be adjustable and locked from the outside.

g. Diffuser and grille are made of anodized aluminum with specified colors
later.

4. Ducting Testing

a. Testing of leaks is done on the connections; temperature, velocity and


noise testing are performed on all diffusers, grille, registers, units, test
holes in the supply duct or exhaust duct and fresh air duct.

b. Balancing should be done in such a way that the entire room is perfectly
conditioned, in accordance with the circumstances planned.

c. Balancing is done by arranging damper-damper. After the balance


condition is reached, then the position of damper that has been permanent
must be marked so in the future facilitate re-checking.

II. MATERIAL REQUIREMENT

a. Split system air conditioning units used are wall-mounted type. Installation of
split units must be in accordance with the drawing of schedule material
equipment.

b. The condensing unit of the air-cooled type should be "Factory Build" and has
been tested in accordance with ASHARE Standard 14-67.

Compressors should be of "Hermetic Scroll" type cooled by gas refrigerant


and motor protected Inherently. Coil Condensor must be made of copper. Fin
of aluminum bonded mechanically. This coil must have been tested against
leakage, and has been dehydrated and filled in sufficient refrigerant gas from
the manufacturer. Fan Condensor must be of Propeller type and connected
directly with motor fan.

Fan must have done static or dynamic balance in the factory. Fan motor
should be of the "Permanent Split Capacitor" type, which is protected
inherently and has a permanently lubricated bullet bearing. The walls and
frames should have been painted anti-rust and suitable for outside installation.

c. Evaporator Blower is made of ducted type as needed. Fan must be of type


centrifugal / Siroco and has been done balancing in the factory, both static
and dynamic.

Minimum unit wall made of steel plate size "20 gauge". All panels or door
openings shall be easily and quickly opened and the frames shall be provided
with reinforced buffer points. Walls and frames should be coated with anti-rust
paint.

The condensing water drain-pan should be large enough to accommodate all


condensation air vapor from the coil at its maximum. The walls of the unit
should be insulated, starting from the air intake to the air outlet on the unit.

Insulation should be strong enough, with the thickness and density sufficient
to preclude the occurrence of condensation insulation. Must be resistant to air
flow and also fireproof, in accordance with the requirements of NFPA
Standard 90-A. Condensation water reservoirs must be insulated to prevent
condensation on the outside. Cooling coils must be made of copper and
aluminum bonded Fin. This coil must be tested for leaks at the factory.

d. Capacity

The capacity and performance of Split Units that will be used must be in
accordance with that stated in the plan drawing.

GENSET INSTALLATION

Description of Terms and General Regulations

1. Description of this requirement describes the specification details of


materials and how to install Diesel Genset Installation, covering complete
and perfect work from material and equipment supply to project site, wage
installation, storage, transportation, testing, maintenance and guarantee.

2. In performing this installation, the Contractor shall comply with all such
requirements as:
a. General Electrical Installation Requirements 2011.
b. IEC, ISO, BS, LMK and others.

3. The Contractor shall adhere to and be bound by all the requirements listed
in:
a. General requirement
b. Technical specifications
c. Drawing Plan
d. Minutes of Meeting

4. 4 Electric installation facilities Diesel Generator Set as stand by power, if


the main source of PLN is interrupted or can run simultaneously with PLN
at certain times.

5. Contractor Terms:
a. Must hold the agency of the brand offered or cooperate with the agency
holder or the electrical installer in collaboration with the agency holder.
b. Must have a minimum SIKA-PLN class C which is still valid or
cooperate with SIKA-PLN holder.
c. Must get approval from the tender committee.
d. Contractor must have SIUJK.

6. Terms of Supply Diesel Generator Set (Open Type):


a. Must have agency in Indonesia with Appointment from Factory

Scope of Work

1. Cabling
a. From diesel generator set to Control Panel Genset (PKG)
b. From diesel generator set to accu and from accu to automatic charger.

2. Grounding
a. BC Conductor 70 mm2 for equipment grounding (body).

6. Diesel Genset Testing with load according to description item 1.06.0 point 2.i.

7. Create a working drawing and submit an As Built drawing.

8. Implement supervision and carry out maintenance.

9. Submit brochures, maintenance and manual operation.

10. Provide the guarantee period to the owner of the building / building.

11. Train operator and maintenance personnel from building owners.

Notes :
Included in the scope of work mentioned above is to provide and install so
that the whole system works perfectly.

General Requirements of Materials and Equipment

1. Basic Requirements.

a. All materials or equipment must be new in the sense that they are not
used or repaired.

b. Material or equipment must have sufficient capacity or rating.

c. Must be in accordance with the specifications / requirements.

d. In terms of physical size should be enough and do not ask for a room
bigger than the one provided.
Sufficiency in the sense of including all the equipment necessary for
operation to the perfect way.

e. The capacity listed either in the drawing or the specification is the


minimum capacity.

f. Adjustments in the selection of units may be made by the Contractor


under the following conditions:
- Not causing any increase in equipment.
- System does not become more difficult.
- Do not ask for space increase.
- Not causing any additional operating and maintenance costs.
- Not reduce quality

2. Physical Terms
a. All materials or equipment of the same qualification or type, requested
or made by the same manufacturer.

b. Where an apparatus unit consists of component parts, all parts of the


same brand should be used to avoid maintenance difficulties and
maintain their characteristic quality.

Material Technical Specification

1. Low Voltage Cabling and Grounding


a. These Cables works in 400 volt, 3 Phase, 50 Hz.
b. Cable Types:
NYY for cable power and cable control
Multi-core cable, specially for accu.
BC for grounding equipment (body)
NYY single core for neutral grounding (neutral point at star-delta
connection).
c. Copper core cable and Alluminium for cable 50 mm² above.

2. Cable Shoes

accordance to drawing (BS Pipe, 1387 Medium)

b. For silencer, using black steel pipe insulated with rock wool and
minimum sizing or based on needs. Connection between genset and
silencer using flexible pipe.

4. Other equipment
a. The suspension frame for the silincer is composed of ramset or fisher
plug, elbow iron, bolt nut vibrator isolator and others after it is powder
coated and painted.

b. Daily framework tank of iron elbow and iron plate complete nut and
after that it is powder coated and painted.

c. Concrete Foundation of Diesel Generator Set


(Civil Contractor Scope of Work)
- Place for cradle of diesel generator set.
- Foundation of reinforced concrete.
- The weight of the foundation diesel generator sets at least 1.7
times the weight of the diesel generator set.
- The size of the foundation should match the diesel generator set
to be installed. For that the Contractor makes working drawings.
- Under the foundation of diesel generator set mounted sand and
fibers each as thick as 20 cm while the palm fiber side wall as a
vibration damper.

d. Vibration Isolator
- Steel spring.
- Capacity accordance to weight and vibration power of diesel
generator set.
- Installed on a concrete foundation and under base plate using
an anchor or according to the installation system required by the
Factory.
- Base plate of H-type steel or as per factory standard.

e. Steel Clamp from steel plate material of appropriate size is sufficient to


hold the pipe

f. Sound Attenuator
To reduce the sound through the air intake and air exhaust then
combine with the intake / exhaust air grill mounted silencers in the
form of attenuator that can reduce the maximum of 60-70 dB-A, at a
distance of 1 meter from the generator room.

PKG are serves to control the transfer of power on the Low Voltage
Main Distribution Panel (LVMDP) and set the start-stop engine
automatically. This control is carried out after receiving data from the
downed PLN voltage and the amount can be set on the PLC
(Programmable Logic Controller).

The equipment has specifications for performance work as follows:


Can start diesel generator set when PLN voltage goes down / shut-off
and gives signal / voltage to ATS.

PLC sensor must ensure PLN off / off with time delay 2 seconds then
Genset On / Start.

If only blink (dead momentarily) less than 3 second then Genset keep

If there are errors below, the machine should be shut-off, and also the

Starting engine has a time delay that can be set between 6-15 seconds.

Return to normal source, has an adjustable time delay of approximately
25 seconds to 30 seconds.

There should be a time delay for cooling down of the engine for about 5
minutes.

Having an “under frequency” sensor, is if the normal source
frequency down to 90% or can be set, the source automatically
moved to Genset.

Has a by-pass time delay in returning the Genset source to normal to
shorten the time in testing.

Having a simulated way of testing is that without removing the
normal CB source, testing can be done as if the source is getting
interrupted.

Panel Box and Busbar
The size of the panel box should cover all equipment with
sufficient electrical and physical placement.
Instruments, switches and so on shall be mounted in incoming
pairs from the face through openings already provided in the
panel housing.
Panel Housing material of steel plate with a thickness of not less
than 2mm.
All steel plate surfaces before painting should get a
"phosphatizing treatment" type of cleaning.
The inside and outside shall have at least one coat of rust paint.
For the final coat of paint finish the outside is essentially gray.
Room achievements should be sufficient to facilitate work
The door should be with a hidden hinge and interlock with a
safety breaker.
Labels are made of "Trafolite" material arranged in layers of
white-black-and-white and engraved as needed in Indonesia
Language.
Ventilation openings from both sides of the panel
All cabling inside the panel must be neatly composed of color
cables, mounted using a terminal, easy to trace and easy to
maintain.
The busbar and its connection technique shall be subject to the
rules.
Busbar material made of high conductivity copper, rectangular
shapes mounted on pole-pole insulators with calculated strength
and distance to withstand electrical and mechanical pressure at
the short circuit level at that point (PUIL 2010).
The busbar inside the panel should be well-structured until all
other cable or busbar terminations do not cause uneven curves
or bends.
The busbar must be painted in a standard way to distinguish its
phases.
Drilling on busbars is not permitted.

The connecting bars between the busbar and the breaker shall
have a sufficient cross-section with a current rating of not less
than 125% of the breaker rating.
On busbar connections shall be provided with tinned material.

i. Anchor.
- Material in the form of concrete iron, elbow iron or ramset shot
with enough strength.
- Must be done with Civil Contractors.

j. Grounding Material.
- All electrical systems using grounding, must conform to the rules
specified in PUIL 2010.

Installation Requirements

1. Installation and Equipment Requirements

a. The Contractor shall examine all dimensions as soon as possible after


obtaining a Work Order (SPK).

b. Submit proposals to the Clients, what needs to be changed or


rearranged so that all installations and equipment in the system can be
placed and working as well as possible.

c. The Contractor shall draw up a working drawing containing detailed floor


plans, sections and details and with clear size and shall be subject to the
consent of the Client.

d. The Contractor shall then make measurements and mark the places to
be installed to actual size with the approval of the Clients.

e. The Contractor shall consult with other Contractor and Clients, before
making any wiring work, equipment and so on.
- Arrange in such a way that the cables, pipes and equipment do
not collide with the installation of other work.
- If there is a dispute between the Contractor then the final decision
is on the Task Force.

f. All installation materials and equipment prior to purchase, booked into


site or installed must be approved in advance from the Clients. When
needed by giving material samples..

2. Equipment Installation

a. Cable feeder from Genset to panel automatic diesel generating set (PKG).

b. Cable for battery, battery charger and grid of power outlets to be install
neat on the wall with protected PVC pipe.

c. The feeder cable through the cable ladder is clamped on a regular basis
and needs to be protected by pipes.

d. Each turn of the cable must be noticed its radius of at least R = 30 D,


where D is the diameter of the LV- cable.

e. Underground Cable installed in the pipe.

f. Grounding mounted on the surface of the Genset area through the shaft
in the building to the control basin. Grounding cable installation in
embedded ground at least 60 cm below the surface and protected PVC
pipe. Grounding resistance must be less than 2 ohm.

g. Fuel Piping
- Daily tank riser pipe clamped to the framework of daily tank or on wall.
- Horizontal pipe inside the building mounted with clamp on the wall or
hung in concrete, using black pipe (black steel pipe).
- Piping outside the building installed 60 cm deep under the surface of
the ground.

h. Silincer Piping
- The connection between Diesel Generator Set to Silincer uses a
flexible pipe.
- Silincer pipes are hung to a portal / pole with vibration dampening
insulators.
- All silincer pipes must be wrapped in rockwool and aluminum jacketing.
- Silincer hung wear UNP iron and silencer insulators.

i. Daily tank mounted in generator.

j. Battery and automatic battery charger installed free on the floor.

k. PUTR panels and free standing PKG panels on the floor are supported
by UNP 15 of steel.

3. Land Excavation and Landfill Land

a. The depth and dimension of the excavation shall be in accordance with


the Technical Specifications Requirements.

b. Where there is a collision with pipes, drain cord and so on, detailed
drawings and good solutions must be made to all parties subject to the
approval of the Clients.

c. After completion of excavation and cabling, the excavation should be
recovered with a sirtu to solid.

d. Delays of excavation resulting in damage to the work of others must be


rectified by the Diesel Generator Set Contractor at its own expense.

4. Grounding

a. Grounding on equipment (Body) using Grounding Safety System or


(PP) PUIL 2000 Article 312 by using BC conductor 50mm2.
Grounded ones are:
- Diesel generator unit
- All the iron doors in the power house and daily tanks and their
chassis.
- Genset Control Panel (PKG)
b. Grounding of the electrical installation system using the Neutral-
Grounding Safety System or (PNP) PUIL 2000 Article 313 using the
NYY conductor 1 x 70 mm2 to ground the star point (neutral) on the
diesel generator set.

c. Others
- The ground resistance max. 2 ohm.
- Grounding with by means of planted copper bar.
- Copper wire from the grounding network is connected to copper
maturity and fastened (Cad weld System).
- The connecting place is between grounded wire and pantekan in
a closed reinforced concrete tub.

Testing & Commissioning

1. All equipment and installation work shall be tested so as to obtain a good


installation and work perfectly as per PLN or Factory requirements. If
necessary, installation materials and equipment may be requested by the
Clients to be tested to the Laboratory at Contractor's cost.

2. The testing stages are as follows:


a. Each section of the piping installation should be tested to achieve good
results according to PLN requirements. For parts to be closed the
installation should be tested before and after the parts is closed.

b. Each section of the plumbing installation should be tested so that no


one leaks with a pressure test of 2.5 atm for 1 hour. Air test should be
done with max. pressure 25000 mm H20 (2.5 bar).

c. Electrical panel should be tested in condition both of voltage testing
and grounding installation were worked as required. Electrical panels
must be tested in good condition by testing the voltage and insulation
resistance as well as working the system in accordance with the
provisions.

d. Daily tank should be checked not to be leaks. Float devices at indicator


glass and air release valve should be work independently for fuel
storage tank meter where if had reach minimum capacity will goes to
alarm.

e. Battery accu and automatic battery charger should comply to technical


specification and brochure and working well.

f. The polarity of connecting cables should be correct and firmly attached.

g. Grounding resistivity should have matched with required at Technical


Specifications.

h. The pressure in the silencer pipe shall be adjusted so that it fits the
manufacturer's requirements and can generate power according to the
capacity of the Diesel Generator Set.

i. In Diesel Generator Set testing, it should be noted the following:


- Frequency must be 50 Hz
- Phase to phase voltages 380 Volt.
- Phase to neutral voltages 220 Volts
- Power factor = 0.8
- Testing is done as follows:

Testing using Load Bank (Domplar).

Testing with loads of 25%, 50% and 100% from requested net
output, as follows:
# 0 %, for 5 minutes
# 25 %, for 20 minutes
# 50 %, for 20 minutes
# 75 %, for 20 minutes
# 100 %, for 20 minutes
# 110 %, for 10 minutes (prime rating only)
# shock with load for 10 minutes (2 times)

2 hours of total duration of testing

Besides load, also to be examined are temperature, oil pressure and
others as manufacturer standards.

j. All testing must be witnessed by the Giver by making a written report.

k. The contractor prior to testing and commissioning must submit the


testing program to the Task Force for review and approval.

l. The consumption of fuel and lubricating oil during testing of generators
is the responsibility of the Contractor.

Delivery, Maintenance and Warranty

1. Work delivery accompanied by Project Minutes of Meeting with attachment


as follow:
a. As-built Drawing in copies:
1 set of A1 transparent
4 sets of A1 blue print
b. Testing reports
c. Brochures, operation and maintenance manual in Indonesia
language 4 (four) set.
d. Warranty letter from manufacturer addressed to the Client.

2. After the first handover, the Contractor shall perform the maintenance
period free of charge for the period specified in the general terms of the
installation and the equipment remains in perfect working order.
3. After the first handover, the Contractor is required to provide the Diesel
Generator Set assurance of a good 12 (twelve) months.

4. After the first handover, the contractor shall train the owner of the building /

conducting the training the Contractor shall submit his training materials and
time schedule and the documents shall be submitted to the Directors / CM.

TECHNICAL SPECIFICATIONS OF

ELECTRICAL AND LIGHTNING PROTECTION INSTALLATION

GENERAL REGULATION

1.1. This Electrical Installation Works shall be carried out by the Electrical
Installer who already has a Class III (C) Name of Recognition ( PAS) from
the local PLN Distribution Area and has a SIPP of Electricity issued by the
Local Government.

1.2. Supplier must be able to prove that they had extensive experience in the
field of medium voltage panels and can provide information that the panels
can operate on the PLN network properly for at least 3 (three) years.

1.3. Material that offered are preferred domestic production.

1.4. Basically, for the implementation of this Electrical Installation work in addition
to the Work Plan and these Terms apply:
- General Electrical Installation Regulations (PPUIL) issued by Indonesian
Normalization Fund Foundation at year 2000, as already added and
subtracted by the Indonesian Commission of Electrical Affairs on PUIL
(year 1987) and with local Regulations issued by local PLN Distribution
Area.
- N.F.P.A. of the National Electrical Code and factory regulations that
issue the equipment used.
- Regulations / requirements which are issued by the local Regional
Occupational Safety Department.

1.5. For working drawing or shop drawings made by the Contractor should
submitted 4 sets, prior to the implementation must be approved by the
Supervisor or Construction Management (CM).

1.6. After works completion, Electrical Contractor or Installer is required to submit


as-built drawings of installation that has been revised as much as 5 (five) set
of hardcopies and 1 (one) set softcopy files in CD, complete with by keur
letter from PLN that states the installation has met the required requirements
(especially for low voltage installations).

1.7. In terms of implementation of this Electrical Installation handled to Sub-


Contractor, the accountability remains a burden on the Main Contractor. The
appointment of this Sub-Contractor shall have prior approval from the
Supervisor or CM.

1.8. In the calculation of the budget cost of supply, must be inclusive:

- The cost of licensing and testing of installed materials and /
or machinery.
- Fee of keur and installation fee for installation purposes.
- Administrative cost of managing the connection of power to the PLN line
(Connection cost not included).

1.9. All installations, equipment and machinery already installed, prior to


submission shall first be tested for their capabilities, in accordance with the
required rules or measurement limits and procedures. Testing must be
witnessed and approved by the Supervisor.

1.10. During the maintenance period, the Contractor is required to place one or
two operator trainers. The task of this trainer is to train the prospective
operator in terms of service and maintenance of the equipment and
machinery installed during the maintenance period (the duration of
maintenance and warranty is one year).

1.11. The contractor should create a manual instruction for the operator with
additional instructions from the Supervisory Board of CM.

1.12. The Contractor must be able to supply a Maintenance Contract (if requested)
and guarantee the equipment and tool are easy to obtained.

SCOPE OF WORK

This work includes procurement of installation, tuning and testing of all equipment /
material mentioned in this specification, or incidentally not mentioned, is generally
considered necessary in order to obtain a good and safe electrical installation
system which, once tested, is tried and tested thoroughly, ready for use, where
therein including the works as follows:

2.1. Supply and Install MV Cable 24 kV:


a. MV Cable 24 KV from MCP-1 to Substation of Distribution (GD)-1 to
GD-22 (22 units)
b. Cable TM 24 KV from MPC-2 to Substation of Distribution (GD)-23 to
GD-39
c. TM 24 KV cable from MPC-1 to MVDP mounted on Power House (PH)-1
d. TM 24 KV cable from MPC-2 to MVDP mounted on Power House (PH)-2

2.2. Supply and Install MV Cubicle:

a. MV Cubicle in MPC-1 room and in MPC-2 room include with the


installation
b. MV Cubicle in the Power House-1 and in the Power House-2 include
with the installation.
c. MV Cubicle in all Substation Distribution installed in Mandalika Resort
area as per Design Drawing (41 units of GD)

2.3. Supply and installation of LV Cubicle Panel:

a. LVDP complete with ATS and its installation in the Power House room
b. Generator set Control Panel (PKG) complete with DMC panel and its
installation in Power House. Coordination with Generator set Contractor
in the implementation of Generator set work.
c. Distribution Panels, Power Panels and LP Panels along with its
installation and grounding system .
d. Cubicle panel of PHB-TR in all Substations Distribution Room complete
with installation and grounding system according to Design Drawing.
e. Coordination with the SCADA system installation contractors.

2.4. Supply and installation of Transformer:

a. 4 units of step-up transformer with capacity refer to Design Drawing


complete with installation and grounding system in Power House-1 Room
and 4 unit of step-up transformer units in Power House-2 Room.
b. 1 unit of step-down transformer with capacity refer to Design Drawing in
Power House-1 Room and 1 unit of step-down transformer in Power
House-2 Room complete with its installation and grounding system.
c. 50 KVA of hanging transformer complete with its installation and
grounding system to supply low-voltage electrical power complete with
infrastructure installation as per Design Drawing.
d. Control Cable / Safety Devices by coordinating with SCADA system
contractors.

2.5. Supply and Install of Public Street Lighting ( PJU) Lamps and Garden
Lighting Lamps

a. PJU Panels, garden lighting panels complete with installation and


grounding system.
b. Poles (including foundation work) and PJU lamps complete with
installation and grounding system as per Design Drawings.
c. Coordination with the person in charge of Distribution Substation (PLN)
for Low Voltage Power Supply.

2.6. Supply and Install of Electrical Installation in Supporting Building

a. Distribution panels, Power-divider panels and lamp panels according


to the Design Drawing.
b. Cable Tray, Ladder Cable and Socket Outlet.
c. General Lighting for internal and external building.
d. Cable installation and grounding system.

2.7. Supply and Install of Cable Ladder and Cable Tray

GENERAL REQUIREMENT OF MATERIAL AND EQUIPMENT

3.1. Basics of Terms and conditions.


3.1.1. All materials or equipment must be new in the sense of never been
used or has been repaired.
3.1.2. Material or equipment must have sufficient capacity or rating.
3.1.3. Must be in accordance with the specifications / requirements.
3.1.4. The capacity listed in the design drawing or specification is minimum
requirement. Contractor may choose capacity which is greater than
requested provided that:
- Not causing the system to become more difficult.
- Does not cause the material to increase.
- Do not ask for increasing required space.
- No additional cost.

3.2. Physical Terms.

3.2.1. Material or equipment of the same qualification or type is requested, in


same brand or made by the same factory.
3.2.2. In any case, a portion or the amount of parts equipment clearly
determined, then the number must remain complete each time the
equipment required, so it is a complete unit.
3.2.3. Where some material or equipment is referred to the manufacturer or
its brand, it is intended to bind the quality, type of planning and
characteristics.

ELECTRICAL INSTALLATION

4.1. Medium Voltage Main Conductor

Installation of medium voltage conductor is done from PLN substation to


transformer substation (part the primary side of the transformer). For the conductor
between the PLN rail in the substation to the rail from the LBS in the transformer
substation used ground cable.

MV Cable N2XFGbY, cooper conductor / tape screened, XLPE insulated, galvanized
flat steel wire armored, PVC sheated, SLPN 43-5 / IEC 60502-2 or equivalent, three
core or single core and has insulation level max. 24 KV and working voltage 20 KV.

Conductor from outside the building is done in underground with 135 cm depth from
the surface of the soil or above the cable ladder installed in the ME utility duct with
dimension 3 m x 3 m and 2.1 m x 2 m as per to design drawing. Inside MPC
building and MV Power House, MV cables are deployed on top of the ladder cable
mounted inside the cable trech.

Prior to carrying out the landfill, the tension of this cable shall first be given
protection 5cm thick of concrete plate with every 1m of distance shall be labeled
Medium Voltage.

In the place where the first cable draw-out from connection substation and will enter
into the building of the transformer should be given the length of reserve, each
cable as long as one-twisted.

Conductors between PLN rail terminals and rail loads circuit breaker should be a
single cable (no permissible connections).

For conductors between LBS and transformer terminal using medium voltage
cable, XLPE insulation level 24 KV type, single core.

Withdrawal of this cable is done in a cable ditch at 135 cm depth alongside the wall
with guidance using cable rack / cable tray made of galvanized with special clamps.
Cable rack must be strongly attached on the walls.

All medium voltage cables should be checked and measured first before and after
installation. The measurement and inspection are carried out by PLN and LMK

4.2. Low Voltage Main Conductor.

Referred as main LV Conductor is the conductor between: LV Main Panel with


Main Divider Panel in the building; LV Main Panel with Diesel Panel in diesel home.

For the LV Main Conductor using N2XFGbY cable and NYY cable with insulation
with value 600 V - 1 KV, copper conductor, XLPE insulated, galvanized round or
flat steel wire armored, PVC sheated or equivalent; Categorized as the Big-4
Vendor in domestic market; with cable size as per to design drawings. Cable
withdrawal at internal building (include diesel house), must be carried out above
Cable Ladder or inside Cable Trench.

While cable withdrawal at external building should be done underground as deep
as at least 90 cm, calculated from the soil surface and or inside ME utility duct at
external building.

At piling the cable before landfill, on top of it should be given a protective layer
(marks) of masonry concrete plate in 5 cm thick.

Withdrawal of these underground cables should be attempted to have no


connection between cables.

If a connection is to be made between underground cables, it must be done in


accordance with the local PLN PUIL / Regulation, must also be adjusted to the
manufacturer's instructions and should be implemented waterproof.

On the cables, every 1-meter distance must be labeled LV.

As a low voltage conductor between the main panel and the divider panel using
Cables.

4.3. Grounding in Diesel House.

Both from equipment and machine in a diesel house should be provided good
grounding. For this purpose, the necessary grounding system are:

- Grounding circuit for metallic parts with no electricity-capabilities from


equipment in a diesel house, including: cubicle panel housing, metal protective
cable, and other metal parts that are inside diesel house.
- Ground electrode to be used are made of copper plate covered charcoal and
with grounding resistivity that should be achieved adjusted to the provisions
above.

TECHNICAL SPECIFICATION OF MATERIAL AND EQUIPMENT

5.1. Low Voltage Main Panel.

- Domestic assembly with overseas components.


- Model: indoor, cubicle, floor mounted, free standing consisting of cubicle
modules that can be separate.
- Cubicle modules must be opened from the front for checking or repair.
- The cubicle modules are made of steel plate, min. 2 mm thickness with L-Profile
/ Angled Iron-Frame, frame cover and plate cover physically must be one set of
units. Steel parts are painted with powder coating paint.
- All meters and indicators adjusted as per drawing, and should be visible from the
outside.
- Rail: copper.
- Metalic cover with faulty safety devices

- Standard IEC 61439-1 and 61439-2
- Interlock system between inspection door, main switch, grounding switch and
separator screen.
- The door can not be opened if the inside of the connected has not been
completely free of electrical voltage; such as the separation switch is still closed,
grounding switches have not been hollow or the divider has not closed.
- The inspection door can not be opened when the grounding switch is open.
- The separator switch can not be closed while the grounding switch is closed and
or the inspection door is open.
- IP protection level 30 to IP 54, mechanical impact IK07 - IK10
- This cubicle should be made of steel plate with steel frame elbow and painted
with powder coating paint.

5.2. Medium Voltage Panel .

5.2.1 General Requirements

Medium Voltage Switchgear of will be placed inside the specially furnished building.
Switchgear must be metal-enclosed, pre-fabricated and modular.
Connected switchgear, which will be called afterwards called the Split Connection
Panel (PHB), is composed of compartments or units.
PHB and components must be able to meet operating conditions hot areas and in
humid tropical climates.
Equipment to be supplied meet the following criteria:
Open design,
Easy to install,
Safe and easy to operate,
Compact design,
Maintenance is reduced,
Operator safety.

5.2.2 Standard

Switchgear is designed and fabricated according to the set out requirements in the
latest and corresponding IEC recommendations, plus the latest edition that
enables the following standard standards to be implemented:

5.5. Pipe and Fitting

a. All cables for lighting, sockets and fans are carried out in PVC High
Impact Conduit pipes and fitting.

b. For Landscape Lights Lamp is installed underground using the Galvanized


pipe class of high impact.

c. Sparing the pipe using a galvanized pipe that had 2 steps of dimension
above the installation pipe.

d. Connection from the installation cable route to armature lamp using


flexible pipe of PVC.

e. All execution techniques of branching, bending and so forth should use


appropriate fittings, ie socket, elbow, Tee-box, cross-door, 3M twisting
terminal, isolation, steel clamps and others.

f. Junction Boxes.

- Places of connections / junction boxes from conductor wherever possible


placed in those places easily reached by operator.
- The connecting boxes where the NYY, NYM or NYA cable is used must be
used a junction box made of material the same as the pipe.
- Specially the junction box for landscape lightings should be made of bake lite
and waterproof.
- At each ends of conductors that to be connected at the lighting point or
which will be connected directly to the equipment must be equipped with
junction boxes each end of connection which has a bolt clamp joint.
- All connections between conductors shall be carried out by means of bolt
clamps and shall be protected by insulating material from any touches which
may occur i.e. 3M tape.
- The connection between the rails conductors of the panel as long as not
using clamp bolts, at the ends of the conductors should be installed with
cables shoes which has the same capacity as the conductor and fully
soldered with the conductor.
- Each connection must be used connection tools, i.e. 3M.

5.6. Cable Tray, Cable Rack and Hanger

a. Cable Tray.
- Material made of Hot Dip Galvanized.
- The width size is adjusted with the drawing design.
- Cable tray strength must be calculated with load of cable and iron lacing.
- Hangers using galvanized iron Ø 3/8 ".
- Every 40 cm of distance space is reinforced so that the
reinforcement shaped cable ladder.

b. Cable Shelves and


Hanger. On Shaft Riser.
- Cable Rack Installed to be shaped of cable ladder.
- Steel elbow for anchor and frame.
- Staircase from steel elbow.
- Steel Clamps of plates and lock and bolts.
- All steel materials must be powder coated painted and painted in gray.

c. Hanger.
- For one or two lines installation used hanger of steel plate material that
clamped every 100 cm distances. Hangers with ramset or fischer to slab
above.

5.7. Supporting Tools Installation.

5.8. Switches and Power Outlets.

LIGHTNING PROTECTION WORKS

6.1. SCOPE OF WORK

Included in the Lightning Protection work is the installation of the entire installation
of the selected Lightning Protection System so that it can serve to protect the
building from danger lightning strike and meet the applicable requirements.

Installation of Lightning Protection to be done include:


a. Lightning Rod (Finial)
b. Lightning strike electrode
c. Grounding Rod
d. Control tub / Control Box
e. Support
f. Supporting Equipment that needed to support the perfection of system work,
although this equipment not clearly stated on Design Drawings and
Technical Specifications.

6.2. LIGHTNING PROTECTION INSTALLATION

a. Lightning Rod (Finial)

1. The lightning rod is composed of Finial according to the selected brand.


2. Lightning striking electrodes are made of 2x35mm2 coaxial cable specially
designed for lightning strut installation.
3. Size / dimensions head of lightning rod in accordance with Design Drawings.

b. Lightning Strike Electrodes.

1. The lightning strike electrode is the electrode that connect between


the lightning rod and into Grounding Rod.
2. Lightning striking electrodes are made of coaxial cables specially
designed for lightning strut installation.
3. The lightning strike electrode is held by a support as shown in the design
drawing in such a way that the distance between the lightning strut
electrode and the construction of the building is at least 15 cm.
4. Lightning strike electrodes must be installed firmly so will not be
separated by mechanical disturbances.
5. Lightning electrode that is easily accessible by human, protected with
GIP pipes 1.5" or accordingly with planning drawings.

c. Grounding Rod.

1. Grounding rod serves as the contact of the lightning rod to earth.


2. Grounding rod must be planted until the ground resistance condition is
less than 2 ohms.

3. Grounding rod is placed inside the control tub/ control box.
4. Each grounding rod is measured by a voltage drop method or an ohm
meter method or other means commonly used to measure ground
resistance, as approved by the supervisor.
5. Grounding rod is made of 2" GIP pipes and rods copper with construction
as on Design Drawing.

d. Control Tub / Control Box

1. Tub control as a connection point between lightning electrode and


grounding rod (grounding terminal).
2. The dimensions of the control tub correspond to the design drawings.
3. The walls and cover lid of the control tub are made of concrete.
4. Control tub has a cover lid equipped with a handle. The tub cover should
be easy to open.

e. Buffer.

1. The buffer is used to hold the lightning strike electrode.


2. The buffer is made of steel in galvanize layer so corrosion-resistant.
3. The walls and lid of the control tub are made of concrete.
4. The distance between two adjacent buffers is a maximum of 40 cm.

6.3. Lightning Type : Electrostatic Field . with a 90-meter radius of protection.

TESTING AND COMMISSIONING

a. The contractor of this installation work shall perform all the testing and
measurements considered necessary for check/ find out if the entire installation
has been able to function properly and meet all the requirements.

b. All the power, materials and equipment needed for testing it is the responsibility
of the Contractor. Includes special equipment that is necessary for testing of
the entire system this, as recommended by the manufacturer, shall be provided
by the Contractor.

c. The Contractor shall submit to the Client in 5 (five) duplicate on the following
matters:
- Results of testing cables.
- Test results of installation equipment.
- Test results of all operating and installation requirements.
- Results of measurements and others.
All such testing and or measurements shall be witnessed by the Supervisory
Consultant of this work.

MAINTENANCE PERIOD HANDOVER OF WORK

a. This installation equipment must be warranted for 1 (one) year at the earliest.

b. Maintenance period for this installation is for 180 (one hundred and eighty)
days counted at the first handover.

c. During maintenance period, Contractor's of this installation work required to


overcome any damages on the installation installed without any additional cost.

d. During the maintenance period, the Contractor of this installation work shall
still provide the necessary personnel. In this period the Contractor is still fully
responsible for all installations that have been implemented.

e. Additional work may be accepted after it has been completed with reports of
inspection signed both by the Contractor who performed the work and the
Supervisory Consultant as well if necessary also approved by Bureau of Work
Safety.

f. If during the maintenance period, Contractor installation of this work does not
carry out reprimands on repairs / replacements / defect during maintenance
period, then Supervisory Consultant / The Project Owner is entitled to
transfer the remedial work to the other party at the Contractor's expense of
the installation work.

g. During the maintenance period of the work, the Contractor shall educate /
train-employee / officer assigned by Client (owner) so regarding the installation
system and can run and execute maintenance.

h. During this maintenance period, implementation of maintenance work and the


routine examination shall be carried out not less than every once per 2-week.

ELECTRICAL POWER SYSTEM DISTRIBUTION WORKS

1.0. SCOPE OF WORKS

1.0.1 The scope of this work includes the procurement and installation of all
materials, equipment, labor and others for the proper installation,
testing, commissioning and maintenance of all electrical installations
as required in this book and as shown in the electrical planning
drawings. In this Work shall include a factory certificate of the
equipment to be used and other minor works related to this work
which may not be mentioned in detail in this specification book but
shall be deemed necessary for the safety and perfection of the
functions and operation of the electrical distribution system.

1.0.2 The Contractor shall offer the entire scope of work described either in
this technical specification or those contained in the drawings of the
design, in which the materials and equipment used in accordance with
the provisions of this technical specification. If it turns out there is a
difference between the specification of materials and or equipment
that is installed with the technical specifications required by this article,
is the obligation of the contractor to replace the material or equipment
so that in accordance with the provisions of this article without the
additional provision expense. The scope of work in question is as
follows :

1.0.3 Connection of Medium Voltage (MV) and Low Voltage (LV)


Distribution,
1. The main medium voltage cable connection (MV) from PLN to
step-down transformer 20 KV / 400V including the process of
permitting the connection of electrical power from PLN.

1.0.5 Low Voltage Power Cables
This work includes the main cable from the PLN Meter to the MLP
panel, then the cables used to connect the MLP panel with the other
LP panels, and should include all the necessary equipment required

1.0.6 Power Installation.


This work includes all electrical installations used to connect power
load panels (LP) and electrical equipment, General Street Lighting
Light (PJU), as well as other equipment in accordance with the
Planning Drawing and Technical Specification Book.

1.0.7 Lighting Installation.


This work includes all electrical installations that connect power load
panels (LP) with PJU lamp fixture in accordance with the Planning
Drawing and Technical Specification Book.

1.0.8 Lamp Fixture.


Included in this work are armature lamps, fittings, ballasts, starters,
capasitors, lamps and other equipment related to work items and in
accordance with selected factory standards.

1.0.9 Grounding System.


Included in the grounding system works are Grounding Electrode Rod
and bare copper conductor or cables that connect the equipment
should be in grounded with Grounding Rod, including all the auxiliary
equipment required for the perfection of this system.

1.0.10 Supporting Equipment Installation.


This work includes junction box, conduit, sparing, power outlet box,
switch outlet box, branches outlet box, connection outlet box, elbow
metal conduit, metal flexible conduit, clamps and other equipment
required for perfection of Electricity Distribution System even though
these equipments are not specified and clearly illustrated in Planning
Drawing.

1.0.11 Other auxiliary equipment necessary for the perfection of the system
work, even if such equipment is not clearly stated or detailed in the
Drawings Planning and Technical Requirements.

This work includes junction box, conduit, sparing, power outlet box,

1.0.12 Step-Down Transformer 50 KVA


The installed transformer is a 50 kVA, 3-Phase type of transformer.

The installed transformer is a type of CSP (Completely Self Protected


Transformer), which is the switching equipment and the protection is
fully installed in the transformer tank.

Additional transformer protection equipment that is Lightning Arrester


(LA) is installed separately with its grounding conductor which is
directly connected with transformer body.

Low Voltage Distribution Panel (PHB-TR), maximum had 2 grouping with


circuit breaker for Incoming and Load Breaker Switch (NH and NT Type)
for the outgoing.

All Open Conductive Parts and Extra Conductive Parts (BKT and
BKE) should be grounded at Low Voltage side.

The Installation of Transformer with capacity below 100 kVA,


accordance to PLNStandards could have use Suspended Substation
on Pole.

1.1 OPERATIONAL CAPABILITIES OF ELECTRIC POWER


DISTRIBUTION SYSTEMS

1.1.1 Electrical Distribution System

1.1.1.1 Some of PJU load served by the main power supply source that
comes from Medium Voltage Distribution of PLN (20 kV, 3 Phase, 50
Hz) or nearest Substation to step-down transformers 50 kVA into
Distribution Panel (DP) to supply the power of General Street Lighting
(PJU) and Sewage Lift Pump System.

1.1.1.2 Some other PJU load served by the main power source coming from
low voltage PLN network distribution (380V / 220 V, 3 Phase, 50 Hz)
from nearest PHB-TR substation or nearest substation transformer
pole.

1.1.2 Lighting System

1.1.2.1 Lighting Fixture Classification.


Lighting fixture are categorized as follows:
Normal Lighting which is artificial lighting with the intensity of
illumination that fits the requirements which is to ensure smooth
activities on the highway during the night or dark weather.

1.1.2.2 The external lighting system is performed automatically by a


combination of magnetic contactor and timer switches installed in
parallel, so that the light switching depends on the timer setting.

1.1.2.3 Timer switches should have specification as below:


- Minimum setting unit : 24 hour
- Minimum setting interval : 15 minute/unit,
- Back up failure : NICad battery,
- Back up time : 48 Jam (2 days),
- Voltage Rating : 220 Volt, 1 phase,
- Manual On-Off Switch : ON - Auto - Off.

1.2 LOW VOLTAGE PANEL REQUIREMENT

1.2.1 Box Panel Construction


1.2.1.1 The panel is made of stainless steel plate with a frame made of an
angled iron “L-Profile Steel” with minimal size of DP 40x60x30 mm
and LP 40x40x30mm (for free-standing type).

1.2.1.2 The main frame should be covered from stainless steel plate material
with the following thickness:

1.2.1.3 The lid plate should be done properly and each elbow of this lid plate
should be completely 90 degrees opened. The panel skid cover plate

should be neatly screwed with a plastic ring before the iron ring
against the panel frame. This cover plate should be removable

1.2.1.4 The panel is equipped with a removable top or bottom cap and a
Compression Cable Gland shall be prepared for each incoming and
outgoing feeder

1.2.1.5 On the back wall or / and sides should be made enough ventilation
holes. This ventilation hole must be made in a punch and tidy manner.
On the inside of the ventilated wall should be equipped with additional
plates, this is to keep the entry of objects or punctures on the parts on
the panel equipment.

1.2.1.6 The hinges used must be strong and not prominent and should be
cultivated hidden and neat. The door lock and handle should be of the
Spagnolet type with reinforced limbs at the lower and upper with
vernick coated material.

1.2.1.7 The frame, cover, cover plate and door should all be base painted and
coated with gray powder coating.

1.2.1.8 Panel should have index protection 557.

1.2.1.9 Panel dimension should have same standard and provided sufficient
space for future additional equipment.

1.2.1.10 Inside box panel should be provided supporting cable to be grounded


and Grounding Busbar Terminal to served grounding cable

1.2.1.11 In the circuit breaker, cable shoes, incoming and outgoing cables and
cable connecting terminals shall be given an indication / label / sign
plates regarding the name of the load or group of loads supplied with
electrical power. This label should be made of aluminum plate or as
per DIN 4070 standard.

1.2.1.12 At the top of the panel (from the upper threshold to 12 cm below the
threshold of the panel or adjusted to the requirement), shall be
provided space section for the installation of indicator lights, fuse and
measuring devices. The section is a separate part of the panel door
and the position is fixed.

1.2.2 Busbar and Connection Terminal.

1.2.2.1 Panels should be suitable for 3 phase, 4 wire and 5 busbars where the
grounding busbar are separated.

1.2.2.2 Busbar should be made with copper that galvanized with silver material.
This galvanization, include in parts that attached to busbar such as
cable shoes and others.

1.2.2.3 Cabling (for all sizes of cable cross-sectional area) on busbars and
connecting terminal should use cable shoe.

1.2.2.4 The busbar and the connecting terminal shall be properly arranged and
held by the insulator, thereby preventing the electro mechanical force
due to the largest possible short circuit current.

1.2.3 Circuit Breaker.

1.2.3.1 Circuit breakers are used of MCB and MCCB types with thermal
overcurrent release and electromagnetic overcurrent release. MCCB
ampere trip rating must be adjustable.

1.2.3.2 Outgoing circuit breaker from Panel specially for motors must be
equipped with a single-phase loss protection

1.2.3.3 Circuit Breaker for protection of electric motors must use Circuit Breaker
specially designed for motor safety (M type Circuit Breaker).

1.2.3.4 Breaking capacity and CB rating used should be as big as those listed
in the Planning Drawings.

1.2.3.5 The type of Circuit Breaker used is,


- 4 Ampere up to 32 Ampere using MCB type,
- 40 Ampere up to 63 Ampere using MCCB Fix type,
- 80 Ampere or more using MCCB Adjustable type.

1.2.3.6 MCB installation must use Omega Rail while the installation of MCCB
and other components, such as magnetic contactor, time switch and
others must use plate holder. Installation of these components must
be neat and sturdy so it will not be disintegrated by mechanical
disturbances.

1.2.3.7 If in the Drawing Planning is stated there is spare, then the spare must
be installed in full or in accordance with the description on the picture.

1.2.3.8 All Circuit Breakers shall be labeled / sign plate made of Aluminum on
the name of the load or group of loads supplied with electrical power.
The label should be made of aluminum plate or as per DIN-4070
standard.

1.2.4 Measurement Tool / Indicator.

1.2.4.1 Distribution panel (DP) must be equipped with indicator lamp, Volt-
meter, Ampere-meter. While other Panels must be equipped with
indicator lamp. All panels must equipped with a mini fuse

1.2.4.2 Volt-meter is equipped with selector switch which has 7 (seven)


position modes:
a. 3 times the phase against neutral,
b. 3 times phase to phase,
c. Off Position.

1.2.4.3 The Ampere-meter used has measurement range according to the


Incoming Circuit Breaker, as in the following table:

1.3 LOW VOLTAGE CABLE REQUIREMENTS

1.3.1 General Requirements.

1.3.1.1 This technical requirement applies to:


a. Power cord,
b. Installation of power,
c. Lighting installation
.

1.3.1.2 Referred to as the power cable are cable that connects between one
panel to other panel, including the required auxiliary equipment.

1.3.1.3 What is meant by Power Installation are cable that connects Power
Panels with Loads of Power Socket Outlets and Pumps (if any), in
accordance to Drawing Plans. Include in Power Installations are Power
Outlet Socket, Conduit, Sparing, boxes for Power Outlet, Connecting
Outlet, Branches Outlet flexible conduit and other auxiliary equipment
required for the perfection of an artificial lighting installation system.

1.3.1.4 What is meant by lighting installation are the wires connecting the
lighting panels with the artificial lighting fixtures. Inside this lighting
installation should include all types / types of switches, conduits,
sparing, boxes for the switch / connection / branching, metal flexible
conduit and equipment other auxiliary equipment required for the
perfection of an artificial lighting installation system.

1.3.2 Cable Type.

1.3.2.1 The power cable cables used shall comply with SII and SPLN
standards or other recognized standards in the Republic of Indonesia
and be recommended by the LMK.

1.3.2.3 The size of the cross-sectional area of the cable for Low Voltage
power installation network that is used must be at least in accordance
with the Planning Drawings.

1.3.2.3 The power cable used shall have rated voltage of 600 Volts / 1000 Volts.

1.3.2.4 The cable isolation resistance used shall be such that the leakage
current does not exceed 1 mA for every 100 m of cable length.

1.3.2.5 Except for installations that must operate in emergencies (such as


elevators and others if any ) the cables used are PVC cables with the
type of cables that match the function and location of the installation
as shown below:

1.3.2.8 At the end of the main power cables shall be labeled / sign-plate made

the name of the source that supplies the power cord / load.

1.3.3 Installation Requirement.

1.3.3.1 Low Voltage Cables installation shall comply with the regulations of PLN
and PUIL or other regulations recognized in the Republic of Indonesia.

1.3.3.2 The cables should be neatly arranged and securely installed so that
they will not be detached or damaged by mechanical disturbance.

1.3.3.3 Cable bending shall be arranged in such a way that the radius of the
deflection shall not be less than 15 times the outer diameter of the cable

or shall be in accordance with the recommendations of the cable
manufacturer.

1.3.3.4 Each end of the cable shall be provided with a press-type cable shoe,
appropriate to the size of the cross-sectional area of the cable and
wrapped with excelcior tape and dipped with a suitable heat-insulating
insulation material.

1.3.3.5 Connecting cables to the power cord, power installation cables and
lighting installations are not allowed except for branching on power
installation cables and lighting installations. Cable connection for
branching should be done inside junction box or doos as per
requirement.

1.3.3.6 Withdrawal of cables shall use appropriate auxiliary equipment and


shall not exceed the maximum strength and stress recommended by
the cable manufacturer.

1.3.3.7 Prior to installation, each ends of the power cord shall be protected by
'sealing end cable', so that the conductors and cable insulation parts
are not damaged.

1.3.3.8 Cabling in the ground is done in two ways, that is planted directly in
the ground or planted in the soil with protected GIP pipes
a. The electrical power cable implanted directly in the soil shall have
a depth of minimum 70 cm below ground level by means of cable
planting as follows:
- Provided a minimum of 80 cm excavation depth and width of
excavation in accordance with the number of cables to be
planted.
- Given a 10 cm sand mat.
- Extend the cable to be planted and arranged as neatly as
possible.
- Piled again with sand as thick as 10 cm and on the sand are
given brick protector as much as 6 (six) pieces per meter.
- Piled with fine soil and excavated soil and try to dig soil used
free of gravel that can damage cable insulation.
d. Power cables planted in the ground using GIP pipes as a shield
should be equipped with a sized control tub as per Planning
Drawings. The control tubs are installed in any deflection,
branching or other specified area according to the pipe module.
e. Each pipe is only used for a multi core cable for a 3-phase system
or four single core cables for a 3-phase system.
f. The pipe shall have an inner diameter of 1.5 times the total outside
diameter of the cable it protects.

g. When 3-phase system cables are planted in the ground more than
one, these cables shall be arranged parallel to each other's
distance of at least 7 cm
h. The controls tubes used should be made of concrete and equipped
with a lid that uses a handle and should be easily opened.
i. At the end of the cable-protective pipe, it should be formed like a
funnel, smoothed so that it is free from things that can damage the
cable. After the cable is installed the end hole of the cable must be
clogged with rubber material or other materials that do not damage
the cable and not easily damaged.

1.4 TECHNICAL REQUIREMENTS OF INSTALLATION EQUIPMENT

1.4.1 Power Outlet.

1.4.1.1 The power outlet and plug used shall comply with SII, SPLN, VDE / DIN
standards or other applicable and recognized standards in Indonesia.

1.4.1.2 Power outlets and plugs should have the following specifications:
a. Voltage Rating : 250 Volt
b. Current Rating : 16 A or as Planning Drawing
c. Installation Type : recessed

1.4.1.3 Power outlets and plugs shall have labels showing the manufacturer's
mark, product standard, type and current rating and voltage.

1.4.1. 4 The power outlet used is a plug type fitted with a protector, making it
safe from puncture when not in use.

1.4.1. 5 Outlets placed outside the building using Waterproof type

1.4.1.6 The Contractor shall coordinate the color, shape and size of power
outlets with the Architecture / Interior Planner.

1.5 INSTALLATION SUPPORTING TECHNICAL REQUIREMENTS

1.5.1 Rigid Conduit.

1.5.1.1 Rigid conduit mounted exposed using High Impact Conduit. In some
places used Rigid Steel Conduit (RSC) thick wall type, with a
minimum thickness of 2 mm, as required in the drawing design.
Conduits recessed in walls or concrete using High Impact Conduit.

1.5.1.2 The conduit and the sparing must have an inner diameter size of 1.5
times the total outside diameter of the protective cable and a
minimum size of 3/4 ".

1.5.1.3 The ends of the conduit must be smoothed and lubricated so as not to
damage the cable insulation.

1.5.1. 4 Conduit use here is intended to finishing all power installations,


lighting installations and other installations. Because it is as neat
as possible and coordinated with Architectural Finishing work.

1.5.1. 5 The installation of conduit or sparing pipes shall not damage or


interfere with the installation of other utilities.

1.5.1. 6 In the event that the conduit pipeline in the figure is not expected to be
implemented, the Contractor shall seek other channels so that the
implementation is easy and does not interfere with other utilities, and
shall be in accordance with the requirements.

1.5.1. 7 Each sparing or conduit maximum can only be filled with 1 (one) multi
core cable or one pair of wires for neutral and grounding phase, both
for power cables and for other cables.

1.5.1. 8 Conduit for electrical installation must be at least within 50 cm of hot


water pipe.

1.5.1. 9 If a group of sparing (conduit planted in concrete) is present in one


place, an additional 20% sparing of the number of wires will have to
be added or at least one additional sparing.

1.5.2 Flexible Conduit.

1.5.2.1 Flexible conduit is used to protect cables:


a. That goes out of the conduit and goes into the sparing.
b. That goes from the conduit to the lighting point.
c. Which goes from conduit to machine or other loads.
d. Deflection installation.
e. And other purposes as listed in the Planning Drawings

1.5.2.2 The connection of a flexible conduit with another conduit should use a
clamp or be done in a connecting box.

1.5.2.3 The size of the conduit shall have an inner diameter of at least 1.5
times the total outside diameter of the cable it protects.

1.5.2.4 The flexible conduit used must be strong enough to withstand any
potential mechanical disturbance.

1.5.2.5 If on Design Drawing is required to use metal flexible conduit, then this
conduit should be corrosion resistant.

1.5.3 Cable Rack.

1.5.3.1 Cable rack that is used to support the power cable installation power
cable, lighting and installation cable of electronics.

1.5.3.2 Cable rack is made of steel plate with thickness of 2 mm Hot


Dipped Galvanized coated with minimum coating thickness 50-
micron and adjusted to BS 729 standard (in shaft).

1.5.3.3 The vertically mounted cable rack should be equipped with a cable
holder, the minimum cable spacing of 100 cm.

1.5.3.4 The hanger of the cable rack is mounted on a concrete plate with an
anchor bolt and must be strong to support the cable rack and its
contents and must also resist mechanical disturbances

1.5.3.5 The cable rack should have an adjustable hanger made of iron.

1.7 GROUNDING SYSTEM FOR SAFETY

1.7.1 General Requirement.

▪ What is meant by the earthing system for the safeguard is the


earthing of electric appliance bodies or objects around the
conductive electrical installation. Where in normal circumstances
they do not have an electric current, but in a state of troubles such
as short-circuit phase to the body of equipment, the possibility of
these objects become electric current.
▪ This earthing system aims at human security / safety from
the dangers of touch tension during troubles.
▪ All bodies of equipment or objects around the conductive
apparatus shall be connected to the earthing system.

▪ The provisions of other provisions shall be in accordance with
PUIL, SPLN and other recognized standards in the Republic
of Indonesia

1.7.2 Construction.
▪ The earthing system consists of a grounding rod, a connecting
cable between the packed objects and other auxiliary equipment
required for the perfection of this system.
▪ Grounding rod of the earthing system is made of GIP and copper
pipes with construction such as Picture Planning.
▪ The connecting conductor between the equipment (grounded rod)
with the grounding rod is made of 'bare copper conductor' or
insulated cable according to the Planning Drawing.
▪ The earthing system is in such a way that the touch resistance that
occurs should be less than 50 Volts.

1.7.3 Installation

Grounding rods should be planted directly in the ground with a
grounding rod part embedded in ground 6 meters along and each
grounding rod point has a resistance of no more than 1 Ohm.

Grounding rod should be placed inside a closed control tub. The
control tub cover should be easily opened and equipped with a
handle. This control tub has a function as a connection terminal
and place of grounding rod ground resistance measurement. Tub
size control should be in accordance with the Planning Drawings.

The earthing conduction must be installed perfectly and strong
enough to withstand mechanical disturbance.

Connecting parts of the grounding impartment parts embedded
in the soil shall use welded joints while connection with the
assembled equipment shall use a nut-bolt or in accordance with
the Planning Drawings.

The grounding rod earthing connection must use a three-point M-10
nut bolt. This connection is done in the control tub.

The size of the earthing conductor must match the one listed in the
Planning Drawings.

TECHNICAL SPECIFICATION OF

GENERAL REQUIREMENTS

1.1. This system is designed to be able to monitor and record from control room
of ITDC control center via camera mounted at desirable places such as:
Protocol Roads, Gate, Bus Terminal, Sea Wave for completeness of
Natural Disaster Mitigation (Tsunami) and other places deemed necessary.

1.2. This system can also show and monitor conditions: traffic protocol streets,
bus terminals, sea waves and others

1.3. Things that have not been covered in order to follow commonly accepted
specifications / standards in carrying out the procurement and installation
work of CCTV System equipment include:

- General Electrical Installation Regulations (PUIL 2000).


- Rules / Standards of Equipment Manufacturer.

SCOPE OF WORK

2.1. General.

The contractor shall offer the entire scope of work described either in the
specifications or those contained in the drawings, in which the materials and
equipment used in accordance with the provisions of this specification.
In the event of any discrepancy between the specifications of the materials and or
equipment installed with the specifications required in this Article, it is the
Contractor's obligation to replace such materials / equipment in accordance with
the provisions of this article without the provision of additional fees.

2.2. Scope of Works Description

As shown in the drawings plan, the contractor must do the installation job
procurement and installation as well as handing in good condition and ready for
use. The outline of the scope of work in question is as follows:

a. Provision, installation and testing of central equipment of IP CCTV systems


including: Network Video Recorder (NVR), Switcher, camera and monitor,
complete with accessories and connections.

b. Provision and installation of Switch Hub complete with path cord, path
panel, power supply, rack and accessories.

c. Provision and installation of Fiber Optic cable from main Switch Hub or
Optic Line Terminal (OLT) in control room to each Switch Hub in each
building according to drawer planner.

d. Provision and installation of UTP cable from Switch Hub in every building
to all camera points.

e. Provision and installation of power cables to each camera point complete


with accessories and connections, testing all equipment, units, parts and
facilities offered.

INSTALATION REQUIREMENT

4.1. Cable Installation

Should be protected with high impact PVC conduit 3/4" and saddle-clamped with
maximum distance of 1 m.

All the following wire conductor PVC conduit high impact 3/4" is not allowed to ride
on the ceiling frame, but must be hung / attached to the concrete or using a cable
tray, for expose and cable from concrete to the camera must use flexible cable.

4.2. CCTV system equipment rack is placed in accordance with the planning
drawings.

All cables coming out of this equipment rack must go through a gland cable and
use a flexible conduit.

4.3. Cable, Conduit and Cable Ladder

All cables to the usage unit should be placed in a PVC conduit while all
distribution cables must be clamped on Cable Ladder mounted in the shaft by
using 3 x 2 "dynabolt ½ x 2" at each 75 cm distance. The conduit should be
clamped into the building structure with a saddle clamp.

4.4. Underground Cable Construction

All ground cables must be Armored, Metal Jacket and planted in depth according
to factory standard or applicable standards / conditions

WORK TIME SCHEDULE

5.1. The Contractor shall complete the work of procurement and installation of
IP CCTV systems within a specified time.

5.2. The Contractor is obligated to make an Execution Time Schedule / Bar chart.

DRAWING AND CATALOG COMPLETENESS

The Contractor shall make the following drawings. :


a. Making the central layouts drawing including schematic diagrams and
samples package / Electronics.

b. Completeness of shop drawings for each building.

c. Making shop drawings and submitting to supervisors in duplicate of 3-set.


Physical work execution is not allowed to begin before shop drawings
made are approved by the Supervisor.

d. The maintenance period is 6 months from the First Submittal Stages.

the manufacturer within a minimum of 1 (one) year commencing from the
1st handover.

8.2. Contractor shall provide free maintenance period for 6 (six) months since
the building is in operation and training period for operator of the assignor
until the operator is capable to perform start up, adjusting, balancing,
maintenance / trouble shooting and others.

1.0 SCOPE OF WORK

1.0.1 Scope of this work include supply and install all materials, testing, commissioning and
maintenance of all power installation as required in this book and as shown in the
design drawings. Include in this work is the certificate of the equipment used and other
minor works related to this work that could not be mentioned in detail here but deemed
necessary for the safety and functionality and operation system of power distribution.
1.0.2 Contractor shall bid all scope of work that are described either in this specification or
shown in design drawings, for which materials and equipment to be used comply with
the provisions of this specifications. If there is a difference between the specifications
of the material and / or equipment installed with the technical specifications required in
this article, it is the contractor's obligation to replace the material or equipment so that
it complies with the provisions in this article without additional costs. The scope of work
referred to is as follows:

and other equipment needed for the completeness of the Electric Distribution System
even though these equipment are not mentioned and described clearly in the Design
Drawing.

1.0.11 Other auxiliary / supporting equipment needed for the completeness of the system's
work, even though the equipment is not stated clearly or in detail in the Design
Drawings and Technical Requirements. This work includes junction boxes, conduits,
sparing, power outlet vessel, switch vessel, connection joints, branching vessel,
elbows, metal flexible conduits, clamps and other equipment needed for the
completeness of the Electric Distribution System even though these equipment are not
mentioned and described clearly in the Design Drawing.

1.0.12 50 KVA Step-Down Transformer


The installed transformer is a transformer with 50 kVA Phase 3. The installed
transformer is a CSP (Completely Self Protected Transformer) type, which is a
switching device and its protection is fully installed in the transformer tank. Additional
transformer protection equipment LA (Lightning Arrester) is installed separately with its
grounding conductor which is connected directly to the transformer body. Connecting
Equipment for Low Voltage (PHB-TR) a maximum of 2 majors with a dividing switch
on the inlet side and melting safety (type NH, NT) as safety majors. All Open
Conductive Sections (BKT) and Extra Conductive Sections (BKE) are connected by
Earthing Low Voltage. Installation of transformers <100 kVA according to PLN
standards can use the Hook system

1.1. OPERATION CAPABILITY OF ELECTRICAL POWER DISTRIBUTION SYSTEM


1.1.1. Power Distribution System
1.1.1.1. Part of the PJU load is served by the main electrical power source that comes
from the PLN Medium Voltage Network (20 kV, 3 phase, 50 Hertz) / Substation closest

to the 50 kVA step-down transformer to the Distribution Panel (DP) to supply power to
the Public Street Lighting (PJU) and SLS (Sewage Lift System) Pump.
1.1.1.2. Other PJU loads are served by the main electricity source which comes from
the PLN low voltage (TR) PLN 380 V / 220 V, 3 phases, 50 Hz from the nearest PHBTR
Substation / closest Pillar Transformer.

1.1.2. Lighting System


1.1.2.1. Lighting Classification. The lighting lamps are categorized as follows: Normal
lighting, namely artificial lighting with the intensity of lighting in accordance with the
requirements to ensure the smooth operation of the road at night or dark weather.
1.1.2.2. The lighting system of the external lampu is operated automatically by a
combination of work between the magnetic contactor and the Timer switch which are
installed parallelly, so that the lighting of the lamp depends on the time setting on the
timer.
1.1.2.3. The timer must have the following specifications: - Minimum unit setting: 24
hours - Minimum interval setting: 15 minutes / unit, - Back up failure: NICd battery, -
Back up time: 48 hours (2 days), - Voltage rating: 220 Volt , 1 phase, - Manual On-Off
Switch: ON - Auto - Off.

1.2. LOW VOLTAGE PANEL REQUIREMENTS


1.2.1. Panel Box Construction
1.2.1.1. The panel is made of stainless steel plate with a frame made of steel angles
with a minimum size: DP 40x60x30 mm and LP 40x40x30mm (for free standing type).
1.2.1.2. The main frame must be covered with stainless steel plates with the following
thickness:

1.2.1.3. The lid plate must be done well and each elbow of this lid plate must be really
90 °. The panel frame cover plate must be neatly screwed with a plastic washer before
the steel washer against the panel frame. This cover plate must be removable.
1.2.1.4. Panel equipped with cover or bottom cover which can be released and holes
Compression Cable Gland should be prepared for every incoming and outgoing feeder.
1.2.1.5. On the back wall or/and side wall, ventilation holes should be made sufficiently.
These ventilation holes should be made by punching and neat. In the inner part of wall
with ventilation should be equipped with an additional plate, this is to protect things or
a stab coming into the part with electrical current on panel instrument.

1.2.1.6. A hinge to be used should be powerful and no protrusion and it should be made
hidden and neat. The key and door handle should be Spagnolet type with bottom and
top strengthening leg which is made of silver coating material.
1.2.1.7. Truss, cover, cover plate and door should be painted with base paint entirely
and coated with grey-colored powder coating.
1.2.1.8. Panel should have index protection 557.
1.2.1.9. Panel size should be made standard and equipped with enough space for
additional instruments.
1.2.1.10. In the panel box, supporting cable tool should prepared for grounding and
grounding busbar which has a function as a grounding cable end base.
1.2.1.11. In the circuit breaker, cable shoe, incoming and outgoing cables including cable
connection terminal should be given indication/label sign plates about load name or
load group powered by electricity. This label should be made of aluminum plate or
according to standard DIN 4070.
1.2.1.12. In the top part of panel (from the threshold up to 12 cm below the top threshold
panel or adjusted in accordance with requirement) should be prepared a place for
indicator lamp installation, fuse and measuring tools. That part is as a separate part of
the panel door and the base is fixed.

1.2.2. Busbar and Connection Terminal


1.2.2.1. The panel should be suitable for 3-phase system, 4 cables and it has 5 busbars
where grounding busbar is separate.
1.2.2.2.Busbar made of bronze material which is galvanized with silver material. This
galvanization includes the parts adhered to busbar, like cable shoe, etc.
1.2.2.3.Cable installation (for all cable cross section sizes) on busbar and connection terminal
should use the cable shoe.
1.2.2.4.Busbar and connection terminal should be arranged and held by isolator firmly,
therefore it is capable to withstand electro mechanical force caused by the greatest
short-circuit current which is possible to happen.

1.2.3. Circuit Breaker.


1.2.3.1. Circuit breaker to be used is MCB and MCCB types equipped with thermal
overcurrent release and electromagnetic overcurrent release. Rating ampere trip
MCCB should be capable to be adjustable.
1.2.3.2. Outgoing circuit breaker of Panel, special for motors should be equipped with current
loss protection one phase.
1.2.3.3. Circuit Breaker for electrical motor protection should use Circuit Breaker designed
specifically for motor protection (Circuit Breaker type M).
1.2.3.4. Breaking capacity and rating CB to be used should be the same as covered in design
drawings.

1.2.3.5. Circuit Breaker type to be used is:


- 4 Ampere up to 32 Ampere using MCB type,
- 40 A up to 63 Ampere using MCCB Fix type,
- 80 Ampere or greater using MCCB Adjustable type.
1.2.3.6. Installation of MCB should use Omega Rail, while installation of MCCB and other
components, like magnetic contactor, time switch, etc. should use plate base.
Installation of the above components should be neat and firm, so that it will not
detach by mechanical obstruction.
1.2.3.7. If in design drawing stated there is a spare, then the spare should be installed
completely or in accordance with remarks in the drawing.
1.2.3.8. All Circuit Breakers should be given label/sign plate which are made of aluminum
about load name or load group powered by electricity. The label should be made of
aluminum plate or in accordance with standard DIN-4070.

1.2.4. Measuring Tool/Indicator.


1.2.4.1. Distribution panel (DP) should be equipped with indicator lamp, Voltmeter,
Amperemeter. Other panels equipped with indicator lamp. All panels should be
equipped with mini fuse.

1.2.4.2. Voltmeter equipped with selector switch has mode 7 positions:


a. 3 times phase towards neutral,
b. 3 times phase towards phase,
c. Off position.

1.2.4.3. Amperemeter used has measurement range in accordance with rating incoming
Circuit Breaker, as the following table:

1.2.4.4. The measurement of high voltage should use current transformer designed special

1.2.5.4. Panel box and all materials with conductive characteristic found in the surrounding
electrical panel should be connected to Safe Grounding System.
1.2.5.5. Schematic Drawing of Electrical Circuit
1.2.5.6. Panel should equip with schematic drawing of electrical circuit, complete with remark
about installation part managed by the panel.
1.2.5.7. Schematic drawing of electrical circuit should be well made, laminated with plastic and
adhered on outer door of inner part of panel.

1.3. REQUIREMENT OF LOW VOLTAGE CABLE WORK


1.3.1. General Requirement
1.3.1.1. This technical Requirement is valid for:
a. Power Cable,
b. Power Installation
c. Lighting installation.
1.3.1.2. Power cable means the cable which connects between one panel with another
cable including supporting tool needed.
1.3.1.3. Power installation means the cable which connects power panels with load of power
stop dan pumps (if available) in accordance with design drawing. Inside this power
installation should include power outlet, conduit, sparing, box for outlet of power/
connection/ branching, flexible conduit and other supporting tools needed for
perfection of power installation system.
1.3.1.4. Lighting installation means cables which connect between lighting panels with
artificial lamp fixtures. Inside this lighting installation should include all electric switch
types, conduit, sparing, box for switch/connection/branching, metal flexible conduit
and other supporting tools needed for perfection of artificial lighting installation
system.

1.3.2 Cable Type


1.3.2.1 The power cord used must be in accordance with SII standards and SPLN or other
standards recognized in the Republic of Indonesia and received a recommendation
from LMK (Lembaga Masalah Ketenagaan).
1.3.2.2. The size of the cable cross-sectional area for the Low Voltage electrical installation
network used must be in accordance with Planning Drawings.
1.3.2.3 The power cord used must have a rated voltage of 600 Volts / 1000 Volts.
1.3.2.4 The cable insulation resistance used must be such that leakage current that occurs
does not exceed 1 mA for every 100 m cable length.
1.3.2.5 Except for installations which must operate in an emergency (such as elevators etc.,
if any) the cables used are PVC cable with a type of cable that suits its function and
location installation as the table below:

1.3.2.7 On the installation cable, must be read about the brand, type, size cross-sectional
area, working voltage rating and the standard used.
1.3.2.8 At the end of the main power cables must be labeled / sign-plate made of aluminum
regarding the name of the load on the power supply electricity or the name of the
source that supplies the power cable / load.
1.3.3 Installation Requirements
1.3.3.1 Low voltage cabling installation must comply with regulations of PLN and PUIL or
other regulations recognized in the Republic of Indonesia.
1.3.3.2 Cables must be neatly arranged and securely attached so that will not come loose or
be damaged by mechanical interference.
1.3.3.3 The bending of the cable must be arranged so that the radius deflection must not be
less than 15 times the outer diameter of the cable or must be in accordance with the
recommendations of the cable manufacturer.
1.3.3.4 Each end of the cable must be equipped with press type cable shoes, the size is in
accordance with the size of the cable cross-sectional area and wrapped with excelcior
tape and finish with the appropriate heat shrink material.
1.3.3.5 Cable connection to the power cable, power installation cable and installation lighting
is not permitted except for branching on cables power installation and lighting
installation. Cable connection for branching must be conducted in a junction box or
box in accordance with the requirements.
1.3.3.6 Withdrawal of the cable must use auxiliary equipment appropriate and may not
exceed the maximum strength and stress that recommended by the cable
manufacturer.
1.3.3.7 Before installation / connection, the initial end and the end of the power cable must
be protected with a 'sealing end cable', so that the conductor part and the cable
insulation section are not damaged.
1.3.3.8 Installation of cables in the ground is conducted in two ways, planted directly in the
soil or planted in the soil where the cable protected by GIP pipe.
a. Electric power cables that are planted directly in the ground must be has a minimum
depth of 70 cm below the surface of the land by planting cables as follows:
- Cable excavation is provided with a minimum depth of 80 cm and the width of the
excavation according to the number of cables to be planted.
- Sanded 10 cm thick.

- Loop the cable to be planted and arranged neatly.


- Cover with 10 cm of thick sand and on the sand 6 (six) pieces of protective brick
were covered per meter.
- Cover with smooth and buried soil and dug up soil and try to use the excavated
land that is free from gravel that can damage the cable insulation.
d. Electric cables are planted in the ground by using GIP pipe as a protector, must be
equipped with a control tub sized according to the Planning Drawing. The control
tub is installed in each bend, branching or other certain regional area according to
the pipe module.
e. Each pipe is only used for a multi-core cable for 3 phase systems or four single
core cables for the 3 phase systems.
f. The pipe must have an inner diameter of 1.5 times the total the outer diameter of
the cable that it protects.
g. If the 3-phase system cable planted in the soil is more than one piece, then the
cables must be arranged parallel to minimum distance of 7 cm from each other.
h. The control tub used must be made of concrete and equipped with a lid that uses
a handle and should be easy opened.
i. At the end of the cable protector pipe must be shaped like a funnel, mashed so that
it is free from things that can damage the cable. After the cable is installed, the end
of the cable must be clogged with rubber material or other materials which are not
damaging to the cables and are not easily damaged.

1.4 TECHNICAL REQUIREMENTS OF INSTALLATION EQUIPMENT

1.4.1 Power Outlet


1.4.1.1 The power outlets and plugs used must meet the standard of SII, SPLN, VDE / DIN
or other applicable and recognized standards in Indonesia.
1.4.1.2. The power outlet and plug must have the following specifications:
a. Voltage rating : 250 Volt
b. Current rating : 16 A or as in the planning drawing
c. Installation type : recessed
1.4.1.3 The power outlet and plug must have a label that indicates the manufacturer's brand,
product standard, type and rating of current and voltage.
1.4.1.4 The power outlet used is a type of plug that is equipped with a protector, so it is safe
from puncture when not in use.
1.4.1.5 Outlets that are placed outside the building must use the waterproof type.
1.4.1.6 The contractor must coordinate with architectural / interior planners regarding the
color, shape and size of the power outlet.

1.5 TECHNICAL REQUIREMENTS OF INSTALLATION SUPPORT

1.5.1 Rigid Conduit


1.5.1.1 Rigid conduits installed exposed must use High Impact Conduit. In some places, Rigid
Steel Conduit (RSC) type of thick wall with a minimum thickness of 2 mm is used, as
required in the planning drawing. Conduits that are planted inside walls or concrete
must use High Impact Conduit.
1.5.1.2 Conduit and sparing must have inner diameter 1.5 times the total outer diameter of
the cable that it protects and has a minimum size of 3/4 ".
1.5.1.3 The ends of the conduit must be smoothed and fitted with tules so as not damage the
cable insulation.
1.5.1.4 The use of conduits is intended for finishing work for all power installation, lighting
installation and other installations. Therefore, it must be done neatly and in line with
architectural finishing work.
1.5.1.5 Installation of conduit pipes or sparing must not damage or interfere with the
installation of other utilities.
1.5.1.6 In the case of conduit pipelines in the image is estimated not possible to be
implemented, the contractor must find another route so that the implementation is
easy and does not interfere with other utilities and must comply with the requirements.
1.5.1.7 Each sparing or conduit can only be filled with a maximum of 1 (one) multi-core cable
or one pair of cables for phase, neutral and grounding, both for the power cable and
for other cables.
1.5.1.8 Conduits for electrical installations must have a minimum distance of 50 cm from the
hot water pipe.
1.5.1.9 If a group of sparing (conduits implanted in concrete) are in one place, then extra
sparing must be provided as much 20% of the number of cables that will pass through
it or at least one additional sparing unit.

1.5.2 Flexible Conduit


1.5.2.1 Flexible Conduit is used to protect the cables:
a. Coming out of conduit and get into the sparing.
b. Coming out of conduit to the point of the light.
c. Coming out of conduit to the machines or other loads
d. Diverting Installation
e. And other purposes as listed in the Design Drawing.
1.5.2.2 Connecting the flexible conduit with other conduit shall use clamps or made inside
connection box.
1.5.2.3 The channel size must have a minimum inner diameter of 1.5 times the total
diameter of the outer cable that is covered

1.5.2.4 The conduit flexible used must be strong enough to withstand any mechanical
interference that may occur.
1.5.2.5 If the drawing is required to use a metal flexible conduit, then this conduit must be
rust resistant.

1.5.3 Cable Rack


1.5.3.1 The cable rack is used to support power installation cables, lighting and weak
current installation cables.
1.5.3.2 Cable rack is made of steel plate with a thickness of 2 mm which is coated with Hot
Dipped Galvanized with a minimum layer thickness of 50 microns and adapted to
the BS 729 standard (in shafts).
1.5.3.3 Vertically mounted cable rack must be equipped with a cable support, the minimum
distance between the cable supports is 100 cm.
1.5.3.4 The cable rack hanger is mounted on a concrete plate with an anchor bolt and must
be strong to support the cable rack and its contents and must also withstand
mechanical disturbances.
1.5.3.5 The cable rack must have an adjustable hanger made of iron.

1.6 TECHNICAL REQUIREMENTS FOR LIGHTING FIXTURE

1.6.1 Street Lighting (PJU) 90 W


1.6.1.1 Type of lights must be in accordance with the design drawing.
1.6.1.3 The lights must have the following specifications:

1.7 GROUNDING SYSTEM FOR SAFETY

1.7.1 General Requirement

• Grounding system for safety is grounding from the bodies of electrical appliance or
objects around conductive electrical installations where under normal
circumstances these objects have no voltage, but in a state of interference such as
a phase short circuit to the body of the equipment, these objects may become
voltage.
• This grounding system is aimed at human’s security / safety from the danger of
touch voltages when interference occurs.
• All equipment bodies or objects around conductive equipment must be connected
to this grounding system.
• Other provisions must be in accordance with PUIL, SPLN and other standards
recognized in the state of Republic of Indonesia.
1.7.2 Construction

• The grounding system consists of a grounding rod, a connecting cable between


objects that are grounded and other equipment support needed to complete this
system.
• The grounding rod of the grounding system is made of GIP and copper pipes with
construction such as the Design drawing.
• The connecting conductor between the equipment (grounded) and the grounding
rod is made of 'bare copper conductor' or insulated cable according to the Design
drawing.
• Grounding system resistance is such a way of touch resistance that occurs must
be less than 50 Volts.

1.7.3 Installation

• The grounding rod must be planted directly to the ground with the grounding rod
embedded in the ground a minimum of 6 meters long and each grounding rod point
has a resistance of no more than 1 Ohm
• The grounding rod must be placed in a closed control tub. The lid of the control tub
must be easily opened and equipped with a handle. This control box has a function
as a connection terminal and the grounding measurement point of the grounding
rod. The size of the control tub must be in accordance with the Design drawing.
• Grounding must be properly installed and strong enough to withstand mechanical
disturbances
• Connecting parts of grounding conductors embedded in the ground must use
welded joints while connecting with grounded equipment must use nuts or bolts or
according to the Design drawing.
• Connection of the earth conductor to the grounding rod must use a three-point M-
10 bolt nut. This connection is carried out in the control tub.
• The size of the grounding conductors must be in accordance with the Design
drawing.
