1. GENERAL
1.1. ATIS
ATIS 114.950

1.2. NOISE ABATEMENT PROCEDURES


1.2.1. RWY USAGE
ACFT licensed according to ICAO Annex 16, Volume I, Chapter 2 shall not use
Bergamo APT, except flights in emergency.
Such flights are allowed to take-off from RWY 10 only.
Use of RWY 28 will be authorized in case of adverse weather conditions or safety
reasons.
RWY 10 will be in force for both landing and take-off between 0600-0700LT.
Except for MET conditions or safety reasons. Time of use may be extended till
0710LT due to operational reasons.
1.2.2. RUN-UP TESTS
Between 1400-1600LT and 2300-0600LT engine tests are forbidden except for
authorized ACFT to be used immediately, provided general safety is assured.
Exceptions may be granted by local Civil Aviation Authority in exceptional cir-
cumstances, provided that APT noise limitation is assured.
1.2.3. AUXILIARY POWER UNITS (APU s)
Use of APU is allowed 5 minutes before EOBT but only to start up engines, in case
of extraordinary reasons, APU can be limited to the shortest time. If ground gen-
erator units are not available, APU can be started up to 30 minutes before EOBT
and switched off 20 minutes after arrival.

1.3. LOW VISIBILITY PROCEDURES (LVP)


LVP will be in force when RVR is equal to or less than 550m and/or ceiling is
below 200’ and/or the rapid deterioration of weather conditions recommends so.
Pilots will be informed when LVP are in force via ATIS or RTF.
1.3.1. GROUND MOVEMENT
Whenever conditions are such that all or part of the maneuvering area cannot be
visually monitored from the Tower only one ACFT movement at a time allowed.
Pilots shall report reaching RHP/IHP, unless otherwise instructed.
Follow-me assistance is:
- Mandatory on Main, North and South apron with RVR below 400m.
Arriving ACFT
Landing ACFT shall vacate RWY 28 on:
- TWY EA if directed to Main/South apron;
- TWY G if directed to North apron.
ACFT shall report to the TWR when ILS-sensitive area has been vacated, identi-
fied by the end of green/yellow colour-coded TWY centerline lights, and reaching
stand.
Departing ACFT
ACFT shall enter RWY 28:
- Via TWY G coming from North apron;
- Via TWY A coming from Main/South apron or from TWY T.
With RVR below 400m take-off run must be started from intersection take-off A
with reduced TORA of 8993’/2741m.

1. GENERAL
1.4. TAXI PROCEDURES
Holding position T1 must be used by ICAO code D and E ACFT and by all other
ACFT during LVP operations.
Holding positions EA2 and EB2 must always be used by all ACFT during LVP opera-
tions and RWY 10 instrument approaches and landings.
TWY A available as follows:
It is always forbidden the presence of any code ACFT while take-off and landing
for RWY 10 are being performed and during LVP operation.
It is always forbidden the presence of ACFT ICAO codes D and E while landing for
RWY 28 are being performed.
During Approach on RWY 28:
It is allowed the presence of two ACFT up to ICAO code C along TWY A or at the
holding position A subject to following conditions:
- Visibility equal or greater than 1500m;
- Ceiling equal to or greater than 500’:
It is allowed the presence of only one ACFT up to ICAO code C with visibility
less than 1500m and/or ceiling less than 500’, but within CAT I conditions.
TWY T available as follows:
Before requesting taxi clearance, crew will make sure that area is clear from
people and equipment.

1.5. PARKING INFORMATION


Entry into stand ICE2 for ICAO code D and E ACFT available using broken yellow
line lead-in located on TWY T between lead-ins of stands 102 and 103. Use of this
lead-in is possible with mandatory Follow-me car assistance and only when ACFT
stands from 102 to 106 are free.
Advanced Visual Docking Guidance System (A-VDGS) available at stands 206,
207, 208 (STOP1 and STOP2), 209 (STOP1 and STOP2), 210 and 211. In case of a
A-VDGS malfunction, ACFT shall stop immediately. Caution is advised.
Entry into stand ICE2 from taxilane K available only for ICAO code C ACFT leav-
ing stands 102, 104, 105, 107, 108, 110 or 111.
Self-maneuvering exit from stand ICE2 for ICAO code D and E ACFT available
when stands 102 and 103 are vacant.
Exit from stands 102, 104, 105, 107, 108, 110 or 111 available self-maneuvering
using taxilane K in direction of IHP K1 provided that the interested taxi route is
free from other ACFT parked on stands ICE2, 103, 106 and 109.
When RVR is less than 400m exit from ACFT stands 102, 104, 105, 107, 108,
110and 111 is available through push-back only.
Push-back required on stand 301 when stand 304 and/or 306 (STOP1 and STOP2) is
occupied.
Push-back required on stand 303 or 305 when stand 306 (STOP1 and STOP2) is
occupied.
During exit from stand, strictly follow lead-out marking.

1.6. OTHER INFORMATION


RWYs 10 and 30 right-hand circuit. Birds.
During SRN VOR unavailability all radial values referred to SRN VOR can be
intended as bearings referred to SRN Lctr of the same value.
During TZO VOR unavailability all radial values referred to TZO VOR can be
intended as bearings referred to TZO NDB of the same value.
During VOG VOR unavailability all radial values referred to VOG VOR can be
intended as bearings referred to VOG NDB of the same value.

2. ARRIVAL
2.1. SPEED RESTRICTIONS
Unless otherwise instructed by ATC pilots of arriving ACFT shall comply with the
speed limits published on RNAV 1 STARs and IACs.
For STARs and IAC where speed limits are not published, or vectored ACFT for a
pilot interpreted approach, pilots shall apply following speed limits:
- 230 KT at or below FL 100, or at ELBOD and VAGUX, BEG VOR and COD
Locator;
- 210 KT starting the base turn at 20NM from TDZ;
- 190 KT at 12NM from TDZ;
- 160 KT at 5NM from TDZ.
Furthermore MILANO ACC may request pilots:
- to adjust speed in a specific manner during the intermediate approach;
- speed adjustment of not more than {20 KT until a minimum distance of 4NM
from the RWY THR.

2.2. NOISE ABATEMENT PROCEDURES


ACFT performing visual APCH are required to be established on ILS RWY 28 before
ORI NDB or BRM 5.3 DME.
Due to noise abatement procedures arriving traffic may be subject to in-flight
delay.

2.3. CAT II/III OPERATIONS


RWY 28 approved for CAT II/III operations, special aircrew and ACFT certifica-
tion required.

2.4. RWY OPERATIONS


2.4.1. MINIMUM RWY OCCUPANCY
After vacating RWY, ACFT shall not stop before having passed the holding line
signal, and if:
- approaching RWY 28 should prepare the landing to vacate the RWY via TWY D
if directed to apron South or via TWY F if directed to apron North;
- approaching RWY 10 should prepare the landing to vacate the RWY via TWY B.
Pilots unable to comply shall inform ORIO TWR at first radio contact.

2.5. TAXI PROCEDURES


2.5.1. RWY 10/28
Exit via TWY B:
- Allowed to ACFT coming from THR 10.
- Allowed to ACFT coming from THR 28 with direction to Main/South apron at
DAY with MIM VIS 1500m.
Exit via TWY C:
- Allowed to ACFT coming from THR 10 and TWY F.
- Allowed to ICAO code C ACFT coming from THR 28 at DAY with MIM VIS
1500m.
Exit via TWY D:
- Allowed to ACFT coming from THR 28 and TWY F.
Exit via TWY EA:
- For ICAO code D and E ACFT subject to absence of ICAO code D and E ACFT on
TWY EB.
Exit via TWY EB:
- For ICAO class D and E ACFT subject to absence of ICAO code D and E ACFT on
TWY EA.
Exit via TWY F:
- Allowed to ACFT coming from THR 28, TWY C or TWY D.

2. ARRIVAL
2.6. OTHER INFORMATION
2.6.1. COMMUNICATION FAILURE ON MANEUVERING AREA
Vacate RWY and ILS sensitive area via the appropriate TWY and wait on its first
segment for the arrival of the Follow-me to be guided to the stand.
2.6.2. COMMUNICATION FAILURE
Try to establish contact on alternate frequencies:
APP: 126.3 126.750
Emergency: 121.5
TWR: 125.875
If still unable to establish contact:
- Squawk A7600.
- Approach clearance already received: Continue approach accordingly.
- Approach clearance not received:
RNAV-equipped ACFT:
Maintain assigned level and proceed along assigned STAR, or expected STAR if
not assigned, until TIXUM (ELBOD/BEG), then descend to minimum holding alti-
tude and start approach;
Non-RNAV-equipped ACFT:
Maintain assigned level and proceed according to current flight plan to
ELBOD/BEG, then start descent and approach for landing.
Remark: If EAT has been issued, approach shall start at EAT.

3. DEPARTURE
3.1. SPEED RESTRICTIONS
When under RADAR control and after completing noise abatement procedures
pilots shall maintain not exceeding 230 KT until crossing 6000', and 250 KT above
6000' until crossing FL 100.
The above speed limit may be removed by ATC with the phrase: 'No ATC restric-
tion on speed'.
Pilots unable to comply with such limitation shall inform ATC when requesting
start-up clearance.
Similarly, whenever such a case should arise during flight, pilots shall immedi-
ately advise ATC maintaining the minimum operational speed acceptable.

3.2. APT COLLABORATION DECISION MAKING


(A-CDM) PROCEDURE
3.2.1. GENERAL
APT CDM procedure coordinates the turn-around process and is incorporated into
the European Air Traffic Flow and Capacity Management (ATFCM). The procedure
starts at EOBT -3 hours and is applied to all the operations until take-off. A-CDM
milestone approach is mainly based on TOBT and TSAT.

3. DEPARTURE
3.2.2. PRINCIPAL DEFINITIONS
TOBT (Target Off-Block Time): Estimated time, calculated by an ACFT
Operator/Ground Handler (AO/GH),
when an ACFT will be "ready to move".
TSAT (Target Start-up Approval Time): Calculated time at which start-up clear-
ance can be expected at the latest. TSAT
includes all relevant parameters such as
CTOT, variable taxiing time, etc.
"READY" status means: - ACFT doors and holds are closed.
- ACFT Safe Area clear from vehicles,
equipment, obstacles and ground
personnel.
- ACFT fully ready for taxi.
- Compulsory documentation provided
to handler.
- Push-back tractor connected (noise-in
stand).
3.2.3. EOBT -3 HOURS
ATC flight plan will be checked against their APT slot - Scheduled Off-Block Time
(SOBT). Other checks include the destination APT, type of ACFT and registration
marks. If they do not correspond, the flight will not enter the pre-departure
sequence and an alert is risen to the local A-CDM platform. AO/GH must take the
appropriate actions to solve the alerts as earliest as possible. General Aviation
flights must comply with the SOBT assigned in the PPR.
3.2.4. EOBT -2 HOURS
EOBT and TTOT are updated in accordance with the flight status and local A-CDM
rules. A T-DPI-t message will be sent to NMOC containing the TTOT related to
departure flight. In case of discrepancy of more than 15 minutes between EOBT
and TOBT, AO/GH should send a DLA message.
3.2.5. EOBT -40 MINUTES
ENAV A-CDM platform will issue a TSAT based on the last confirmed TOBT.
AO/GH is responsible to confirm TOBT at EOBT -40 minutes or update FLP if EOBT
is not consistent with TOBT.
TOBT must be coherent with EOBT, according to the window -10 minutes/+15 min-
utes. TOBT can be updated as often as desired until TSAT issue time, after that
TOBT may be updated up to a maximum of 3 times, then the flight will lose prior-
ity in the pre-departure sequence.
At EOBT -40 minutes a T-DPI-s message will be sent to NMOC containing TOBT,
TTOT, TSAT.
Once the TOBT has been issued, AO/GH are responsible for its accuracy and it
should be promptly updated for any changes.
3.2.6. ACTUAL READY TIME (ARDT)
The ramp agent will provide TOBT and TSAT to the pilot. Pilots shall request
"READY" status via Orio Charlie within TOBT {5 minutes.
Departing flights should be "ready to move" at TOBT, but ARDT can be granted
until TOBT +5 minutes. If the ACFT is not "ready" by TOBT +5 minutes, TOBT will
be automatically deleted by A-CDM platform. A new TOBT must be inserted in the
platform within 5 minutes otherwise a flight suspension message - FLS with the
comment "SUSPENDED BY DEPARTURE AIRPORT" - will be triggered (e.g. TOBT
1000, no ARDT within 1005, no TOBT update FLS at 1010).

3. DEPARTURE
To de-suspend the flight a DLA/CHG message hast to be sent and a new TOBT
must be inserted. If the flight is subject to a CTOT, at ARDT a DPI message will
be sent to NMOC in order to try to get an improvement: pilots will monitor ORIO
Ground and will be updated in case of CTOT improvement. There is no need to
send REA message to get CTOT improvement as A-CDM platform triggers an auto-
matic REA message upon the reception or ARDT message.
3.2.7. ASAT AND AOBT
Once the ARDT has been obtained, pilots shall contact ORIO Ground within TSAT
{5 minutes to obtain start-up approval. ATC will approve start-up and en-route
clearance according to the current TSAT and within TSAT +5 minutes or ARDT
+5 minutes, whichever is later in normal conditions. Push-back and taxi instruc-
tions will be issued on ORIO Ground frequency.
Push-back: - must be requested within 3 minutes from start-up
clearance (ASAT);
- must start within 2 minutes from approval.
Taxi must start within: - 2 minutes from taxi clearance;
- 5 minutes from ASAT.
Pilots unable to comply, or - inform ORIO Ground, providing a new estimate
for cases of return to time for readiness. Flight will be removed from
stand, must: pre-departure sequence and a C-DPI message will
be sent to NMOC to suspend the flight;
- contact again AO/GH to insert a new TOBT
(see 3.2.9.);
- start over the process from previous point 3.2.6.
and monitor ORIO Ground.
At AOBT a message will be sent to NMOC containing last TTOT.
3.2.8. ACFT DE-ICING REQUEST
Every request for de-icing/anti-icing shall be forwarded to the own handling oper-
ator. Due to the influence that ACFT de-icing process has on the pre-departure
sequence it is highly advised to request ACFT de-icing at the latest at EOBT
-40 minutes to issue a correct TSAT. After the request, AO/GH will update TOBT
on A-CDM platform to be coherent with de-icing operations in progress.
3.2.9. TOBT: RULES AND RESPONSIBILITIES
TOBT Responsibility
AO/GH is responsible of correct update and coherence of TOBT. AO/GH must
notify the MTTT/RTTT and subsequent changes for each ACFT type to SACBO, via
e-mail at the following address: acdmlime@sacbo.it
TOBT Correction/Deletion
If TOBT is changed the new TOBT must be at least 3 minutes later than the
present time. If TOBT can no longer be met it must be updated or cancelled as
soon as possible.
TOBT Input
TOBT can be put into SACBO A-CDM platform available for all registered users
through a web platform or mobile app.
An account to access A-CDM platform can be obtained via acdmlime@sacbo.it
3.2.10. A-CDM PROCEDURE SUSPENSION
In case of A-CDM system failure, the procedure will be suspended and:
- "A-CDM out of service" will be announced via ATIS;
- AO/GH will be informed by aerodrome operator SACBO;
- a standard taxi time scheme will be adopted;
- REA messages can be asked to ATC to request a CTOT improvement;
- operations will follow "NON A-CDM DEPARTURE PROCEDURES".

3. DEPARTURE
3.2.11. NON A-CDM DEPARTURE PROCEDURES - FAILURE OR SUSPENSION
When "ready to move" according to the EOBT, GH informs pilots to contact aero-
drome operator on frequency ORIO Charlie to get the "READY status. Pilots will
contact ATC that will manage departure sequence according to "first ready, first
served" principle and EOBT and CTOT tolerances as specified in AIP ENR 1.
3.2.12. COORDINATION WITH NMOC
A-CDM platform establishes a permanent and fully automatic data exchange with
Network Manager Operations Center (NMOC). This data transfer will enable
highly accurate early predictions (target) of landing and departure times. Fur-
thermore, this will allow more accurate and efficient calculation of CTOT due to
the use of local TTOT.
The following messages are used:
- Flight Update Message (FUM)
- Early Departure Planning Information Message (E-DPI)
- Target Departure Planning Information Message (T-DPI)
- ATC Departure Planning Information Message (A-DPI)
- Cancel DPI (C-DPI)
The basic NMOC procedures continue to be applied.

3.3. DE-ICING
3.3.1. ANTI-ICING, DE-ICING AND DE-SNOWING OPERATIONS INTO ICE1 OR
ICE2 DE-ICING AREAS
Anti-icing, de-icing and de-snowing may take place at the following areas:
- ICE1: Available up to Boeing 757-200 with winglets or McDonnel-Douglas
MD90.
- ICE2: Available up to Boeing 747-400.
Responsibilities: All anti-icing, de-icing and de-snowing operations are under
ACFT operator/pilot-in-command responsibilities.
3.3.2. PROCEDURES
1. ACFT operator/pilot-in-command of ACFT shall submit the request to the de-
icing provider through the ramp agent attending the flight.
2. Before taxi clearance, pilot shall report to the TWR to have already agreed
upon de-icing operations.
3. Entering the de-icing area, Follow-me car and/or marshaller will guide the
ACFT to the de-icing position.
4. Pilot-in-command shall report to the TWR 'ready to move' only after ground
de-icing procedures have been completed.
3.3.3. ACFT ENGINES STATUS DURING DE-ICING OPERATIONS
- Twin engine ACFT: Both on idle power.
- Three engine heavy ACFT: Tail out, external idle power.
- Four engine heavy ACFT: External out, internal idle power.
- Propeller ACFT: Propellers should be shut down when possible.

3.4. START-UP AND TAXI PROCEDURES
3.4.1. START-UP
On the Main/South apron, departing ACFT shall receive the signal "ALL CLEAR"
from ground staff before requesting start-up clearance from Orio Ground.
Start-up will be provided only after ACFT has received 'ACFT ready' communica-
tion by aerodrome operator.
3.4.2. TAXIING
3.4.2.1. RWY 10/28:
Entering via TWY B:
- Allowed to ACFT in direction to THR 10.
- Allowed to ACFT in direction to THR 28 at DAY with MIM VIS 1500m.
Entering via TWY C:
- Allowed to ICAO class C ACFT at DAY with MIM VIS 1500m in direction to
THR 28.
- Allowed at DAY with MIM VIS 1500m in direction to THR 10.
- Allowed with MIM VIS 1500m in direction to TWY F.
Entering via TWY D:
- Allowed with MIM VIS 1500m in direction to TWY F.
- Allowed to ACFT in direction to THR 28 at DAY with MIM VIS 1500m.
Entering via TWY EA:
- For ICAO class D and E ACFT subject to absence of ICAO class D and E ACFT on
TWY EB.
Entering via TWY EB:
- For ICAO class D and E ACFT subject to absence of ICAO class D and E ACFT on
TWY EA.
Entering via TWY F:
- Allowed with MIM VIS 1500m in direction to TWY C or TWY D.
- Allowed at DAY with MIM VIS 1500m in direction to THR 28.

3.5. NOISE ABATEMENT PROCEDURES


3.5.1. GENERAL
Between 2300-0600LT take-off shall be performed from RWY 10 except for:
- Weather conditions recommend the use of RWY 28;
- Low Visibility Procedures;
- Safety reasons or air-transport-service exceptional reasons.
Other reasons cannot be accepted. Due to noise abatement procedures departing
traffic may be subject to start-up delay between 2300-0600LT.
3.5.2. RWY USAGE
Any take-off from RWY 28, except for safety reasons, shall be performed in
accordance to ICAO DOC 8168 Noise Abatement Departure Procedure 1 (NADP1)
as follow:
- Below 800': climb speed V 2 plus 10 KT;
- At or above 800': perform thrust reduction;
- Between 800' and 3000': climb speed at V 2 plus 10 to 20 KT,

3.6. RWY OPERATIONS
3.6.1. MINIMUM RWY OCCUPANCY
As far as possible, pre-flight checks shall be completed before line-up; other
checks after line-up shall be carried out as quickly as possible.
Departing ACFT shall comply with ATC clearance to line-up without any delay.
Take-off run shall start immediately after take-off clearance. If unable to com-
ply, pilots shall inform ORIO TWR prior to lining-up.
In case of snow, take-off run shall start immediately after take-off clearance
issued by ATC. ACFT unable to comply will be instructed to vacate RWY as soon
as possible.

3.7. OTHER INFORMATION


3.7.1. COMMUNICATION FAILURE ON MANEUVERING AREA
Continue strictly on the assigned taxi route to the assigned clearance limit and
wait for the arrival of the Follow-me in order to be guided back to the stand.
